Crack down on criminal activities in KwaDukuza
OPERATION: KwaDukuza Municipality working closely with KZN Department of Economic Development, Tourism and Environmental Affairs Business Regulations Unit coordinated a multi law enforcement agencies operation/blitz under the auspices of quarterly KDM EDP - Development Enforcement Bylaws Enforcement Blitz Programme. The enforcement blitz took place on the 29th and 30th of April 2021
KwaDukuza SAPS, KDM Traffic and Crime Prevention, SARS Customs and local security companies embarked on an Enforcement Blitz in KwaDukuza CBD between Thursday and Friday last week. This operation focused on dealing with non-compliance of building regulations, protecting our country's revenue base by removing counterfeit goods and illegal immigrants. The operations also
focused on dealing with infringement of municipal bylaws, enforcement of the Road Traffic act and criminal activities. According to KwaDukuza Municipality a total of fourteen (14) illegal immigrants were arrested as they did not have valid documentation allowing them into the country. KDM Mayor Cllr Dolly Govender said the Municipality fully supports the law enforcement blitz,
“KwaDukuza Municipality appreciates the ongoing collaboration between all state law agencies and the municipality in fighting crime and non-compliance with the municipal bylaws. As KwaDukuza Council, we would like to see these operations taking place every month or even every week to ensure that KwaDukuza is a safe area to do business, live or visit. The Municipality will continue to support the Development Enforcement Unit and Community Safety Unit in their joint law enforcement blitz to ensure that there is respect of the rule of law and adherence to municipal bylaws by everybody,” said the Mayor. As part of the day's proceedings, Police officers raided a number of buildings that are deemed crime hot spots near King Shaka Monument in KwaDukuza. During the operation, a total of 30-retail establishments were visited for compliance checks. Of the thirty (30), Twenty-one (21) were operating without a Business License, two businesses were closed for gross non-compliance of various legislation, two (2) shops were found to be selling expired goods which was confiscated, and seven

'Huge energy losses' and 'underperformance' a blot for KDM By Xpress Reporter
The Democratic Alliance (DA) in KwaDukuza is unimpressed with KwaDukuza Municipality's overall performance over the fiscal year 2019/20. This comes after KwaDukuza Mayor Dolly Govender tabled the annual report at a recent Council meeting. DA KwaDukuza Caucus Leader Madhun Sobram Sing says his party is dismayed with the huge increase in energy losses, as recorded during the period under review. In the preceding reporting period, Council recorded energy losses amounting to R115 million. This figures leaped by a whopping R37 million in the 2019/20 financial year, coming to a staggering R152 million. The energy losses are as a result of illegal connections and tampering with electricity meters, resulting in non-payment for electricity used. Sing said KwaDukuza Municipality was incurring energy losses far above the national norm. “The benchmark for electricity losses according to national norm ranges from 6% to 12%. KwaDukuza is sitting at 20.94% due to distribution and illegal connections. While aggressive measures (have been) put in place to mitigate the losses unfortunately the results show otherwise. More needs to be done without fear or favour,” Sing said. Cllr Sing was also not too happy with Council's lower capital expenditure during the year under review. “Under spending of R82 million on capital projects means less service delivery that is so desperately needed by communities. While lockdown has negatively impacted on spending, (this) has been a trend for a while. While basic services in the financial year improved from 36% to 47%, by any standard it is still unacceptable. On budgeted amount approved at least the target should be 70% to 80%; this can be achieved through planning in advance since some are multi-year

Spike in irregular expenditure The annual report also showed that the municipality's overall performance had markedly retrogressed from a measly 64% the previous year, to a disastrous 47% in the 2019/20 fiscal year. “The DA hopes this trend of poor performance must change through regular intervention and oversight. Irregular expenditure was R155 million as compared to R169 million in the previous year due to not following competitive bidding process in most cases contracts that expired were extended. “The previous years (2018/2019) the Auditor-General's findings and concerns totalling to 48 only 8 was completed 26 work in progress, 13 was unattended to. This is a poor reflection to deal with Auditor General's queries thus you have recurring findings. This must be red flagged if we are serious about good governance. “The special investigation unit is currently investigating two bids relating to protective equipment that were awarded, because of the Covid19 pandemic. Council reported all was in order and (had) in fact saved money. Let's wait for the SIU report; it could be quite different from what was reported,” Sing warned.

It was all holy smiles as a local church held a glittering graduation ceremony for its members who have completed their studies in the various Biblical disciplines. All the graduates are members of the Pentecostal Holiness Church, under the leadership of Reverend Simon Nyawo. They completed their
studies through the International School of Ministry (Isom). The guest of honour at the graduation ceremony, which was held at KwaDukuza Town Hall on Sunday 02nd of May 2021, was Mrs Ash Jagessar, Isom's regional director for Southern Africa. Also in attendance were Mr HL Gwala from the Department of Education and Bishop MV Sibiya.
Massive fuel drop The energy department on Saturday announced that fuel prices are set to drop, this is a relief for many following massive hikes last month. Yesterday (04 May 2021) midnight petrol dropped by nine cents per litre, while diesel went down by 31 cents per litre. Road users in KwaDukuza have called for action against livestock that roams freely in most parts of KwaDukuza. It's a growing problem with mounting concerns, cattle on the roads posing a great danger to motorists. An Ocean View resident who asked to remain anonymous said he was
worried about the livestock roaming around the roads especially R74 highway. He further called on KwaDukuza Traffic Department to deal with animals once they get into or around town. Another concerned driver said there's a large bull that often stands on the R74 high way, posing danger to drivers, “Its worrying to see
animals roaming the streets, most of the cattle that are seen roaming around KwaDukuza are not branded which makes it nearly impossible to link them to their rightful owners. Bylaws need to play their role in solving this issue,” said the driver. In conclusion he further called on cattle to be impounded.
SA receives more Covid-19 vaccines Health Minister Zweli Mkhize remains optimistic about the country's Covid-19 vaccination programme, despite apparent difficulties in the securing of vaccine doses. This comes after the country received hundreds of thousands more vaccine doses on Sunday night. This time Mkhize said the country had received the Pfizer vaccine, which is on course to be given regulatory approval in many countries. This is a two-dose vaccine, which is touted as one of the vaccines that have a much higher efficacy against the deadly Covid-19. The more than 325 000 vaccines which arrived on Sunday night would undergo all the safety and quality checks before being distributed throughout the country for vaccination. More than 300 000 healthcare workers have so far been inoculated, as part of the Sisonke vaccine trial programme. It is anticipated that this figure should rise to 500 000 by the end of the trial programme. The health ministry said South Africa would be receiving 325 000 Pfizer vaccines per week this

month, to be increased to 636 000 vaccines per week in June. Plans are in place to inoculate 16.5 million people from May to October with the aid of private healthcare providers, which will buy shots from the national government. Water losses remains a challenge for Ilembe
The Democratic Alliance in KwaDukuza has urged ILembe District Municipality to take all possible measures to deal with water loss. This comes after ILembe received unqualified report credible and reliable financial statement for the year 2019/2020. According to the report, The AG highlighted material losses to the amount of R123, 46 million representing 59, 75% of the total water purchased, these losses were due to i l l e g a l w a t e r connections, reservoir overflows and service connection leaks. DA Caucus Leader, Cllr Madhum Singh said water losses still remains a huge challenge for the municipality, “This is a direct result due to illegal connection, main leaks, reservoir overflows and service connection leak. Council is fully aware of this challenges and needs to act fast by allocating funds to fix the problems for example reservoir overflows telemetry should have been installed you cannot wait for five years or more to install, water leaks should be immediately fixed when reported not after weeks in some cases after a month. Two killed in Durban helicopter crash
CRASH: Two people, believed to be in their twenties, died in a helicopter crash in Durban on Monday morning.
KZN police have confirmed two people died in a helicopter crash in Durban on Monday morning. Police spokesperson Captain Nqobile Gwala said a helicopter crashed on the M19, near the N2 freeway, at around 8.15am. “It is alleged that the plane crashed on the island in the Umgeni River. Two pilots, believed to be in their twenties, were declared dead at the scene. The cause of crash is unknown at this stage. The scene is
still active, pending the arrival of authorities from aviation,” said Gwala. Kyle Van Reenen, of Rescue Care, said that when paramedics arrived on the scene they found a Robinson 22 helicopter submerged in the Umgeni River. “Both pilot and co-pilot were found entrapped in the aircraft and, sadly, were pronounced deceased on the arrival of paramedics.

The late Queen Mantfombi was proclaimed as the Regent to the Zulu Nation barely a month ago, following the passing of her husband King Goodwill Zwelithini. Making the announcement about the passing of the Queen, Prince Buthelezi was quick to assure the nation that “there would be leadership vacuum” in the Zulu royal family, following the death of the regent Queen. “In line with her wishes, as was done for His Majesty the King, Her Majesty will be interred at the crack of dawn in a private burial. As confirmed by her children, Her Majesty wished to be buried at her Royal Palace. Having discussed this with the Queen Mother, Queen Mayvis MaZungu, it has been agreed that everything must be done in accordance with the late Regent's

Sports minister Mthethwa officially re-recognises Cricket SA as a sporting body
Sports, Art and Culture minister Nathi Mthethwa has officially recognised Cricket South Africa (CSA) as a sporting federation. In a government gazette published last Tuesday, Mthethwa said CSA is now recognised as a federation in terms of Section 1 of the National Sports and Recreation Act of 1998 with immediate effect upon compliance with the recommendations of Judge Christopher Robert Nicholson's committee of enquiry. The notice comes after Mthethwa signalled his intentions last week to withdraw the notice after CSA's members' council voted unanimously to implement the Nicholson recommendations that would allow for
the formation of a majority independent CSA board. Mthethwa had enforced Section 13 (5) of the Act after CSA's members' council failed to get the required 75% to pass through the Memorandum of Incorporation amendments that would have facilitated the election of a majority independent board at the 17 April Special General Meeting (SGM). That meeting left Mthethwa, who has allowed the MOI process between the members' council and the interim board to unfold with minimal government intervention, with little choice but to use his powers. On 29 April, the CSA was stripped of its national recognition and funding by Mthethwa following the failed SGM, acting on his previous threats to go down this route that CSA failed to heed. The publishing of that particular gazette notice had come after the members' council, and the interim board had found the necessary middle ground that satisfied Mthethwa to motion for the return of CSA's federation status.

Manchester United's Premier League clash against Liverpool was postponed on Sunday after fans invaded the Old Trafford pitch as part of a protest against United's owners, the Glazer family. Hundreds of fans managed to make their way into the ground, chanting “we want Glazers out.” Large numbers of supporters had also gathered outside the stadium and there were clashes with police as they moved in to disperse the crowd. “Following the discussions between the Premier League, Trafford Council and the clubs, our match against Liverpool has been postponed due to safety and security considerations around the protest today,” United said in a statement. “Our fans are passionate about Manchester United and we completely acknowledge the right to free expression and peaceful protest. However, we regret the disruption to the team and actions which put other fans, staff and the police in danger. We thank the police for their support and will assist them in any subsequent
investigations.” The match had been due to start at 16:30 local time (18:30 SA time) but had been delayed by over an hour before the decision to call the match off was confirmed. Manchester City could have been crowned Premier League champions on Sunday had United lost the match. No rearranged date has yet been agreed for the fixture to be played. Liverpool said they were in “full agreement” for the match to be called off as the safety of their players and staff could not be guaranteed. Anger towards the Glazer's has been reignited by United's part in a failed European Super League (ESL) project that collapsed within 48 hours last month due to a backlash from fans, players, government and governing bodies. United and Liverpool were reportedly two of the leading drivers behind the project that sought to guarantee top level European football for 15 founder members every season without the need to qualify on the pitch.
