he KwaDukuza Municipality (KDM) is said to be the best performing local municipality in terms of delivering services to taxpayers and maintaining their infrastructure in KwaZulu-Natal according to “Ratings Afrika.” The rating agency defines financial stability for all municipalities as: “The financial ability to deliver services, develop and maintain the infrastructure required by its residents without unplanned increases in rates and taxes or a reduction in the level of services, and the capacity to absorb financial shocks caused by natural, economic and other adversities without external financial assistance.” According to an analyst it appears that KDM is the most financially sustainable municipality in South Africa (officially the fourth most) and will be in a position to continue rendering services to the community without having to raise taxes and tariffs significantly. Under Ratings Afrika: KwaDukuza (Stanger/Ballito) from 2007 to 2011 kept improving on their score with 75 in 2007 to 85 in 2011. This is the second year in a

KwaDukuza Municipality robbed in broad daylight By Xpress Reporter The KwaDukuza Municipality (KDM) finance department was robbed, on a day that the staff was receiving awards at the KwaDukuza Town Hall on Wednesday, 26 June 2013. According to unofficial reports, the department was robbed by two individuals who got away with an alleged amount of approximately R174 000 between 10am to 1pm. Young political activists from various political formations enjoyed a stint of council work after being named KwaDukuza Councillors for a day as part of celebrating Youth Month. KwaDukuza Municipality (KDM) Council, the highest decision making body of the Municipality, handed out the baton of political debates to budding politicians with an interest to encourage youngsters to have a say on issues affecting KwaDukuza communities. KDM Deputy Mayor, Councillor Dolly Govender together with Acting Municipal Manager, Mandla Manzini inaugurated 53 budding KwaDukuza leaders at Nkobongo Town Hall on Friday. Four aspiring politicians were sworn in as Parliamentarians for the day. All four members were elected from the majority party, the African National Congress.

Councillor Dolly Govender said the Youth Parliament was part of motivating the youth to share ideas and come up with practical solutions. “As a Municipality, we feel that this is another way of sharpening youth's leadership skills and a way of responding to unanswered questions and needs of the youth'' she said. The young councillors took turns to debate on various issues. Job creation, economic empowerment, health, education, drugs, women and children abuse were some of the issues placed on top of the agenda. Simphiwe Shangase (DA Caucus leader) was not happy with the speaker of the house and how he was treating the opposition parties. “The parliament was meant to address community issues instead it turned it into an ANC political rally that assisted the ANC 2014 election campaign,” said Shangase.

iLembe workers die in freak Blythe Mews residents still upset over ‘cesspool’ accident employee who died at the scene to By Xpress Reporter A work meeting involving six iLembe District Municipality (IDM) employees in Zinkwazi resulted in the tragic deaths of two on Wednesday, 26 June 2013. According to the iLembe communications officer, Zee Nqala, the accident took place in Zikwazi, and sadly one employee died instantly, and the other was later confirmed dead at the Alberlito Hospital. “The other four IDM employees who survived are critically injured with three currently receiving care at the Alberlito Hospital and the remaining person transferred to Umhlanga Hospital,” said Nqala. She added that the IDM Mayor, Councillor SW Mdabe rushed to the scene of the accident and ensured that the matter was 'handled with urgency and that everyone injured receive the best medical attention.' The iLembe Mayor together with IDM Deputy Mayor Dolly Shandu and IDM Speaker, Councillor T Msweli went to the family of the

Taking our cue from the hit romantic comedy movie: Blame it on Rio (1984) fame the IDM Municipal Manager, Mike Newton said: “We will pass this on to our bulk water service provider, Umgeni Water, for their attention.” On Monday, 1 July 2013 we contacted Umgeni Water's Pravesh Boodhoo, Area Manager North, who told us that iLembe did forward him the issue but said that “this is a water connection leak in the Blythedale reticulation and I will forward to IDM to effect repairs.”

Grand Eastern Musical in aid of funds By Xpress Reporter The Shri Saraswathie Prayer Group of Glenhills, a non-profit organization, will be presenting a 'Grand Eastern Musical song and dance extravaganza 2013' in aid of funds. The spectacular song and dance concert will take place on Saturday, 6 July 2013 at the Shri Sanathan Mundal Community Hall, Greyridge Drive, Stanger Heights commencing at 6:30 for 7pm.

Three of North Coast's bands, Tyles, Naya Savera and Saraswathie Entertainers will be featured. There will be melodious bhajans and devotionals, golden oldies, latest film hits, ghazals, chutney and bhangra. The dance groups that will provide entertainment include Riya's Dance Academy, Dazzling Stars, Precina's Dance Fusion and Nelendrie's School of dance.

There will be lots of prizes given away for lucky tickets and lucky chair holders, as well as a raffle draw at 9:30pm. Tickets can be purchased from Danny's Auto Spares, KwaDukuza Electrical, Raymens Supermarket, Truro Bakery, Rainbow Superette, Tamia's Eastern Wear and from members of the prayer groups. Tickets will also be sold at the hall from 11am onwards. According to Johnny Pillay

(Treasurer), the Shri Saraswathie Prayer Group of Glenhills is hosting this fund raiser to finance the acquisition of a vehicle for services rendered to the community. “We will highly appreciate it if the community supports this worthy cause. KwaDukuza Municipality (KDM) Mayor, Councillor Ricardo Mthembu has honoured municipal retirees at the Staff Awards Launch at the KwaDukuza Town Hall on Wednesday, 26 April 2013. This was held in honour of retirees who have committed unbroken service to KwaDukuza Municipality. “As a progressive Municipality, it is essential that we recognize the relentless work and efforts demonstrated by these retirees and outgoing members of our municipality moving forward. This is our gesture of honouring their devotion to public service and their determined efforts to improve our municipality,” said Councillor Mthembu. KwaDukuza staff members are

now gunning for awards following the unveiling of 10 categories. The awards seek to deepen a culture of good work ethics, performance and excellence in the workforce. According to Mthembu, the awards will add meaning to the strategic imperative of the National Development Plan, develop and also promote a renewed cadre of local public service committed to service delivery. “I am happy that the award categories are designed in a way that they will encourage our employees to perform even better on various areas which will also have an impact on how service is delivered. Mega murti set for New Guelderland By Xpress Reporter

LANDMARK: The 1.8 metre high and 1.8 ton Mother Durga open air murti to be erected opposite Sanbonani Lodge in New Guelderland

Chix Bhai of Goldzone is back again, this time with a mega murti of Mother Durga which is planned for the community of New Guelderland. Bhai is known for the larger than life murti that he commissioned for and gave to the Glenhills community a little over two years ago. The International Society for Krishna Consciousness (ISKCON) devotee said he commissioned construction of the 'open air' shrine last year in December by visiting Jaipur, India. Bhai cites the reason of spirituality, history and serenity for bringing the murti to this area. “The community and ex-community should be proud as this is part of their legacy,” he said. Bhai also said that the murti will satisfy

devotees, be a tourist attraction and keep traffic accidents at a minimum. The 1, 8 metre high Macrana marble statue (native to Rajasthan) with a mass of 1 800 kg featuring the Hindu goddess, Mother Durga with her tiger carrier, will be erected opposite the Sanbonani Lodge in New Guelderland. The statue (murti) will be accompanied by a special aluminium and glass canopy bedecked with rich colour and expert craftsmanship courtesy of the “Bharthiya Marble Kendra Jaipur” company. A special five dome configuration is also planned with an accompanying Shivalingum. Bhai wanted to thank Dees from M3 Carriers and other benefactors for their support in helping bring the murti to KwaDukuza. Plans are underway to celebrate the momentous occasion and the community will find out via this publication when that is.

Wrong target A Maphumulo Taxi Driver who tried to prevent a passenger from an attack has paid a hefty price for his intervention. Humphrey Ngcobo alleges that when passengers alighted from his vehicle at Doringkop, two youths attacked one passenger. When he intervened, one of the youths drew a knife and he fled. KWADUKUZA Youth Month games ended with a bang as the 2013 ward champions were named after an aggressive scrambled for victory in a tournament that attracted the attention of scores with its youthful razzmatazz on Saturday. All 27 KwaDukuza's wards lined the protracted race to the championship since the beginning of June as part of commemorating youth month. The long awaited finale kick-off at the weekend at Stanger High Sports Grounds were the ambiance of music, dance and sports played centre stage. The clash of the finalists follows a chain of games that were hosted in more than eight venues in the build up to the finals. The wards were grouped into eight clusters, with each ward competing with at least 6 wards. While the games where made up of various sports codes, the soccer champions rose to prominence, with ward 21 girls and ward 8 boys taking the first price home to Driefontein and Nkobongo respectively. Nkobongo boys claimed remarkable victory in their game against Ntshawini, ward 15. Ladies' soccer champions, Driefontein also rose to prominance following their 5-4 victory in the penalty shoot-outs against Darnall, ward 2 girls. Ward 8, Nkobongo boy's ended the month long tournament with a bang by thrashing ward 15 boys with an epic, 50.

The annual tournament forms part of a resolution that was adopted at Council in paying tribute to the youth of 1976. The tournament is made up of various sporting codes including soccer, netball, basketball and volleyball. The KwaDukuza municipality is also contemplating another tournament, the inter-wards league tournament that could get even more people in sports. Officials have said that the league will get anyone with a valid South African ID in sports as part of the campaign to mobilize youth without ID's to apply and register to vote. The ID and voter registration campaign has become a main feature in the Youth Month games as the Youth Affairs sub-committee continued to rally behind the campaign. In the run up to the 2014 general elections, the KwaDukuza Youth Affairs sub-committee has reiterated its conviction that it will continue to campaign strongly behind the ID and voter registration. The committee has made numerous appeals to the youth to apply and register to vote. Its Chairperson, Sthembiso Magubane says the campaign will continue until the elections, this after vowing to place the campaign high on its agenda to get prospective voters on the roll. 'We are putting a strong focus on 'Mandela Children', individuals who were born into democracy as they will be voting for the first time." he says.

Peters were the ones who carried the torch for the KSST lads. Gavin Chetty, Sandhir Jugmohan and Ben were the only players from Randsons to keep the score board ticking for Randsons. The game was even until 13-13 when KSST turned on the heat with the attacks from Singh and Peters allowing KSST to lead at 19-13. Randsons tried desperately to corner their opponents but KSST held too many guns and went on to win the set 25-20 and claim the cup 2-0. Grove End ensured a podium finish with victory over Sunbrook in the 3rd/4th play offs. In the post match presentation, vice president of SDVA, Kruba Jairam said that the final was the culmination of 3 weeks of entertaining volleyball. She said that Ralph held a special place in the hearts and minds of everyone and every team vied for the honours of holding the coveted Ralph Reuben Memorial Cup. The competition, now in its 4th ran smoothly and she thanked the Rueben family for having opened up the tournament to both the social and competitive league teams and that there were tense moments in the build up to the final. Laylatul Qadr Crowning Glory Laylatul Qadr is the crowning glory of the holy month of Ramadhaan. It is associated with the sending down of the Holy Book, the last Book of of our Creator on His last Prophet Muhammad (Peace Be Upon Him), for the guidance of mankind. The Holy Book describes this Night. “We have indeed revealed this (message) in the Night of Power: And what will explain to you what the Night of Power is? The Night of Power is better than a thousand months. Therein come down the Angels and the Spirit (Jibraeel) by Almighty's permission, on every errand: Peace! This until the rise of Morn!” (Surah 97) The Night of Power is the night of spiritual bliss. Our Holy Prophet (PBUH) is reported to have said concerning Ramadhaan: “Verily this month has come to you; and therein is a night which is better than a

(Ibn Majah) “Whosoever stands up (in prayer) at the Night of Power out of faith and hopeful of reward, all his past sins will be forgiven.”(Targhib) Better than a thousand months A thousand months are equivalent to 83 years and 4 months. Fortunate is the person who spends this night in prayer. The man or woman, who prays for the whole night during this Night, will deserve blessings and reward for the period as if he or she had been praying for eighty three years and four months consecutively. Since the Night of Power is better than one thousand months no one can actually measure the extent as to how much better it is.

Wishing all our muslim customers well over Ramadaan Exclusive The Holy Prophet Muhammad (PBUH) said: “Laylatul Qadr has been bestowed by the Almighty to my Ummah (People). It was not given to any people before this.” (DurMansoor). How manifest and replete the special bounties and mercies of the Almighty are upon this Ummat is quite really beyond imagination. It will therefore be extremely foolish to allow ourselves to be deprived of these great blessings at the expense of sheer laziness and a few hours of extra sleep. Which Night is it? Although there are different reports in different traditions regarding the exact night, it is almost unanimous that the blessed night occurs in one of the last ten nights of Ramadhaan and more probably in one of the last ten odd nights i.e. 2lst, 23rd, 25th 27th or 29th night. The popular opinion is, however, in favour of the 27th Night of Ramadhaan but that is not absolutely certain. The traditions indicate that it is to be sought in one of the last ten nights and preferably in the last three odd nights. It was therefore the practice of the Holy Prophet (PBUH) and his companions to make I'tikaaf in the Mosque for the whole time offering Divine

service during the last ten days of Ramadhaan. Hazrath Aisha (RA) reported that the Apostle of God Almighty said: “Search for the Blessed Night in the odd (nights) from the last ten (nights) of Ramadhaan”(Bukhari). Hazrath Aisha has narrated another saying: “I asked: O Messenger of Allah! Tell me if I were to find a Night of Power, what should I recite therein?”The Holy Prophet (PBUH) advised her to recite: O Allah! You are Forgiving, You love forgiveness, so forgive me. (Bukhari). Special attention should therefore be given to the excessive recitation of this dua on the blessed night. Furthermore one may engage in lengthy rakaats of Tahajjudsalaat, Tilaawat of the Qur'an, Dua, Zikr, etc. The worship and the vigil of the Night of Power are a treat to the soul. The heart tends to melt into tears of heartfelt gratitude. The body is in a state of angelic ecstasy The soul strives to reach nearer to our Creator. In this holy month of Ramadhaan let us strive to seek the Night of Power and its bliss. May the Almighty reward us with His bountiful blessings. Aameen. Source: JamiatulUlama
