ANC Policy Conference - From Nasrec to KwaDukuza By Xpress Reporter

South Africa's ruling party, the African National Congress hosted its 5th Policy Conference at Nasrec Expo Centre from 30 June 2017 to 05 July 2017. This conference was a gathering of about 3500 delegates from branches across the country to discuss the party's policies going into the elective conference in December, where changes and new policies will be ratified. As part of the conference, nine documents were tabled for discussion, namely, S t r a t e g y a n d Ta c t i c s , Organisational Renewal, Communications, Economic Transformation, Education, Health, Science and Technology, Legislature and Governance, Social Transformation, Peace and Stability as well as International Relations. Various elite members of the ANC took to the podium to discuss the abovementioned documents, the list includes, President Jacob Zuma, his deputy Cyril Ramaphosa and Dr. Zweli Mkhize.

KwaDukuza, as a business sustained town may draw relevance from the Economic Transformation

document which has a subheading titled 'Activating small businesses and cooperatives' under which it is

stipulated, “Many black entrepreneurs would be more successful if they had some form of targeted financial

support, including tax breaks, and improved market access. A targeted programme should be put in place to assist black entrepreneurs in setting up small businesses and cooperatives. This would fill a gap at a level below assistance currently offered to Black industrialists” Earlier this year, there were unrests within the district as calls to replace then District Director of the Department of Education m o u n t e d w h i c h subsequently resulted in Dr. Musa Madondo being appointed. In relation to education under a document titled, Education, Health, Science and Technology, the ANC tabled for discussion the progresses the party has been able to make in relation to the education sector. Zweli Mkhize, urged the elite members of the ANC to, “Investment in human capital which is more important than roads. Invest in engineers who will build bridges”. The social grant scare which happened at the beginning of this year shook

the whole of South Africa and it was also among the issues discussed at this conference, under the Social Transformation document. “The state must increase its capacity to ensure the provision of free basic services for the poor, quality free education for poor households, passenger transport subsidies; the state ensure the improved access to social grants to children and older persons as outlined in the Consolidated Government Document on Comprehensive Social Security”. Furthermore; Pesident Jacob Zuma lamented opposition parties for taking parliament matters to court saying, “I have never seen such democracy”. The party's secretary general, Gwede Mantashe took jabs at the infamous leaked Gupta emails by criticising the leadership of the party for dismissing claims of state capture. “A narrative was developed to link any discomfort with the influence of the Gupta family to the regime change agenda” said Mantashe.

The hijacking of a 27-year-old taxi driver in the KwaDukuza area resulted in a shootout on the N2 highway on Wednesday, 28 June 2017. According to Captain Nqobile Gwala of the SAPS KZN Media Centre, the man was hijacked at around 6:45pm. “The complainant alleged that on 28 June at about 18:45, he was performing his duties as a taxi driver when he picked up two unknown men who wanted to go to Townview. “While en route to Townview the men produced firearms and at gunpoint they hijacked him, took

Proposed sewer tariffs in detail On 22 June 2017 ILembe Municipality officials convened business heads from around KwaDukuza to discuss the proposed sewer tariffs. During that meeting, a task team made up of seven members was elected and given the green light to engage with the municipality going forward. A member of the task team, Mr. Shain Manjoo drafted the following table to disclose how the rates have changed since 2010. The new tariff has been calculated on the 2013/2014 TOC with a 10% increase. From 2010 to 2014, the municipality used the property valuation system in order to charge consumers. That however; was changed to water consumption base between 2014 and 2016. Winter Fair 2017 a success

The much anticipated Winter Fair 2017 took place from Thursday, 29 June 2017 to Sunday, 2 July 2017. The four-day extravaganza attracted crowds from across the North Coast region and

once again proved to be KwaDukuza's biggest entertainment and fun fare spectacular. Fairgoers enjoyed a string of entertainment throughout the weekend, and children were

delighted by the charming events and thrilling rides. Patrons were spoilt for choice as there were numerous stalls offering culinary delights, toys, accessories, wildlife and

The child confirmed that the culprit, who is a family member, had been repeatedly abusing him and he was afraid to confide in his mother because “she is a girl”. The culprit, who strongly denies any wrongdoing in his bail application, is due back at court on 16 August.

KwaDukuza Darts Association hosted a successful mixed doubles dart tournament last Wednesday, sponsored by Sharm Padayachee and family at the Quartz and Conference Centre. There were 10 teams that participated in the knockout challenge. In the top half of the draw Paddy Padayachee and Neeran Somnath paired up to beat Kyle Pillay and Leon Moonsamy 2-0 to advance into the semi's. The second team made up of Vinesh Geanbally and Len Naidoo beat Jodie Naidoo and Vasa Rungasamy 2-1 to set up a meeting against the formidable Padayachee and Somnath. In the bottom half of the draw Meersingh Soobram and Justin Naidoo overpowered the Pillay combination of Charlie and Yogan 2-1 to advance into the

second semi-final. Rowen Pillay and Ajen Singh who removed Nine Pillay and Jerry Arunachellum were out of the challenge after been trashed by Jerry Govender and Asogan Luthsumanan 20 and booked themselves a place against Soobram and Naidoo. In the first semi-final, Vinesh Geanbally and Len Naidoo made a clean sweep and defeated Paddy and Neeran who were struggling to produce scores and thus payed the ultimate price and lost 2-0. Geanbally and Naidoo advanced into the final. In the second semifinal Soobram and Naidoo defeat Govender and Lathsumanan to secure themselves in the final. A bumper awaited to watch the finals between Geanbally and Naidoo and Soobram and Justin expecting a real humdiger but the game was a one sided affair as Vinesh

and Len defeated Meersingh and Justin Naidoo 2-0 to claim the mixed doubles cup. The association thanked Sharm Padayachee for ongoing sponsor. In other darts news, the KwaDukuza Darts Association (KDDA) has prepared a strong team to participate in the South African Darts National's Championship to be held in Durban from the 9July to the 14 July. The team consists of Paddy Padayachee, Len Naidoo, Vinesh Geanbally, Nine Pillay, Charlie Pillay (manager) Devan Gounden, Darrel Shanmagum, Neeran Somnath and Preolin Muthusamy. Tonight (Wednesday), the association will start the second league four a side (singles) sponsored by U N L Fresh Produce of Durban .The Association welcomed and thanked the new sponsorship.

Fulton dominates Ballito Pro

Sophia Fulton (AUS) claimed the title at the Ballito Women's Pro pres. by Billabong at Willard Beach today, defeating Zoe McDougall (HAW) in an all-international final held in inconsistent shoulder-high waves and a stiff cross-wind. The World Surf League (WSL) QS1,000 rated event with a field of 32 local and international competitors was scheduled for Saturday and Sunday but was completed today as small surf is expected tomorrow. McDougall started the final faster, opening her account with a 6.33 and following that up with a 4.50 before Fulton had anything substantial on her scorecard. But the Australian started her comeback with a 3.83 for a great opening turn before the wave petered out. After another lull in the action, Fulton found a wave that enabled her to string together a series of manoeuvres as she rode all the way to beach, earning a 7.50 that took her into the lead. Needing 5.01 for victory with seven minutes remaining, McDougall stayed patient at first, but as time wound
