he 2018/2019 Mid-Year Budget Assessment and Performance presented to council on 31 January 2019 indicated that Ilembe District Municipality is on a roadmap to recovery. Council noted the 2018/2019 Mid-Year Budget Assessment and Performance at a special council meeting held at iLembe House, KwaDukuza. The assessment was done in accordance with Section 72 of the Municipal Finance Management Act which states that the Accounting Officer must make an assessment of the performance of the Municipality for the first six months of the financial year. At this juncture the District Municipality was on track with actual expenditure and revenue with no over expenditure recorded. As part of the mid-year review, the Accounting Officer must then make recommendations whether the adjustment budget is necessary. Presented by Chief Finance Officer, the mid-year assessment shows an increased collection
rate of 66% for the period ended 31 December 2018 (it was at 64% as at 30 June 2018), an increased cash on hand of 67 days (30 days reported at the end of June 2018) and a mere 10 days average to pay creditors as compared to 44 days reported at the end of last financial year, i.e. 30 June 2018. “We are currently striving for a 60 days cash flow by year Continued on Page 10

Fuel prices go up today
The Department of Energy has announced the petrol and diesel price changes for February 2019, showing a slight increase. From today, motorists will pay 7 cents per litre more for 93 and 95 grades of petrol, and between 1 and 2 cents per litre more for diesel. The price of illuminating paraffin, however, will drop by 5 cents per litre. The main reason for the fuel increase was rising international petroleum prices, which contributed between 12 cents and 17 cents to the overall hike. However, the strong performance of the rand over the period offset this, by bringing prices back down by around 11 cents per litre. “The average international product prices for Petrol, Diesel and Illuminating Paraffin increased during the period under review,� the department said.

According to the latest numbers from Statistics SA, consumer inflation was 4.5% in December which is also the exact increase of the popular e-toll route. Zikalala condemns burning of vehicles by students By Thokozani Mnguni
STRIKE: Students pledge to continue with the strike if their demands are not met
In the early hours of Monday, students in various universities went on strike to express their dissatisfaction over the NFSAS system. Students allege that the NSFAS funding system was inefficient and slowing down the progress of students. A number of vehicles were allegedly set alight by the outraged students in most parts of Durban. In attempts to curb the scourge of destroying infrastructure by students, the Acting Premier of the Province of KwaZuluNatal Sihle Zikalala and a task team of MECs prepares to meet with stakeholders in the institutions of higher learning, he has called for maximum restraint.
Zikalala said “It is warped logic that for student's protests to have an impact, one must destroy already existing education infrastructure required to prepare young people to be the drivers of socioeconomic development in their country. The burning of vehicles and buildings yesterday leaves a bitter taste and should be condemned by all the people of KwaZuluNatal. We wish to state categorically that we fully understand and sympathise with the plight of poor students who find it impossible to meet rising education costs,” remarked Zikalala. He also thanked both student leadership and management in various
tertiary institutions who have expressed their willingness to engage in a dialogue in order to turn around the situation. “Importantly, we are expecting young people to exercise revolutionary discipline and isolate criminal elements who abuse the Constitutionallyguaranteed right to peaceful protest by destroying public property and endanger the lives of others. Although, the provincial government has no direct oversight role to play over the institutions of higher education, it was agreed in a meeting held on the 7th February 2017 that the provincial government must be part of efforts aimed at ensuring a disruption-free academic year,” concluded Zikalala.

The Human Rights Association KZN 292 has made a successful effort to reach out to officials to assist with putting safety measures in place on the R74, near the site of a recent fatal crash. According to the Chairman of the Association, Mr Cyril Pandaram, they engaged IFP Member of Parliament, Mr Steven Moodley, to assist with getting the Department of Transport involved. “A site visit was arranged by Mr. Steven Moodley between the
Department of Transport representative, Mr. Siboniso Mbhele and myself. We requested concrete barriers, and I offered an alternative speed calming solution. They settled for speed humps which Mr Siboniso Mbhele agreed to,” said Pandaram. He added that he was advised that work will commence “in two weeks' time.” “This is great news. The ant and the dove One hot day, an ant was searching for some water. After walking around for some time, she came to a spring. To reach the spring, she had to climb up a blade of grass. While making her way up, she slipped and fell into the water. She could have drowned if a dove up a nearby tree had not seen her. Seeing that the ant was in trouble, the dove quickly plucked off a leaf and dropped it into the water near the struggling ant. The ant moved towards the leaf and climbed up there. Soon it carried her safely to dry ground. Just at that time, a hunter nearby was throwing out his net towards the dove, hoping to trap it. Guessing what he was about to do, the ant quickly bit him on the heel. Feeling the pain, the hunter dropped his net. The dove was quick to fly away to safety. Moral: Help those in need.

Life's glory and splendour are all behind us and we are now just going through the daily chores of keeping life going. Once, we yearned for a glamorous life, now we realize the most wonderful and beautiful scenery in life are moments of tranquillity.
Do not anxiously wait for the visits of our children. They have their own lives to take care of; they are like tops being spun continuously, sandwiched between the young and old. The old one is the evening sun, whereas the young is the morning sun, and of course the young will get more attention; this is nature's law. It is the human race and cycle of survival and no one can defy it. Please
remember: our children are always busier than us. In life, whether it is husband and wife or parents and children, no matter how harmonious and how close they are, each one is unique and an independent entity. School tragedy questions collective structural integrity Our collective hearts go out to the educators and parents of learners who lost their lives and suffered injuries respectively at the Driehoek High School in Vanderbijlpark on Friday, 1 February 2019. The concrete walkway that collapsed and was responsible for the tragedy leaves parents and community leaders scratching their heads as to how this happened. Locally, in KwaDukuza schools; we got to look at the structural integrity of infrastructure across the board. The parent component of the School Governing Body (SGB) especially, need to bring this up urgently like an SOS. From this point on, no learner must succumb to injury or death by failing infrastructure in schools. For the sake of the Department of Education (DoE) and its circuits in KwaDukuza, we hope that schools inspect their infrastructure and attend to it because class action lawsuits can be instituted against the DoE. God forbid another tragedy. In the world of sports time does not stand still. Thirty years ago the West Indies were wiping the floor against their former "masters" and were making them "grovel" (the word used by then England captain, Tony Greig, who was South African born). Then the English regained their mastery and were dishing out as good as they got. But in the last fortnight the Windies have meted out two crushing defeats to the colonisers at home - first by a massive 381 runs and then by 10 wickets. These are comprehensive victories against England who are ranked third on the Test ladder while the West Indies languish in 8th place owing to some indifferent performances in the recent past. In the second test in Antigua, the birthplace of the great Sir Vivian Richard who was present at the venue, the maroon caps led by their fast bowler, Kemar Roach with 8 wickets in the match, prevented their opponents from scoring more than 190 runs in each innings. Their highest scorer was Moeen Ali with 60 on a wicket that was not easy for batting. However, the much-vaunted pace attack led by veterans James Anderson and recalled Stuart Broad was unable to dismiss their opponents cheaply. Consistency and patience in the top-order of the Windies led by Darren Bravo (50) enabled them to reach 307. This victory meant a 2-0 lead and the winning of the 3match series and capturing of the Wisden Trophy. The third test begins in St Lucia on Saturday. India completed a 4-1 ODI series win against New Zealand by winning the 5th and last match by 35 runs. In reply to India's 252 led by Anbati Rayadu's 90 and a late bash by Hardik Pandaya (45), New Zealand could only post 217. But what will be of concern to India is that their top-order is not firing without their talisman, Virat Kohli. The 4th match saw them being skittled for 92. However, they do have a wealth of talent waiting in the wings to replace those who are not performing. The T20 series began yesterday. South Africa and Pakistan will conclude their 3-match T20 series on Tuesday after the Proteas took a 2-0 lead with narrow wins by 6 and 7 runs respectively. In both the matches, Pakistan were in with a shout but injudicious shot-making and poor decision-taking caused their batsmen to perish at the backend of their innings. But one cannot discard the Proteas' fielding in the set-up. In the 2nd match at the Wanderers David Miller, who was standing in as captain for Faf du Plessis, took 4 catches and effected 2 run outs with direct hits which were the difference between victory and defeat. This victory completed a whitewash for the South Africans in all formats. After the departure of the Pakistanis, the Proteas will welcome the
Sri Lankans in a twotest, 5 ODIs and 3 T20 internationals. The Lankans arrive on South African soil Jayce Singh is a former after being thoroughly sports administrator and Patron of the KZNCU thumped in the test series by the Australians 2-0. The second test was lost by 366 runs with Mitchell Starc claiming 10 for 100 in the match. But the Proteas must not be lulled into a false sense of superiority as the Lankan spinners can cause difficulties for the home side as has been shown in the past. Ranganath Herath, now retired, spun the Proteas out by taking 6 wickets in the final innings on a pacefriendly Kingsmead wicket on their last visit to Durban. On the soccer front, the competition in the Premier League (EPL) is beginning to hot up. The race for the top position amongst Liverpool, Manchester City and Tottenham Hotspur is getting competitive. At the end of the weekend the gap was only 4 points with Liverpool having a match in hand. Also, there has been a significant narrowing of the gap amongst Chelsea, Manchester United and Arsenal of 3 points after Arsenal's loss to City by 3-1 and wins for Chelsea and United. Furthermore, United on an eight-match undefeated run has at last lifted itself to 5th position after languishing in 6th place for more than two months. Some intriguing games lie ahead for these teams. In the PSL (Absa Premiership), Bidvest Wits leads the table by 5 points, having played a game extra than Orlando Pirates (32). Sundowns lies in 3rd place one point behind but 3 games in hand. At the bottom end, in spite of appointing a new coach, Eric Tinkler, Maritzburg United suffered a narrow defeat at the hands of the leader 1-0 and prop up the table with11 points, 5 points behind the 14th and 15th-placed clubs. Their position is becoming critical and relegation looms on the horizon. In the Sevens Rugby competition, the Springboks placed 5th in the series in Australia where New Zealand emerged victorious. Once again the USA was beaten in the final. This leaves the South Africa in 4th place on the log with 57 points. The All Blacks and the USA are joint first with 76 points followed by Fiji a further 4 points behind. The circuit moves to the USA at the beginning of March Until the next time, have a happy sporting week.

Members of KwaDukuza Athletic Club completed the DG Panel & Paint Race hosted by Sydenham Sports Club which took place at the Barnes Road Rugby grounds this past Sunday. It was a tough route with many hills but the weather gave them some relief since it was cool and cloudy. Roshan Chalithar (3:07) and Danny Sewmungal (3:07) completed the 32km even whilst Nikeyi M a a r b e e l ( 1 : 5 5 ) a n d Ya t h i n Narothum (2:01) tackled the 16km race.

Maintenance lacking at cricket facilities When the KwaDukuza Municipality decided to sell the central sports facilities at the Country Club to make way for the establishment of a shopping mall, the sporting bodies were promised new facilities at alternate venues. Cricket, one of the major sporting codes, was moved to the revamped Gledhow fields. The facilities at the ground were revamped but alas, no one seems to take responsibility of maintaining the facility, so much so, iLembe Cricket Union had to hire private contractors, at its own coast to cut the grass at the facilities. There are complaints from the players and officials that the playing area is now taken over by weeds.
Aboo Ismail, President of iLembe and District Cricket Union has lashed out against the officials of KDM for their lack of up keeping of facilities. This weekend, he stated that this was not the only time they experienced this problem. He added that it was the responsibility of the municipality to cut the grass at the facility twice a month on a Wednesday so that the grounds are playable over the weekends. He said that the revamped grounds which is about 6 months old, is now over taken by weeds. Ismail said that on numerous weekends, the Union had to hire private contractors to cut the grass with the cost being borne by the Union. The young players thereafter had
