ILembe hosts anticorruption march By Thokozani Mnguni
I
Lembe District Municipality and Enterprise ILembe officials accompanied by the office of the Premier and SALGA representatives embarked on the I Do Right Campaign as part of the commemoration of International Anti-Corruption day, 28 February 2019. In the vanguard was IDM Mayor, Sduduzo Gumede who engaged with locals during the
demonstration march to KwaDukuza Town Hall. The main drive of the campaign was to raise awareness against corruption and urge citizens to come forward, and publicly stand against corruption, and provide a platform for the iLembe District Family of Municipalities to instil and promote an Ethical Culture in the District as required by Chapter 10 of the Constitution of South Africa.
Addressing the attendees of the campaign at the fully packed KwaDukuza Town Hall, Mayor Sduduzo Gumede alluded that corruption is a cancer that has left many government institutions on their knees. “As a progressive Government we urge locals to join the progressive team of corruption fighters who expose corruption where they see it and assist us to eradicate this disease within Government structures. We are
working towards transforming our country to be better but we cannot be radical and corrupt at the same time. Corruption hit hard on people on the ground which leads to service delivery protests. Looting of Government resources is also some sort of corruption, this unacceptable act threatens our fragile democracy and it is our responsibility, as the people of South Africa, to protect it,” said Gumede.
The Mayor added that the march against corruption presents an opportunity to bring together, in a spirit of unity, all those people who view corruption as an attack on South Africa's Constitutional promise of equality and dignity. The KwaDukuza Municipality Council Speaker, Councillor Phumlile Zulu delivered a message of support. In her remarks, Zulu indicated that in order to wipe out Continued on Page 6

Council welcomes plan of action to eradicate potholes By Xpress Reporter
The KwaDukuza Municipality issued a postcouncil statement on the occasion of the ordinary sitting of council held at the Council Chambers last week. Councillors approved the 2018/2019 adjustments budget following robust debate. The Budget was increased to cater for the purchase of the 2 passenger vehicles under the public participation business unit. The Municipality has used Section 32 to acquire fleet from the National Treasury, RT57 contract, and has recently purchased 11 vehicles. With regard to corporate
services, the budget was increased for the Refurbishment of Civic Building project. The initial budget was insufficient to commence with the project. “Specifications as well as cost estimations are complete, and the project will commence once the budget is amended.” The Finance Offices have recently undergone renovations. The project has been implemented in stages, with phase 1 and phase 2a being complete. “The budget has been allocated for the consultant costs for phase 2b of the project, which is the extension of the back offices and garage. R4m has been allocated in the 2019/20 budget to cater for the

This plan will include panel of contractors and internal team and is earmarked to start sometime in mid-March 2019.” Council has unanimously
agreed to change a clause on its Debtors Incentive Scheme scheduled to end on the 26 June 2019 aimed at providing relief to residents who owe the local authority. “The existing clause reads 'All applicants with multiple properties registered in their names shall participate in the debtors' incentive scheme only when they make applications to settle all debt pertaining to each property registered in that applicant's name.' “The new clause which is effected reads 'All applicants with multiple properties registered in their names shall participate in the debtors' incentive scheme only when they make applications to settle all debt pertaining to each property registered in that applicant's name, excluding accounts that are in dispute, the dispute having been recorded with the municipality and not frivolous in nature'. Members of the public are urged to comply and also use this opportunity to their maximum.”

Mchunu collapses during SOPA By Xpress Reporter
The KwaZulu Natal Premiere Willies Mchunu seemed to have collapsed while delivering his State of the Province Address on 27 February 2019 at the Royal Agricultural Showgrounds, Pietermaritzburg. Premier Willies Mchunu was discussing the inroads and progress KwaZulu Natal has made in infrastructure development, when he suddenly paused and then requested that leader of government business, Sihle Zikalala, take over from him. This year's SOPA focused more on job creation and the empowerment of youth and women. Addressing the fully packed Royal Agricultural Showgrounds, Zikalala alluded that through the Operation Sukuma Sakhe, among others, progress has been made in efforts to deepen social cohesion and moral regeneration and towards nation-building, and to usher in a decent life for all our people in rural and urban areas.

DA opposes sale of Mosque site in Ballito

KwaDukuza Municipality Councillors have agreed to the sale of a portion of site ERF517 in Ballito to the Zululand Islamic Society at a price of approximately R3 million. According to KwaDukuza Municipality, “this decision was taken to redress the unjust decision of the apartheid government whom according to their spatial laws prohibited nonwhites from residing or having places of worship in areas that were demarcated for the white populace at the time.” However, during the Council Meeting, the item was allegedly opposed by Ward 6 Councillor, T
Colley. The DA's decision to oppose the sale has been met with criticism. IFP Councillor, M Motala claims that “the DA opposed it on the basis of race.” Speaking to the Xpress Times, Cllr Colley said that they did not object to the item in council. “Unfortunately my comments have been misrepresented by other political parties in the hope they can create division between communities and mislead the Muslim community which the DA supports and actively works with. We stated that there has been insufficient public participation which is required by law and councils own policies with respect to the disposal of
the required land and are concerned that this will create a problem for the Municipality and the Islamic society which we certainly don't want to see. “After comments from other parties I requested that my statement by the council be corrected as we made it clear that we did not object or oppose the matter or the mosque because we were unable to do so on the basis of insufficient information being provided by the council as we had asked,” said Colley. According to KDM, now that Councillors have agreed to the sale, the next step is to consult with the public and receive input from the community.

National Weather Services visits Ilembe
The authority for weather and climate forecasting in South Africa, the South African Weather Service (SAWS) partnered with the Provincial Disaster Management Centre (PDMC), iLembe District Municipality and Ndwedwe Local Municipality to conduct a community awareness campaign in Ndwedwe recently as one of the municipalities prone to lightning and fire. Held at the Johnny Makhathini Hall on 21 February, the campaign targeted stakeholders in the district including, councilors, ward committee members, community development workers, community care givers, traditional leaders
(Amakhosi neziNduna), grade 12 learners and educators. In his welcoming remarks, His Worship the Mayor of Ndwedwe Local Municipality, Cllr Vincent Chili showed his appreciation for having the campaign in the municipality. “I hope everyone here will learn something new that will assist in reducing risk caused by lightning and fire incidents in our communities. We have lost too many lives as a result of these causes and today I hope we can be able to save more,” he said. Popular South African Broadcasting Commission weatherman and SAWS Senior Weather Forecaster Mkhushulwa Msimanga made the first presentation on climate
change and weather pattern, weather forecast process, early warning system, types of weather alerts and precautions as well as the interpretation of weather prediction and seasonal forecast. “Communities need to have basic knowledge and indigenous knowledge of weather forecast in order to protect their lives and the risk of property damages,” said Msimanga. Other presentations were made by Sifiso Ngubane from the iLembe District Municipality Disaster Management Centre, and Mbongeni Ngema from the PDMC. Ngubane spoke on the current status of iLembe
District Disaster Management Centre, highlighting the expected role of disaster management co-ordination in supporting all four local municipalities. Teaching and learning was brought to a halt on Friday 01 March 2019 when the Congress of South African Students in KwaDukuza region came out in full force at ML Sultan Secondary School. COSAS, comprising mainly of school learners cited that they are dissatisfied with the slow process of providing learning necessities to learners. According to Secretary of COSAS in the region, Siphile Ngema, students have raised a number of concerns but management of the school has allegedly failed to take action or find solutions to the concerns raised by students. “Our representatives in the school have handed over
numerous complaints to the principal and the principal has failed to adhere to our call. The main concern are teachers who do not come to class during the first period, which results in learners arriving late at school. We recently held a meeting with DoE, we are hopeful that we will see change from now on,” alluded Ngema. Ngema added that as an organisation they are still trying to come to terms with what they witnessed during their school inspection last week. “Its mind boggling that students manage to get into school with weapons and gambling cards while there's security at the gate,” stressed Ngema. The Secretary further dismissed claims that students want to carry cellphones to
school which is against the school code of conduct. Meanwhile, Secretary of the South African Democratic Teachers Union in KwaDukuza, Nduduzo Ngcobo condemned attempts to disrupt learning and teaching, while stressing that issues raised by COSAS are legitimate and will have to be dealt with decisively by the relevant authorities. “We have no issue with COSAS raising concerns but it becomes a problem when teaching and learning is disrupted and teachers being intimidated. COSAS needs to engage with relevant authorities to find an urgent solution to the issues raised,” said Ngcobo. Attempts to reach the Department of Education for a comment were unsuccessful at the time of going to press.

Hefty sentence handed down to killers The Vryheid Task Team's hard work has reaped positive results. After noticing the modus operandi of crimes around the province, the detectives from Vryheid Task Team were tasked to collect the dockets and began their intensive investigation. These cases were from Emanguzi, KwaDukuza, Umhlali and Impendle areas. Through investigation, two suspects were traced and arrested. They were convicted for a string of serious crimes committed in the Mtunzini High Court. Both accused were found guilty on eleven counts which include farm attacks, murders, armed robberies, attempted murder, hijacking, attempted escaping from lawful custody, attempted robbery, assault on police officer, possession of an unlicensed firearm and ammunition. They were each sentenced to life imprisonment for murder plus a total of 95 years imprisonment for other crimes. The first case was reported on 8 November 2016 where the suspects attacked an elderly victim at Zinkwazi area. The victim was assaulted, tied up and robbed of his items including a firearm from the house. A case of house robbery was opened at KwaDukuza police station. The same suspects struck again at KwaDukuza area in Chantilly Farm
on 2 January 2017. They threatened the victim with firearms and a knife, robbed him of his items including cellphones, cash, laptop, keys and a vehicle. The victim's guests were also robbed of their items. The suspects fled the scene. A case of house robbery was opened at KwaDukuza police station. On 28 January 2017 at 21.30, the victim Marius Daysal (51) was at Maroupi wedding venue in Umhlali when he was approached by the suspects who shot and killed him. The suspects fled the scene with the victim's valuables. A case of murder and robbery was opened at Umhlali police station. The accused, Aron 'Poliane' Feijao Moiane (26) and Jaulane Feijao Moiane (35) were sentenced to life imprisonment for murder, 15 years imprisonment each for six counts of robbery with aggravating circumstances and five years' imprisonment for possession of unlicensed firearms. The second accused was also sentenced to five years imprisonment for each count of assault on police, attempted escaping from lawful custody and attempted robbery. He was sentenced for five counts of robbery with aggravating circumstances and acquitted on the sixth one.

local people against lawbreakers, road carnages and disasters. They were recognized today for raising the bar in fulfilling council's promises to the people. Addressing the gathering, Mayor Mthembu said it's time for a new approach, “While these men and women continue to play a pivotal role in the enforcement of the law and emergency services, lawbreakers still remain at the centre of our struggle. We need to strengthen the relations between the Municipality and other stakeholders for an integrated approach to social
crime prevention,” said Mthembu. Mthembu was recognizing stakeholders at a special awards ceremony held at the Simbithi Country Club under the theme, “Rewarding Innovation and Services Excellence”. The occasion culminated in an engagement session where officials were given an opportunity to discuss issues relative to criminality in order to apprise the council in that it may take further steps in the fight against crime in our communities.

A tribute to the late Daddy Naidoo By Roy Naicker
Everyone, I think, can recall a colourful person that influenced his or her life during the growing years. While some of these characters may have lurked within the family, others simply popped up at school, in the workplace or in the neighbourhood. If your growing years intersected with such characters, there was no denying the influence they had on your life. One such person who coloured my life with his escapades and his knack for causing trouble is Daddy Naidoo or Mandeni Daddy as he is known. As a former feared left winger of the Sappi Football Club based in Mandeni in the 1950s, 1960s and a little into the 1970s, he developed a formidable reputation as one of the dirtiest players on and off the field. For this, Daddy has earned himself a few other names but this is a family newspaper so I shall desist from using them here. That formidable 5-a-side team made up of Daddy, Duffy, Chunky, Kandy and Links my brother, struck terror into the hearts of tournaments wherever they went. Two things were certain: one was, whether it be Felixton, Sezela or Gledhow, they would bring the trophy home; the other was that Daddy would have caused some sort of fight with the opposing team and come off worse for wear. As these inebriated heroes alighted onto the dusty streets of our village from the truck that transported them, they would hold the trophy high and sing at the top of their voices. We urchins would scramble for a chance to touch the prized trophy and scream pleasantries in return, even offering to carry their soccer boots. Those were heady days. We were inspirednot by their drunkenness but because they gave us hope. We could aspire to be winners like
them. Nevertheless, I must hasten to add that this so-called hero of mine does not invoke the kind of nostalgic misty-eyed moments to reflect on with sadness. On the contrary, flashes of his antics during his dazzling days as a soccer villain certainly brought fun, laughter and entertainment to many who recalled those hilarious and sometimes daring acts. Some would count themselves lucky that they witnessed these while others had to do with the stories that made the rounds. While Daddy has carved for himself a somewhat legendary status in the North Coast, thanks to the Dukuza Country Club where he used to regale patrons with his escapades, he probably hovers somewhere between notoriety and heroism. There are many of these stories but a few out-do the others: In the old days of apartheid, keeping your job in a company like Sappi meant the difference between survival and starvation. However, Daddy Naidoo, ever the risk-taker, was so committed to soccer that he had the illustrious title of the only person to be dismissed by Sappi on at least 3 occasions for not turning up for his shift. This because he was playing an important match or better still, celebrating the win and was too inebriated to go to work and relieve his mate who subsequently had to pull a 16hour shift. However, Daddy would be promptly rehired by the company because many of his peers and supervisors would plead for his job back on account of his value as a brilliant soccer player who was pivotal to the success of the Sappi Football Club. The other incident which would never fail to bring the house down whenever it was recalled was the occasion of a five-a-side tournament at Gledhow where Sappi and Gledhow reached the finals in a tense standoff. The match was attended by hundreds of supporters, mostly locals from Gledhow. With the match balanced on a knife edge and Sappi leading by just one goal, 'Dirty Daddy' brought down a Gledhow forward in spectacular fashion ensuring that he wasn't going to play all that well again. With that the tension exploded and the
Gledhow supporters, incensed by the blatant foul, charged into the ground and made for Daddy. With the Gledhow players also in the chase, Daddy made a magical exit from the ground and was able to stay out of the clutches of the bloodthirsty fans as he ran for his life. Legend has it that he ran all the way from Gledhow to Stanger and broke a few speed records doing so! Probably the story that caps it all is the one about a tournament in Merrivale just past Camperdown where Sappi emerged victorious, winning a massive trophy. They had been driven to the tournament by a kindly gentleman from Newark known as One Hand Moon in his Peugeot 403. Having finished late and wanting to celebrate, the boys promptly found an illicit shebeen (bottle stores were not open on a Sunday) and bought themselves a gallon of the heavy stuff they called gavine. With no mixer available their next stop was at a roadside homestead of a kindly old lady who offered them sugar water. Emboldened by this gesture, they ventured to ask her for a bite and were rewarded with a huge cup of dhall. Emptying the gavine and sugar water into the winning trophy, they proceeded to celebratekhamba style. The dhall of course was the bite. Arriving in Durban they proceeded to the Delhi Restaurant where the celebration continued. However, in heat of their celebrations, One Hand Moon, the owner of the car wandered off and could not be found. Daddy, on getting that Moon be left behind as they drove his car back to Mandeni because Daddy had to get to Sappi for the midnight shift! Poor One Hand Moon had to find his own way back and only reached home the next day. Each time I recall such stories it reconnects me with a happy childhood that wonderful and colourful world of people such as Daddy that gave us something to smile about despite our difficult circumstances. And boy, am I glad I wrote this while Mandeni Daddy can still read!
