NC KwaZulu-Natal chairperson Sihle Zikalala, who is also the Premier of KwaZulu-Natal, visited KwaDukuza on Monday night to launch the party's latest attempt at rebuilding and renewal, ,dubbed ANCKZN Regional Monday Forum. The event took place at Mbekamuzi Community Hall in Thembeni. Zikalala was accompanied by ANC PEC members Bheki Sibiya and Kwazi Mshengu, who is also the KZN MEC for Education. They were joined by the party's regional leadership led by regional chairperson Vusi Mthethwa, deputy regional chairperson Bheka Dlamini, regional secretary Siphesihle Zulu and deputy regional secretary Matozi KhuzwayoDlamini. Delivering the keynote address, Zikalala emphasized that the Monday Forum sessions, which serve as an open platform for ANC members,
supporters and members of the public to engage on a variety of public interest issues, were intended in the main to re-inculcate in the party members a desire to serve society. He called on ANC members to be more concerned about service delivery than in their own personal interests. “When ANC was formed, it was formed by the clergy. They formed
ANC with a view to unite the people of South Africa. It's important for us to keep in mind that the ANC has a task to unite the people. The era of some scrap metal dealers in and around KwaDukuza flirting with illegal practices is nearing an end. This comes after law enforcement agencies embarked on an operation on Thursday last week to “clean up” the local scar metal industry.

A weekend of carnage on North Coast roads By Xpress Reporter
North Coast roads are continuing to be scene of horrific accidents, in particular during the weekends. T h e p a s t weekend was no exception. On Saturday, a number of people sustained injuries in an accident between a minibus taxi and a light utility vehicle on the R 1 0 2 i n Shakaskraal. All the injured patients were treated on the scene before being transport to a nearby medical facility for further care. In a separate incident, three vehicles were involved in an accident on Simbithi Drive in Ballito, on Saturday. “Reports from scene indicate that a vehicle pulled over to pick up security officers when two vehicles crashed into the stationary vehicle. Three patients were treated on scene for minor injuries before being transported by IPSS Medical to a nearby facility for further care,” IPSS Medical Rescue said in a statement. In yet another accident, one person sustained serious injuries in a Ballito estate on Monday, after his car crashed into a wall.

Speaking at the municipality's full council meeting at the Town Hall last Thursday, Cllr Govender described as scandalous that the municipality had incurred costs well in excess of R8 million on printing paper alone, excluding ink cartridges. It's understood the bulk of hardcopy printing done by the municipality relates to the printing of Council agendas for distribution among councillors. “Obviously in terms of cost containment we are not doing very well if we spend so much on paper alone,” Govender said. Govender urged Council to ponder measures that can be implemented to reduce printing costs.
The acting municipal manager Nhlanhla Mdakane concurred with the Speaker, and suggested consideration of electronic distribution of Council agendas. Mdakane agreed that R million was a lot of money to spend on paper instead of programmes to better the lives of he people. However this idea was quickly shot down by the ruling party, on grounds that the electronic gadgets supplied to councillors were not user-friendly and would impede the councillors' full engagement with the agenda. Speaker Govender did not open the debate on this issue as there is a standing Council resolution regarding the distribution of Council agendas.
Census field workers attacked by dogs KwaDukuza Mayor Lindile Nhaca has expressed shock and dismay after a Glenhills family allegedly set dogs on census field workers, last week. The dogs, identified as pit bulls, rushed at the female enumerators after a member of the household allegedly purposely opened the gate to incite the dogs against the workers. “I wish to express my disappointment and dismay over (this) incident. This could be one of the most senseless and gross violations of the municipal bylaws. This once again highlights the plight and hard conditions that these foot soldiers bear with in their line of duty,” Nhaca said. The alleged incident took place on Pisces Road where field workers were attempting to get the
attention of members of the household for an interview. In receiving such attention, a member of the household decided to open their gate and the dogs broke out of control and then rushed to the women. As the women fled, one of them sustained injuries and was rushed to Glenhills Clinic for medical attention. “This calls on us to act even more aggressively in our public education campaigns in sending a message about the 2022 Census and about municipal bylaws,” said Nhaca. Statistics South Africa is rolling out the 2022 Census population count and as part of this exercise, field workers are mandated to undertake door-to-door visits and conduct interviews with citizens to ensure that everyone gets counted.
DA unhappy with proposed tariff increases
The Democratic Alliance in Ilembe District Council is unhappy with the proposed water and sewer tariff increases. DA Caucus Leader Krsna Sing said while the proposed tariff increases are in line
with inflation, any fork of increase will adversely affect consumers. “Draft budget of R 1.5 billion with tariff increase for water is 4% and sewer is 4% will be passed by ilembe municipality towards the end of May 2022. It is now open for public and stakeholders concerns and comments before the budget and tariff increase is adopted and implemented on the 1 July 2022. “The DA encourages the community to engage and participate at ward and regional levels. While CPI (Consumer Price Index) is around 4%, any form of increase will affect consumers already facing difficult conditions with low economic growth, high unemployment around 35% and Covid 19 which took its toll in the last two years. “While indigent policies are in place to assist the poor with lifeline supply of services there are many rich and wealthy
consumers not contributing to the revenue base of the municipality. We cannot have double standards and this area that needs immediate attention and intervention,” stated Cllr Sing. Sing added that the municipality's revenue base, based on its collection rate, was simply not enough to cover demand. “The DA calls on the community of iLembe to oppose the increase especially taking into account last year consumers paid for sewer on the new valuation without any relief. The DA further calls on council to put relief measures for all e.g. first R100 000 no tariff charges while exploring to help the old and retired who live of social grant or pension funds. Consideration should be given to 60 years and over in this budget “Public participation is the cornerstone of our democracy at all levels let's exercise our right and voice out our concerns and council should listen. If public participation is merely a tick box exercise and rubber stamp then it defeats the entire process,” he said.

A motorbike rider had to be rushed to hospital on Friday after he collided with a light motor vehicle at Umhlali. Advanced life support paramedics from Medi Response rushed to the scene after receiving reports of an accident, and found the man trapped under the car. “On arrival of advanced life support paramedics, it was ascertained that a motor bike and light motor vehicle
had collided, resulting in the motorbike rider becoming partially entrapped under the vehicle. “Paramedics freed the man and worked to manage his moderate injuries, before he was transported to hospital for further care,” stated Medi Response. The cause of the accident is being investigate by relevant authorities.

The inability of iLembe District Municipality to provide uninterrupted water supply to residents has had the residents of Glenhills and surrounding areas seeing red. This comes after the affected areas had to go four days without water supply, after iLembe technicians apparently had difficulty fixing a burst pipe on the mainline. The DA proportional representative (PR) councillor for the area, Rishi Pooran has described the situation as a clear indication that iLembe is simply unable to render services. Cllr Pooran says he contacted every official he could think of at iLembe, without getting nay joy. “The issue here is service delivery. They are just not doing it,” he said tersely. Pooran technicians attended to the burst main pipe on Tuesday morning and carried out repairs. He said after repairs were done, the switch on was further affected by faulty valves, which necessitated further stoppage. “They switched off again to repair the valves. That evening, the

same pipe burst again in another location. This time the water flowed onto somebody's property. This morning (Friday) the same pipe got leaking again,” Pooran stated. He said over the entire period, the municipality only sent one water tanker to the area on Thursday morning, and then another on Friday morning. However residents said the tankers were not helpful as there had been no notice of their arrival which caused many people to miss their opportunity to fetch some water. The affected areas include Townview, Glenhills, Murugan Road, Lot 14, Steve Biko, Top Shop, Happy Valley, Shayamoya and Nyoniyamanzi. “Four days is a long time. Water is a basic right, entrenched in the Constitution. I feel we are being deprived of this right. The problem is that there is no managerial oversight. There has been two new mayors that have come in (at iLembe), but unfortunately the municipality is following the same pattern,” Pooran said, in an apparent reference to the two previous mayors. More water tankers were sent to the affected areas over the weekend, while water was being gradually restored.

KwaZulu-Natal police sp, and Nsuze SAPS, assisted by the SAPS National Intervention Unit spotted a group of armed men as they arrived at the shopping mall, on Monday morning. “Today at 09:50, a group of heavily armed men were spotted after they arrived in two vehicles. The men entered the shopping centre and a shoot-out ensued. During the shoot-out, one of the suspects was fatally wounded and another suspect (35) was wounded. Police further arrested a 58-yearold suspect who was found in possession of a revolver with ammunition. The deceased suspect, believed to be in his thirties, was found in possession of a pistol with ammunition,” stated Gwala. Charges of attempted robbery, attempted murder, inquest as well as unlawful possession of firearms and ammunition have been opened for investigation.

In a council meeting on 31st of March 2022, the ANC lost a vote to the opposition for the first time. In a vote to continue with the proceedings in electing a chairperson the MPAC committee, opposition parties received 28 votes, while the ANC got 27. There was a quorum for the meeting, as the draft budget and annual report were tabled as is required by legislation. After losing this vote, the acting municipal manager and the ANC councillors began clutching at straws and providing fanciful interpretations of legislation as to why the voting was not correct. The municipal liaison for the IEC presided over the voting, and in our view, the vote was transparent and fair. The ANC has behaved in a completely undemocratic manner. They cannot accept defeat and must then try any which way to manipulate outcomes. This behaviour is more likely found on the playground and cannot be tolerated in a council sitting. Cllr Pooran, a shining example
The past weekend was the toughest for us, as residents of wards 19, 13 and parts of ward 16. A burst mainline pipe and many cognate problems saw us spending a dry weekend as incessant water stoppages had us clamouring for help from elected officials. Amidst all the gloom, Cllr Rishi Pooran and Ward 13 emerged as a shining example of what selfless leadership should be like. Cllr Pooran was the only true public servant as he was on standby to attend to all of our complaints. Unfailingly, he came through when many public representatives chose to bury their heads in the sand. As a resident of Townview, I feel humbled to have been assisted by a councillor from Ward 13, who is not even a ward councillor at that. The KwaZulu-Natal provincial government is encouraged by progress and developments within iLembe District. This follows a visit to the District last week by Premier Sihle Zikalala and his entire provincial cabinet. Premier Zikalala visited the exciting R100 million Mvutshana Water Treatments Works and Reservoirs which, by providing water, has significantly changed the lives of the rural people of KwaMaphumulo. During the interaction today provincial government listened carefully while taking note as members of the community raised issues related to housing, electricity, access roads and other concerns which government committed to respond to urgently. Among the key strategic projects to be delivered in
iLembe District especially KwaMaphumulo and Ndwedwe are: uMshwathi Bulk Water Supply Phase 4 to the tune R700 million; uMshwathi Bulk Supply Phase 5 to cost R200milllion; uMshwathi Bulk Phase 6 which will cost R300million. These projects will be delivered in phases and will breathe life to the provincial priorities as announced by the Premier Zikalala during the State of the Province Address identifying water provision as a key priority in KwaZulu-Natal. It is expected that through these projects the water woes of the people of Maphumulo and Ndwedwe will be a thing of the past.

Repairs underway after fire destroys waterworks
Repairs of the Sundumbili Waterworks in Mandeni are expected to be completed this Friday, 08 April 2022 following the fire that broke out on Sunday due to a burst transformer at the plant. ILembe District Municipality Operations Manager for the Mandeni areas, Xolelwa Mazibuko says cleaning of the site commenced after insurance assessors completed assessments. “The district municipality appointed an electrical contractor, who is currently on site and they have commenced with the repairs. It is estimated that repairs may be complete in 3 days from today. Eskom has also appointed a contractor to start with the replacement of the new transformer,” she said. Water levels are unfortunately dropping at the command reservoirs and some households have started experiencing low pressure while
others have no water. “Water tankers have been dispersed to provide water for basic use. It must however be noted that the turnaround time of tankers is currently longer as they travel to Maphumulo and eTete in KwaDukuza to fetch water,” said Mazibuko. It is estimated that repairs may be complete and tested this Friday but this does not mean immediate availability of water. “This would instead mean the commencement of the treatment process at the Sundumbili water works, the filling of command and distribution reservoirs. It would take much longer for the system to recover and longer for all households to get water. We just have to get through the actual repairs for now,” she said. The cause of the fire has not been established at this stage.

Operation Sukuma Sakhe oversight visit to iLembe District
KwaZulu-Natal Premier Sihle Zikalala has demanded answers and accountability from responsible officials and community leaders following the discovery of a fresh produce tunnel that is incomplete after an investment of about R8 million. As part of Operation Sukuma Sakhe, Zikalala led his entire executive as they crisscrossed all wards in Maphumulo Local Municipality in Ilembe District, visiting various projects and interacting with communities about the impact of government's interventions. During the Operation Sukuma Sakhe oversight visit the Premier came across an abandoned fresh produce tunnel project which was launched in 2020 to the tune of R7, 5 million. The project was led by local cooperatives and supported by government who assisted with infrastructure but also mentorship and potential markets such as schools, hospitals and local enterprises. The project is strategically located not too far from the Dube Trade Port for ease of exporting to international markets but appears to have turned into a white elephant of wasted precious government

We therefore frown at what we are seeing here as it amounts to an assault on radical socioeconomic transformation,” said Premier Zikalala. “Government has done all on its part to provide support, however local internal ructions among beneficiaries have landed us here. It is correct that through OSS we
are an activist government that does not receive reports in offices. We go to the ground, crossing rivers and mountains to assess the living conditions of communities and examine if government projects are making an impact in changing people's lives,” remarked the Premier. The Premier further warned: “We are not going to throw the baby with the bath water; we have tasked the iLembe Enterprise, the Provincial Department of Agriculture and Rural Development and the Municipality to provide a comprehensive report and a turnaround (strategy) because the project must still deliver on the opportunities and unleash the economic dreams of the rural people of eMambedwini i n W a r d 9 o f KwaMaphumulo,” the Premier said. OSS is an outreach programme aiming to fast track service delivery by promoting participatory democracy with communities having a direct opportunity to address government as citizens and beneficiaries of government programmes.

Stats SA commences Census 2022 mop-up phase
Statistics South Africa announced that the census mop-up phase has commenced from 24 March until 14 April 2022. During the mop-up phase, fieldworkers will visit all incomplete enumeration areas to count all households that were not counted during the first phase of data collection. Provinces are in the process of completing their plans to enumerate the outstanding households in the shortest time possible. Fieldworkers will go out in groups to enumerate areas that have been identified as unsafe. Gatekeepers (members of the body corporate, farm owners, etc.) for communities living in estates, farms and other settlement types where access to individual households is strictly managed can, with the assistance of the fieldworker assigned to their area, arrange to receive a questionnaire completion link which will enable all households in their community to c o m p l e t e t h e questionnaire online. Once the link has been received, it is the responsibility of the gatekeeper to distribute the link to the households, who must then complete the questionnaire online. Participation in the census is mandatory under the Statistics Act (Act 6 of 1999). Households that have

An ordeal has ended for the Moodley family of Shakaskraal, after Stevan Moodley, who went missing on Monday last week, was located. Reaction Unit South Africa reported last week that Stevan Moodley (64), a former municipal employee, had disappeared after boarding a taxi with an intent to go and withdraw money from a local bank. His family started getting concerned when he failed to return. Further investigations showed that Moodley had not withdrawn the money as intended; his cellphone was also switched off. After days of agony, the family located Moodley at Addington Hospital in Durban, on Thursday. He was brought. No further details were given about his condition.

Transport Minister Fikile last week extended the renewal period for expired drivers licence cards by another two weeks, to the 15th of April 2022. This comes as an estimated 1 million motorists were facing the risk of driving without valid licence cards due to ongoing backlogs caused by the Covid-19 pandemic. Mbalula urged motorists to make use of this extension
period. “After consultation with MECs and SALGA, we have decided to extend the grace period of the validity of driving licences that expired between 26 March 2020 and 31 August 2021 to 15 April 2022. “We urge all those who have yet to renew their driving licences not to delay any further and take advantage of the additional
capacity we have provided and the online services. Those who apply for renewal of their driving licence cards before the expiry date are permitted to use the expired card for a period of 3 months, provided that they have in their possession the expired card and the receipt in the vehicle at all times. This is a provision that is contained in our National Road Traffic Regulations,” Mbalula said.
