Mayor delivers State of the District Address By Xpress Reporter

Lembe District Municipality Mayor, Councillor SS Gumede delivered the State of the District Address at the iLembe Auditorium on Tuesday, 29 May 2018. Members of the Executive Committee of Councils, the Acting Municipal Manager, Senior Managers, members of the Board of Directors of Enterprise iLembe, Amakhosi esizwe and Councillors were among the attendees at the event. Mayor Gumede said that during the period under review, they have dealt with issues of governance and service delivery as Councillors with high degree of mutual respect for differing opinions and consensus on what needs to be done to improve the quality of life of people, within the spirit of building a caring society. He outlined the plans for the new financial year. “Our government has, ladies and gentlemen, made calls for radical
transformation of the economy. A total of 43 local emerging contractors owned by black people have been given opportunities through subcontracting as part of the radical economic transformation programme,” said Gumede. Mayor Gumede said that Council has adopted its 5 year Integrated Development Plan in May 2017. This serves as the blueprint for service delivery during this current term of office. “We have adopted the first revision of the IDP for the 2018/19 financial year. In reviewing our IDP, we have embarked on an extensive process of public consultation in collaboration with our Local Municipalities. This was done with an intention of presenting to our communities a single face of Local Government within the District. One of the functions of the District is ensuring that our citizens have access to an environment which is not harmful
to their wellbeing. This is in line with the provisions of our Constitution, in particular Section 24. We have, during the current financial year, embarked on a programme that seeks to provide greater protection to our Wetlands.” His Worship expressed that community services remains one of the core functions as the district. “Through this function we have been able to get involved in activities that are entirely community based and are directed towards creating awareness to improve the lives of our communities through education campaigns and celebratory events in collaboration with communities, sector departments, nongovernmental organisations, and relevant stakeholders. These functions are Environmental Health, Disaster Management, Arts, Culture, Heritage and Sports and Special Programmes which Continued on page 4

Mthembu delivers 2018/19 budget

KwaDukuza Municipality Mayor, Councillor Ricardo Mthembu delivered the highly anticipated budget for the 2018/2019 financial year at Nkobongo Sports Ground on 28 May 2018. Cllr Mthembu began by acknowledging recently completed major projects such as the upgrade of storm water facilities as well as the construction of a new storm water pipeline in ward 8. “We constructed a wooden bridge to improve access for the many residents who have to walk to school and to the various bus stops to reach work. We upgraded 480m of gravel roads to 5.5km in total of tar roads. We also constructed a state of the art sports complex to accommodate Table Tennis, Volleyball, Basketball, Karate, Boxing and Netball sports codes. “Here in Ward 08, we have allocated R400 000 to sort out the Nkobongo Cemetery Storm water Management issue. This is to afford and ensure our peoples' dignity Madam Speaker,” said Mthembu. He was applauded by many when he insisted that KDM devotes itself to fighting a corruption virus that has eaten many municipalities to the core. “Council as part of ensuring clean governance through
intensifying a fight against corruption and fraud, has also developed and adopted the KDM Hotline/Whistle blowing policy and system which is independently managed by an external service provider called “Whistle Blowers”. ANC welcomes probe into Ndwedwe Municipality By Xpress Reporter
The African National Congress in the Greater KwaDukuza Region commends the Ndwedwe Municipal Council for appointing an independent investigator to probe the alleged misconduct and double-dealings into the salary package linked to the Municipal Manager. “The employment contract of the Municipal Manager was recently found to be inconsistent with the offer of employment coupled with the resolution that was taken by the council for the appointment of the Municipal Manager. “It is understood that the Municipal Manager was appointed by council in terms of the Local Government Systems Act 32 of 2000 in compliance with Section 57(3)(a) which details the
remuneration and benefits and other terms of employment of the incumbent in question but we fail to comprehend with the discrepancy between the employment offer, the actual contract and remuneration thereof,” said a statement released by the ANC in the Greater KwaDukuza Region. The ANC said that they applaud the council for making a statement to appoint an independent investigator to conduct a preliminary investigation to determine any form of misconduct that was committed which resulted to material discrepancies on the salary package offered to the Municipal manager in terms of the contract. “We also appreciate the fact that the council has maintained its procedural fairness to protect the
rights of individuals by subjecting the process to the principle of natural justice, which is the rule of the audi alteram partem, which dictates that no person should be judged before a fair hearing. We are of the view that this investigation will send a strong message to those who rig government systems; especially municipalities that are ran by the ANC in that they will be investigated. This will certainly promote clean governance and enhance public confidence. “The ANC does not have a mandate to interfere with government processes, even on municipalities that it leads but it is out of concern and common interest that we rally against the prevalence of corruption activities in that we defend the integrity of municipalities.”

Stolen cattle recovered in Groutville By Xpress Reporter
Stolen cattle were recovered in the Groutville area after an operation conducted by Vryheid Stock Theft members. On 28 May 2018, members stopped and searched a truck with two occupants. According to KZN

Residents of KwaDukuza joined forces in the fight against gun violence following the tragic death of Sadia Sukraj who was shot during a hijacking recently. A motorcade was held in
KwaDukuza with various law enforcement officials, motorists, Child Welfare SA: KwaDukuza and members of the public showing their support for the #StandUpForSadia campaign. Red handed Security officers at a building site in the Glenhills area have been given the runabout by diesel thieves. Last Sunday at about 4:00pm Bongani Cele of Likhulise Construction noticed a youngster draining diesel from a vehicle on the premises. He approached cautiously and apprehended the culprit with a container which was quarter way

dealer's premises on Friday and found bank packets hidden in the chain bags. A total of 97 whoonga capsules were seized in the operation. Baseball comes to Manor Daniel Jude Pillay of Stanger Manor alleges that he was approached by Kaylen Jagasar (34) of Glenhills whilst seated in his vehicle. The two have an ongoing feud, on alighting from his vehicle, Pillay alleges that Jagasar ran into his vehicle and returned with a baseball bat. He was struck several times on his head and other parts of his body. Jagasar was charged with aggravated assault and granted bail at court. He is due back at court on 25 July. Determination to win Sukia Maharaj of Newtown discovered several items missing from his out building totalling R94 500. He visited a local scrap dealer and was fortunate to learn that two youth had been to the yard to sell a radiator which fitted the description of his stolen one. The following day as promised the two youth returned with the radiator and the employee alerted Maharaj. He identified his radiator and Sandile Mthembu (30) and Siyabonga Dladla (19) were arrested. Both deny any wrongdoing and claim it was given to them by an unknown female. Both will seek bail this week.

DA Budget Comments 2018/2019 KDM Let me start by saying that the 2018/2019 budget was compiled under financial constraints and challenges. The economic conditions are not favourable with a 1.5% economic growth forecast for 2018. Unemployment is sitting at 26.7%. Vat increase of 1%. All this have direct impact on consumers. The tariff increase between 6.84% and 8% are above CP1 (consumer price index). Consumers are already struggling in honouring their debts. This increase will push them into difficult situations. Our total operational revenue has increased by R96.6m from the previous year (2017/2018 while total operational expenditure increased by R98.8m from the 2017/2018 financial year variance of R2.2m. There is a possibility we could spend more money that we have. This was also pointed out by Cogta to council. Asset management as a benchmark requires council to allocate 40% of capital budget on renewal of existing assets in order to ensure the ongoing health of the municipality's infrastructure. The DA has noted council has provided for 19.3% a cut by R9m from R43m in 2017/2018 to 34m in 2018/2019. While reasons has been forwarded to build new infrastructure you cannot
lose sight on renewing repairs and maintenance, here I want to be specific our road infrastructure in many areas has reached its fulllife cycle. Patching potholes on a regular basis is not going to solve the problem. This we believe should be top prio rity of council while dealing with the challenges. Employee cost at 25% although within the norm amount to 9.3% increase from the 2017/2018 financial year which is a jump of R32m. For the last three years employee cost has increased by 94m. A bloated staff could lead to risk in f i n a n c i a l sustainability if they are not productive, efficient and effective in carrying out their duties. If significant under spending occurs the budget would not be credible spending 34% on basic service delivery in the last financial year and grant finding has to improve we don't have a good record on that. It is the role of senior management to ensure that both acquisition of new a s s e t s a n d maintenance of old a s s e t s a r e considered in a sustainable and affordable manner. The core function is to provide the
basic services, residents should not beg to have potholes fixed, streetlights fixed, refuse removed, it should be done. This brings me to the customer satisfaction survey - the last survey presented to council when analysed 50% indicated they were not happy with the service of the municipality an area should concern all of us and collectively work together to i m p r o v e o n t h e shortcomings. Regular surveys must be carried out.
We as councillors are accountable to our communities, we cannot hide, there is frustration. While as councillors we play oversight we rely heavily on administration to implement the budget and projects and in many instances we feel let down. Debt impairment of R45.5m based on collection rate of 90% might be realistic based on past experience but could change due to the harsh economic realities and spending should be in line
Councillor’s Corner with actual collections. We have to confront tough fiscal choices in the face of financial and institutional problems that result in service delivery breakdown. Municipalities can offset these trends by improving revenue collection, work more efficiently and implementing cost containment measures. The DA will continue to work as a collective and
highlight issues from time to time that needs attention and intervention. As oppositions we acknowledge some of the success while the challenges a r e m a n y . On 30 May 2018, Maphumulo Local Municipality Mayor, Cllr Zibuyisile Khuzwayo-Dlamini paid a visit to Sakhisizwe High School at Mthandeni area, ward 7 as part of the Dress a Child to School and Edu-Tour Campaign. The campaign aims to curb socials ills faced by learners and uplift them to better their lives in the near future. Mayor, Cllr Zibuyisile Khuzwayo-Dlamini articulately
encouraged grade 11 and 12 learners to refrain from adverse activities such as alcohol and drugs. “Education is the key to success and only with that key can you open doors in the corporate world. But it all begins here in school and your performance in school will determine your future. You are the future of our nation and through education we can fight the high poverty rate our country is facing. We all come from different families with different backgrounds and this is why we are here to lend a hand as the municipality to those who are less

KwaDukuza Athletic Club annual President's run. On 26 May 2018, members enjoyed a President's run which commenced at the Stanger Manor Primary School car park. This was a walk filled with fun, cheers and laughter. The day was concluded by scrumptious snacks and beverages. Another KDAC upcoming event is the Women's Day Autism Race which is scheduled to take place on 9 August 2018 at the Stanger Manor car park and grounds. For more information, keep tuned to the media for regular updates. KDAC runners are gearing up for the upcoming Comrades marathon which is the biggest event in the KZN Athletics Race Calendar. This year the Comrades marathon is a down run from Pietermaritzburg to Durban.
Singh’s Fireworks chase title The Quartz Sports Bar in Stanger Manor drew large crowd to witness the clash between title chasers Singh's Fireworks Darts Club and Red Gold Darts Club last Wednesday. Singh's Fireworks comprising of Meersing Sobram, Ajen Singh, Paddy Padayachee and Sanjay Singh came in high spirits to continue their winning ways. In the opening frame Singh's Fireworks took a 31 lead. Bradley Naidoo of Red Gold beat Padayachee to put some smiles in the camp. The second frame was evenly poised as Red Gold put up a fight to level the scores 2-2. Singh's Fireworks stepped up their tempo in the 3rd frame to win 3-1 and take an 8-3 lead. The last frame was a one way traffic as Singh's won 4-0 to claim a 12-4 victory. In the other game played Darnall United took on the high riding Quartz. Quartz that beat Red Gold last week came with high intentions to do battle against the Sugar Boys. In the first frame the Quartz team stood their grounds and levelled the scores 2-2. The second frame ended in a 2-2 draw once more. The 3rd frame saw Nine Pillay, Jerry Arunachellum and Vinesh Geanballey break the deadlock and moved ahead winning 3 point to 1 and take the lead. With the last frame to go Darnall United made it clear that the night belonged to them and beat Quartz 4-0 in the final frame to win 11-5 and stay on top of the leader board. Tonight will see Darnall United take on Singh's Fireworks and Dhan's Auto take on Quartz while Red Gold will be club on duty.

The 5th South African National indoor rowing championships Sports transformation and development has been on top of the agenda for many years in South Africa. The sport, like rowing that has been a minority sport for so many years until the Rowing South Africa National Development coordinator Virginia Mabaso was appointed to drive transformation and development in the country. Rowing is now represented in all 9 provinces and in few days' time from now, Rowing South Africa will be bringing one of its major events on its calendar, The 5th South African National Indoor Rowing Championships that will be taking place on 9 June 2018 and the Rowing EXPO from the 6 -8 June 2018 at Shayamoya Indoor sports centre, Umhlani from 9h00 -17h00 throughout the duration of
the event. They will have teams from all 9 provinces participating in the event and have also invited schools in KwaDukuza and Umhlali. Rowing South Africa are happy to bring this event to KwaDukuza and form partnerships with the stakeholders in KwaZulu Natal namely, KwaDukuza Municipality, iLembe District, KZN Department of Sports & Recreation, iLembe Sports Confederation, the Department of Education in iLembe and the KwaZulu Natal Sports Confederation. They are not only bringing this big event to KwaDukuza but also bringing along the 2012 Gold Olympic medallist, Sizwe Lawrence Ndlovu. And at the time and the season he was in, that sort of appreciation was really great. In his words he said” you know Virginia, I never realised how much I needed to be picked up and these development camps and rowing challenges and seeing how the kids were excited to see me, really did me good” . That was really great to hear him speak like that. That said to me our hero is not down and out; he will definitely make a comeback. It didn't take him long to make a comeback, however he makes a comeback in an even more impactful manner….Teaching…coaching….Ens uring that the rowing legacy is left by thee best in the country. Sizwe still rows and now coaches the University of Johannesburg which have since won the university boat race in 2016 ladies 8+ won gold and 2017 ladies came 2nd, 2018 university of Johannesburg won the overall USSA-R sprints points . As Rowing South Africa we hope that a rowing legacy will be left in KwaDukuza and grow even further in the near future.
