KDM extends amnesty on voluntary disclosure By Xpress Reporter
Has your electricity meter box been tampered with/by-passed? Are you connected to the grid illegally? Then KwaDukuza Mayor Dolly Govender has a “carrot and stick” message for you. First up, come forward and disclose; the municipality shall not impose any fine. As part of the amnesty period for electrical transgressions, Mayor Govender is giving consumers until the 29th of October 2021 to voluntarily disclose….and all their sins shall be forgiven. But there is a catch. If you fail to disclose by the stipulated date, then Govender will bring out the big stick on you. With KDM's energy losses continuing to escalate, Mayor Govender remains steadfast in
her resolve to deal with the problem once and for all. She says this amnesty period is not the first to be announced by the municipality, as the first amnesty was declared in 2018/2019. Govender says the Council took a resolution to assist communities to move towards compliance, and the amnesty period is seen as a catalyst to achieve universal compliance. “We are losing a lot of electricity. And when we lose electricity, you must know it's a lot of money, and that is service delivery money. I would like to bring to the attention of many of the citizens of KwaDukuza that we have come up with this illegal electricity disclosure amnesty. “When you do have any of their meters by-passed or connected illegally, we want them to come voluntarily to the municipality, and tell us this is what they have done. So what happens is (that) we will reinstate their electricity,
if they do sign documents to say they undertake to disclose that they have been tampering, or they had illegal connections done or whoever connected for them. So we would like them to come and report to the municipality because there is a timeframe for doing this. We have given them until the 29th of October. We have advertised it about three weeks ago, and none of them have come as yet,|” Govender stated. However the mayor has warned of “dire consequences” for those who would fail to disclose within the stipulated period. While those who will opt to voluntarily disclose shall not be liable for the standard fine of just over R8600-00, they will still be expected to pay the standard fee for reinstatement of their meters. The municipality says the reinstatement amounts stand as follows: • R1 649-04 for pre-paid single phase replacement; • R1 965-92 for postpaid single phase replacement; • R2 978-61 for prepaid three phase meter replacement, and • R3 703-76 for postpaid three phase meter replacement. Govender emphasizes that consumers will need to provide the municipality with full details of their transgression to enjoy amnesty. She warns that after the 29th of O c t o b e r , t h e municipality will embark on door-to-door visits to inspect the meters. “We cannot afford losing R167 million. It's a lot of money for service delivery. We throwing away good money through bad practice. We do not want to engage in systems like that. So my humble appeal to the community, please come and declare that you have illegal connections,” she said.

World Teacher's Day
UNESCO inaugurated 5 October as World Teachers' Day. World Teachers' Day represents a significant effort to raise awareness, understanding and appreciation for the vital contribution that teachers make to education and human development across the globe. On 5 October every year, International Teachers' Day or World Teachers' Day is observed across the globe. The day is celebrated to highlight the key responsibilities, rights and
value of teachers, along with considering issues related to teachers and teaching. As the name suggests, the day is celebrated to honour teachers all around the world for their role in the economic development of their countries, as they are the sole reason for providing education to the society that enhances people's quality of life. This year the theme of World Teachers' Day is 'Teachers at the Heart of Education Recovery.' This theme recognises teachers

Every profession is important in its own way, but teachers are more important no matter where you are on the globe today!

I have played an oversight role over the KwaDukuza Municipality (KDM) and government departments on every level, for over 20 years. Through local newspapers when unemployed then as a journalist, I highlighted problems that were eventually fixed. As a PR councillor in Ward 19 (2016- September 2021), since Day 1, I attended to citizen's service delivery complaints and always returned calls and managed to get things done. A vote for Vernon Pillay (Independent), on Monday, 1 November 2021, is an assurance of basic service delivery.

The ANC in the General Gizenga Mpanza Region has held the inaugural Memorial Lecture in honour of the late mayor of KwaDukuza Njabulo Ricardo Mthembu, who passed away in July last year. The event took place on Thursday, 30 September 2021, at KwaDukuza Town Hall. The Memorial Lecture was presented by ANC provincial executive committee (PEC) member who is also the mayor of Ethekwini Metro Council, Mxolisi Kaunda, who described the late Mthembu as “a finest product of the African National Congress”. “We come to a conclusion to convene a memorial lecture because we definitely know that this comrade has inspired hope; this comrade has inspired confidence in the people. And this comrade has embedded in himself many values of the movement which have made ANC to live
longer. That is Comrade Ricardo. “What you have done here in the region, Comrade Ricardo deserves it. We are indeed honoured and excited by this initiative of General Gizenga Mpanza Region to remember and pay tribute to this remarkable compatriot, a fearless freedom fighter and indeed a courageous leader of our movement who was disciplined right to the end,” stated Kaunda. Touching on the challenges that currently confront the ANC, Kaunda bemoaned the adverse effect that tenders had brought upon the movement. At the time that Mthembu had joined the struggle, Kaunda expatiated, being in the struggle was extremely perilous, often with disastrous consequences like arbitrary incarceration or even death. “The problem we have today is that comrades have allowed themselves to be easily
influenced, in order to protect their relevance,” Kaunda said. Kaunda also raised serious concerns about the current financial position of the ANC, which is struggling with cash flow problems resulting in failure to pay staff for two consecutive months. He juxtaposed the party's financial woes with the massive wealth that some leaders of the ANC have amassed over the years. The event was also addressed by local attorney Rakesh Maharaj, who is the legal advisor of the Njabulo Ricardo Charity Foundation. Maharaj, speaking on behalf of the Foundation, expressed tremendous gratitude to the event organizers for the deserved honour being bestowed upon the founder of the Foundation. “What we see here today is a lot of love and respect for our leader. I was listening to the comrade here who was telling us what Cde Ricardo would have said facing these challenges. And I agree with the comrade. He would have simply said there are challenges, there are obstacles, get the job done. “He would simply say, I don't want to hear the stories, you must get the job done. He was passionate about his fellow comrades. I'm sure today as he looks down upon us he is very pleased,” Maharaj said. The coordinator for the ANC's regional task team (RTT), ANC PEC member Bheki Sibiya extended a word of appreciation to the organizers for this great and opportune initiative, which came just a month shy of the crucial local government elections. “As we gather here, our work is confronted with challenges. The first one is the challenge of the pandemic. We are waging this campaign under difficult conditions of the pandemic. But secondly we are waging this campaign at a time when the ANC is struggling in relation to funding its campaign,” stated Sibiya. Ricardo Mthembu's widow, Ms Zodwa Mthembu also took to the podium to thank the organization for the honour being bestowed upon her late husband. She also emphasized the message of unity, in the face of undiminished factionalism and glaring disunity within the organization.

Sekusuke omkhulu umbango kumaqembu amabili amakhulu ezepolitiki esifundazweni saKwaZulu-Natal ngodaba lwesikhundla sobukhosi baKwaZulu. Navratri Worship….
Significance The beginning of Spring and Autumn are two very important junctions of climatic and solar influence. These two periods are taken as sacred opportunities for the worship of the Divine Mother and is worshipped with
fervour and devotion. Navratri is traditionally an auspicious and religious time for starting new ventures. Mother Durga rides the tiger, a symbol of power and strength. She guides us away from evil, the divine tiger she rides is ready to devour all our evil qualities, even as a surgeon may perform a painful operation to save our lives. The nine nights are dedicated to the three goddesses of Hinduism - Durga, Lakshmi and Saraswati. Durga also known as Kali is worshipped during the first three days, in order to destroy all our impurities. Devotees of Durga observe a fast and prayers are offered for the protection of health and prosperity. It is also a period of introspection and purification. Lakshmi is worshipped for the next three days as the goddess of peace and plenty of bliss. Fulfilment is more
