waDukuza Municipality Acting Mayor, Councillor Dolly Govender tabled the 2019/2020 Section 52(D) First Quarter Budget and Performance Assessment Report on 31 October 2019. “This is an account of how much we have been able to do since the beginning of the financial year in July 2019,” said Govender. “In the First Quarter assessment, the actual revenue billed and/or collected to date is R 380 million. The negative variance of approximately R45 million or -11% is realised at the end of the quarter under review. The actual expenditure to date is R347 million. A negative variance of R111, 4 million or -24% has resulted at the end of the quarter under review.” She said the main contributing factors to the over collection/billing includes

Property Rates, Service Charges Refuse Revenue, Rental of Facilities and Equipment, Transfers and Subsidies. The main contributing factors to the under collection/billing includes the following: Fines, penalties and forfeits: Fines, Penalties and Forfeits reflect a negative variance of R6,157 million as at the end of the first quarter; Service Charges Electricity: Service Charges - electricity reflects a negative variance of R58,638 million as at the end of the first quarter. The variance of R58,638 million in this revenue category is as a result of September billing which was not done at the time of compiling the report. It is anticipated that once the billing is done the variance will decrease; Interest on External Investments: Reflects a R1,790 million variance from the budgeted revenue. Other Revenue category reflects a negative variance of R16,272 million.

“The First Quarter Budgeted Operating Expenditure for the 2019/20 financial year was R459 million. The actual expenditure recognised as at 30 September 2019 was R347,68 million which implies that the municipality has realised a negative variance of approximately R111,39 million in expenditure.” The reasons for the variances include Employee related costs, Debt Impairment, Finance charges, Bulk purchases, Other materials, Contracted services, Transfers and subsidies, and Other expenditure. Citizens are up in arms over a purported new school curriculum that would see educators teaching pupils in Grade 7 about masturbation and describing to Grade 8 pupils what happens during sex. According to a City Press report, the leaked content includes lessons on "what 'private parts' are and the biological names for them" for Grade 4 learners, masturbation for Grade 7 learners and "a seven-step, illustrated depiction of how a female condom should be correctly placed" for Grade 9 learners. Additionally, the purported document showed that learners in grade 10 and 11 would be learning about "various sexual orientations" and transgender people. Some of the more controversial parts of the

guideline include: In Grade 7 pupils will learn about boys and girls who masturbate; Pupils in Grade 8 will begin to distinguish between biological and gender identity and how it differs. They will learn about unsafe abortions; The grade 9 book has a seven-step, illustrated depiction of how a female condom should be correctly placed in position inside the vagina; In grade 10 and 11 pupils will learn about the various sexual orientations; that it's not a choice; and how to be accepting towards a transgender woman, for example, who now identifies as male. “I don't believe that children as young as 10 years old (grade 4) should be learning about this in such detail. If this news is true, I don't know what prompted the department to implement lessons of such an explicit nature,” said Nadas. Sithelelo Zondi, a parent from Macambini, Mandeni believes that the new curriculum will negatively affect the children. “It is bad for our kids. Already, they are being exposed to sex through radio and television, and now they are going to encounter sex talks at school. Surely they will want to experiment with it regardless of what is being said about it,” lamented Zondi. Another concerned parent, who requested to remain anonymous, condemned the new curriculum, saying that children “should be taught the

basics.” “Kids should be taught the basics of these important issues. They are still too young and I believe that there is a right time for everything,” she said. In September 2019, the Basic Education Department announced it was currently implementing newly developed Scripted Lesson Plans (SLPs) for Life Skills and Life Orientation (LO) in 1572 schools across the country before a national rollout. As per the announcement, these lessons "have been designed to assist educators to teach scientifically accurate, evidence-informed, incremental, age-appropriate and culturally appropriate [Sexuality Education] within the Life Skills and LO CAPS in the classroom.”

Business robbery suspects nabbed by SAPS

RECOVERED: Weapon recovered during the arrest of five suspects

On Thursday, 31 October 2019, at approximately 00:30, KwaDukuza SAPS successfully nabbed five business robbery suspects in the Melville area. According to KwaDukuza SAPS, members pounced on the suspects after they received an activation for a business robbery in the Melville area. KwaDukuza SAPS Task Team together with KwaDukuza SAPS Crime Prevention “B” Relief searched the Melville area on foot, until

they arrived at the house that the suspects were hiding in. Members arrested all five suspects involved in the business robbery, members recovered two unlicensed firearms, a 9mm Pistol, 7.65 Walter firearm and four live rounds of ammunition. Members also recovered the items taken in the Business robbery, including the complainant's phone. The five suspects were charged for being involved in a business robbery, and two of the suspects were also charged for being in unlawful possession of a firearm and illegal ammunition. The suspects are wanted for several cases in the KwaDukuza area, one of the five suspects is linked to a double murder case, while the

other suspects are linked to business robberies in the following areas: Melville, Groutville, Ntshawini, Dorinkop, Lindelani and Glenhills. KwaDukuza SAPS Station Commander, Brigadier SF Mhlongo, applauded the members on their excellent arrest of the five business robbery suspects. “Well done to the members in apprehending these wanted suspects, we will ensure that KwaDukuza Detectives will be working around the clock to link the suspects to many cases which have occurred in the KwaDukuza area, and we will be leaving no stone unturned in ensuring that these suspects are put behind bars for a long time”, she said.

The hunt for the driver who was involved in an accident that claimed fives lives on New Year's Day on the R74 is finally over. This comes after KwaDukuza SAPS on Monday 28 October 2019 successfully nabbed a wanted culpable homicide suspect, Gino Perez (39), in the Port Elizabeth Area. Perez is wanted for five cases of

culpable homicide after the vehicle he was driving wentoff the road R74 famously known as Manor Highway. The private ambulance bakkie, which had six occupants, including the driver, as well as a dog allegedly crashed through the barrier and went down the embankment. According to KwaDukuza SAPS, three of the victims were declared

deceased at the scene, while the other two men died later in hospital. The accident resulted in five men losing their lives. These men were identified as: Andile Mbatha, Thulani Radebe, Ishal Singh, Ashly Andhee and Trizayne Moodley. The suspect, Gino Perez appeared in KwaDukuza Magistrates Court on Friday, 1st November 2019 and will

Murder suspect nabbed by KwaDukuza SAPS

On Friday, 25 October 2019, KwaDukuza SAPS Crime Prevention 'A' Relief arrested a 35-year-old suspect for the murder of a 55-year-old elderly man in the Shakaville area. It is alleged that the suspect and victim attended a friendly soccer match at the Shakaville Sports

Fuel price set to drop The Department of Energy has published the final petrol price changes for November 2019. Petrol 93 will decrease by 13 cents per litre. Petrol 95 will decrease by 13 cents per litre. Diesel 50 ppm will decrease by 16 cents per litre. Diesel 500ppm will decrease by 14 cents per litre. Gas will decrease by 23 cents per litre. Learners and facilitators had long decided to tool down because they were turned into volunteers in a Programme that was well budgeted for by the Department. Although not a soccerite or a cricketer, he was associated with both these sports as an avid supporter whose presence at the Recreation and Country Club Grounds was unmistakable. His support for Royals, Commercials and the Union team in cricket, and City Lads and the Federation team in football are legendary. With his quirky remarks and comments from the sidelines, he became the 12th man of many a local team against teams from outside the town. His large frame dominated the camps and "dressing rooms" of the home teams as he provided tons of encouragement as well as laughter and humour. He was one of the founder members of the Stanger Badminton Club in the early 70s that was affiliated to the Natal Badminton Association and played its fixtures at the KwaDukuza Town Hall. Also, served on the council of the Stanger Child Welfare and was a key organiser of the Winter Fair in its early years. KwaDukuza will be much the poorer at the loss of this gentle giant. The large fan base were treated some spectacular volleyball and camaraderie from young and old ladies who came together as one to create this

awareness among ladies, and all dressed in pink. Marv Dunphy said, "Volleyball is one of the most interactive games going.
