ANCYL march to KwaDukuza Private Hospital By Xpress Reporter
T
he ANC Youth League in the Greater KwaDukuza Region staged a protest against the new KwaDukuza Private Hospital on Friday, 2 February 2018. The mass action took place as the members handed over a memorandum to the hospital management, expressing their dissatisfaction with the lack of local employees. The protest soon turned violent, prompting police to fire rubber bullets in an attempt to disperse the crowd. The ANCYL issued a memorandum of demands to KwaDukuza Private Hospital, stating that they were there to “vent out the frustrations of millions of our downtrodden people to whom the fruit of democracy is quickly
passing by.” “Indeed, we are here to demand one and one thing only: a share in the pie of the economy of our beloved land KwaDukuza!” The memorandum further stated, “All our demands are premised on this above-stated principal demand which resonates with the African National Congress Youth League's clarion call of Economic Freedom in Our Lifetime. No liberation is true without hiding to this call; no amount of underhandedness, intimidation or convincing will ever make meaning if we intend constructing that envisaged future South Africa which is characterized by prosperity, non-sexism, nonracialism and democracy. The Inkosi Albert Luthuli Secondary School in Ntshawini, KwaDukuza is ecstatic as they have received a generous sponsorship from Hesto Harnesses. However, learners may be in for disappointment as the school does not have the electricity to accommodate the sponsorship. Hesto Harnesses is scheduled to install computers to the value of R600 000 in the school this month. Unfortunately,
according to a concerned citizen, the school has not had electricity since its inception. “The school has received this sponsorship of computers for the learners, but there is no electricity. There hasn't been electricity since the school was built,” said the resident who wishes to remain anonymous. Inkosi Albert Luthuli Secondary School Principal, Mr NE Mhlongo expressed concern about the plight of the school, and made an urgent
appeal to the department to assist. “We brought the matter to the education department. The department made a promise to do its level best to make sure that they connect electricity and water as well, but there's nothing happening. This is a real challenge, we need electricity to ensure the smooth running of the school. It will be very disappointing to get these computers and not use them. We appeal to the department to respond to our

KDM responds to media attacks K W A D U K U Z A MUNICIPALITY RESPONSE ON ALLEGATIONS OF THE INSTITUTION BEING R A C I S T A N D A T TA C K S MADE AGAINST SOME OF ITS SENIOR OFFICIALS IN THE MEDIA, LET US STOP TRAIL BY THE MEDIA! The KwaDukuza Municipality is noting with concern, the ongoing attempts to deteriorate the image and belittle the stature of this municipality as well as the continued deforming personal attacks levelled against some of its officials in the media. These attacks are being done in a clandestine manner, wherein the professional and ethical Codes of Conduct of Journalism are not respected. This sadly, is done by some media houses in the name of uncovering the truth, but in fact are pushing a treachery agenda due to Council policies not favouring their interests and officials not willing to bend-over-backwards to help these individuals at the expense of rate and tax payers. We wish to state it categorically that the KwaDukuza Municipality is a non-racial, non-sexist and democratic institution. This institution therefore desists itself from any association that implies it is racist or that it officials are engaged in “race related manhunts”. Government's standard operating procedure on media relations alludes that all reporters who cover news of government, the KwaDukuza Municipality in our case, should communicate directly with the Communication Unit who are custodians of information dissemination. This information is known by all legitimate publications, especially those who account for what they have published and are not afraid to publish the name of the author on the by-lines, after all why hide if you are the champion of uncovering the truth. The KwaDukuza Municipality Communications Unit was not contacted to provide the municipality's side on all
defamatory articles published in the Dolphin Coast Mail, hence the inaccurate information and unfounded allegations published. As much as the KwaDukuza Municipality embraces press freedom, it also recognises that South Africa is a constitutional state where the rules of natural justice apply. Therefore, the side of the municipality shall be heard, to allow readers to make a balanced judgement on the issue. On the allegations made on Dolphin Coast Mail on the 31st of January 2018 our response is as follows: 1. ALLEGATIONS RELATED TO ROCKY PARK HOUSING PROJECT AND THE ROLE OF MR S I K H U M B U Z O HLONGWANE KwaDukuza Municipality acknowledges that there are serious challenges with the Rocky Park Housing Project, which are being addressed by the municipality, Ward 19 leadership, Implementing Agent and the Provincial Department of Human Settlements. KwaDukuza Municipality wishes to confirm that there is an investigation, launched by the Human Settlements, which is currently underway to deal with concerns raised. The investigation is in its preliminary stage, therefore, it would be premature to comment on the investigation until it has been completed. Part of the investigatory to be done will be the interviewing of all affected parties and the collection of necessary evidence. In our view, it therefore wrong for the newspaper to begin to cast aspersions against the former Executive Director responsible for Human Settlements (Mr Sikhumbuzo Hlongwane) without affording him even an opportunity to respond. As municipality, we would like to put this on record and to the public, that: (a) the Rocky Park Housing Project started before Mr Hlongwane joined the municipality in 2012; (b) the Rocky Parky Housing
Project is the only housing project within municipality in which the Provincial Department of Human Settlements pays the service provider directly; (c) the Department of Human Settlements is responsible for all internal controls related to approval and paying the service provider; (d) the KwaDukuza Municipality would like to assure the public at large that all human settlements project for which Council has a responsibility to pay contractors directly, that these have been well managed by council during the tenure of Mr Hlongwane and also continues to be managed very well under Mr. Sithole's leadership; (e) during the tenure of Mr Hlongwane all contractors that were appointed and paid directly by Council faced consequential management for poor performance. The consequential management included termination of contractors, obtaining court orders to recover money paid to some of the defaulted contractor contractors. 2. PROTECTION OF MR BRUCE RENCKEN KwaDukuza Municipality wants to condemn these allegations against its officials. It is the common cause that Mr Rencken and his family are key investors within the area. They have never been treated with a kid glove when it comes to compliance. They have been treated like any investors. In the last five years, there have been five litigations in the High Court against Mr Rencken business entities which the KwaDukuza Municipality's Economic Development and Planning Business Unit, has been leading the process of defending Council decision. It is history that almost all those cases were won by council. Council also continues to support further investment in our area by Mr Rencken within the ambit of the law. As the municipality, we have a responsibility to remain neutral on commercial wars but defend our
constitutional mandates. Therefore, our officials cannot then be forced to act illegal for or against any investor in pursuit of personal vendettas. Mr Rencken continues to pay his due to this Council. The supposed accuser/writer from the Dolphin Coast Mail in his writing is not honest about his own relationship with Mr Rencken and their common competing commercial interest. Therefore, these allegations are sensational and baseless. 3 . R A C I S M A N D P H O T O C O P I E R INVESTIGATION The Municipality and Council, calls for the restraint on the Dolphin Coast Mail to perpetuate the polarisation of its community against race and the originality of people where come from. South Africa remains a unitary state and anybody has a right to work in any place provided he or she meets minimum requirements of the posts which is experience, skills and qualification. The Municipality takes exception on the allegations that 'Indian Staff' are targeted in KwaDukuza Municipality. During the tenure of Mr Mdakane, more than 95% of the people who have been either dismissed or charged for misconduct are Africans. These reports are served on monthly basis in agenda of the Portfolio committee responsible for Human Resources, of which that agenda is a public document. In the current case, of photocopiers Council is following the Labour Relations Act and also Local Government related Disciplinary code. Nobody has been found guilty. It is disingenuous to claim that only Indians have been charged for the unfortunately Photocopier SAGA. This is sensationalism and playing with the emotions of the Indian community. There is no fallout guy as the process is still underway. Nobody is above law irrespective of your race, position, religion and background. Let us allow the process to continue without external forces wanting to
influence the fair and transparent process. Those who are subject to any disciplinary process have ample rights to protect their rights through prescribed processes not through the MEDIA. As the municipality we want to caution TRAIL by the MEDIA, as it does not serve the accused and accuser any purpose. 4. MESSAGE FROM THE FULL COUNCIL TO ITS STAFF MEMBERS The Council agreed at its seating that the on-going tension and perceived infighting amongst Senior Managers shall come to an end, as it does not serve the interest of the community it was elected to serve. Council also communicated a firm stance about the impact of this to the governance instability. The council leadership, under Mayor Cllr. Ricardo Mthembu and Speaker, Cllr. Phumlile Zulu, have made it clear that they will be intervening on the identified issues without interfering with the laws governing local government but to ensure that there is stability. 5. CONCLUSION KwaDukuza Municipality is calling all newspapers to report responsibly and also ensure that they adhere to the Print Press Code of Conduct. We can't allow media during the Year when we are celebrating centenary of the Father of our Nation, Cde Nelson Mandela, to be polarised by few individuals who want to use the race card and belittle state institutions and accounting officials to achieve their own means. We also encourage those who believe that there is RACISM in KwaDukuza Municipality to follow due processes by approaching either Equality Court or Human Rights Commission. Those who have evidence of corruption against KwaDukuza officials to approach Law Enforcement Agencies to act against those people. Corruption, Racism and Unethical Journalism behaviour shall be never allowed in our communities irrespective who do it. -KwaDukuza Municipality

On 02 February 2018, Mandeni Municipality hosted a ceremony where they honoured students who did well in their grade 12 examinations. Bursaries were awarded to over 20 students. The top 10 achieving schools also received awards. This programme has already produced positive results - it's been reported that some beneficiaries of this programme are already working in the Municipality and in other sectors. Mandeni Mayor, Cllr Siphesihle Zulu urged students to behave themselves as they depart to different universities. “We encourage learners to reach for their dreams, it's never easy but with the support from the family it's possible. We are very hopeful because ever since we started this programme we have never encountered problems of students who drop out of universities. The problem we usually have is with private colleges, most of
the time their licenses expire and they hardly renew them. We urge students to go to FET or Universities”, advised Zulu. “At the moment we face a problem of people from our communities who steal school properties and sell drugs to learners. We have to stand up against all these kind of things, it's not an overnight job but through hard work and determination we can put an end to this thing that keeps dragging us back”, said Zulu Mandeni Municipality is delighted with the improvement of matric results and they promise to work hand in hand with schools to better last year's matric pass rate. Mayor Zulu called upon parents and guardians to use social grants wisely. “It's a shame to see children walking barefoot on a rainy day while they have social grant,” said Zulu Since the initiation of this programme in 2010, over 500 learners have benefited.

The per litre price of all grades of petrol will be 30c cheaper from t o d a y , 7 F e b r u a r y, t h e Department of Energy announced on Monday. The latest decrease comes on the back of a sterling rand performance against the dollar. The price of both grades of diesel will decline by 17c a litre, illuminating paraffin (wholesale) and illuminating paraffin (Single Maximum National Retail price) 19c and 26c respectively and the maximum retail price of LPGas will decrease by 23c a kilogram. The rand was still trading at its lowest levels since mid-2015 on Monday and by 08:57 the local unit was trading at R12.08 to the

Sir, Your article “Aging infrastructure to blame” dated 31 January 2018 refers
His Worship the Mayor of Ilembe Cllr Sduduzo Gumede alludes to a few reasons why the CBD and surrounds have been and are still experiencing chronic water shortages: A) Old infrastructure-65 year old pipeline B) Consumers not paying for services C) Incompetent contractors D) Unlicensed boreholes. I beg to differ with his Worship Cllr Gumede regarding his analysis above. Blame-shifting is not a new game in our country/municipality. With all the current development taking place on our doorstep viz. shopping malls, housing schemes etc any competent leader will know that infrastructure has to be updated. Twenty four years into democracy and we still blame 'inherited aging infrastructure'. Where are the millions of rands handed down from Treasury all these years to update infrastructure and deliver basic essentials like water to the people? 'People not paying' is another myth employed as a decoy. Where are the millions of rands consumers forcefully paid upfront when prepaid meters were introduced? The numerous mega malls and elite housing estate in Ballito and surrounds alone should be bringing in millions of rands monthly to Ilembe's coffers. Do the maths and account for this money (seems like Ilembe's bank accounts developed a massive leak!). 'Incompetent contractors' is a county wide problem. Recently Ilembe acquired a fleet of 68 new
Isuzu bakkies, fully equipped at an approximate cost of R20million to boost service-delivery. Unfortunately these vehicles are never seen or available on call-outs and they remain largely worker taxis. When complaints are logged of water leaks etc ill-equipped contractors are despatched with no expertise or qualification and do the worst of patch-up jobs. If this monumental fleet of vehicles were sold and work sub-contracted to professionals, His Worship will have secured an amount of R10million overnight in Ilembe's account. The most ridiculous claim yet to date is that 'unlicensed boreholes' are causing a deficit of R30milion to Ilembe! What hogwash! A few dozen boreholes scattered around the Ilembe district will Never bring in a million rand revenue even in 30 years should they be licensed and metered. In fact His Worship should acknowledge and appreciate the few unselfish citizens who have dug boreholes at hefty expense, yet assisted across the Ilembe region delivering potable Water to the poorest of poor during the recent drought. Personal bakkies,trucks and even a water tanker was purchased and used by these selfless citizens to deliver Water, All at zero cost to Ilembe municipality (a poor short term memory indeed). There is excitement brewing as a grand reunion is being planned for the matriculants of the class of 1983, making it 35 years on. A group of students are busy putting together the plans but it is difficult to get into contact with each and every student from this era. The classes spanned from Standard 10A to 10G representing some 200 students. Matriculants as well as educators from this era are spread far and wide.

KDAC start 2018 season with a bang

KwaDukuza Athletic Club started the 2018 season with a bang with members participating in their first event in the DG Panel and Paint Challenge in Durban this past Sunday. Three members participated in the run that commenced at the Sydenam Community Grounds and finished at the same ground. The runners endured a few up hills but enjoyed the race. Rajen Padayachee was the toast finishing the 32km in humid conditions in an incredible time of 3:28. 'Jawaan' Nikeyi Maarbeel led the pack in the 16km race finishing in 1:44 followed in by Shakaar Gungaparsadh in 2:57.
Membership to KDAC is open with cost for single members being R100, family membership being R150 and scholars R50. Weekly time trials takes place every Thursday afternoon at the Stanger Manor car park at 5.30pm. The community is encouraged to join the team. Membership and licence forms are available from committee members and at weekly time trials or from Mr Praveen Shah, membership secretary (0622387616) or the President of KDAC, Mr Nikeyi Maarbeel (0833720653).
