Ilembe in financial trouble T

he Honourable Mayor of the Ilembe District Municipality (IDM), Councillor SW Mdabe, painted a bleak picture regarding the ability of KwaDukuza Municipality's parent, Ilembe District, in sustaining its core service delivery mandate supplying water which impacts its revenue. According to Mdabe, Ilembe's “revenue will be down by 70 percent.” “We have appealed to cabinet for funding against the backdrop of internal funding to keep municipalities afloat,” he said. He added that since July 2014 to

present the IDM has spent R 120 million hiring water tankers which supply water to areas without piping infrastructure predominantly in Maphumulo and Ndwedwe municipalities respectively. T h e Department of Water and Sanitation allocated R 37 million of which Ilembe used for external water sources, using R 3.9 million for hiring tankers and “the rest for d r i l l i n g

boreholes,” said Mdabe at the Ilembe Disaster Management Boardroom. KwaDukuza has within its jurisdiction, 22 wards that receive “reticulated” water or piped water

while the remaining seven wards rely on tankers. The District Mayor did say that “the early rains helped the Umvoti systems” which is the lifeblood of KwaDukuza residents.

From the Mayor's sentiments, all indications are that Ilembe has three months until it will require cabinet intervention financially. In a one-on-one interview with Continued on page 4

The Xpress Times happened to be with Cllr Faith Govender at the Stanger Provincial Hospital on a fact finding mission on the issue of patients waiting time and loss of charts yesterday afternoon, 5 April 2016. We collectively interviewed patients and learned that in spite of making appointments, when

they arrived on the day, they had to wait for two to three hours. A man in a wheelchair, who is on chronic medication said that he waited for three hours because the file clerks first told him they had to make a new chart and then later on found his original chart. We spoke to him in the fourth hour whereby he was awaiting his turn for treatment. With Cllr Govender as witness,

we did speak to others and the problem of waiting has happened on numerous occasions whilst making new charts, said one lady, “is a norm.” When we arrived we found a lady at the file window, from the Out patients entrance, inquiring in a frustrated tone as to why others were getting their charts before her.

KDM presents Draft Budget By Xpress Reporter

KwaDukuza Municipality (KDM) Deputy Mayor, Councillor Dolly Govender tabled the Draft Revenue and Expenditure estimates for the 2016/2017 financial year at the KwaDukuza Council Chambers on Thursday, 31 March 2016. Govender said that council will endeavour to ensure that the cost containment measures introduced in 2015 are adhered to. “As we convene to consider the Draft Budget, we must be mindful that we are not

engaged in a game of figures. We have come to agree on an important instrument that we will use, in the next financial year, to better the lives of the people of KwaDukuza. “We have come to make a solemn commitment to avail resources to ease the burdens that weigh heavily on the shoulders of the poor, so as to make them proud to be South African,” said Govender. She added that the compilation of the Draft Budget takes into account the following elements: · Producing a balanced, credible and funded budget

taking into account realistically anticipated revenues; · Delivering quality services on the ground; · Cost increases; · Tariff increases; · Debt recovery; · Asset management and · Borrowing levels. “The total operating revenue is expected to grow by 7% for the 2016/2017 financial year when compared to the 2015/2016 Budget. For the two other years, operational revenue will increase by R100 667 000 and R101 113 000,

respectively. “Operational expenditure has grown to R1, 3 billion in the 2016/2017 budget. Revenue anticipated from service charges such as electricity and refuse for 2016/2017 financial year amounts to R748 Million,” she said. Govender expressed that the Municipality has a responsibility of ensuring that indigent households are provided with the basic municipal services by subsidizing the cost of services payable by indigent consumers.

“We have 14900 indigent households on our database who benefit from the electricity and refuse schemes for indigent consumers. Refuse removal tariffs have been increased on average 6 % in order to ensure the sustainability and viability of the service. “The Draft Budget is now available for members of the public to make their comments. I hope that we will have a constructive engagement and come up with a Final Budget that will best serve the needs of the people of KwaDukuza.”

South Africans will have to dig even deeper into their pockets after massive fuel prices hikes this coming week. The Department of Energy on Saturday announced the fuel price adjustments for April. The department announced that petrol 95 (both ULP & LRP) will increase by 88c a litre and 93 (both ULP & LRP) will increase by 86c a litre. This will take the petrol 95 price in inland areas to R12.62 while petrol 93 will increase to R12.32. At the coast, petrol 95 will cost R12.39 and petrol 93 will be R12.06. Diesel (0.05% sulphur) will increase by 96c/litre and diesel (0.005% sulphur) will increase by 98c/litre. Illuminating paraffin will increase by 76c/litre. Liquefied Petroleum Gas (LPG) will increase by 110c per kilogram. The department said that the reason for the increase include the increase in fuel levies as determined by the Minister of Finance of 30c/l.

Electricity price hike

PRICE INCREASE: In the absence of a competitive market for electricity supply in South Africa, Nersa is obliged to play the highly important role of protecting the consumer from Eskom merely increasing prices, according to Virgin Active SA

South Africa's energy regulator has given Eskom the go-ahead to hike electricity prices by 9.4% for 2016-17 as of Friday, 1 April 2016. Eskom submitted an application to Nersa in November last year to recover R22.8 billion, which the utility said it used to avert load-shedding. The decision comes after extensive consultation with government, unions, small and intensive users, who

engaged in public hearings in six provinces, according to Nersa chairperson Jacob Modise. “The public interest was also considered as well as input of stakeholders,” he said. Nersa evaluated the “regulatory clearing account” (RCA) balance for the first year (2013-14 period) of the third multiyear price determination (MYPD3) amounting to R22.8 billion. Finance Minister Pravin Gordhan said at his press briefing ahead of his 2016

budget speech last Wednesday that tariff increases should only be approved if t h e y a r e necessary, and not just to make things more comfortable. “Regarding tariff increases, a r e t h e y necessary or j u s t comfortable in a particular environment?” Gordhan asked. “We need to improve governance, financial management and state-owned entities' contribution to the developmental agenda.” In the budget review, treasury said “further efficiency improvements are necessary at Eskom to ensure moderation in future tariff increases”. His comments came a day before Nersa was scheduled to announce possible electricity price increases through a tariff hike to fund Eskom's shortfalls. It postponed its announcement to this Tuesday.

Mandeni Mayors action plan Mandeni Municipal council has developed a Programme of Action in response to the Isithebe Violent Protest March, aimed at accelerating community engagement as stipulated in our Mandeni Public Participation Strategy and the Constitution of the Republic tagged as: “Together moving Mandeni forward to rehabilitate the souls” The saga started by similar incidents of service delivery and political protests which, were reported in Macambini under ward 8 as well as ward 12. The ward 8 saga played itself out into ugly incidents of violence and intimidation resulting in the Ward Councillor, Linda Mdletshe being physically attacked and sustained injuries to the forehead. The community of Isithebe joined in blockading the road engaging in protest action whilst raising a number of different issues which can be summed into political as well as social grievances. It is therefore paramount that as the government, civil society, business and the community, when we attempt to restore order at Isithebe we bear in mind the triple challenges of poverty, unemployment and underdevelopment. It is true that it is always a challenge to engage someone whose empty in the stomach because for him/her logic does not apply. Unfortunately, the psychological effect of these events will be the perpetual behaviour of violence in the family settings, which will in the most likelihood, will target the weak and the vulnerable, women and children, manifesting in

various forms of abuses. Mandeni municipality is indeed a caring government that is closer to the people and so would like to correct the Media coverage of the unprecedented uproar at Isithebe during the first week of March 2016 has in the main reported that the protest was service delivery related. However, we wish to state categorically that after careful analysis of the developments, we can safely rule out the issues of service delivery in the protest march which marred Isithebe recently. A lot has been lost in the process, as the government, we need to take the lead in addressing these challenges

World Health Day is observed on 7 April to mark the founding of World Health Organisation (WHO). The theme for 2016 is diabetes. In 2008, an estimated 347 million people in the world had diabetes and the prevalence is growing, particularly in low and middle-income countries. In 2012, the disease was the direct cause of some 1.5 million deaths, with more than 80% of those occurring in low and middle-income countries. WHO projects that diabetes will be the 7th leading cause of death by 2030. Diabetes is a chronic disease that occurs either when the pancreas does not produce enough insulin or when the body cannot effectively use the insulin it produces. Insulin, a hormone that regulates blood sugar, gives us the

DA comments and concerns on the Annual Report (2014 / 2015) Electricity Losses: Technical and non-Technical A jump by R10 million (m) more compared to the previous financial year from R61m in the 2013/2014 financial year to R71m in the 2014/2015 year is unacceptable and leads to direct revenue losses. It is clear the strategy of council is not working despite putting measures in place. The net must be thrown wider to include ALL illegal users regardless of their status and act without fear or favour. This trend cannot continue and must be stopped. Regular updates on progress must be reported to council for further direction and interventions. Political and Administrative leadership is required before the situation gets out of control. Under spending on capital projects Council under spent by R 179 million and this has a direct impact on service delivery as we have already seen protest marches. Realistic allocation towards capital projects given the capacity constraints and finalizing procurement of goods and services timeously must be addressed urgently. These are key target areas we cannot fail and it has negative impact on

performance. There was slight improvement on spending compared to the previous year. Internal Controls This is an area that cuts across all departments with weak internal controls. Compliance and Legislation must be enforced if we are to get clean audit outcomes. The Internal audit department must be fully resourced with the Audit Committee further assisting and putting corrective measures in place and advise council on compliance matters. We must be committed to advance transparency and accountability. Irregular Expenditure Increased to R86 million in 2014/2015 from R46 m in 2013/2014. Fruitless and Wasteful expenditure amounted to R433 610. We must be prudent in spending public funds and put systems in place to mitigate irregular and wasteful expenditure. Not enough is done. Why fruitless and wasteful expenditure in prior years was not investigated to determine if a person was liable for the expenditure amounting to R3.7 million. Allegation of possible fraud in the SCM (Supply chain management) amounting to R600 000 was not reported to the

SAPS. Why? Tender awarded to State employees Eleven (11) rogue officials have done business with the municipality amounting to R3,4 million. They must be named and shamed. They deliberately did not declare interest (false declaration). Investigations Collusion between prepaid electricity vendor and former employee about R500 000 is still not finalized despite the employee is now in the employ of another municipality. They must be blacklisted and even jailed. Another case is also pending, I assume in the region of R500 000 was paid to a rogue supplier where no work was performed. The question arises is this the only case or has this supplier also taken the municipality for a ride previously as well. We have a right to know. In conclusion I believe we cannot change the direction of the ship BUT we can adjust the sails as we move forward in achieving clean audit outcomes.

These documents are now in final draft form and are open for comments for a period of 21 days from 6 April 2016 – 26 April 2016 (as per requirements of Section 15 of the Local Government: Municipal Planning and Performance Management Regulations 2001). Randsons in titanic battle with Manor Randsons Volleyball Club's winning ways continued when they beat Manor Volleyball 2-1 in a titanic battle in the EZE's Electrical Division I hosted by the K w a D u k u z a Vo l l e y b a l l Association at the Association courts last Thursday. After winning the Xpress Times Easter tournament a fortnight ago, their win was the perfect way to begin their league campaign with the hope of clinching it after a very long time. Randsons and Manor battled it out for supremacy in the opening set with both teams matching each other point for point. Led by inspirational skipper, Sandhir 'Tin Boy' Jugmohan, Randsons held on for narrow hard fought 25-22 victory. However, they lost the plot in the second set with numerous unforced errors as Manor upped their game and tempo to win 25-20 to push the

game into the final set. Randsons manager, Aslam Randeree had some harsh words for his team at the change-over and this did the trick for them. They regained control of the game as they raced to a 15-11 victory.

Grove End got off to perfect start in the defence of their league title beating KSST 25-19, 25-18. Meanwhile, in the Natdale Insulating sponsored Division II league, Darnall United caused a major upset beating 2015 league
