the issue of property ratings and electricity hikes. “The Council proposes an increase of 1.88% in the Electricity tariffs. Property Rates will increase by 8%. Bulk purchases tariffs for electricity has increased by 2.31% in 2017/2018 due to Eskom's tariff increase. Refuse removal tariffs have been increased on average 8
% in order to ensure the sustainability and viability of the service,” said Mthembu. He added that refuse revenue budget amounts to R64 748 for the 2017/2018 financial year and that the Municipality has budgeted for electricity revenue to R722 822m for 2017/2018 financial year. In relation to the capital
expenditure, the Mayor said, “The total operating revenue for the 2017/18 financial year is R 1,455,675. Total operating revenue is expected to grow by 7% for the 2017/2018 financial year when compared to the 2016/2017 adjusted budget. For the two outer years, operational revenue will increase by R69, 544m and
R77, 363m respectively. “It should however be noted that the Municipality has implemented various mechanisms to enhance the revenue collection processes. Amongst these are the Revenue Enhancement Project, the monitoring of the newly implemented Energy Loss Task Team between the Finance Business Unit and the Electricity Engineering
Services Business Unit, and the replacement of maximum demand meters.” His worship also alluded to the fact that indigent households receive 75kwh of electricity each month at no charge to the consumer. “KDM has undertaken to ensure that indigent households are targeted effectively in the provision of basic municipal services.”

The African National Congress Youth League under Greater KwaDukuza region announced the names of the leaders it lobbies behind ahead of the 7th Regional Conference of the ANC during a media briefing held at ANC Offices on Thursday, 01 June 2017. He noted that society is becoming younger and most of the people who are at the receiving end of the injustices of the present-day global challenges, including the much-vaunted Triple Challenges, are the youth. “Therefore, it is essential for young people to pioneer their anticipated future hence we say 'nothing about us without us'. As the Youth League in this region of Greater KwaDukuza, we want to make sure that the representation of those who

Newark SAPS came to the rescue of a newborn baby boy who was dumped by his mother near the Tugela River at Hlomendlini Area in Mandeni on Thursday 01 June 2017. According to SAPS Newark spokesperson, Inspector Ngubane, the baby was recovered at around 4pm. The baby's mother gave birth at home through the help of her sister and left home for the clinic at around 6h00am and was not heard from since. Miraculously, the baby survived this ordeal and was rushed to Sundumbili Clinic. A relative of the young mother, Zama Mdluli told the Xpress Times that there were no signs that she could do something like this when she left home. “Everything was normal, she even sent her brother to withdraw money for her in town so that she could have enough money to go to the clinic. She left home and went to the clinic, on her way there, she must
have got out of the taxi and went to the forest. Fortunately, some people saw her going into the forest with the baby and also saw her coming out without the baby. “Those neighbours then alerted us and when she arrived here at home without the baby we already knew what might have happened but we asked her anyway. She told us that the baby had died at the clinic and they took it away from her. That's when we started to notice that something was wrong and that the people who alerted us were right, we continued to ask her questions and called the police. When she heard that the police are on their way she tried to run away and got into a taxi but the police stopped the taxi and asked her to show them where the baby was,” said Zama. Inspector Ngubane said a case of attempted murder was opened at Newark Police Station and the mother appeared in court on Monday, 05 June 2017.

A 27-year-old man appeared in the Ndwedwe Magistrate's Court on 31 May 2017 for killing his girlfriend. According to Lieutenant Colonel Thulani Zwane, the accused, Bongani Mgobhozi went to fetch his girlfriend Ayanda Mhlongo (20) from her home in the Ndwedwe area on 27 May 2017. “It is alleged that while they were away, he severely assaulted the victim and she sustained
serious wounds on her body. The accused took the victim back to her place of residence and left her. Youth Forum co-ordinator, Pastor Clement Rajarathnam said: “This is a family event and not restricted to learners and we want to encourage the community of KwaDukuza to come out in their numbers to participate in the 5km fun run/walk”. “With the June Examinations set to get underway in mid-June this is an ideal opportunity for primary and secondary school learners to distress before the pressure of the mid-year exams takes its toll”. Immediately after the fun run there will be a fun-filled athletics programme that caters for the young and old. The sports will encompass mainly novelty items including blind search, potato race, musical cushion and a 200m walking race and tug-o-war for men and women. There will be a five-a-side soccer tournament which gets underway at 11am with trophies awarded to the winners and runners-up. The duration of each game will be three minutes per half. In the event of a stalemate after the 6-minutes a penalty shootout will ensue to determine the winner. A netball and volleyball tournament is expected to commence at 1pm. There will be live music throughout the day and church groups are welcome to use the stage to entertain the huge crowd through dance and music.
The Stanger Ministers Forum in conjunction with the Youth Forum will be celebrating a bumper youth day celebration on Friday, June 16 at the Stanger Manor Ground. Officials of the ministers and youth forum have been working around the clock in the past week to put the final touches together in ensuring that the more than 3 000 anticipated people at the Manor Ground leave with memories etched in their minds for a lifetime. The Youth Day celebration will kick off with a 5km fun run/walk at 9am. The time trials route (from the Manor car park, heading into Geranium Street before turning left at Rita's Café into Manor Drive and taking the right turn into Doesberg just before the Manor Church before turning left at Canna Road and left again at Daffodil Street before finishing at the Manor Ground) used every Thursday by members of the KwaDukuza Athletic Club has been adopted as the official route for the fun run/walk on June 16. Special commemorative medals will be given to all finishers with trophies awarded to the first three finishers (boys and girls) in the primary school, secondary school and adult category. Special prizes will be awarded to the veteran (oldest) male and female runner. Tickets for the fun run/walk at a mere R10 are available at local primary and secondary schools. Tickets will be sold outside Spar,
Mthembu. Regional Branch manager of Capitec, Davies Meyers said there will be two Capitec ATM's for event attendees to use. “We will have two ATM's situated for the duration of the event so that it will be easy for those who want to withdraw money”, said Meyers. Bongmusa Mthembu was once a casual bricklayer in Pietermaritzburg, but now he is the most successful KwaZulu-Natal
athlete in recent Comrades Marathon history. Mthembu had a tough 'up run' in 2015 and finished 17th, but bounced back to take third place last year. He was competing in his 12th Comrades in the colours of Arthur Ford Club yesterday and, aside from the collection of Comrades gold medals he has put together since entering the event for the first time in 2006, he finished second in the World 100km Championships in Spain last year. At that event Mthembu became the first South African man in 23 years to step on the
podium by cutting 62 seconds off a 27-yearold national record held by nine-time Comrades king Bruce Fordyce. “I was born in Bulwer in the rural area not far from Pietermaritzburg. I started running at school like every child in public school,” Mthembu said on his internet profile linked to the 32Gi endurance supplement. “After Matric, I left Bulwer for PMB for greener postures, only to find it was hard to get a job. I got hired as a bricklayer at that time and I was training just to keep my body healthy. “In 2004 I started to enter some of the races, then in 2005 I won the Maritzburg Marathon without good training. That was when I started thinking about taking part in the Comrades Marathon, but in my mind I already had the dream of winning Comrades one day.” That dream has been realised more than once, proving that Mthembu has legs of gold. 6:27:35. She became the first American female athlete since Anne Trason did the double in 1996 and 1997 to win the race and the ease in which she went about her business was astounding. She was hardly challenged for the best part of the race and put a seasoned competitor like Charne Bosman in the shade. Bosman finished third in a time of 6:39:51. Pietermaritzburg's unseasonal and unexpected winter heat disorientated Herron partially when she walked to the end but when told she wasn't finished‚ she trotted to the finish line. Herron told reporters at the finish line that she thought she was done with the race once she got to the grass and had to be reminded before she dug up her last ounce of strength to finish the race. Russian Alexandra Morozova was second in a time of 6:31:45. Once she took charge of the race in Pinetown‚ she never looked like losing and the only time she was remotely threated was in Camperdown when Morozova tried to charge. The 6:06 minute gap Herron had on Morovoza was substantial and in the end‚ the Russian had too much to do. Herron won comfortably despite her temporary brain freeze.
