Continued from page 1 When Cllr Madhun Singh of the DA pointed out that normally, all the EXCO members in the District Municipality were full time councillors. Mrs Gamede explained last week that, in terms of the Section 12 Notice issued by the Department of Cooperative Governance and Traditional Affairs (COGTA), only the Mayor, Deputy and Council Speaker were automatic full time councillors. “However we have also received a circular

advising us that the municipality is allowed to make an application for additional full time councillors,” Gamede stated. Council then resolved that this application should be filed as a matter urgently, in respect of the remaining four EXCO members, with the addition of the Chairperson of the Municipal Public Accounts Committee (MPAC). The composition of portfolio committees will only be decided at Special

Council Meeting this week as political parties were not yet ready to allocate councillors to portfolio committees. Council also noted the item about councillors' remunerations, in accordance with the Remuneration of Public Officer Bearers Act, as it applies to a Grade 5 Municipality, for both full time and part time councillors, as well as allowances for councillors deployed to the District Council by the four local municipalities.

Local officer promoted to Major General By Xpress Reporter

Ethekwini Inner South Cluster joyously celebrated the new appointment of their Cluster Commander Keerath Nunkumar, who was promoted to Major General on Thursday, 1 September 2016. Major General Keerath Nunkumar has spent 32 years in the South African Police Service and welcomed his post as Major General after serving the communities in Durban, Pinetown and Chatsworth for 17 years as a Brigadier. Major General Nunkumar, a son of KwaDukuza, was born and raised in the small farming village of Nonoti in Stanger. After matriculating in 1981 from Stanger High School, he began his career in teaching, only to realise his true calling and passion lay in

the South African Police Service. He pursued his career as a constable in the SAPS in 1984. He climbed

the ladder of success thereafter, by being promoted every two years. In 1986 he was promoted to Sergeant, in

1988 promoted to Warrant Officer, in 1990 promoted to Lieutenant, in 1992 promoted to Captain, in 1994 promoted to Major, where he was stationed in Stanger SAPS and in 1996 he gained further promotion to the rank of Colonel where Major General Nunkumar held a position of Deputy Station Commander in Phoenix. In 2000 Major General Nunkumar was promoted to Brigadier and held a management position as the Station Commander of Pinetown SAPS, he spent four years in Pinetown before

venturing into the post as Assistant to Area Commissioner in 2004 where he dedicated three years of his Policing Career. His latest Chapter in the Policing begun in 2008, where Major General Nunkumar was placed in Chatsworth as the Cluster Commander, being the head of seven police stations: Chatsworth, Bellair, Bayview, Lamontville, Malvern, Mariannhill and KwaNdengezi. The Clusters in South Africa were upgraded, and in September 2016, Chatsworth Cluster upgraded to Ethekwini Inner South Cluster, and welcomed into the fold Brighton Beach, Wentworth and Montclair into the Cluster, thus giving Major General Nunkumar a total of 10 stations under his command.

Learners forced to step on human waste Parents shut down dilapidated school By Xpress Reporter

Learning and teaching came to a standstill on Monday at Lloyd Primary School in Ntshawini after angry parents, led by the School Governing Body (SGB), shut the school down, in protest against the rundown state the school is in. They were demanding an immediate intervention by the Department of Education as their children were exposed to a variety of hazards caused by the state of the ramshackle school. The Deputy Chairperson of

the SGB, Ms Pinkie Mkhondo, told our reporter that in spite of the school's high learner enrolment, which currently stands at 1460, the decaying school only had 12 old and rickety VIP toilets for girls and boys, each. “Because of the state of these toilets, children often find themselves stepping on human waste, and then when they return to class with the smell of human waste, they get punished by teachers. The entire school is in a very bad state. In 2010 we were promised a new school, but this came to no avail. We notice that other schools in the area have since been given a revamp, but this school remains in this sorry state,” stated Mkhondo.

Police kept a watchful eye on the situation on Monday as angry parents and learners gathered outside the closed school, while a marathon meeting took place inside between the SGB, the School Management Team, police representatives and an official from the Department of Education. The Communications Manager for the KZN Department of Education Muzi Mahlambi told the Xpress Times on Monday that the Department was not yet aware of the situation at the school. He said the Department would investigate after receiving the report from the relevant officials at the iLembe District Office of the Department.

The aim of the sacrificial slaughter is not merely to generate meat for consumption, rather it is meant to create a spirit of submission, selflessness, humility and realization of the temporary nature of life. Slaughterers are reminded to cause no harm whatsoever to animals, to the extent that knives may not be sharpened in view of an animal going to be slaughtered nor should an animal witness the slaughter of another. Man must take note that he has no authority to harm the creation in any way, especially when fulfilling a religious obligation. The poor and needy have a share in the meat of the slaughtered animal and the owner of the animal may not benefit from it financially. This serves to remove any chance of an ulterior motive creeping in to the intention of the slaughterer and reminds us of the need to lead lives built on the platforms of sincerity and selfless devotion. Being a time for reflection, we also remember and pray for all those individuals throughout the world who have been affected by severe hardships and untold difficulties. Amongst them are the millions of Syrian refugees trying to gain some sort of security and stability for themselves and their children, the millions of human beings across the planet who don't have access to drinking water, food and education, as well as those who lost their lives in a tragic incident on 11 September 2015 where a construction crane fell through the roof of the Haram (Holy Mosque) in Makkah,

A FEW UNDESIRABLE (MAKROOH) ACTS OF QURBANI 1.Slaughtering an animal in the presence of other animals. 2.Sharpening the knife In front of the animal to be slaughtered. 3.Placing the head of a live animal in the blood of other animals that were slaughtered. 4.Delaying the slaughter when the animal is already on the ground. 5.Using a blunt knife. 6.Breaking the neck of an animal while still alive i.e. immediately after slaughter, whilst there is movement in the animal. 7.Skinning the animal while there are still signs of life.

IMPORTANT ADVICE 1.Ensure that payments for Qurbani are honoured timeously and to the letter. 2.The Prophet (peace be upon him) strongly warned those persons who do have the means but do not carry out this important function for Qurbani in the following words, “He who has the means to do Qurbani but does not do so should not attend Eid Prayer." 3.Animals should be kept in areas with proper ventilation, transported in ventilated vehicles, fed well and given clean water to drink. 4.Rinse the carcass inside and out to avoid blood and smell remaining on the carcass. 5.Store carcass in a chiller or a cool area for a day for firmness and ease of slicing.

Patients benefit from hospital initiative By Xpress Reporter

The Stanger Provincial Hospital launched the Central Chronic Medicines Dispensing and Distribution (CCMDD) Programme at the Mdoniville Hall on Friday, 2 September 2016. Residents in the area were the first group of patients to receive their parcels of medication. The CCMDD Programme was launched by the Department of Health in partnership with Medipost on Saturday, 1 February 2014 and is currently working successfully at three districts which include the Amajuba, Umgungundlovu and

area that is convenient for them. “We are currently moving towards our target of enrolling 300 patients per month onto the CCMDD programme. Stable patients are being identified and enrolled. “This programme is one that needs to be sustained and I can safely say that with the dedication and hard work and efforts that have been put in thus far, the programme is a success and will continue to be so in the future,” she said. A group of youths who went in search of a youth who robbed one of their friends have ended up with a problem themselves. According to Joel Biyela he was awoken at about 2:30am. Thinking the person was looking for the adjacent tuck shop, he directed them. However, they broke down his door and entered his house. They assaulted him and fled with an amplifier. Information was passed onto police and investigations led them to a witness who was with the group but did not participate in the incident. Patrick Ndlovu, an employee at a local car wash alleges that on Sunday afternoon he was approached by a youth wanting to speak to him. A passing taxi driver video-taped the attack on his cellphone. Ndlovu was treated at hospital and police have arrested Phinaninkosi Nkwanyana (21). More arrests are imminent. Nkwanyana will learn his fate this week on a bail consideration.

In the female category, Jaguars maintained their unbeaten run winning 25-12, 25-12 against Glenhills and then accounting for ML Sultan 25-11, 25-4. Manor secured a double header victory beating ML Sultan 25-13, 25-11 and then went on to win 25-18, 2520 against Hullet. Hullet had earlier stunned Shakaskraal 25-6, 25-7.

Gledhow outclassed by Sundowner The Dolphin Plummer League 2nd round darts league (hosted by KwaDukuza Darts Association) kicked off last Wednesday at the Quartz Conference Centre and Sports Bar. Sundowner Dart Club beat Neelan's Auto Gledhow 27-09. The Sundowner team comprising of Paddy Padayachee, Darrel Shanmagum, Len Naidoo, Terrence Pillay, Terrence Subban, Ashley Harripersad continued their winning streak after registering a victory against Kwafel Darts Club a fortnight ago. They threw pin point darts once again to pick up points at ease. In the first frame Sundowner cantered to a comfortable 5-1win and

followed it up in the 2nd frame with a 4-2 victory 4-2 in the 3rd frame. Neelan's Auto were no match for the Sundowner team as they struggled throughout the game. Sundowner Darts Club stamped their authority winning the last 3 frames 5-1, 5-1 and 4-2. Darrel and Navern Coopsamy notched up 180 (three triple 20) on the night. KDVA to host SPI corporate volleyball tourney The KwaDukuza Volleyball Association will host the second round of the Sunil Pranpath Incorporated volleyball tournament that gets underway tonight (Wednesday) at the association courts. Sunil Pranpath of SPI had injected R4000 towards the knock out volleyball tournament for corporate league teams. The first was the winter tournament that took place during June/July and now the Spring tournament. Sunil Pranpath is no stranger to volleyball having sponsored the association over numerous years. Corporate League coordinator, Revy Harrypersad said that he was deeply indebted to Pranpath for this major sponsorship and his support and commitment of promoting

volleyball and a healthy lifestyle amongst the older generations. The tournament is open to all male players 35 years and above and female players 25 years and above. The entry fee for the tournament is R300 per team and must be paid prior to the draws being made tonight. Teams will be drawn in two pools with the top two teams advancing to a cross-over semi-final scheduled for next Thursday with the final taking place thereafter.
