A report carried by a TV channel, showing residents of Ward 25 in Doringkop doing their own trenching for pipe installation in the area has landed iLembe District Municipality in a heap of trouble. The report suggested that residents had decided to take it upon themselves to excavate their area, with the help of a local community leader who reportedly requested pipes from the municipality for installation. The channel also interviewed some residents who were complaining about the hardship they have been facing living without piped water. However the municipality has argued that the report is wildly exaggerated. Communications Manager for the municipality, Zee Nqala, says the municipality views the action by the residents of Doringkop as a “welcome partnership” between the municipality and the residents, as the latter felt that waiting for municipal processes could further delay them in their quest to receive clean drinking water. “Ilembe District Municipality is currently dealing with extensions of infrastructure to service areas that are not being fully serviced. In consultation with communities, some communities welcomed the initiative and

DIGGING: Communications Manager for iLembe District Municipality, Zee Nqala

enthusiastically voluntarily offered to excavate instead of waiting for the TLB. The residents said they believed that this will assist them in fasttracking the process of providing water to their areas. This was warmly welcomed by the municipality because it shows courage and also underscores the willingness by KwaDukuza Ward 25 residents to partner with government in supporting and owning infrastructural development,” Nqala stated. Nqala added that the community from the nearby Ward 01 had also agreed to a similar

arrangement, with the hope of fast-tracking potable water provision to their area. “We assure the public that this unwritten understanding and partnership between certain communities and the municipalities are encouraged and that there is nothing untoward about a community that contributes to the fast-tracking of service delivery. We applaud these communities for their selfless acts and we wish to emphasize that service delivery, specifically water supply, is for all of us to use and to partner in preserving it,” Nqala said.

KwaDukuza ratepayers up in arms Growing calls for drastic action against KDM

members of the local business community also joined the protest action as frustration over unreliable electricity supply mounts. “This is just blatant politics between KDM electricians and KDM management. In my opinion, (this is) a situation being badly managed. I feel that the incompetence of this Department should (prompt) radical changes, and (that) should be immediate. Unless these guys can furnish KwaDukuza (residents) with reasonable explanation, drastic action should be the order of the day,” one angry resident fumed.

By Xpress Reporter

K

waDukuza Municipality's Lavoipierre Building came under siege on Saturday night after angry community members from Glenhills staged a protest action over prolonged power failures. This comes as the municipality faces mounting pressure over frequent power outages, which have become common place in many parts of KwaDukuza, leaving communities massively frustrated. Glenhills and surrounding areas were left in darkness on Thursday night after a transformer reportedly blew up. What angered the residents was the delay in replacing the damaged transformer, thus resulting in a prolonged outage. Residents from Stanger Heights and Stanger Manor, together with some

Frantic calls Residents said areas like Murugan Road had electricity outage since Thursday. Frantic calls by residents to the KDM's Control Room produced no joy, as officials seemed to have gone into hibernation in the midst of a crisis. “We have been out with power 3 LINDLEY STREET, opp David’s Fish Shop) Cell: 078 407 7772 4 TULIP ROAD, STANGER MANOR Cell: 076 213 3369

days restored for 12 hours and no power going on 24 hours. Is this what we must put up with when we paying for service. The contractor and the electrician left the site without restoring the power. The excuse we got now is that the cable is burnt in the bundle? Can't they make a plan as we already sat with no electricity since last night and not forgetting since Thursday? All our freezer and fridge items are rotten. Who is going to compensate for this?” One resident stated. There was much consternation about the apparent absence of the mayor and other senior leaders when

the crisis persisted. Residents say they have incurred exponential losses due to unreliable power supply. “They don't care about losses of others. We are working hard for our money and these purchases made and losses is no concern of the electricity department. How long the residents must endure such bad service. Our councillor is beyond useless, no assistance from him whatsoever,” the resident stated. Xpress Times has also learnt that one local supermarket spent over R50 000 on fuel for their generator in one day, just to prevent frozen goods from rotting.

Boaventura hailed as brave lawman MEC calls for swift arrest in top cop's murder By Xpress Reporter

The curtain has tragically fallen on one of KwaDukuza's bravest law enforcement officials, after well known KDM's Superintendent Eddie Boaventura was gunned down on Friday last week. According to reports, Boaventura attempted to stop a speeding vehicle on the N2 Highway Stanger flyover, when the suspects simply alighted from the vehicle and opened fire on the unsuspecting officer. It later transpired that the men were fleeing after allegedly committing a robbery at a KwaDukuza cellphone shop. The veteran law enforcer sustained multiple gunshot wounds, from a high calibre firearm, and had to be airlifted to a specialist medical

facility in Pietermaritzburg, where he later succumbed to his severe injuries. KwaDukuza mayor Lindile Nhaca has described Eddie's murder as “senseless” and “inhuman”. “We have learned with shock and dismay, the senseless and inhuman killing which led to the loss of a dedicated law enforcement officer who spent the best part of his life to serving the people of KwaDukuza for at least 30 years; we have lost a veteran of note who was well known for his commitment to duty. “We are calling on all law enforcement agencies to work as a collective to ensure that those behind in the killing of Boaventura, do face the full might of the law. I send my deepest condolences to the Boaventura family, colleagues, and friends, with the hope that they find solace in the knowledge that they

are not alone,” Mayor Nhaca stated. Eddie's death has left the entire community of KwaDukuza reeling with shock, with many describing him as a giant in the law enforcement fraternity. KwaZulu-Natal MEC for Transport Community Safety and Liaison Sipho Hlomuka has meanwhile called for swift arrest of the perpetrators. Hlomuka described Superintendent Boaventura as a brave traffic officer who died with his boots on trying to save innocent people of KwaZuluNatal from dangerous criminals. “We are engaging with the police management to speedily find the suspects responsible for the heinous murder. Superintendent Boaventura demonstrated bravery and leadership until the last minutes. He personally took it upon himself to chase dangerous and heavily armed

criminals. His loss in such a tragic way is a setback to the traffic fraternity. We however appeal to all traffic officials not to despair but close ranks against criminals. “We salute Superintendent Boaventura for his work and dedication to the service and to the people of KwaZulu. As we are approaching the Festive Season period, we needed him and many of his colleagues the most to fight crime in communities and ensure safety on road users. We also wish to BRAVE: The slain Superintendent Eddie Boaventura convey our heartfelt This weeks special condolences to his family, CORNISH R140 ea friends and FREE LOCAL DELIVERY AFTER 3PM!! colleagues in New supplier Ducks available Cornish Improved Quality on order the security cluster,” stated M E C Hlomuka.

With calls from the residents due to illegal dumping on the rise, DA PR Cllr Nerish Singh had invited the officials from the KDM for an oversight visit with concerned residents. The meeting was held on the 01st of November 2022 at Northlands Park. Cllr Singh noted that the issue of illegal dumping has worsened, and has become a matter

of grave concern for the residents of KwaDukuza. This paints a bad picture for KwaDukuza as a whole, Cllr Singh noted, and it shows the irresponsible and carelessness

of its residents. “This bad habit of illegal waste dumping has resulted to a resident being hospitalized with sickness due to the illegal littering of dangerous and

Residents told our reporter that the situation in the area has become a “disgrace”. “I walk my daughter to school every morning where children run the gauntlet of speeding motors and overgrown verges, and unsightly illegal dumping on every open space available in our street, overflowing storm, water drains and nonexistent pavements. Believe me the list goes on,” stated resident Samukelisiwe Simangele. Affected residents are being advised to report all incidents of illegal dumping by contacting: 032 946 8000 / 032 437 5000.

Mdakane instructed to address ill-discipline

Unending blackouts in parts of KwaDukuza, which resulted in a protest action over the weekend, have prompted the municipality to convene a special meeting of its Troika, on Sunday, in search of lasting solutions. Troika is comprised of the Mayor, Deputy Mayor, Speaker of Council, and convened by the Chief Whip of Council. Due to the magnitude of the crises, an invitation was also extended to Chairpersons of various council Portfolio Committees, the Municipal Manager, and his Executive

Directors. The Troika took note of several challenges affecting the administration of electricity operations, the committee was able to identify emerging issues in a bid to provide adequate and sustainable supply of energy. Some of the challenges noted by Troika, which impact on electricity supply, include loadshedding, the heavy storms being experienced in the region of late, blatant refusal by employees to take instructions from their superiors after working

hours, reports of intimidation within the Electrical Department and poor turnaround time by contractors, among others. Of utmost important, the municipality stated, is that Troika expressed the “urgent need to strengthen the leadership of the electricity business unit to instil order and accountability”. “Troika mandated the Municipal Manager to act accordingly and provide the necessary s t e p s , including

putting controls to ensure that such issues are better managed and become a thing of the past. The political office bearers assured the Municipal Manager and his team that they will offer their support in dealing with issues of ill-discipline, poor performance and acts of intimidation amongst municipal employees and contractors,” stated the municipality. Troika also lamented the

KwaDukuza Municipality accepted the fact that electricity challenges over the last few days could have been communicated and managed better by all parties concerned. “We wish to categorically send an apology to all customers who were affected by this crisis. We want to assure the public that we will effect relevant consequence management and hold people accountable, in particular those who deliberately acted against the interest of this council,” the municipality said.

By Xpress Reporter

KwaDukuza Mayor Lindile Nhaca has expressed confidences that the newly launched Nonoti Beach Development Node will attract tourism to the area of Nonoti, and thereby help grow the local economy. On Saturday Nhaca led a high powered delegation to the virgin beach, located north of Prince's Grant and Blythedale Beach, to preside over the sod turning ceremony marking the commencement of a 9-month, multi-million project to develop the beach into one of the top tourist attractions on the North Coast. Accompanying Nhaca on this milestone initiative were KDM's Executive Director of Community Services Siyabonga Khanyile, Mr BF Mpanza from the Nonoti Community Trust, Chairperson of the Portfolio Committee on Community Services Collen Mdletshe, Ward 03 Councillor SO Nxele, Cllr Muzi Ngidi, Cllr Sicelo Sithole, Cllr Jack Abrahams and many other dignitaries. The project comes as a result of

a partnership between KDM and the Nonoti Development trust, which represents the community of Nonoti and is the custodian of the land in question, acquired through the land restitution programme. Speaking at the sod turning ceremony, Mayor Nhaca said the project was a culmination of a Council resolution taken back in 2016, which paved the way for feasibility studies to be done, resulting in the milestone project coming to fruition. “This project will bring job opportunities for the residents of Nonoti. Recently we came to this ward to launch a housing project; we are now back to launch this project, which indicates our seriousness about changing the lives of the people of Ward 03,” stated Nhaca. This development is envisioned to diversify the facilities and amenities that will be made available to the public, it will cater equally for all cultures, and abilities and provide a holistically inclusive environment for all to enjoy. It is expected that this development will contribute to

bridging the gaps in society that have been created before 1994. The facility may serve as an educational tool and example for moving toward broad diversification and the inclusion of all. KwaDukuza Municipality is hopeful that the beach facility will serve to promote the integration of different communities and social groups. Speaking on behalf of the local community, Mr Mpanza from the Nonoti Community trust expressed gratitude to the municipality for conceptualizing such a ground-breaking project for the area. The community is anticipating massive positive spin-offs from the project, Mpanza indicated. “As a Trust, representing over 300 members, our task is to acquire land rights for purposes of agriculture and tourism, in order to benefit our people. Through this project, many job opportunities will be created for our people. We would like to promise the municipality that we will do our utmost to care for the facility, and to also adhere to all climate change protocols,” Mr Mpanza stated.

Stanger Training Centre, a beacon of hope By Musa Mnyandu

Growing up in the historic town of KwaDukuza, many of us have probably heard stories about our very own special needs school, the Stanger Training Centre (STC). But, do we actually know what goes on inside the walls of that special learning institution? Probably not. Well, Friday last week presented a golden opportunity for yours truly, as my boss sent me off to the school, in response to an invitation from the Principal, the venerable Dr KK Gokar. Dragging two of my colleagues along, we paid the school a visit, and I was suitably impressed with the warm welcome our team received from all the staff members, including the security guard at the gate. My first impression was that of a well-kept, picturesque campus, nestled in a leafy, quiet environment.. Our visit coincided with the school's Open Week, and we were happy to be joined by some of the parents, as the staff primed us for a grand tour of the campus. With the promise of a hot cup of tea dominating my thoughts, I slung my camera bag and docilely followed our animated guide, along with my entranced colleagues and parents. Our first stop was the Foundation Phase Department, which is said to be STC's smallest unit, with the current enrolment of 48 learners (34 boys and 14 girls). Autistic learners in this unit are taught by highly qualified educators with specialist training in the discipline. The learners we met on our visit were friendly, beaming with excitement but also focused on their studies. As we trekked through the

school's tranquil grounds to the Senior Phase Department, my colleagues kept admiring the beautiful gardens, thus slowing us down. I was keen to get done with the tour. We had, after all, been promised a nice cup of tea/coffee. I had no idea the best was yet to come, resulting in any thought of tea being relegated to the back of my mind. In the first room we entered upon arriving in Senior Phase, we found something completely unexpected: A nail studio….and a massage parlour! Both these facilities were equipped with state of the art equipment, ensuring that learners receive the best training in these vocational disciplines. The look on my female colleague's face suggested she would not have minded a session in the nail studio, but I quickly quashed that notion by fixing her with an icy stare. Skills based education

The school offers skills-based education, ensuring that graduates emerge with a particular skill that will enhance their chances of securing employment, or of starting their own small businesses. And that's the beauty of it all, I ruminated, as I readied my bulky frame for another plod. Off we were dragged to other sections, where we found a fully equipped gym. There I couldn't resist the temptation to try my hand in the punching bag, alas with disastrous consequences. We also visited the woodwork section, and a top of the range hair salon. The sewing section, which we visited last, blew my senescent mind away, literally, as I took in all the magnificent work being done by the students, with the help of their dedicated educators. We also

salivated our way through the various food preparation sections While the school does not yet offer Braille facilities, leaners are taught all round skills, encompassing numeracy, literacy and vocation. The Principal Dr Gokar did mention towards the end of our excursion that the school has some challenges transporting its learners to and from campus, as it currently has only three operational buses. This means the school has to to rotate learners' attendance. Currently STC has an enrolment of 259 learners, with 65 educators. The school is just about to celebrate 40 years of existence. Finally, the time came for the long promised cup of tea/coffee, which surprisingly came with delectable treats, and my day was made. Parents with special needs children are encouraged to contact the school on (032) 552-5498.

Smurfs summit Thaba Sakeng

Members of the Smurfs Hiking Club at summit of Thaba Sakeng at 10 000 ft above sea level.

With the vibrant and sometimes unpredictable season of summer upon us, a determined team from the locally based Smurfs Hiking Club ventured deep into the mountains of Lesotho. Having to negotiate through a cloud whiteout up the notorious Sani Pass, the members spent 4 dramatic adventure filled days in the Mountain Kingdom. The team had the privilege to experience summer

snowfalls, low night temperatures, high gusts of winds at times, perfect blue skies above their heads with rainbows and clouds below their boots. Encouraged and determined, the team successfully summited a significant mountain peak at 10 000ft called Thaba Sakeng. This was a great milestone in the 16 year history of this Hiking Club. The Smurfs Hiking Club with contributions from

various sponsors, distributed much needed stationery and nutritional supplements in the remote interior of Lesotho as part of the Club's social cause project called “Charity in The Sky”. Having returned from a record 20th trip into Lesotho via Sani Pass, the Smurf Hiking Club continues to push the boundaries of adventure into 2023 and beyond, said Team Leader Mr Vimal Mothilal.
