Local business gutted by fire

In the early hours of Saturday, 06 July 2019 emergency services worked around the clock to extinguish a fire that broke out at Stanger Sweet Wholesalers. A total of 6 vehicles, including 2 trucks, were burnt. Fortunately, no injuries or fatalities were reported. According to Stanger Sweet Wholesalers spokesperson, Yasin Vally, the cause of the fire is still unknown. “At approximately

10:30am, customers walked in and said they noticed smoke coming out of the upstairs building. When we noticed flames, our immediate response was to evacuate customers and our staff. Currently, we don't know the value of damage,” said Yasin Vally. He further said that the store is currently open for trading after an approval from the engineer who assessed the situation. “On behalf of Stanger Sweet Wholesalers, we would like to

Robbery suspects nabbed by SAPS By Xpress Reporter

On Friday, 5 July 2019, KwaDukuza SAPS Operations Coordinator - Lt Colonel B.E. Ngema, together with his operational team swiftly apprehended three wanted house breaking suspects during a 24hour long operation in the Ntshawini area. The suspects are wanted for

various house robberies in the KwaDukuza area, including Memorial Reserves in Melville, Mphithizi, Ntshawini, Sofaya and Gledhow. They have successfully been linked to the house robberies that have occurred recently. The team also recovered a flat screen television which was taken from one of the house robberies.

On Saturday, 6 July 2019, KwaDukuza SAPS Operations Coordinator - Lt Colonel B.E. Ngema, together with his operational team successfully arrested a suspect in possession of an unlicensed firearm and unlawful possession of ammunition. One killed in N2 crash By Xpress Reporter

One person was killed in a crash involving a truck and a car on the N2 South-bound near the Ballito off-ramp on Sunday, 7 July 2019. It is alleged that the driver of a light motor vehicle lost control of his car. The vehicle travelled across the centre median and collided with an oncoming truck on the South-bound lane. According to IPSS Medical Rescue, the driver of the light motor vehicle was declared deceased upon arrival of paramedics. The truck was carrying bulk LPG gas. Traffic was backed-up for kilometres due to the closed section on the N2 as the gas was decanted.

SAPS warn against unauthorised debit orders KwaZulu-Natal detectives are requesting the members of the community to report unauthorised R99 debit order transactions from their bank accounts. According to KZN SAPS, there has been a number of media reports of people complaining about these unauthorised debit orders, however they have not laid charges with police. “We urge victims to ensure that they report these incidents to the police so that we can ensure that the perpetrators are brought to book. “We would like to warn people to take care of their banking details by not responding to any texts and emails that require identification details and bank pin codes. Government aims to curb municipal spending Finance Minister Tito Mboweni has unpacked National Treasury's latest local government expenditure guidelines that aims to curb municipal spending. The Municipal Cost Containment Regulations for 2019 were drafted in line with the Municipal Finance Management Act of 2003. Here are 7 of the municipal spending sins that Treasury hopes to curb: 1. Travel and Business Class The Municipal Cost Containment Regulations say an accounting officer will have the power to approve the purchase of economy class tickets for all officials or political office bearers if the flight in question is less than five hours. However, accounting officers can only approve the purchase of business class tickets for officials, political office bearers and persons reporting directly to them for flights exceeding five hours. "In the case of the accounting officer, the mayor may approve the purchase of economy class tickets where the flying time is five hours or less and business class tickets for

flights exceeding five hours," the regulations said. The regulations speak explicitly about putting limits to international travel for local government officials, to the point where they can only travel abroad on the state's tab for meetings and urgent matters. 2. Consultants The Municipal Cost Containment Regulations for 2019 state that a municipality or municipal entity may only appoint consultants after an assessment of their needs confirms that the municipality does not have the skills or resources among full-time staff to perform the function. The regulations say the accounting officer at the relevant municipality or municipal entity must ensure that contracts with consultants include overall cost ceilings by specifying costs that the municipality or municipal entity will be incurring by procuring the consultant's services. 3. Credit cards The regulations say an accounting officer must ensure that no credit card or debit card which is linked to a bank account of a municipality or its entity is issued to any official or

political office bearer, including members of the board of directors of municipal entities. "Where officials or political office bearers incur expenditure in relation to official municipal activities, such officials or political officer bearers must use their personal credit cards or cash or arrangements made by the municipality or municipal entity, and request reimbursement in accordance with the written approved policy and processes," the regulations say. 4. Accommodation and Meals According to the regulations, an accounting officer must make sure that costs of domestic accommodation and meals are in line with the maximum allowable rates for domestic accommodation. The regulations said spending on meals must be in line with regulations communicated from time to time by the National Treasury through a notice. Overnight accommodation may only be booked where the return trip exceeds 500 kilometres, the regulations said. Accommodation has

tripped officials up even at a national level, with former social development minister Bathabile Dlamini notoriously staying at the R11 000 per night Oyster Box Hotel in Umhlanga. At the time, she was criticised for saying that indigent households who receive grants could survive on R753 a month. 5. Vehicles Government officials in blue light convoys have been the pet peeve of many a South African motorist in recent years and ministers have been known to splurge on high end vehicles for their official work. The regulations relating to spending on vehicles were, perhaps unsurprisingly, among the longest sections in the gazette. The regulations outlined a threshold limit for vehicle purchases for political office-bearers. These, the regulations said, must not exceed R700 000 or 70% (VAT inclusive) of the total annual remuneration package for the different grades of municipalities. "The procurement of vehicles in sub -regulation must be undertaken using the national government

transversal contract mechanism, unless it may be procured at a lower cost through other procurement mechanisms," the regulations said. The regulations said the accounting officer must ensure that there is a policy that addresses the use of municipal vehicles for official purposes. 6. Events and catering The regulations state that a municipality may not spend on catering for meetings that are only attended by the staff of said municipality or municipal entity, unless they receive prior written approval of the accounting officer. "Entertainment allowances

of qualifying officials may not exceed R2000 per person per financial year, unless approved otherwise by the accounting officer. "A municipality or municipal entity may not incur expenses on alcoholic beverages unless the municipality or the municipal entity recovers the cost from the sale of such beverages," the regulations said. 7. Communications The regulations said an accounting officer must ensure that allowances to officials for private calls and data costs are limited to an amount as determined by them in the cost containment policy of the municipality. -Fin24

Bethel CC beat Shakas Sporting to consolidate second spot

Shakas Sporting's title aspiration came crashing down when they suffered their second straight defeat in a row after going down to Bethel CC in straight sets in the KwaDukuza Volleyball Association league game played last Wednesday. They were beaten stunned by Cool Leaders a fortnight ago. Shakas had started off the 2019 season as one of the favourites to lift the title. Bethel, who have consolidated their second position on the table, made their intentions clear at the start of the game, taking control from the opening whistle. Shakas played second fiddle throughout

proceedings as Bethel piled on the pressure playing clinical and attacking volleyball. Unforced errors by Bethel allowed Shakas, who failed to gain any momentum, to keep their score board ticking. However, Bethel's superiority came to the fore as they won the first set 25-17. The game came alive in the second set as Shakas gained confidence and they matched Bethel at every avenue. However their fight back was a little too late as Bethel held on to win 26-24. Meanwhile, another titanic battle raged Glenhills and Manor Old Boys. MOB stunned Moola's Glenhills in

the first set winning 25-21. Glenhills came back strongly in the second set demolishing MOB 25-18 to level scores and set up a mouth-watering 3rd set. The final set lived up to the expectations.
