On Monday 08 November, the power utility in South Africa, ESKOM announced that it has implemented stage 4 of load shedding. Ratepayers and residents are encouraged to ensure they have enough water to last the duration of a power outage since load shedding also affects water supply. Water networks, reservoirs, water treatment facility and pump stations all require electricity to operate. During load shedding, stopping these facilities is a must and this may result in water
shortages or even low pressure. Once power has been restored by either Eskom or the Local Municipality, the District Municipality is then faced with a time-consuming exercise of starting up these facilities located all over the district. According to ILembe District Municipality in some instances breakdowns will occur when there are voltage irregularities and in other cases, stopping and starting results to pipe breaks owing to old infrastructure as well since these facilities are not meant
to be stopped and started as frequently as is during load shedding. “ILembe District Municipality is committed to providing sustainable water and sanitation supply to all residents. Even though some of our facilities have generators on stand-by, they unfortunately cannot be located in all plants. “Residents are then encouraged to ensure they have enough water to last (for) the duration of a power outage,” said ILembe District Municipality.
Alleged suicide rocks local police station By Xpress Reporter
Members of KwaDukuza SAPS are reeling in shock after one of their colleagues allegedly turned the gun on herself, in an apparent act of suicide. Although KwaZulu-Natal SAPS Communications have (at the time of going to press) failed to confirm the incident to Xpress Times, our editorial department understands that the incident happened on Thursday last week. A report in a Durban based
publication cites a source within the station saying the female police officer had recently undergone divorce, and had apparently put in a request for transfer. According to the alleged source, the officer apparently left a suicide note in which she made a reference to her denied transfer request. The source claimed that after a “bang” was heard in the building, the officer was found in her work station with a gunshot wound to the head. A firearm was
apparently found next to her body. The publication also quotes KwaZulu-Natal police spokesperson Captain Nqobile Gwala confirming the incident, adding that an inquest docket had been opened and was being investigated by KwaDukuza SAPS. KwaDukuza SAPS said they couldn't comment on the incident as all communications pertaining to, was being handled by the S A P S p r o v i n c i a l communications office.

The embattled African National Congress (ANC) has so far secured seven out of 14 directly-elected seats in iLembe district council. This direct election, by the voters, constitutes 40% of the district council.

The IFP is sitting at three seats, while ActionSA, the DA, EFF and Independent Alliance all have one seat each. However the rest of the district council seats will still be allocated to political parties based on their performance in the four
local municipalities. These allocations (by the local municipal councils) will make up the remaining 60% of the district council, or 21 seats, to make a total of 35 seats. In terms of the law, the district council must be constituted within two weeks after all the local municipalities have been successfully inaugurated. Meanwhile, the future of former iLembe mayor Siduduzo Gumede, who was poised to enjoy a second terms as district mayor, remains uncertain. Gumede will only know his fate after the remaining 60% component of the district council has been allocated by the four l o c a l municipalities.

Local cop faces rape, kidnapping charges By Xpress Reporter
The Independent Police Investigative Directorate (IPID) in KwaZulu-Natal is investigating charges of rape, kidnapping and intimidation against a Mandeni police constable. The police watchdog confirmed at the weekend that it had opened a case after allegations of rape were made against the police officer (36), by two different complainants. It said the first incident of alleged rape took place in June, and the second incident happened in October.

The spokesperson of IPID in KwaZulu-Natal Grace Langa said the second alleged victim was en-route to buy airtime with her friends when the officer offered them a lift. Langa said the officer allegedly drove the girls straight to his house. “It is alleged that the girls requested to use the bathroom and instead they ran away. The police officer chased behind them and managed to catch the 15year-old girl. He locked the girl into the house, raped her on the 13th and the following day he went to work and
continued to rape her and dropped her off at home. The very same constable committed another rape. He met a 16-year-old and he threatened to forcefully take the girl, raped her on the 27th and released her the next day and took her home. It is alleged that he then forcefully took the complainant and told her to go and withdraw the case against him,” Langa stated. The officer had not yet been arrested at the time of going to press, and the investigation was continuing.

I am delighted to pen this message of support for Cllr MS Sing on his decision to retire from local politics. MS Sing has dedicated most of his adult life to the service of his community and has played an enormous role in changing the lives of the people in his community, using his knowledge and level headed approach to effect change through the KDM Municipality.
