Lembe Municipality Mayor, Councillor Sduduzo Gumede, Mandeni Municipality Mayor, Siphesihle Zulu and stakeholders paid a visit to Lower Thukela Bulk Water Supply Scheme on 4 April 2018. The Lower Thukela Bulk Water Supply Scheme, which is one of the largest in the province, will supply over 300 000 people under ILembe District Municipality. The scheme consists of two phases - the recently completed Phase 1 is a practical solution to supply additional water to the North Coast area. Back in 2005, Umgeni Water together with its engineers realized that in the near future there will be a high demand for portable water in parts of iLembe, most notably KwaDukuza. Detailed planning and feasibility studies for the LTBWSS began back in 2008, construction broke ground in 2013. Mayor Sduduzo Gumede acknowledged the role and sacrifices of the late Winnie Madizela-Mandela before he eloquently addressed the delegates on challenges they face as the district municipality regarding the supply of water. “A nation is mourning the death of our lovely mom, we know the sacrifices she made during the struggle, and we say may her soul rest in peace. As a
District Municipality we face so many obstacles in the journey of service delivery. In various areas under our municipality there is an issue of vandalism, aging infrastructure and lack of external funding which make it almost impossible to provide water at the needed time. We then find ourselves obliged to deliver water through water tanks. Water tanks do not carry the sufficient water that is needed in the community. We are extremely delighted that Umgeni Water working together with the Department of Water and Sanitation realized the growing demand of portable water in our region,” said Gumede. “Long live the spirit of Winnie”
TRIBUTE: ANC in the Greater KwaDukuza Region mourns the death of Winnie MadikizelaMandela
By Xpress Reporter
The ANC in the Greater KwaDukuza Region held an event to extend its condolences to the Madikizela-Mandela family on Friday at the KwaDukuza T o w n H a l l . Wi n n i e Madikizela-Mandela passed away last week at the age of 81. The role she played during the struggle against apartheid was acknowledged by many guests at the event. SACP chairperson, Nhlanhla Mbanda said he was very fond of Mama Winnie. “As a communist party we wish to extend our condolences to the family of Nomzamo
Madikizela-Mandela. She gave us strength to stand firm during the struggle to liberate South Africa from the apartheid government, she may be gone but the struggle continues and her legacy will live on. It's now our responsibility to fulfil Winnie's wish to empower people of this country. There is still imbalance in the economy, we must find methods to shorten the gap in the economy,” said Mbanda. ANC supporters sang liberation songs to pay tribute to Winnie. ANCWL in the Greater KwaDukuza Region emphasized the
importance of the role she played in liberating South Africa. “She has always been an activist but was never cherished enough. Mama Winnie was a rare breed, stood for what she believed in. I hope the upcoming generation took a pattern from her. As the ANCWL we have lost a loyal comrade. We also thank you for supporting women power. You will always be an icon and forever cherished in our hearts,” said Zibuyisile Khuzwayo, ANCWL Chairperson. A N C R e g i o n a l Chairperson, Ricardo
Mthembu said Winnie wanted to see a prosperous South Africa. “Winnie's dignity has been downgraded, humiliated and women did not stand by her side but she was one strong woman. She never fought for position, she dedicated herself in serving the ANC. Her ideas of a free South Africa were mind blowing. We've lost an icon and I believe she was a great example to many women. She remains a titan of our movement and a doyen of the revolution against apartheid. Her departure has drawn condolences from across the world and we will remember her as a victim of apartheid and as a leader of society. Long live the spirit of Winnie,” said Mthembu. Winnie Madizela-Mandela was well known as the 'Mother of the Nation' and was described as a patriot, a strong woman, a humble and a loyal soldier to the ANC. The official memorial service will be held today at the Orlando Stadium. The funeral service will also be held at the same venue on April 14. MadikizelaMandela will be buried at Fourways Memorial Park Cemetery.

Stanger Manor Primary School mourns the loss of stalwart, Sheila Doorasamy who died tragically on Wednesday,April 4. Acting Principal of Manor Primary, Isaac Abraham said in a tribute to the late Sheila: “It is indeed a privilege to pay tribute to a very special person. Sheila was a remarkable person in so many ways. She lived her life to the fullest and touched the lives of so many. “We have a kaleidoscope of memories that we will always carry with us - memories that defined Sheila Doorasamy memories that we will hold dear. “As I look through the kaleidoscope of her life I see the many valued and meaningful roles that Sheila played. First and foremost, I see a loving mother and grandmother. She loved her family, her children and more especially her only grandchild, Rehaan. “As the kaleidoscope turns, I see Sheila the friend. She was a loving, faithful friend to so many. Whether you needed advice, counselling, a shoulder to lean on…she was the person you could turn to. As I look out at the faces here in front of me, I see many, many friends and I know that they too will miss the friendship that Sheila brought into their lives. “Sheila continued to touch
many others and as we look through the memories of her life, we see her as a respected colleague. She shared her expertise with her colleagues in the office. She worked extremely hard and faithfully. She never sat back and became complacent. She was a role model and an inspiration to so many. “It is impossible to pay tribute to Sheila without recognising the important role that church meant to her - especially during the period of Lent. She fasted faithfully and never missed church during the Easter period. Hlomendlini residents march to Newark SAPS “We are not being stubborn by refusing to be addressed by them (Newark police station staff), we have engaged with this station on several occasions but there still isn't progress. The police station cannot be conducive enough if there is no good relation between the station and the people it serves,” said Nkabinde. Among other things, the community of Hlomendlini worried about the inaccessibility of the police station as it is situated far from the community. Councillor of Hlomendlini, Sipho Magwaza, was amongst the protesters. “You can see the distance we had to walk in order to reach the police station, imagine how difficult that is for an elderly person. We appeal to Bheki Cele to come in assistance. We need satellite police stations which I strongly believe will exterminate the high rate of crime in the area,” said Magwaza. The community condemned the alleged shortage of police staff in the police station. They believe it is “the leading factor as to why the station is failing to serve or operate in a good state.” The protestors' patience paid off as the Office of the Premiere deployed Mr Zondi to receive the memorandum. Hlomendlini residents demanded a response within 21 days.

Newark SAPS requested the provincial offices to deploy someone to receive the memorandum. ANC leader in Hlomendlini, Bheki Nkabinde said they are willing to wait the entire day for someone from the provincial level to address them. “We have nothing to lose, our rights are being exploited. Enough is enough, we cannot be addressed by the staff of this police station. In our area there's a high rate of crime and criminals walk freely every day. We demand justice for an elderly woman that was recently murdered by culprits. We urge Mr Bheke Cele to hear our far cries.
Dissatisfied Hlomendlini residents staged a mass action against socials ills and corruption on Friday last week. Residents of the Hlomendlini area marched to Newark police station to submit their memorandum. Amongst the things mentioned in the memorandum is the high rate of crime in the area, as well as various issues at Newark police station. Residents allege that some police officers consume alcohol while on duty and allegedly accept bribes. Protesters refused to hand over their memorandum to any of the police officers at Newark police station. Officials at

Shebeen claims life Yet another shebeen has become responsible for the death of a young person. It is alleged that a group of people gathered at a local shebeen in the Glenhills area on Sunday and were drinking. Two brothers approached the lady placed in charge of the beers and she requested they pay before taking beers from the fridge. The deceased who was nearby agreed with Jabu Mdletshe and this angered the brothers and they assaulted Mpendulo Mvuyana. Mvuyana left and returned with a cane-knife and struck one of them with the flat side of his cane-knife. One of the brothers drew a knife and thereafter
stabbed Mvuyana who then fled and they chased him, the following morning Mvuyana was found by his girlfriend. He had a stab around his chest and was declared dead by paramedics. Sandile Zakhele Mlambo (32) and Bongani Mlambo (26) will seek bail this week. Life is cheap A brother and sister who went to a local tavern in the Ntshawini area last Saturday (31 March 2018) experienced a nightmare the survivor may never overcome. According to Ncamisile Mhlongo she was approached by a female who asked who was in her company.
kwawo mayelana nokudlula emhlabeni kuka Winnie, “Ubeyilunga eliqavile lenhlangano, futhi ubephinde abe insika eqenjini ikakhulukazi ngezikhathi zobandlululu salibona iqhaza owalibamba. Umama Winnie uhambile kodwa umoya wakhe uyavunguza phakathi kwethu. Kumele siyibambe ishisa siqhubeke nokufeza izifiso zakhe,” kusho uNhlanhla Mbanda Umama uWinnie uchazwe njengelunga ebelimqoka lika Khongolose futhi ebelizinikele embuthweni, Usihlalo we ANC KwaDukuza uRicardo Mthembu udlulise amazwi enduduzo emndeneni kanye nakuba bangani. “Umama uWinnie ubelithanda iqembu futhi ezinikele kulona kodwa akazange athole ukuhlonishwa obekumfanele. Kuningi esikufundile ngaye futhi nginethemba siyohlala siwakhumbula amagalelo akhe ngesikhathi somzabalazo wenkululeko. Ngithi dudu emndenini kanye nezihlobo sikhala kanye nani,” kusho uMthembu. Inkonzo yesikhumbuzo izobanjelwa namhlanje eOrlando Stadium, kanti inkonzo yomngcwabo izoba khona futhi eOrlando Stadium ngoMgqibelo, kanti umzimba wakhe uzofihlwa eFourways Memorial Park Cemetary.
On replying the female called her stupid and she confronted the female and slapped her. Mhlongo's brother arrived and attempted to separate the two. The boyfriend of the other woman arrived and began assaulting Mhlongo whom her brother tried to reason with the boyfriend, he stabbed the brother Xolani Mhlongo in the chest and Ncamisile in the left eye. Both were rushed to hospital where Xolani later died. Siphiwe Issa Nzuza (32) has been charged with murder and attempted murder. He will seek bail this week. Swift justice Bendile Zikhali alleges that he was on his way with the day's takings from his employer's taxi business at about 11:00pm. He was accosted by three youths who threatened him with a knife and took the cash takings. The following morning he reported the incident to the taxi security at the rank and g i v e n information by a friend. He went in search of the culprit enjoying drinks at a tavern. The knife

wielding culprit was apprehended whilst his two accomplices escaped. Whilst being placed in the vehicle the culprit kicked the rear glass out of the vehicle, causing it to shatter. Asive Mzingili (21) was taken to the police station and will seek bail this week. Justified end A self-employed Eshowe resident can thank his lucky stars that he is still alive. According to traffic authorities they were doing speed trapping before the Umvoti Toll on the 30th of March 2018. A motor cycle was clocked at 194 km/h and when they attempted to stop him he simply sped off, a chase ended with a bike weaving between traffic and flying through the toll without paying. At Umvoti River Bridge the biker collided into the barriers and was sitting propped up against a barrier with his helmet in his hand and a slight injury to his finger. Nevil Ntuli (30) has been charged for speeding, failing to obey an instruction of a traffic officer, reckless driving, and no driver's license and operating an unregistered vehicle. He was granted bail and is due in court again on 22 May.

Easy win for Warriors In an iLembe and District Cricket Union T20 match played at Gledhow on Sunday under wet conditions, a youthful Dawnheights B won the toss and put Warriors in to bat first. Warriors started off with a bang in the first two overs. Dawnheights then tightened their grip and slowed the run rate considerably. The Warriors opening batsmen managed to put on a 69 run partnership until Ash Balchand was bowled for 30 in the 11th over. With that solid platform, Warriors went on to end the innings on 127/5. M Tootla (42), Sikhander Ally and Salman Noorgat (16) were the other main contributors. Destroyer in chief,
Suveer Maharaj claimed 3 wickets. In reply, Dawnheights could only reach 97/7 in their allotted 20 overs. Veteran skipper of Dawnheights, Suveer, opted to give the youngsters a chance to show their prowess with Arveer Maharaj top scoring with 30 and Arad Singh 13 were the only other batsman with double digits. Praveen Ramgareeb claimed 2/18 off 3 overs, Ash Balchand 2/9 off 4 overs whilst Rishen Mathapershad, Suhail Yunus and Mo Tootla claimed a wicket apiece. Manager of Warriors, Rajiv Mathapershad was happy to end the season on a high with the victory.

Letters to the Editor Oh my goodness- Save our town from becoming a cesspool! Fax 032 552 2133 or email your letters to timesmedia@telkomsa.net. STRICTLY NO LETTER WILL BE USED WITHOUT A PROPER NAME, ADDRESS AND CONTACT DETAILS.
Hi dear readers, it's me again...blast from the past!! When I began writing for Xpress Times in my column, Straight Talk many years ago, my first article was about the disgraceful state of our beloved Stanger. If you believe that what I described at that time was bad, then I welcome you dear readers, to walk along ALL our streets at any part of the day. Every weekend and during the school holidays I walk about the CBD streets, pursuing my mythical weight loss agenda, and shake my head in absolute disgust. Piles of litter, mainly plastic bags and polystyrene food containers, revolting raw sewage snaking its way on the streets, huge tufts of hair and braiding which clog our drains, making them look like massive latrines in a typically underdeveloped country. Alongside filthy, unhygienic, messy gutters and drains, vendors sell meat, vegetables, fruits and other edible items, merrily shouting out their prices, without a toss of concern for the putrid, rancid stench that emanates. Some people urinate in full public view without the smallest regard for others. Rats abound in our town and I'm afraid very soon, the situation will get totally out of control, when diseases start spreading. Don't decide to act when it's too late. With the impending elections around

the corner dear friends, the town's fathers have to be addressed on this totally unacceptable and repugnant situation as a matter of priority. Our town is sliding very, very fast into becoming a huge cesspit, and a blind eye is being turned to important health issues. I am all for small business development opportunities, but not at the expense of compromising health standards. Those in power who have been elected to serve communities MUST STOP quibbling about salaries, luxury cars, other perks and petty politicking and get on with the job they have been appointed to do, or else gracefully bow out. The Municipality is not an employment agency and nobody is indispensible!! It makes little sense to have their photographs published every week on some little achievement when the town is deteriorating rapidly into an abyss... a chasm from which it will be very difficult to recover. Yes, I wholeheartedly acknowledge that apartheid was abhorrent, unjustified and against the essence of humanity. Alas, our present ruling party has lost the plot with the constant exorbitant legal expenditure on exposing corruption. The millions saved could be used in more meaningfully productive ways and hopefully eliminate poverty and unemployment. We must address this daunting issue with all the

Municipality budget 2017/2018 By now dear consumers you would have realised the increases both the Municipalities want to adopt. In February 2018 the inflation was just over 4%. Both the Municipalities are fully aware the various increases we have had recently. The vehicle licence fees, toll fees, fuel and Road Accident Fund levies, petrol, diesel, gas and sugar tax. This is the first time that the consumers pay sugar tax. Cigarette and alcoholic drinks have also gone up. Above all these increases we had 1% VAT increase from 01/04/2018. I think this is the first time that South Africans had so many increases in a short space of time. As usual iLembe Municipality whose increases are always the highest increased water and sanitation by 9.5%. KwaDukuza increased rates and refuse by 8% and electricity by 6.84%. In the interim Eskom has requested a further 30% increase from NERSA. iLembe and KwaDukuza Municipalities are fully aware of this. They are also aware that the increase in the levy and the price increase of fuel and VAT will have an immediate effect on the hike in price of consumer goods. You will also realise that besides all these increases by both the Municipalities VAT will be added on these increases (besides rates) not at 14% but now on 15%. It is the duty of the Municipalities to adopt a budget bearing in mind all the above increases and not their shortfall. In most cases these shortfalls occur partly because of the wasteful and fruitless expenditure by both the Municipalities. An important factor should be considered is that the inflation rate is around 4% and therefore all the increases should be inflation linked. Both Municipalities must reconsider the increases and adopt the budget. The public is urged to object to these increases before 30/04/2018. You will be advised of further developments through the media. PH Maharaj
