40% of public procurement to be reserved for women-owned businesses As part of government's commitment to gender equality, 40 percent of public procurement will be set aside for women-owned businesses, President Cyril Ramaphosa announced on Sunday. Paying tribute to South Africa's women on Women's Day, he said South Africa as a country had much to be proud of. Gains had been made in advancing women's rights, broadening women's access to education, in the provision of health care and social support to women, and in improving their participation in the economy and decision-making. At the same time, the lived reality for millions of South African women was very different to the promise contained in the Constitution. As Women's Day was marked this year, South Africa was in the grip of two pandemics - the coronavirus

(Covid-19) and gender-based violence (GBV) and femicide. Ever more women and children were being abused and losing their lives at the hands of men. "It cannot be that this Women's Day is drenched in the tears of families who have lost their sisters, daughters and mothers to violence perpetrated by men. This cannot continue. We can no longer as a nation ignore the deafening cries of women and children for protection, for help and for justice," Ramaphosa said. "Today we commit to a new social compact with the women of this country informed by our collective commitment to gender equality. This will be driven by bold actions. The first action is to expand the access of women to economic opportunity. We will do this, among other things, by setting

aside 40 percent of public procurement for women-owned businesses. "We now expect national departments to monitor and report on how many women have participated in each public procurement process. They will have to develop clear plans on how they will broaden women's participation over the next 12 months," he said. As chair of the African Union (AU), South Africa would also work on policy guidelines to help member states on the continent to develop similar interventions. Secondly, steps would be taken to support women operating small or micro businesses, including in the informal sector. Lack of access to financial services and digital identification limited their ability to conduct business.

"We will engage the financial sector to strengthen efforts to make financial services accessible and affordable for women in South Africa," he said. "The third action is to speed up the process of giving women access to productive assets such as land. We will ensure that our own land reform process favours all historically disadvantaged people including women - in getting land and the means to farm it. Of the R75 million in Covid-19 relief earmarked for farming input vouchers, 53 percent of the beneficiaries will be rural women. "We must ensure that women subsistence and small-scale farmers continue to receive support beyond the lockdown. At the same time, we will be calling on AU member states to put policies in place to increase women's

ownership of land to 30 percent," Ramaphosa said. "Our fourth action is to ensure that women are safe from genderbased violence in the workplace ... we will work at a national and regional levels towards the ratification of the [International Labour Organisation] ILO Convention on Violence and Harassment in the Workplace." The urgency of achieving gender equality had never been greater than now. The coronavirus had left no one untouched. But it was those who already faced economic insecurity, poverty, discrimination, and exclusion who had been hardest hit. In the second round of food relief, the Solidarity Fund would distribute this month in the form of vouchers, some 40 to 50 percent of the target beneficiaries would be women, Ramaphosa said.

Health Ministry slams fake news The Ministry of Health has slammed as fake news a message that has appeared on several social media platforms claiming Health Minister Dr Zwelini Mkhize owns a personal protective equipment (PPE) manufacturing company. These claims were shared on T w i t t e r, F a c e b o o k a n d WhatsApp. "We would like to categorically state that Minister Mkhize does not own

a PPE manufacturing company nor is he involved in any way in the manufacturing of PPE. In anticipation of any further emergence of fake news, we also categorically state that nobody in Minister Mkhize's family is in the business of manufacturing, selling or distribution of PPE," the ministry said on Monday. The ministry also asked anyone involved in writing and sharing these claims to remove it from social media and

apologise to Mkhize and the public for advancing fake news.The Department of Health added it would not hesitate to take action against those found to be creating or perpetuating fake news. "This kind of content is damaging to the reputation of honest, hard-working members of the executive. It distracts from and undermines the important work of fighting the coronavirus. We are still in the midst of a pandemic and the

best way to fight it is by arming ourselves with facts and sound knowledge that empowers us to defeat the coronavirus." In recent weeks the government has been slammed for awarding Covid-19-related tenders to party members, family and friends. Last week Ramaphosa asked his ministers to compile a list of Covid-19 tenders and submit it to him so he can release the information publicly.

DBE warns against those threatening to disrupt lessons The Department of Basic Education (DBE) on Monday issued an appeal to parents and communities to protect schools against disruptions as grade 7 learners geared up to resume lessons on Tuesday. The department is phasing in learning amid the coronavirus pandemic, but some parents and communities are not happy with schools reopening, saying the risk of their children contracting Covid-19 remains too great, and that some schools are not ready with preventative measures aimed at curbing the spread of the virus. "The Department has become aware of attempts made by some members of School Governing Bodies (SGBs) around the country to close schools and disrupt learning. In Gauteng, SGB members disrupted 38 schools in Daveyton/Etwatwa, 37 schools in Tsakane, and eight schools in KwaThema on Thursday. There are reports of the

Congress of South African Students (COSAS) also disrupting schools across the province," the department said. It said it wanted to remind SGB members that closing of schools was a legal function reserved for the provincial head of department (HOD), and that should SGBs act outside the legal dictates of their roles and functions by trying to close schools, they risked immediate disbandment. "The Council of Education Ministers is on record as having warned that any individual or group who disrupts learning at our schools will be reported to the authorities and the Department reserves the right to charge them with violation of the South African Schools Act (Act no. 84 of 1996)," said the department. According to the roles and functions of SGBs, as defined by the Schools Act, an SGB must ensure the school is governed in the best interest of all the stakeholders. All SGB members

must always put the best interest of the school before any personal interests. The South African Schools Act further stipulates an SGB must promote the best interest of the school and ensure its development, adopt a constitution setting out how the SGB will operate, adopt a mission statement for the school, and adopt a code of conduct for learners at the school which sets out disciplinary procedures. Furthermore, the SGB must help the principal, educators and other staff members to perform their professional functions, decide on school policy which should include amongst others admissions, language, and finance; administer and control the property of the school, buildings, and grounds; and encourage parents, learners, educators and other staff members at the school to offer voluntary services to the school.
