




























































































































he relentless electricity crisis in KwaDukuza hasTprompted a growing number of residents to call for the immediate removal of Executive Director of Electrical Engineering Services, Mr Sibusiso Jali.
Jali is under immense pressure as the municipality struggles to keep
the lights on. The problem has been exacerbated by higher stages of loadshedding implemented by Eskom of late.
Residents say all they are asking for from the municipality is a stable electricity supply, something they accuse Jali of struggling to accomplish.
However the municipality feels the criticism against ED Jali is
unwarranted, as the prolonged outages experienced last week were beyond the control of the Electrical Services Department.
KDM says it has I-Box devices at substations, which are used for switching on and off during Eskom's loadshedding.
“When this switching is done, it means that Eskom switches off the Glenhills 33kV line; the Gledhow 33kV line and Lavoipierre 33kV line. In consultation with ESKOM we've found that the I-BOX on the Glenhills 33kV line is currently faulty, it can't switch on the Glenhills 33kV line remotely,” said municipal spokesperson Sipho Mkhize.
Many areas of KwaDukuza which are supplied through the Glenhills substation spent Tuesday night in darkness, after
the municipality failed to switch back on after the evening loadshedding. Mkhize said the affected areas included Glenhills, Dendethu, Kearsney, Ntshawini and parts of KwaDukuza CBD. These areas only received electricity after the end of the early morning loadshedding, at 05:30 the following day.
“The overloading of the network also affects the duration of the restoration of power after load shedding. The municipality apologises for the inconvenience caused. The issues on faulty I-BOX is being resolved with ESKOM and in the meantime, manual switching is being performed to normalise the restoration of power,” Mkhize said.
Nevertheless, the residents remain unimpressed.
“KDM's electrical (department) under Mr Jali has yet again failed
the community of KwaDukuza on Tuesday night by switching on almost 8 to 10 hours late; certain areas even later. We need a complete reshuffle in the electrical department,” one frustrated resident suggested.
Some of the residents claim electricians were not available to perform a manual switch on, in the event of a system failure, while the Control Room was also reportedly unresponsive. Lack of communication from the municipality was also mentioned as one of the major factors causing frustration among the residents.
The informal dwellers of Townview in Ward 19 staged a protest action on Monday morning, demanding decent houses and jobs. The angry residents accused Ward 19 councillor Dolly Govender of ignoring their plight, and further claimed the councillor had not provided any services for their area.
The residents said they failed to understand the apparent failure by the
housing units in the Rocky Park Housing Development Project. They also cited high unemployment rate in the area, adding that the
municipality had failed to facilitate any job-creation initiatives in the area.
“As you can see we are unemployed. And we don't have houses. We want our ward councillor to start paying heed to our situation. She must stop pretending as if we don't exist, because we are voters in this ward,” one resident stated.
The protestors also claimed many of the completed units in the Rocky Park Housing Project were being allocated to people from outside KwaDukuza, to the exclusion of local people.
“The application process for houses in this project is not transparent at all. Our
councillor wants to make sure that we are excluded,” claimed another resident.
Numerous attempts to get Cllr Govender to comment on the residents' demands drew a blank. However residents later confirmed to Xpress Times that Cllr Govender, accompanied by the municipal manager and other senior officials eventually turned up to address the protestors.
It is understood that a follow up meeting has been scheduled for Thursday (tomorrow), where the municipality will have an opportunity to address all the grievances raised by the residents.
There is some bad news for South African citizens looking to acquire new passports or travel documents. Home Affairs Minister Dr Aaron Motsoaledi has just gazetted a massive increase in the fees payable for these documents.
In terms of the new regulations gazetted on Thursday last week, the 32page adult passport will now cost R600, while the 48-page (or maxi) version will cost R1200. A child passport will cost R600, the official passport also coming in at R600, as will the diplomatic passport. Re-application with old maxi passport shall cost R1200, while the document for travel purposes will cost R600, and the crew member certificate will also come in at R600.
The real pain will be felt by
South Africans who are outside the country looking to acquire these documents through SA embassies and/or consulates. In such instances, the cost will be double the mentioned amounts, and the emergency travel document will then cost R140.
“These regulations shall be called the Seventeenth Amendment of the Regulations made under the South African Passports and Travel Documents Act (1994), and will come into effect on 1 November 2022,” the Minister stated.
Meanwhile, the DA in parliament believes there is a sinister agenda behind the gazetted price adjustments.
DA's Shadow Minister of Home Affairs Adrian Roos says the timing of the increases raises strong suspicion that they are intended to fund massive new
benefits for employees in the Government Printing Works (GPW).
“The Government Printing Works (GPW), who prints the passports, has seen it fit to increase 'employee benefits' by 43% and 'professional services' by 250% between 2019 and 2022. “These professional services include legal fees to perform work that can be done by in-house legal resources and to defend the executive against employee grievances at taxpayer expense.
“The GPW already generates a sizeable profit which is returned to the fiscus, and these outrageous passport price increases are merely a move to siphon more funds off cash-strapped South Africans by stealth,” Roos said. The party has vowed to do all in its powers to fight these increases.
The ANC in the General Gizenga Mpanza Region is once again in mourning, following the untimely death of one of its promising young leaders. The former sub-regional secretary of the ANC Youth League in Mandeni, Bheki Ndlovu (42), popularly known as Cde Ntshiko, passed away on Sunday, after a long illness.
The deceased has been described as an activist par excellence, having cut his teeth in students' politics, where he joined the Congress of South African Students (COSAS) and rose through the ranks up to regional level. The ANC says the late leader was passionate about the welfare of students and the transformation of the education sector.
“During this period, he was tasked with coordination of service delivery work by ANC-
deployed comrades, a position he executed with diligence. Cde Ntshiko led one of the very difficult ANC Local Government Elections campaigns as Elections Coordinator which, despite being fraught with challenges, however, saw the congress movement retain the Mandeni Municipality under most trying conditions.
“As a social being, Cde Ntshiko worked tirelessly to promote and develop sports in Mandeni and surrounding areas. His love for football saw him working with local football associations and various clubs to ensure that young people of Mandeni are put on a pedestal and gain recognition across the country.
“He also played an enormous role in the development of arts and culture, as well as the
promotion of local talent,” stated the ANC.
The deceased worked as a traffic officer before transferring to waste management, in Mandeni Municipality.
“As the ANC in this region we remain indebted to Cde Ntshiko who dedicated his entire adult life to the creation of a better society. During this 'Year of Unity and Renewal', the African National expected a lot from activists like Cde Ntshiko to build a strong and program-driven ANC at all levels.
“The ANC thanks the Ndlovu family for allowing their precious son, brother and grandson to place his skills and time at the disposal of the ANC
in order to fight poverty, unemployment and underdevelopment.
“We call upon all our comrades (to) emulate Cde Ntshiko by working diligently to change society without expectations of material benefit unto themselves.
“We send our heartfelt condolences to his entire family, friends and colleagues,” the ANC stated.
KwaDukuza Municipality has promised swift action after businesses trading at the Market Plaza complained about a dangerous open manhole at the entrance to the Plaza, near the main taxi rank.
Xpress Times visited the place and was informed that the manhole was opened by KDM technicians working on the
underground storm water system. It was then left uncovered. Claims have been made about vehicles, and human beings, tripping and almost falling inside the hole.
Municipal spokesperson Sipho Mkhize said the problem should be attended to during the course of the week.
President Cyril Ramaphosa says work is underway to establish a gender collaborative fund to support women entrepreneurs to scale their businesses.
At the Gender Lens Investment Summit held in July, the Industrial Development Corporation (IDC) committed R9 billion towards gender lens investing, while the Public Investment Corporation (PIC) committed R12.5 billion.
"As the term implies, gender lens investing is an approach that considers gender-based factors across the investment process to advance gender equality and better inform investment decisions."
The President was speaking at the
second Women Economic Assembly (WECONA), which took place under the theme: “Unlocking gender-responsive value chains for a resilient economy”.
Ramaphosa launched the inaugural WECONA in October 2021 from one of the pillars of the National Strategic Plan (NSP) on gender-based violence and femicide (GBVF), which advocates the economic empowerment of women to end GBVF in South Africa.
He also highlighted the agriculture sector as a valued partner, committing to establishing a localised manufacturing infrastructure that will support womenowned businesses and build capacity and skills through training programmes.
“We are committed to using the policy and legislative tools at our disposal, such as employment equity legislation and laws that outlaw discrimination, to improve women's representation in executive leadership and address the gender pay gap.”
He told the women that the assembly was taking place as the country implements the Economic Reconstruction and Recovery Plan to grow the economy, support livelihoods, create jobs and recover from the impact of the COVID-19 pandemic.
He said the pandemic's devastating impact on
lives, jobs and livelihoods lost will continue to be felt for some time to come, while women continue to bear the brunt.
“We know that more women are unemployed than men.”
According to the President, in the second quarter of 2022, 47% of South African women aged between 15 and 64 years were recorded as economically inactive.
“This means that almost half of the working-age women in South Africa are out of the labour force compared to 36% of their male counterparts,” he said, adding that poverty is higher among women.
He called on WECONA to produce outcomes that uplift, empower and expand women's access to all levers of the economy.
Meanwhile, Ramaphosa said the 20year-old Black Economic Empowerment Act cannot be separated from women's economic empowerment.
“We cannot transform racial patterns of ownership of the economy without changing gendered ownership patterns and control. This is what the Women Economic Assembly is all about, to change this,” Ramaphosa said.
He lamented that South Africa still has few women entrepreneurs than many other countries.
Government has since trained nearly 6 000 women-owned businesses in essential business skills to qualify in the tender process.
The target is to train 10,000 womenowned businesses.
SWIFT: KwaDukuza police seized a firearm with its serial number filed off, after responding to a shooting incident in Lot 14.
A firearm has been seized by KwaDukuza police following a shooting incident in the area of Mathenjwa, in Lot 14. The incident happened on Monday, and when officers responded to a report about shots being fired, they noticed four men walking along the road.

said when the men saw the police vehicle, they immediately fled in different directions.

The officers recovered a 7.65mm pistol with serial number erased, a firearm magazine and nine rounds of ammunition.
One person was killed after a van overturned on the N2 Highway near Nonoti, on Sunday. IPSS Medical Rescue reports that indications are that the driver lost control of the vehicle, before it rolled several times down an embankment.
The driver of the vehicle sustained
moderate injuries and was treated on the scene before being rushed to a nearby medical facility. The passenger sustained fatal injuries, and was declared on the scene.
The exact cause of the accident is being investigated by the SAPS.
Bathers at Salt Rock beach were shocked on Thursday last week when a fellow bather suddenly got into difficulty in the water. Panic spread quickly across the beach when it became the woman was going to drown, however a brave bystander sprang into action and managed to
rescue the lady in distress.
When IPSS Medical Rescue arrived on the scene they found KwaDukuza Municipality's lifeguards performing first aid to the woman, who was stabilized on the scene before being transported to a nearby health facility for further medical assessment.
The KwaZulu-Natal Legislature descended on iLembe District on Friday, to host the Young Women's Symposium at Sibusisiwe Hall in Mandeni.
The event explored topics ranging from the impact of
Covid-19 on young women in KwaZulu-Natal, and how the African continent can respond to the effects of future pandemics. The latter topic was facilitated by Honourable Kayanga Baroda, a Member of
Parliament in Uganda.

The Department of Correctional Services has announced the end of the 15month prison term for former President Jab Zuma.
In a statement issued last week, the DCS said Zuma had complied with all the medical parole conditions, in which he was placed in September, following his brief incarceration at the Estcourt Correctional Services Centre.
On 29 June 2021, the Constitutional Court sentenced Zuma to 15 months in prison for contempt of court. He
handed himself over to authorities on 08 July 2021, and was subsequently placed on medical parole on 05 September 2022.
“At the time, he had served two months behind bars. Medical parole placement meant that Mr Zuma was to serve the remainder of his sentence under Kranskop Community Corrections.
“Essentially, Mr Zuma complied with his conditions for medical parole as set out during his placement. All administrative processes have now been concluded and the sentence expiry date
marks the end of him serving his sentence under community corrections,” the DCS stated.

The International Day for Disaster Risk Reduction is an opportunity to acknowledge the progress being made toward preventing and reducing disaster risk and losses in lives, livelihoods, economies and basic infrastructure in line with the international agreement for reducing global disaster risk and losses.
In 2022, the International Day will focus on Target G of the Sendai Framework: “Substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to people by 2030.” The urgency to achieve this target was strengthened in March 2022 by the announcement made by the UN SecretaryGeneral António Guterres that “the United Nations will spearhead new action to ensure every person on Earth is protected by early warning systems within five years.”
The 2022 edition takes place during the Mid-term Review of the Sendai Framework, which will conclude at a High-level Meeting of the General Assembly in May 2023 with a political declaration.
The primary goal of the Sendai Framework is to avoid creating new and reduce existing risk. But when that is not possible, peoplecentred early warning systems and preparedness can enable early action to minimize the harm to people, assets and livelihoods.
The International Day for Disaster Risk Reduction was started in 1989, after a call by the United Nations General Assembly for a day to promote a global culture of riskawareness and disaster reduction. Held every 13 October, the day celebrates how people and communities around the world are reducing their exposure to disasters and raising awareness about the importance of reining in the risks that they face.
In 2015 at the Third UN World Conference on Disaster Risk Reduction in Sendai, Japan, the international community was reminded that disasters hit hardest at the local level with the potential to cause loss of life and great social and economic upheaval. Sudden onset disasters displace millions of people every year. Disasters, many of which are exacerbated by climate change, have a negative impact on investment in sustainable development and the desired outcomes.
It is also at the local level that capacities need to be strengthened urgently. The Sendai Framework for Disaster Risk Reduction is people-focussed and action-oriented in its approach to disaster risk reduction and applies to the risk of small-scale and largescale disasters caused by man-made, or natural hazards, as well as related environmental, technological and biological hazards and risks.

A team of adventure enthusiasts from the Smurfs Hiking Club returned from yet another hugely memorable mountain adventure.
The team commenced their trek at Monks Cowl, via Crystal Falls to eventually summit the iconic mountainous rocky peak of The Sphinx in the Central Drakensberg Mountains.
Despite the challenging visibility and a almost total whiteout, the determination of this team, was certainly tested, however was strong enough to successfully summit at 4800 feet above sea level.
“A special mention must be made of fellow team members Logie Chinnapen, Shahira Mohammed and Yashti Sewganesh who
displayed grit and immense courage during their accent,” said Team Leader Mr Vimal Mothilal. The Smurfs Hiking Club continues to inspire and be inspired by All who wish to push their personal boundaries and step out of their respective comfort zones in pursuit of adventure and meaning in the arms of Mother Nature said Mr Vimal Mothilal.

NKOSINATHI RICHARD ZIQUBU GroutvilleiLembe Cricket Club that plies their trade in the KwaZulu Natal Cricket Union found it hard playing in the elite league when they suffered their third defeat in their final T20 match played at the DHS ground this past Sunday. iLembe took on Clares Crimson in their final T20 match.
Clares won the toss and elected to bat first.
Clares blasted their way to impose a daunting target of 220/6 for iLembe. B. Porteous (96) and B. Kerr (47) were the batters that showed scant respect for the iLembe bowlers. The best iLembe bowlers were K. Chitungo who captured two scalps and conceded 32 runs and R. Mhlongo returned with two wickets for 37.

In reply iLembe got off to a reasonable start with first wicket of A. Chibvuri (7) falling on the score of 39. K. McAllister joined opener S. Dewlall who was in scintillating form. The pair took on the Clares bowlers in a brave chase to overall the massive target that Clares posted. McAllister (45) fell with the score on 122. However, despite Dewlall's brave effort of 96 no that included 9 fours and 4 sixes, iLembe fell short and lost to Clares by 67 runs.
