The Xpress Times celebrates milestone
T
he Xpress Times began from humble beginnings in January 2009 from its offices in Lindley Street and is the only locally owned newspaper in KwaDukuza at present with its entire staff residing within the KwaDukuza Municipality while serving the entire iLembe District with distinction and dedication. The very first ever edition of the Xpress Times was available to the public as a fledging paper on Wednesday, 7 January 2009. This newspaper consists of a dedicated team who share over fifty years of
experience combined. Ten years later the Xpress Times invites you to join us as we aim to be more informative; educational; entertaining as well as uplifting and being more xceptionally inspirational. In spite of numerous negative comments the Xpress Times has grown from strength to strength, thanks to our loyal advertisers who believed and kept faith in the team. From the team at the office to the dedicated team that delivers the paper to the community, the management and staff xpress our appreciation and gratitude to our advertisers and the community of KwaDukuza for the success of the Xpress Times. Thank you to The Rising Sun, our state-ofthe-art printers, who have produced an Xpress Times newspaper with superlative print quality that has been delivered timeously through the years. The mission statement of the paper: “If it matters to you, it matters to us” has always driven management and staff in helping the community and satisfying advertisers in boosting their sales time and again thus improving their overall bottom line. The newspaper has given back to the community on a continuous basis in terms of our year round competitions and giveaways.
Since inception we brought you the competitions on Valentine's Day, Mother's Day, Father's Day, Diwali, Christmas, EID and more. The newspaper has carved a niche in community upliftment on the humanitarian side by giving to all sectors of society. Through its partnership with advertisers, non-profit organisations, sponsors and individuals, many organisations have received support, including education institutions, various sporting codes, Child Welfare SA: KwaDukuza, KwaDukuza SAPS and entertainers. In celebration of ten years we will be running monthly competitions together with some of our advertisers, with fabulous vouchers to be won. Ramaphosa delivers SONA 2019 By Thokozani Mnguni
P
resident Cyril Ramaphosa delivered the highly anticipated State of the Nation Address on Thursday 07 February 2019 in Parliament. Political analysts and Economists
lauded the president for his bravery to shine a light on issues that affect many South Africans especially the working class. In his address, Ramaphosa announced Government's plan to exterminate alcohol abuse by teenagers especially in schools.
Ramaphosa promised the complete shutdown of all taverns, shebeens and liquor outlets near schools as the country deals with extremely high levels of substance abuse. He urged all South Africans to come as one and use this time, “to recall the hardship and the suffering which
generations of our people endured their struggles, their sacrifices and their undying commitment to build a South Africa that belongs to all who live in it. “Emerging from a period of uncertainty and a loss of confidence and trust, we resolved to break with all that divides us, to embrace all that unites us. We held a successful Presidential Jobs Summit that agreed on far-reaching measures that when fully implemented will nearly double the number of jobs being created in our economy each year. These infrastructure investments also helped grow our economy and create many new jobs in construction and other sectors. “Infrastructure development has been flywheel of the engine of our economy and has yielded tremendous benefits for the country. Government has committed to contribute R100 billion into the Infrastructure Fund over a 10-year period and use this to leverage financing from the private sector and development finance institutions,” said Ramaphosa President Ramaphosa further announced that he has engaged with the Independent Electoral Commission and also with the premiers of all provinces, and intend to proclaim the 8th of May 2019 as the date of the election. The opposition party in South Africa, the Democratic Alliance blasted the president claiming that SONA once again glossed over the severity of crime and
violence in South Africa. “Instead of addressing the ANC government's chronic failure to address crime and violence in the country and presenting the nation with a concrete plan to make our streets and homes safer Ramaphosa put the onus on communities to combat crime,” said the statement of the party.

On 07 February 2019 Umhlali Task Team and KDM Special Operations team conducted an operation in KwaDukuza which led to the arrest of a wanted suspect in connection with armed robberies in the Eastern Cape Area as well as Tongaat Area. According to Marius Prinsloo of KDM Special Operations Team a further investigation will be conducted by Umhlali Task Team. The suspect was arrested in the Darnall area. Marius has commended the dedication of all law enforcement officers involved in several joint operations they have had in the CBD.

The African National Congress Youth League in the General Gizenga Mpanza Region call for state of emergency to be declared in Mandeni, following the alleged scourge of 5 people being set alight and killed in a space of less than three weeks in ward 3 and 4. This was revealed by the Youth League when they held a media briefing on Monday, 11 February 2019 at their regional office, KwaDukuza. The Young Lions allege that all four police stations in Mandeni have failed dismally to bring justice to
the victims of these killings. Chairperson of the Youth League in the region Mfanafuthi Ngcobo alluded that losing souls of future leaders is a big loss to the country and they have staged a mass demonstration march scheduled for 15 February 2019, starting from Isithebe park to end at Sundumbili Police Station. This march is aimed at addressing issues faced by the distressed residents of Mandeni to Minister of Police Hon. Bheki Cele and hand over the memorandum to him. “We boldly wish to declare a state emergency in Mandeni against the

The Njabulo Ricardo Charity Foundation (NRCF) donated uniforms to 56 disadvantaged learners at Enkukwini Primary School in the Chris Hani area of KwaDukuza Municipality on Tuesday, 5 February 2019. Enkukwini Primary School is a public primary school with an enrolment of some 1700 learners a majority of whom are social grant receipents and live below the breadline.
Speaking at the occasion, the foundation founder and chairperson of NRCF, Dr. Njabulo Ricardo Mthembu, said “It is always good to do good gestures for the young because it teaches them at an early age that one day they should be kind enough to do good for others as well. “The uniforms which we are handing over today, is the foundation's emphasis that it is committed to education particularly in early childhood
development phases” said Mthembu. “I grew up in this community just like you, and I want you to know that one day you can also be the Mayor of this beautiful municipality, all it takes is for you to keep reminding yourself you can do whatever it is that you dream,” added Mthembu. The school principal, Mr. N.K.D. Khuzwayo, thanked the foundation for its support. “It is overwhelming to receive such help, no words
can describe the joy we feel for our 56 children that have benefited. We are particularly proud that, in the NRCF, we are led by people that share both our perspective for education and our commitment to ensuring the dignity of our children.” The Njabulo Ricardo Charity Foundation strives towards the realization of improved and sustainable living conditions within communities.

ILembe hosts revenue enhancement campaign ILembe District Municipality held a revenue enhancement campaign on Thursday, 7 February 2019 t a r g e t i n g Wa r d 1 3 o f Ndwedwe Local Municipality with the aim of improving rates collection, instilling a culture of paying for services amongst citizens and addressing the challenge of low revenue generation and financial viability of council. Dubbed #ThumaMina Campaign, this initiative is part of the KwaZulu-Natal Department of Cooperative Governance ongoing Revenue Enhancement Campaign themed “Pay Your Levies - Nothing for Mahhala.” It was launched in July 2018 by the District Municipality in Mandeni.
The campaign seeks to encourage communities to pay their dues for municipal services which are a crucial part of municipal revenue. The official Thuma Mina Campaign was launched by President Cyril Ramaphosa in February 2018 and is described as a way of “reconnecting with the people through activities that improve people's lives and solves the problems they face.” On Thursday, four delegations led by mayors, deputy mayors and speakers and supported by councillors, ward committee members, community development workers and government officials embarked on a door to door campaign in Ward 13 of

Ndwedwe to establish challenges that customers experience in water provision and to encourage them to pay for municipal services. Bypassed meters, illegal water connections, meters running with no taps and non-payment of water bills were just some of the problems the delegations picked up when visiting homes. “My delegation visited about 30 homes today and only two were paying for services. The rest were either
illegally connected, bypassing meters or just not paying for services altogether. These are the things that are crippling the municipality because there is money that should be coming in for these services and it is not, yet we are expected to carry out our mandate as a district municipality,” said the district Municipal manager Geoff Kumalo. Speaker of council Cllr Lucky Makhathini said residents were encouraged to visit the municipal offices to
register for connection or register for indigent support. “We understand that some of our residents cannot afford the services and because our government is a caring government, we have support for the disadvantaged but due processes have to be followed. As things stand, people who are illegally connected as essentially stealing from government and we cannot have that,” he said. The Deputy Mayor of
iLembe District Municipality Cllr Dolly Shandu said the culture of non-payment in the district has to stop in order for government to function. “Many of the homes we visited, one could see clearly that they can afford to pay but they just choose not to. We found our meters bypassed and connected to pipes that do not belong to the district. We urge those who can afford to pay for services to do so,” she said.

ZMS shines at ILembe District awards day
ACCOLADES: Seen are the educators of Zakariya Muslim School, showing accolades the school received at the ILembe District Awards day
The Department of Education, ILembe District, held an Awards Day function at Stanger High School on Friday, 8th February 2019. The well attended function commenced at 08:30. Attendees included high ranking officials from the Department of Education, School Principals, Grade 12 Achievers and other invited guests. The occasion was held in order to celebrate the 2018 NSC achievements of Schools and Learners in the ILembe District. Zakariyya Muslim School received awards in the categories “Best Performing School in the KwaDukuza” and “Obtaining Position 6 in the ILembe District”. The school received certificates and trophies in
recognition of their top achievements. Learner Shazia Vally from ZMS received a certificate and a gift bag of goodies for being placed 9th in the ILembe District. Three educators from the school were also commended for their great results in their respective subjects in the 2018 NSC Examinations. Mr.A. Saib, Mrs. F. Ismail and Mr. L. Handitye received certificates and trophies for achieving a 100% Pass rate and for the best results in the subject in the ILembe District in Accounting, Life Sciences and Mathematical Literacy respectively. Two other educators had also been recognised at Education Department Subject Meetings held in January for their
outstanding results Mr. P. Sookdaw in Afrikaans First Additional Language and Mr. A. Ramraj in English Home Language. They had both received certificates of meritorious performances. The Principal congratulated all of these educators as well as other educators at ZMS who had contributed to the school's outstanding results. He also recognised the role played by the 2018 acting Principal, Mr. G. Komal, who was instrumental in motivating the learners and for supporting the educators towards achieving the desired results. Management of the School is quite certain that the current Grade 12 learners will also excel at the 2019 NSC Examinations.

numbers, carrying their Identity Documents. According to KwaDukuza Municipality Liaison Officer, Sipho Mkhize, this allows citizens to have a say in politics and it can also ignite change. “Today we are
giving young people a platform to be part of the 2019 General Election to be held in May,” said Mkhize. The Municipality also urged all those who registered to vote to go out and cast their vote in May.

Hall on 02 March 2019. Zungu is no stranger to hosting big events as she has previously hosted two successful Macambini Youth Talent Shows which were instrumental in unearthing new talents as well as her first
one-woman poetry show which attracted a huge number of poetry enthusiasts and fans of her work. The name of the upcoming show is 'Ebenezer One Woman Show', a reflection of a woman Zungu is, God fearing and a servant of the Lord. “My aim is to connect young people with their talents, I use art to educate young people about social issues. I also workshop and groom young poets and create a platform for them to showcase their talents said Zungu. Speaking of the upcoming event, Zungu cited that it is going to be a blend of poetry and musical content for people of all ages. “This event is for everyone, and I promise nothing but the best of SimChina. I also have new poems that I will unleash on the day. This is an even bigger and better extension of my first one-woman show” further said Zungu who is also an internet sensation after one of her poems reached more than 70 000 views on YouTube. Tickets for the upcoming show are selling fast.

KwaDukuza Municipality pulled off one of the best music concerts in the North Coast corridor on the weekend when the municipality turned eThembeni Sport Ground into a space of celebrating the local talents at the Youth Uprising Music Concert on 09 February 2019. Residents of KwaDukuza coming from various wards enjoyed different types of music genres performed by local artists and well-known names in the music industry such as Mlindo, Professor,
Oskido, Fikile Mlomo and many more. According to the Municipality they staged the music concert to give the local talent a platform to showcase their talent and to draw people to come and register to vote in the upcoming General Elections to be held in May 2019. The local talents and National artists did not disappoint as they kept the crowd entertained and on their feet throughout the concert, while MC of the day Hallo M dropped some of his best jokes to keep the
mass smiling while enjoying the beat at the same time. The atmosphere changed when the vastly awaited Mlindo “The Vocalist” took the stage at 2am, Mlindo did not let the fans down as he produced a breath taking performance. Xpress Times spoke to some of the attendees during the event, many expressed their fulfilment and the joy they experienced after the keenly awaited concert. This Municipality for years has not carried out its mandate to provide decent facilities for the sportspeople of the town. Ever since this columnist can remember, post-1994, the Kwaduguza CU and later the Ilembe CU under the presidency of J.Singh, Y.Ismail and P.R.Maharaj , have had to fend for themselves. Except for the cutting of the grass, the maintenance of the pitch has been the responsibility of the Unions, together with marking of the wickets and putting the boundaries. But when the Central sports complex was sold for the building of a mall, the Municipality promised the cricketers that the replacement facilities would be better than the existing one. Sad to say, except for refurbishing the Gledhow ground, no sustainable maintenance was put in place. And now, the cricketers have to get to the ground, cut the grass, rake it, mark the wicket and then play. What type of performance would anybody expect from players who are already tired and frustrated ? Come on KDM, it's time to live up to your promises and provide the basics so that ordinary ratepayers are able to have their recreation in some comfort. Morningside cricket club beat Manor Cricket Club in an iLembe District T20 “A” league match played this past Saturday at the Gledhow Cricket ground. A 10 man Morningside team lost the toss and were asked to bat first. Manor got off to the perfect start when they picked up the Morningside opener Lucky, with just 9 runs on the board. The third wicket fell pretty quickly thereafter with Gerard falling for nought and the score on 12 for 2. It looked pretty dismal for Morningside and could have been much worse, when Desigan dropped and absolute “Dolly” to give the Morningside Captain Preshen a second life. Preshen was on 10 at the time. It proved to be a costly mistake, as Preshen put on a 15 run partnership with Darien Perumal, before Perumal had to retire hurt. He hurt his shoulder diving to make his ground. Xolani Shobedi joined Preshen and the pair steadied the ship with a 5th wicket partnership of 40 runs. Preshen was eventually out to the bowling of Myuren. He made 67 valuable runs hitting 6 fours and 2 massive sixes. Morningside posted a below par 117 for 7 in their 20 overs. However this proved to be far too many runs for a hapless Manor team, who were bowled out for a paltry 87 runs in the 18th over. Manor lost wickets at regular intervals. The wicket of the day was that of Steven. He was brilliantly caught by Xolani Shobedi at backward point.
