ANC unpacks election manifesto By Xpress Reporter

he African National Congress in the General Gizenga Mpanza Region held a media briefing at their regional office on Monday, 11 March 2019. The ANC Regional Executive Committee provided an update on the Elections Campaign. “The African National Congress in the General Gizenga Mpanza Region welcomes the deployment of the regional elections coordinator, Cde Bheki Sibiya who is a member of the Provincial Executive Committee, this owing to gaps created by political developments in the region. Cde Sibiya needs no introduction; he is

Mandeni Mayor tables adjusted budget

MAYOR: Mandeni Local Municipality Mayor, Cllr. Sphesihle Zulu delivering his Municipal Standard Chart of Accounts (MsCOA) Adjustment Budget for 2018/19.

His Worship the Mayor of M a n d e n i L o c a l Municipality, Siphesihle Zulu tabled the Municipal Standard Chart of Accounts (MsCOA) Adjustment Budget 2018/19 on Wednesday, 27 February 2019 at Sibusisiwe Hall. The total adjusted budget is R334 million, increasing from the original R304 million. Total adjusted operating revenue has increased by R15, 2 million or 5.7 per cent for the compared to the 2018/19 Annual Budget. Total adjusted operating

expenditure for the 2018/19 financial year has been appropriated at R263.1 million and translates into a budgeted balanced budget. When compared to the 2018/19 budget, the adjusted operational expenditure has been increased by 5.7 per cent in the 2018/19 adjusted budget. At this occasion, Zulu stressed the need to ensure that the amount budgeted for service delivery is utilized fully in order to enhance service delivery and fulfil the dreams and aspirations of the people of

He also noted with concern the rising costs of delivering services to the public, “We have noted the national priorities, which affect us locally and the concerns based on the Midterm Budget Policy Statement for 2018 Speech as tabled by the Finance Minister, Hon Tito Mboweni. Local Government has a vital role to play in turning around the economy. In many areas of the country, municipal finances are under pressure. This is the result of the rising cost of delivering basic services and weak financial planning controls, with poor management decision leading to underinvestment in local administrations. Over the period ahead, national transfers to local government will continue to support the delivery of basic services, while incentivizing improved performance and the turnaround of municipalities,” said Zulu. The Municipality acknowledges rolled over grants that have been approved by the Department which have an impact to increase the adjustment budget by R1.6 million. The Municipality has also received confirmation to

spend the following grants in this financial year as per approved rollover for the library Grant R1, 071 thousand and GIS Pertinent Grant of R500 000. An additional funding of R14.6 million from the Department of Human Settlement towards Inyoni and Isithebe Housing Project. Inyoni housing Project is an Integrated Residential Development Project which is considered as a National Priority Project with a yield of 3000 Units within an Urban Settlement Development. Zulu also called for community members to pay for their levies and to also take advantage of the extension of the debt amnesty window period which has been extended to 30 June 2019, “The balance of the amount outstanding from debtors has increased from R170 million to R182 million in the period of the 1st July 2018 to 31st December 2018. Currently there are no major financial risks facing the Municipality based on this report, however cash flows still remain a critical aspect for the Municipality and must be constantly monitored,” concluded the Mayor.

Before one considers the sale there are various pieces of legislation that takes precedence. Muslims according to the report have to travel 15km24 km away from Ballito to worship. Society has requested to purchase a portion of 4000 square metres with a current market valuation of R3.6m and the organisation has funds reserved for this project. House robber nabbed in Ntshawini By Xpress Reporter

On Saturday, 09 March 2019 at around 21:00, five suspects allegedly gained entry into a residence located in Ntshawini, KwaDukuza. It is alleged that one culprit was armed with a firearm while others were armed with knives. KwaDukuza SAPS spokesperson, Sibusiso Khuzwayo confirmed the incident. “Suspects tied the hands and legs of the victims and told them to look down. The suspects started ransacking the house, taking valuables including an amplifier, cellphones and money (+/- R3000) and fled. The following day a CPF member was notified about the incident and he followed some information that revealed the suspect's home. The police were called and swiftly responded. Upon questioning the suspects, he insisted that he hadn't committed any crime. His grandmother then intervened and revealed that he had a firearm. He took out a Z88 replica which is believed to have been used during the house robbery that was reported,” said Khuzwayo. The suspect was arrested. The other suspects remain at large.

Dlamini/Verma continue Dawnheights winning streak Raj Verma, magician with the ball and Dlamini, fluent with the bat ensured that Dawnheights continue their winning streak in the KwaZulu Natal Cricket Union 50 over Challenge League with a 97 run thrashing of Umkomaas this past Sunday. The game was reduced to 35 overs due to the damp conditions caused by

the overnight rain. Umkomaas won the toss and inserted Dawnheights to bat on a slightly damp pitch due to overnight showers. The decision seemed to be justified as the openers struggled to time the ball. Despite the trying conditions, a 75 run opening partnership saw Dawnheights gain the ascendancy. The

dismissal of Suveer brought Raj Verma to join Dlamini at the crease. A quick-fire 25 from Verma and contributions from Ishan and Salman in support of Dlamini, who carried his bat (63 not out), saw Dawnheights reach 159 in the reduced 35 overs. Umkomaas's reply got off to worst start possible when

Keane Govender and Ishan Kalia reduced them to 20/3 when the heavens opened after 8 overs. After the rain break, Raj Verma and Akshay Harripersadh combined to route the visitors. Raj Verma ended with figures of 13/4 of 7 overs. Keane brought the innings to a close giving DCC a 97 run victory.

On Saturday 9 March the iLembe Girls went to Hillary and Parkside Primary Schools to take part in the KwaZulu Natal Girls' Cricket Festival where selections were made of players to represent KwaZulu Natal at the national tournament later this year. iLembe played 2 games, the first against Pinetown and Districts and the second against INK. The girls played extremely

well and did their best. Megan Nel, Onke Kubheka, and Leah Dhanpal did well with their bowling taking the most wickets during the festival. Jordyn de Matteis also had a good bowling spell and did great with her fielding and batting. Onke Kubheka, Lindi van Zyl, Megan Nel, Abuyile Nxumalo and Azile Mbokazi also did well in the batting front.

Azile showed off her skills as a brilliant wicket keeper. The girls lost their first game and won the second. Well done to the girls for their outstanding efforts and great play this weekend. The executive placed on record their thanks and gratitude to Miss Wellmann for her coaching and management of the girls cricket.

KDAC development on the rise KwaDukuza Athletic Club's development programme is on the rise as 12 year old Yathish Narothum completed the Crescent 10km Challenge at Kings Park Stadium in Durban this past Sunday. He joined his father, Yathin in a father/son combination to break the tape in 1:19. Close friend and ally, Nishen Chetty completed in an incredible time of 55 minutes. The race started and finished at the stadium. The race saw some 1500 runners participate. Youth development is high on the KDAC agenda with Yathish providing the first picture of the initiative.
