-Media statementResponse to a local newspaper on allegations of “double standards” by KwaDukuza Municipality A local newspaper in their two latest publications, ran stories titled “Double standards exposed at KDM”, of 01 September 2017 and “KDM gives Ballito free ride on rates”, 08 September 2017, claiming that the Municipality was inconsistent with regards to rates collection and that the top 100 rates defaulters are being treated leniently due to their economic status. This is a damning indictment to Council as this information is presented, in our view, on the basis of speculation, political grandstanding and propaganda rather than facts. We view this as unfair, misleading and unfortunate. The publication also reported that KwaDukuza Municipality is squeezing struggling residence of KwaDukuza over tiny amounts, which is something that we consider to be misleading to the public. It also goes on to allege that the Municipality is owed R150 million from defaulting ratepayers which is an amount far greater than what is owed, further insinuating false information regarding the municipality's financial affairs. We view the report as a direct attack on the municipality as part
of a political campaign to reduce confidence from the ratepayers on how we manage public finances. KwaDukuza Municipality would appreciate a retraction from the newspaper on the basis that the reporter did not consult the Communications Office to validate what has been alleged. KwaDukuza Municipality has always been an institution that is open and respects constructive criticism. Accountability remains one of our highest responsibilities. The Director for Revenue has also been accused of being biased to ratepayers in terms of rates collection. We wish to indicate that Ms. Rashina Singh, in her capacity as Director, remains the custodian for revenue collection as per policies of Council and is responsible for their discharge. The current incumbent does not border on the lines of her personal emotions in doing her job rather on policy implementation. The Credit Control and Debt collection Policy and By-laws are fully and strictly adhered to by the KwaDukuza Municipality and the Finance department. The Municipality also has a debt relief programme for indigent consumers and this is advertised on an annual basis.
In respect of the outstanding debt in relation to the Ballito Bay Mall: Electricity Account: In relation to the electricity account, the Ballito Bay Mall is connected to a bulk meter. In 2013, the individual tenants were requested to open separate accounts and pay security deposits. The Municipality is currently actively pursuing the old debt and debt for general lighting. In respect of the Allegations regarding the Failure to disconnect meters: The Credit Control Section rigidly applies the Credit Control and Debt Collection Policy to all debtors of rates and services regardless of amount in arrears. Debt collection challenges that have been voiced and recorded at various Council platforms, in particular the Finance Portfolio Committee, are defended matters, deceased estates and liquidated estates which debts amount to millions of rand. In respect of the outstanding debt in relation to the Lifestyle Centre: The Lifestyle Centre lodged an appeal against its valuation. The Lifestyle Centre paid rates on the value as per the valuation roll and the amount in arrears was in relation to the value that was the subject of the appeal.

A Friday night brawl that allegedly took place at the Stanger Manor Grounds car park opposite Engen Garage turned murderous when the victim, 24-year-old Dillon Puckree, succumbed to his injuries in hospital. According to KwaDukuza SAPS, Puckree, a taxi-conductor, was assaulted on Friday, 08 September 2017 at around 02h12am and was taken to
KwaDukuza Hospital where he died on Sunday, 10 September 2017. Initially, a case of attempted murder had been opened, but it has since been changed to a case of murder. KwaDukuza SAPS spokesperson, Inspector Khoza said that the matter was being investigated by the police. “The case has changed to murder, we have transferred it to the person
who will investigate it. Investigation is still pending,” said Khoza. According to sources close to the family of the deceased youth, they will not rest until justice is served. Several residents at Stanger Manor have come out to say the area is a haven for alcohol consumption and street racing on the weekends. The residents urged SAPS to intervene.

When we are stuck in negative emotions we go into a depressive state and often tend to blame others for how we feel. Other people trigger us and bring out the emotions that are already inside of us. This is indeed an unhealthy way of releasing it, which can make us feel off balance and low in energy. Our emotions play an important role in our health because every physical illness has an emotional basis. How we think and feel affects us in our daily lives. The condition of our health, productivity levels, relationships and self esteem stems from our emotional state. Many of my clients suffer from repressed emotions and are not even aware of it. The first step to overcoming emotional blocks is to have better self awareness and to take responsibility for how YOU are feeling. The secret to balancing your emotions and staying positive amidst all challenges is to honour your emotions. Many people feel the need to block, hide or run away from their feelings. These feelings become suppressed within them, resulting in disease and mental
disorders. All you need to do is honour the emotion by being fully aware in that very moment. As they arise, allow yourself to welcome and feel it fully. As you do this more frequently, there will be a spontaneous release of the emotions together with the memories linked to them. You will be able to pinpoint exactly where you feel this specific emotion intensely in your body. Suppressed emotions, which are stored in the cells of your body, serve as a complete block to your potential and well being on all levels. Once you release the negative emotions, there is a release on a deep cellular level and the body can then go about healing itself naturally resulting in inner peace and calmness. Negative emotions can also cause blocks in our relationships and this prevents us from connecting with people in a positive and wholesome way. Gaining emotional intelligence is the key component to moving forward in your life with success, confidence and meaningful relationships. Adults usually have the most emotional baggage, and it becomes too heavy to deal with alone. You can process your emotions with the assistance of a Practitioner in order to prevent your emotional load from weighing you down. This can be achieved over a couple of Journey therapy sessions, which rids the mind, body and soul of negative emotional toxicity and painful past trauma. Local science whiz kids were honoured for their participation in the Expo for Young Scientists which was held at the Durban University of Technology on 18 August 2017. The awards ceremony, held at the Sappi Resource Centre, acknowledged the learners and teachers who
represented the district at the Expo. Organiser of the awards function, Mr Roy Rambrij (Senior Education Specialist) said, “We've had a total of 588 exhibits from four districts and we have performed very well.” Ria Govender of Nonoti Primary, Sandile Mthombeni

Arbor Day at Stanger Heights Primary
Glenhills Primary School held a special assembly on 07 September 2017 to celebrate the achievement of their two students Sibulelo Mncube (12) who came second at the Provincial Spelling Bee competition and Natalie Sooknandun who managed to make it to the finals. As part of the day's proceedings, officials from the KwaZulu-Natal Department of Education officially handed over the trophy won by Sibulelo to the school. Sibulelo will now represent KZN at the national Spelling Bee competition on 23 September 2017.

The importance of Puratassi The month of Puratassi (middle of September to middle of October) is the period in which special homage is paid to God as the preserver. In the Holy Trinity or Trimurthi made up of Brahma, Vishnu and Siva, the preserver is Vishnu. We should be very clear in our minds that there is only one God but that the one God is omnipotent (has the power to do everything), omnipresent (is present everywhere) and omni-scient (knows everything). In order to get the grace of God for our various needs in life, we invoke the one God using many names. Thus, when we want God's grace for preservation we use the name Vishnu. Preservation is a divine attribute that covers many aspects of our life, for example, in order to preserve health, food is necessary. In the latter respect the server has to be the provider as well. Since God as Vishnu has to provide various graces we invoke Vishnu using such names as Hari, Naaraa-yana, Govindha, Yem-perumaal, Venke-terse-vara, Krishna, Raama, Gopaala, Nundhalaala, Kersava and Runga-naadha. The symbols associated with Lord Vishnu are the wheel known as the Sakkaram and the conch known as the Sungoo. If we take the wheel to be the symbol of motion we can
easily understand that motion of the wheel represents progress. To have progress we must improve on what we already have. However, we need to preserve our present state while we strive for progress. To attain progress we need to think, plan and act. To think and plan we need a calm, clear mind. To get a calm, clear mind we must exercise mental discipline. This discipline should be applied to our whole lifestyle including the foods we eat. Foods affect the state of mind according to their natures. Food is classified as Satvic, Rajasic, and Tamasic. Seers and Saints have discovered that Satvic foods are very good for producing a calm state of mind. Many, though not all, fruits and vegetables can be used as Satvic foods. The need for personal discipline is the main reason why we should abstain from meat, fish and other animal foods and alcoholic drinks during the month of Puratassi. The discipline exercised in keeping away from tamasic and rajasic foods will help us to think, plan and act in a calm and collected manner. If we do all this to the best of our abilities the grace of God as the preserver is bound to help us. “God helps those who help themselves” is very apt in this case.

The Significance of Pitri Paksh (Commonly called Pithar Pakk) Pitri Paksh is the remembrance of departed ancestor souls by paying respect through prayers, fasting, performance of special rituals, chanting, fasting and austerity. Offering of water and flowers are common. The origin of the observance is wide and varying because of the diversity of the religion, the many languages, dialects and beliefs. For example, in some cultures, there is great celebration to honor birth, but a solemn atmosphere is created at the time of death. In other cultures, the opposite prevails. The reasons are quite philosophical as well as logical. The important thing is to practice your belief with great faith, love and reverence. During this period, people generally do not start new projects, buildings or start investments. Marriages, engagements, pujas or occasions of merriment are generally postponed until a sufficiently long period has elapsed, usually a year, of their dear departed ones. Most of this is handed down and has become custom and tradition. Many are not aware of its significance and continue to keep observance out of respect as well as out of tradition, based and supported by uncertainty
and superstition. It is a case of being better safe than sorry. Another aspect of Pitri Paksh is the remembrance of not only ancestor souls, but also elevated souls that left a legacy of remembrances resulting from selfless service. They include deities, gurus, yogis, religious leaders, administrative leaders, literary and other artistic souls who have made significant contributions to the Creator and the creation. From time immemorial, we have been praying and paying homage to deity and goddess souls. The important thing in observance of Pitri is love, respect and good wishes for those souls. Whatever the method, be it prayers, pujas, satsangs, meditation, fasting, offering flowers and water, it should be done with immense love and not blind duty. We should remember them for what they have done to make this place a better place to live, or the benefits derived from their role. We must remember them for what they have done and not what they could have done. In conclusion, people should not worry if they have not fulfilled all their earthly expectations to their close relatives or society. They should practice the art of being detached, but loving to
their close relations. They should practice the remembrance of God at all times and more so in their mature years of life. This practice will assist you in the remembrance of God when you are leaving your body. It is said that your inheritance in your next birth depends on the intensity of this remembrance of God in your last thoughts. We have the practice of remembering all the earthly treasures and the future of relatives in our twilight years and at the time of leaving the body. This brings tremendous pains and sorrows on the soul. You have to remember that you came alone in this world and you have to leave alone. When a soul is preparing to leave the body, it needs silence, prayers and good wishes. If we create an atmosphere of sorrow and grief, then the soul experiences great difficulty in leaving the body. This may seem unloving and cruel not to cry or express grief, but prayers or chanting mantras in silence is better for the soul. Pitri Paksh therefore, should be a time of reflection not only for ancestor souls, but your own preparation for future births. This eternal world drama is fixed and destined.

Manor Primary to host annual Shivendra Velan memorial cricket tourney
The late Shivendra Velan
Stanger Manor Primary School will host the annual Shivendra Velan memorial six-a-side cricket tournament that gets underway Friday, 15 September 2017 at the Stanger Manor School Grounds. The tournament has attracted eight primary schools from KwaDukuza in the past. However, all primary schools within KwaDukuza are invited to enter the event. The final and play-offs is scheduled for next Friday, 22 September 2017.
The knockout tournament will comprise of 5 overs a side with each player bowling 1 over besides the wicket keeper who will not be allowed to bowl. In the event of a tie, the fall of wickets will determine the winner. If the scores and the fall of wickets are identical, a super over will be bowled to determine the winner. Schools expected to contest the event are Manor Primary, Stanger Heights, Dawnview, Ashram, Harry Bodasingh, Lee Primary, KwaDukuza Primary and Glenhills. Trophies and medals will be awarded to the winners and runners up. Special awards will be presented to the best batsman, bowler and fielder and the batsman with the most number of sixes. Meals will be provided for all participants in the final and play-off. Shivendra Velan was a Grade 6 learner at Stanger Manor Primary in 2008 when he passed on after a short illness. His parents, Ravi and Rohini decided to sponsor the primary school cricket tournament each year in memory of him. The Acting Principal of Stanger Manor Primary, Isaac Abraham thanked the Velan family for their annual sponsorship.

KWADUKUZA MUNICIPALITY REVISION OF THE KWADUKUZA MUNICIPALITY'S POLICY ON THE NAMING AND RENAMING OF STREETS AND OTHER PUBLIC PLACES KwaDukuza Municipality adopted its Street Naming Policy in 2012 and since the adoption of the policy no revisions or amendments have been done. With consideration of changing legislation and operations within the Development Planning Section, it has been identified that the Policy needs to be amended factoring comments made by the Council, the Street Naming Committee and other Service Departments. The revision of the policy is essential as it will align the policy with the proposed procedures for street and place naming applications to ensure an efficient and transparent application processes as well as allow for a more guided process for the public. The revised policy will also ensure alignment with current legislative requirements which will in turn allow for consistency and efficiency when dealing with applications. The current Policy has been revised factoring a number of aspects that were previously not covered that are deemed essential for the efficiency of all street and place naming processes. The main revisions made for this policy include inter alia; A) Inclusion of a legal framework for street and place naming. b) Inclusion of the roles of various stakeholders within the street/place naming processes. c) Inclusion of street numbering processes. d) Inclusion of a process flow chart for applications. e) Inclusion of more detail in terms of the public consultation process in terms of time frames and responsibilities or applicant and the municipality. This includes manner in which objections are dealt with for applications. f) Inclusion of an outline of the Decision making authority for applications. g) Inclusion of a breakdown of the financial implications related to street naming processes
On 06 September 2017, the Dolphin Coast Hospice hosted Ms. Naidoo who is a diabetes awareness coordinator. As part of the day's proceedings, she offered a very informative presentation through motion pictures and conversations. Ms. Naidoo has close links with FOSA, she brought much needed information awareness to the community. Day care manager Mr. Chin Suriah expressed his gratitude. Seen is Ms. Naidoo with board members and nursing staff from the hospice.

a developer for a proposed shopping mall is no more as excavators began work at the sight immediately after winning a court battle with the Concerned Citizens Group. The understanding of the sale was that the developer will also construct a sporting complex at the grounds at the Stanger High School. To date there seems to be no movement in that direction. Only one code of sport, cricket, had their replacement grounds refurbished at the Gledhow Cricket grounds. Other sport (deemed to be Cinderella codes) based at the Country Club grounds seemed to be ignored. One just needs to drive past on a Wednesday of Thursday night and witness the shabby condition under which the once most popular sport is being played.
The lighting of the courts is pathetic posing great danger to players. There is no parking facility and spectators and players need to park on the roads creating a hazardous condition for other road users as well as to players. This also leads to criminal activities as these cars are parked a distance away from the playing arena. There is no ablution facilities and this is more than six months that excavation began. Whose responsibility is it for agreements to be honoured? These questions were sent via an email by this newspaper a fortnight ago to both the Municipal Manager of the KDM and the President of K w a D u k u z a Vo l l e y b a l l Association but as yet, there has been no correspondence from either party. The Xpress Times spoke to
the KDVA records clerk and manager of Randsons Volleyball Club, Aslam Randeree to gain clarification of the issues. He responded: “It is very sad indeed that the most popular sport in our town is being treated with such disrespect. Our Association produces numerous provincial caps amongst the youth each year. It has been more than six months since excavation has started. We still don't know where we will be playing our beloved sport next year. It is not left to us to speak to the developer but it is the responsibility of our Municipality, who sold the sporting facilities, to relocate us”. Answers are required from the powers that be as to where the sporting fraternity is headed towards in KwaDukuza.

iLembe Cricket Union played host to the annual sub-regional cricket tournament that took place from last Friday to Sunday and it proved a huge success. With the lack of facilities, iLembe had to share the venue using the Gledhow and Maidstone cricket grounds. Teams that participate were the hosts iLembe, Umzinto, Southern Natal and Unthungulu with matches played on a round robin basis. iLembe, who played all their games at the Gledhow Cricket ground, managed only one win from their 3 games. In their first game on Friday, iLembe won the toss and elected to field. Southern Natal posted a formidable 241/6 in their 50 overs with R. Kazi the pick of the batsmen scoring an undefeated 136 with contributions from B de
Bruyn (30) and I Ali (21). S Sadayan claime 2 wickets for 22 runs in 10 overs. In reply, the hosts managed 113/6 in 42 overs giving Southern Natal victory by 128 runs. The best batsmen for iLembe were A. Bageloo (24) and C. Pillay (18). Man-of-thematch Kazi returned bowling figures of 2/21 in 9 overs and was well supported by G. Bishop (2/19 in 9 overs. iLembe's fortunes turned around in the second game on Saturday as they thumped Umzinto by 100runs. iLembe won the toss and batted first making 211/9 in 50 overs, thanks to a magnificent 73 from Bageloo with I Mahomed contributing 48 and S. Logenathan scoring 33. The pick of the bowlers for Umzinto was D. Govender who claimed 4 scalps whilst B.
Kinnear claiming 2. In reply, Umzinto were bundled out for 111 with I Ismail (46 not out) and A. Pillay (17) the main contributors. M. Logenathan was of fire claiming 3 wickets for 25 runs from 7 overs. Misfortunes struck once again for iLembe in their final game on Sunday. Uthungulu batted first and were bundled out for a paltry 117. Only 2 batsmen reached double digits with E. Zwart top scoring 25 and J. Rencken contributing 16. Bowlers, I Mohamed, A. Nadesan, C. Shange and M Logenathan all claiming 2 wickets apiece. However, with such a low score to chase, iLembe faced a batting collapse after being bowled out for 88 with Nadesan soring 21.
