Continued from page 1 District produced a credible Integrated Development Plan (IDP) which was ranked number 5 and amongst the best in the province. He also expressed that all expenditure is kept to the essential items required in terms of conferences, catering, entertainment and social functions. “In this light, only essential and critical expenditure required is incurred, so the expenditure is geared towards ensuring that we continue service delivery,” he said. Gumede said that the financial position of the municipality was “difficult and uncomfortable” when the new council took over, with challenges in the rate of collection, paying salaries and creditors. “Due to putting austerity behind us and seeking control in debt collection in the past 12 months, the municipality currently has funds for salaries and funds for municipal infrastructure grant projects.” He added that a recovery plan is in place to bring the viability of the municipality to the required norm. The Mayor also reported on the issue of sewer tariffs. “During the 2014/2015 financial period, the municipality moved from valuation to water consumption based method. One of the reasons thereof was the directive from treasury to have water and sanitation costs reflecting in terms

of the expenditure incurred and through their respective circulars applicable at the time. During public meetings, the community had raised that the water consumption method was expensive and was simply unaffordable. This was then decreased from the initial 70% to 50% in 2015/2016 to respond to the unaffordable sewer charges.” Gumede added that in June 2017, they received complaints from the business community regarding the sewer tariff once again. “Through the process of mediation facilitated by the Kwazulu-Natal Department of Corporate Governance and Traditional Affairs, the property rate method of billing was decided upon as the billing method for 2017/2018. Business was engaged and subject to the implementation of 30% capping on sewer tariffs and the review of this decision for the future years agree that this method will be used. All our consumer accounts have since been adjusted accordingly.” The Mayor also said that at the end of June 2017, all infrastructure funds were fully spent and no rollover was applied for. In terms of credit control, Gumede said that the collection rate remains at 62% for the period August 2016 / August 2017. “During this period, the credit control and debt collection policy

and bylaws were implemented and all credit control measures were applied, though not at the desired level, hence the 62% collection rate. Water restrictions and disconnections were implemented and full credit control measures applied. Debt which was also verified as bad and not collectable was also written off during this period. Council has adopted a debt recovery plan which is monitored on a monthly basis. A new debt collector has been appointed and the impact of this will only be seen in January 2018 onwards.” Gumede said that they have embarked on drive-by's to verify all metres as there is a challenge of residents bypassing prepaid metres. “We have had instances where metres have had to be removed from homes with remedial action being taken for example, tampering fees.” As at end of June 2017, a total of 4 084 households were connected with access to water bringing the percentage of houses served to 80, 03% and 893 households with access to waterborne sanitation services bring the percentage of households served to 80, 28%. Gumede expressed that the municipality continues to encounter various challenges during implementation such as additional houses omitted in the original scope, land issues, environmental issues, designs

issues and construction drawings as well as certain projects having disputes with stakeholders. The Mayor said that the municipality has managed to respond to all disaster related queries in ample time especially with the recent heavy rains. “Our Disaster Management Centre located on 12 Haysom Road, KwaDukuza is ready for any challenges that may arise during the festive season. With regards to the call centre, we are aware that there are challenges which we apologize profusely for. Ilembe is currently in talks with Vodacom in an effort to address these challenges. We hope to have a new call centre system very soon that can track calls and generate reference numbers to make following-up of complaints easier.” With regard to recruitment, Gumede said that the filling of posts is not done randomly, but through the process of prioritization that takes into consideration the criticality of the post which is informed by compliance or service delivery. “In an effort to improve on the staff's skills, we have sent 66 employees for pumping and water courses this year alone. 39 employees attended formal studies including degrees in civil engineering, supply chain management etc.” “As you can hear, we have made great strides as council and will continue to do more, working together with all the relevant stakeholders in an effort to try and make life better for our residents and ratepayers,” concluded Gumede.

All systems go ahead of ANC National Conference

The African National Congress will hold its 54th elective conference from the 16th to the 20th of December 2017 in Gauteng where either Cyril Ramaphosa or Nkosazana Dlamini-Zuma is expected to be the next president of the ruling party and potentially president of the country as well. The conference will determine who will succeed President Jacob Zuma in the ANC hot seat. The branches have sat and nominated their preferred candidates, Provincial Leaderships of the party have also sat and nominated their

preferred candidates all that remains is for delegates assigned by branches and various wings of the party to convene and elect the next president of the ANC. As things stand and as widely reported in the media, Cyril Ramaphosa leads the race having garnered numbers in four provinces, namely Eastern Cape, Western Cape, Northern cape and Limpopo while Dlamini-Zuma is a preferred candidate for KwaZulu-Natal, Free State and North West. Robben Islander Laloo Chiba passes on Ahmed Kathrada Foundation Board member and former Robben Island prisoner, Laloo Chiba (87), has passed away. Chiba had a mild heart attack and was hospitalised. He was discharged last week and passed away at his home in Lenasia. Chiba was a former Umkhonto we Sizwe platoon commander and was sentenced to 18 years imprisonment on Robben Island in the Little Rivonia Trial. He was jailed in BSection, alongside Nelson Mandela, Walter Sisulu, Ahmed Kathrada and others. Chiba considered Kathrada his best friend and political mentor and was devastated after Kathrada passed away in March this year. He was also deeply grieved at the recent passing of fellow Robben Island prisoner, Eddie Daniels, whom he had visited just a few weeks ago in the Western Cape. Chiba is survived by his wife Luxmi, and his three daughters and grandchildren.

Arrested suspect linked to local housebreaking

A suspect who was found in possession of a firearm that was stolen during a housebreaking incident in Newtown, KwaDukuza has been arrested in the Mtulwa area, Dalton on Friday, 1 December 2017. According to KZN SAPS Spokesperson, Colonel Thembeka Mbhele, Port Shepstone Public Order Police with the assistance of Crime Intelligence members of the Umgungundlovu North Cluster arrested the 47-year-old suspect and recovered three firearms and a vehicle. “Police were conducting an intelligence driven operation when

they spotted a vehicle in Mt Elias Road, Mtulwa area and a search was conducted. During the search, the suspect was found in possession of a R5 rifle, 308 rifle and a Z88 pistol with an assortment of more than 40 rounds of ammunition. “They all had their serial numbers filed off. Preliminary investigation revealed that the suspect's vehicle was taken during a hijacking at Imbali township in Pietermaritzburg in the first week of November and the 308 rifle was stolen two days ago during a housebreaking incident in Newtown area, KwaDukuza,” said Mbhele. She added that the suspect was

immediately arrested and charged for possession of stolen property and illegal possession of firearms as well as ammunition. “He will also be linked to Plessislaer hijacking and KwaDukuza housebreaking cases.”

Resource Centre First graduates and counting for Skills Centre capacitates learners GRADUATES: First batch of students to graduate from the Chief Albert Luthuli Skills centre with Sibaya Community Trust Chairman, Mr Vivian Reddy and KwaDukuza Municipality Deputy Mayor, Councillor Dolly Govender.

The Chief Albert Luthuli Skills Centre in Shakaville Township, Kwadukuza celebrated the achievement of a 100% competency result by its first intake of students on Monday, 12 December 2017. As part of this programme, 350 unemployed youths were equipped with critical technical skills which will enable them to be employable in the construction sector. 60% of the students have already been employed. The Skills centre is a R13million project which was established earlier this year

through partnership of Sibaya Community trust, Chief Albert Luthuli Trust, KwaDukuza Municipality and Certified Workforce Trainers. The inception of this programme will see 350 students offered free training annually. Vivian Reddy, Chairman of Sibaya Community Trust lauded the contribution of the centre to the community. “It is an auspicious milestone that we celebrate the successful graduation of the first 213 students from Chief Albert Luthuli Skills Centre. In its first year, the centre has successfully achieved its objective of

providing high quality training which is relevant, effective and accelerates employability. This bodes well for the future. “The Sibaya Community Trust is exceptionally proud to be associated with this project and to have directly contributed to the achievements of the first students. The skills centre is in essence a powerful project that represents a successful PublicPrivate-Partnership. It has the noble objective of providing opportunities for unemployed youths, school-leavers and matriculants in one of the most impoverished regions of the country,” concluded Reddy.
