The political parties that will be contesting in next week's byelection in KwaDukuza ward 5 and Maphumulo ward 5 and 7, all signed a “peace pledge” committing to peaceful campaigns and fair by-elections. Last week
between Tuesday and Wednesday IEC officials held a code of conduct ceremony aimed at promoting 'conditions that are conducive to free and fair elections' and that create a climate of tolerance, free political campaigning, and open
public debate. According to the IEC over 4000 people in KwaDukuza ward 05 registered to partake in today's by-election, the seat of a councillor became vacant when Cllr Jabulani Sibiya passed away earlier this year. This ward will be contested by 7 candidates, namely,

and safe as long as all stakeholders conform to the strict safety measures and protocols put in place at voting stations. Protective equipment including masks, gloves and face shields have been procured for election staff for voting stations. IEC regional manager Paul Daniels said “The Electoral Commission is confident that all logistical, human resource and safety preparations are in place to ensure free, fair and safe elections on Wednesday. Or course, adequate planning and preparations are necessary but not sufficient for successful elections. We also need voters to turn out in numbers to
participate to give credibility and legitimacy to the outcome especially in ward by-elections where victory can be determined by a handful of votes. The Electoral Commission appeals to all roleplayers election staff, voters, party agents, candidates and observers to abide by all the electoral laws and regulations including the Code of Conduct. And they must work with us to support and conform to the new COVID-19 protocols designed to ensure everyone's safety”. In Maphumulo ward 5 byelection will be contested by 5 candidates (Mathibela Thokozani Christopher -
African National Congress, Mthembu Sibusiso Ndabayakhe - Independent Candidate, Ncube Philani Thokozani - Inkatha Freedom Party, Thabede Moses Xolani Economic Freedom Fighters and Xulu Sihle Nqabukusho African Freedom Revolution), in ward 7 there are 3 candidates (Mnguni Sandile Joel - Economic Freedom Fighter, Ncengwa Nkosikhona Thulisani - Inkatha Freedom Party and Zulu Sibusiso Henry - African National Congress). KwaDukuza SAPS ensured the public that they'll be out in full force to ensure that there are not interruptions during the voting. Voting is scheduled to take place between 7am and 9pm.

Alleged cable thief electrocuted in Chaka's Head An alleged cable thief who tampered with sub-station power lines got more than he bargained for when he was electrocuted so badly that when paramedics arrived at the scene all they found was a badly burnt body. According to IPSS Medical Rescue the incident occurred on Monday 12 April 2021 in Shakashead.
“On arrival, paramedics ascertained that the man had been in the process of handling high-voltage cables when he was electrocuted, killing him. His accomplices made off with the cable. Paramedics declared the man dead on scene. The police were on scene and will investigate further,” said IPSS Medical Rescue in a statement

Patients urged to adhere to hospital referral system
KwaZulu-Natal Health MEC Nomagugu Simelane is making an impassioned plea to the public to adhere to the department's established patient referral system, in order to avoid unnecessary overcrowding at healthcare facilities. She expressed concern that high-level and specialist hospitals were experiencing overcrowding due to patients suffering from minor ailments choosing to visit those higher-level facilities instead of primary healthcare facilities. “It is important that we talk about how our referral system works, so that our communities understand and adhere to it. When we have minor ailments, but leave our clinics and come to health facilities at a higher level care, we are taking up space for people who have serious conditions, or who may be seriously or critically injured and require emergency care,” stated the MEC. The South African public healthcare system is structured as follows: 1. Primary Health Care Clinics: A Primary Health Care Clinic offers services such as immunisation, family planning, anti-natal care, and treatment of common
ailments, treatment and m a n a g e m e n t o f Tuberculosis, HIV/AIDS counselling, among other services. If the clinic cannot assist, they will refer the patient to a Community Health Centre. 2. Community Health Care Centres: A Community Health Care Centre, which is also known as a “mini hospital”, is the second step in the provision of health care, but can also be used for first-contact care. It offers similar services to a Primary Health Care Clinic, but with the addition of a 24-hour maternity service, emergency care, casualty, and a short stay-ward. The Community Health Care Centre will refer a patient to a District Hospital when necessary. 3. District Hospitals: These hospitals normally receive patients who have been referred by Primary Health Clinics or CHC, and provide generalist support such as diagnostic, treatment, care, counselling and rehabilitation services. Clinical services offered at a District Hospital include Surgery, Obstetrics & Gynaecology, Out-Patients Department, Medicine,
Peadiatrics, Mental Health, Geriatrics, Casualty and Clinical Forensic Medical Services, among others. Patients at district hospitals will be delivered by doctors and primary health care nurses. If the District Hospital cannot help a patient, then they will refer them to the local Regional Hospital for treatment. 4. Regional Hospitals: This is the second level of health care. These hospitals will normally receive referrals from district hospitals, and provide specialist support. If the Regional Hospital cannot help; they will refer to the Provincial Tertiary Hospital. 5. Provincial Tertiary Hospitals: These hospitals provide sub-specialist support to a number of regional hospitals and are at the third level of health care. They are staffed by specialists and generalists and offer services such as neurosurgery, neurology, Plastic & reconstructive s u r g e r y , C a r d i o l o g y, Urology, Paediatric surgery, maxillio-facial surgery, Psychiatry, Occupational health and Orthopaedics amongst other services. If a Provincial Tertiary Hospital is unable to help a patient,

they will refer them to a National Central Hospital. 6. Central Hospitals: Central hospitals are at the fourth and highest level of
health care. They consist of very highly specialised referral units, which together provide an environment for multi-speciality clinical
services, innovation and research. Patients are referred to these hospitals by Provincial Tertiary Hospitals.
New uniforms a welcome relief for L Bodasing Primary
UNFORGOTTEN: Back row (L to R) are educator Mrs Nxumalo, SGB member Mr P Mdluli, acting principal Mr K Sambiah, SGB/ward committee member Mrs T Mthethwa, Cllr Madhun Sobram Sing and ward committee member Krsna Sing, together with some of the learners in their new uniform.
KwaDukuza Municipality through its outreach programme donated 15 school uniforms to L. Bodasing Primary School based in Fawsley Park. The Mayor Dolly Govender together with ward councillor Madhun Sobram Sing handed out the uniforms on Wednesday the 07th of April 2021. The school governing body, principal, staff and ward committee members attended the handover and remarked that they were not forgotten and appreciated the kind gesture of the municipality. “The school has been vandalised on a number of times and items stolen. The school has no electricity and classrooms need urgent repairs and could pose danger to learners. Any assistance from the community and
businesses will be appreciated,” stated Cllr Sing. Councillor Sing also reminded the school they would receive another 20 school uniform from Ilembe Municipality as well. There are 59 learners with one educator and the principal is assisted by governing body members. “It is tough. In 2019 the education department wanted to close the school and relocate them to neighbouring schools. However, the community, SBG and ward councillor resisted the closure citing transport problems since it is a rural area and learners were coming from the remotest corners of the area,” explained Cllr Sing.

Community welcomes new energy factory
KDM bolster educational development In a bid to ensure that every child goes to school in a dignified uniform, KwaDukuza Municipality rolled out its '2021 dress a child campaign' where a total of 240 learners across KwaDukuza received brand new uniforms. According to KwaDukuza Municipality Communications & Knowledge Management Officer, Sphelele Ngobese the 2021 programme targeted 16 Primary schools within KwaDukuza jurisdiction, Council spent R180 000, “This campaign commenced on the 24th of March 2021 at Mgqwabagqwaba Primary school in ward 01 and Bongimfundo Primary in ward 03 and concluded
on the 8th of April 2021 at Tinley Manor Primary school in ward 07. A total of 15 deserving leaners were selected from each school, each learner receiving full uniform consisting of two shirts, two pairs of socks, jersey, shoes ,trouser for boys and tunic for girls. The dress a child programme was incepted in 2013 with the aim of giving back to the community and to redress the issue of inequality among school children,” said Ngobese The programme was a huge success and benefited the most deserving leaners from poor of the poorest families mainly residing at KwaDukuza farm schools.
REVITALIZATION: The new energy factory that is set to revitalize Isithebe Industrial estate in Mandeni.
The community of Mandeni has welcomed the launch of a new energy factory in the Isithebe Industrial Zone. On Thursday last week Mandeni Mayor Thabani Mdlalose joined a high-powered delegation to the official launch of the factory, which is called Phambili Energy Biomass Factory. The factory utilizes sawdust and convert it into biomass vinegar, diesel oil and charcoal, to mention
just a few of the energy products. Mayor Mdlalose expressed hope that the initiative would go a long way in attracting other investors into the industrial estate, whilst helping to create much needed jobs and restoring stability to the area. The industrial estate has been suffering a great slump in recent years, with many factories exiting the area amid the depressed economy. Also, many factories
have been recently set alight by protestors, leaving hundreds of workers jobless and thrust back into ravaging poverty. One resident of Mandeni pleaded with the mayor to ensure that the recruitment process must be transparent and fair to all residents of the area. Another resident described the new initiative as a “massive investment for whole communities around Mandeni”.
