waDukuza Mayor Lindile Nhaca has Kattributed the Groutville Sports facility to men of high stature as contractors appointed for the R9.4 million project commenced with the job of upgrading the facility into a stateof-the-art sports complex today.
Nhaca said the upgrade to the Groutville Market Sportsfield bears testimony to the rich history that defines the character of Groutville.
“We go back to the pages of history to trace the footprints of Senator Robert Kennedy, President Nelson Mandela and Chief Albert Luthuli on the Groutville Market sports facility. As KwaDukuza Municipality, we are proud of hosting men of such great stature in this facility.
“You will recall that in 1966, Senator Robert Kennedy used this facility to touch base with Chief Luthuli at his home here in Groutville. You will also remember that President Mandela used this facility to address the people of KwaDukuza after he was released from prison during the 90's. History was made on that day as most of us had gathered on this turf to listen to the late statesman.
“The upgrade to this facility is inspired by the rich history and legacy of great men and women who helped usher in the dispensation of democracy and in their efforts of inspiring millions to join hands to fight the disenfranchisement of the majority of South Africans during the dark days of Apartheid,” Nhaca remarked.
Competiveness
She said the commencement of the project is also a fulfilment of the promise she made to the people of Groutville.
“Today, a promised is being fulfilled. Accordingly, at the occasion of the Chief Albert Luthuli Legacy Walk in July 2022, I addressed the community of Groutville and I made an undertaking to ensure that this facility is unlocked with speed. This is a game-changer project that will (elevate) KwaDukuza to
become a centre of excellence in sports while propelling its people to recreations,” Nhaca said.
KwaDukuza Municipality commissioned the re-development of the facility with a whooping R9.4 million. KwaDukuza Council as part of its Lekgotla resolutions for the 2021-2026 Term of Office committed to implement an iconic sporting complex for the enhancement of an array of sporting codes to enable KwaDukuza to heighten its competitiveness in world of sports and recreation.
The Groutville sports complex will feature the following:
• Construction of a football / rugby field (100m x 70m)
• Grassed athletic track (400m x 9.6m)
• Combo Courts (4 in 1)
• Five-a-side football court
• Outdoor gym
• Indigenous games platform
• Irrigation system Turf
• Cricket practice nets (9m x 9m)
• Outdoor chess platform
• Change rooms and ablution block
• Guard House
• Borehole and 10kl elevated tank and associated stands
This facility will also play a pivotal role as a host venue for events of different types; mainly sports as it will be designed to cater for several sports codes including soccer, rugby, netball, basketball, tennis, cricket, athletics, indigenous games as well as chess.

One person was killed after a light motor vehicle was involved in an accident near the N2 Umvoti Toll Plaza, on Thursday last week.
According to IPSS Medical Rescue, the vehicle was found to have crashed on its own in the centre median of the highway, sustaining extensive damages in the process.
“The driver and passenger were treated on scene by IPSS Medical Rescue for moderate injuries and were transported to hospital for further care. Unfortunately a second passenger had sustained fatal injuries and was declared on scene by paramedics,” stated IPSS Medical Rescue.

Newtown robbery suspects apprehended
A gang of suspected robbers that have allegedly been terrorizing the residents of Newtown has finally been apprehended. This follows a joint operation between KwaDukuza SAPS (Captain Manivasen and his team), iLembe Crime Intelligence, local security firms and the CPF.
The suspects have reportedly been profiled and positively linked to other incidents in the area.
The synergy between SAPS, KDM Crime Prevention, security companies and CPF continues to bear fruits, as more and more criminals are removed from society.

SA will rise against adversity, says Ramaphosa

President Cyril Ramaphosa remains upbeat as the country prepares to enter the New Year in the throes of widespread social challenges.

Writing in his weekly newsletter to the nation this week, the President acknowledged the numerous setbacks suffered by South Africa over the year, and in the preceding year. Ramaphosa mentioned the devastating floods experienced in part of the country early this year, the lingering effect of the Covid-9 pandemic, the impact on the global economy of the Russia/Ukraine war and the public unrests seen in KZN and Gauteng last year. He said all these factors had created an extremely difficult environment in which to grow and sustain the economy.
“With this difficult year coming to an end and several challenges still not resolved, we need to keep
closely focused on what needs to be done to make next year better.
But we have good reason to be believe things are getting better. Our great country will rise above adversity, as it has done so many times in the past.
“Two years ago, when we confronted the fear and uncertainty of COVID-19, I said that if we act decisively and together, the pandemic will pass.
It has indeed passed, as will the current misfortunes we are experiencing. We are more than capable of bringing about the recovery our country needs.
“The recovery of our economy and society is underway,” Ramaphosa stated.
The President reiterated that government had a response to many of the problems facing the country.
“Despite the electricity challenges, the economy is recording growth. In the third
quarter of this year real GDP grew by 1.6%, and the size of the economy now exceeds prepandemic levels. Major industries and sources of job creation such as agriculture, transportation, construction and finance recorded increased economic output. Exports increased by 4.2% per cent.
“Jobs are being created again. While we haven't recovered all the jobs lost to the pandemic around 1.5 million new jobs were created in the last year.
“A few months ago, the Presidential Employment Stimulus, reached a one million participants. More than 3 million youth are registered on the innovative SAYouth.mobi platform that connects them with prospective employers. We are revitalising the National Youth Service to create work opportunities for 50,000 young people,” Ramaphosa said.

Beach safety tips for kids
1. Brush-up on swimming skills
Do you wonder, “is swimming at the beach safe?” Remember that swimming in an ocean or a sea is much different from swimming in a pool. It is a fact that swimming in an ocean or sea requires much more physical effort and skill than swimming in a pool.
2. Purchase life jackets
We recommend purchasing life jackets if you plan to take toddlers to the beach. Remember that it just takes a second to get distracted, and your child may wander into the water. However, we recommend that you try the life jacket on your child and test it in a pool before using it on a beach.
3. Check the water conditions beforehand
Almost all swimming beaches have beach flags and lifeguards, which indicate the weather conditions. If these indicate a rough sea and you witness high currents, it is best to avoid the beach that day. If there is a beach safety rope available, inform your children about it before going into the water.
4. Ensure there is a
lifeguard around
A lifeguard must be close to where your children are playing in the water. Always swim near a lifeguard on duty.
5. Ensure the children do not touch the marine life
It is highly recommended that your children understand that they should not approach or touch the marine life around even if they feel it needs help. Instead, you can request help from a local lifeguard or the beach patrol. An injured whale, a beached seal, or a jellyfish washed up on shore can be dangerous.
6. Educate your children on the ocean currents
There are two kinds of currents one may experience at a beach. These are the rip currents and the long shore currents. Children need to stay safe from the long shore currents as these are the currents that push one towards the beach with each wave.
7. Set-up boundaries
As long shore currents can slowly push the kids down the beach, we suggest that you set some limits or boundaries for the kids while at the beach. For example, you can ask your kids to
be between two points while playing at the beach. This makes it easier for children to play without the danger of losing sight of the family as they know exactly where to look for you.
8. Always use the buddy system
It is never a good idea to let your kids swim alone. Children must be encouraged to swim with a buddy. For younger children, you are their buddy. You can decide and take turns with your partner or group of friends to swim with your child or children.
9. Always be alert
Little ones should always be within your reach. If you have gone to the beach as a family, then take turns to watch the kids. You can never completely rely on the lifeguards to keep an eye on your kids.
10. Sunscreen and hydration
Always ensure that you and your children put on an ample amount of sunscreen to protect the skin. Choose a broadspectrum sunscreen that covers the skin entirely. You also need to make sure that you and your family stay hydrated throughout the day.
Two injured in house fire
Two people sustained injuries after a house was gutted by fire
Two people sustained injuries after a house was gutted by fire in Ballito, on Thursday night. IPSS Medical Rescue reported that one of the injured was the owner of the property, while the other was a bystander who was rendering assistance.
One of the injured persons was
treated on the scene by IPSS Medical Rescue before being transported to hospital for further care. The KDM Fire Department were at the scene to douse the flames.
The cause of the blaze is under investigation.
Woman robbed by fake doctor
A woman has been robbed of her laptop and cellphone by a man who pretended to be a medical doctor, in Ballito. Reaction Unit South Africa (RUSA) says the victim contacted the company on Sunday, requesting assistance after the man had vanished with the items. RUSA says the woman claimed to have met the man during the month of October this year, while shopping in Ballito.
The duo struck up a conversation and also exchanged contact details, and started chatting via WhatsApp.
“During their conversations, he informed her that he was in search of a part time employee. The work from home position entailed data capturing and only required the applicant to own their own laptop and cellphone. The female informed him that she (was) interested in the position and
was eager to supplement her income. They agreed to meet in a parking lot near a private hospital in Ballito,” RUSA stated.
The company further said during their meeting, the man requested the woman's laptop and cellphone in order to register a Google account.
“She handed it over to him and witnessed him enter the hospital. After waiting more than 20 minutes, the victim went in search of the doctor without success.
She posted her incident on social media and has since been contacted by other individuals who were allegedly robbed by a man using the same modus operandi. The victims have not registered criminal cases,” RUSA said.
Members of the public are urged to guard against falling victim to scams.

Rocky Park Legends will be hosting an entertaining Family fun day this coming Saturday, December 17 at the Rocky Park Grounds commencing at 07:00 (7am). The fun day has been planned in conjunction with the Lower Tugela Soccer Federation Legends committee.
The event promises a whole lot of fun with many activities for the whole family that will include thunee, ladies' musical chairs and the main event is the soccer tournament when the legends of yesteryear showcase their
talents.

The Mayor of KwaDukuza Municipality visited various communities and municipal stakeholders to hear how they wish to receive service delivery and what their priorities during the 2022/2023 IDP Review which took place from the 02nd of Nov. until the 01st of Dec. 2022.
Nhaca launches disaster grant funded projects for the rehabilitation and reconstruction of roads infrastructure
KwaDukuza Local Municipality experienced rainfall of unprecedented proportions from the 08th to 11th of April 2022. The heavy rains caused tragic loss of ten (10) lives and destruction to infrastructure at a cost amounting to R 1.4 billion.
The National Disaster Management Centre under the auspice of the Department of Corporate Governance and Traditional Affairs and the Provincial Disaster Management centre allocated grant funding worth R109 million for KwaDukuza Municipality towards the rehabilitation and reconstruction of roads, storm-water and bridges that were damaged due to was that the amount is to be utilised within six months between July 2022 and February 2023.
In keeping with this condition Cllr. Lindile Nhaca, the Mayor KwaDukuza Municipality joined by members of the Municipal Council of the projects which have been awarded for construction.
These projects include that construction of: (1) Yellowwood Bridge in the

For the municipality, the implementation of this development will assist to alleviate the pressure off the neighbouring beach facilities thereby creating a safer and more comfortable beach-going environment for residents and visitors alike.
KwaDukuza is poised as a leading tourism destination and as such, there exists a great need for additional sustainable beach amenities to manage the ever-increasing demand for the existing beach facilities within the municipality area of jurisdiction. This development is envisioned to diversify the facilities and amenities that will be made available to the public, it will cater equally for all cultures, and abilities and provide a holistically inclusive environment for all to enjoy. The development will serve as an example of harmonious coexistence between development and our precious environment. Various environmentally conscious strategies will be implemented to promote symbiosis between nature and urbanisation.
All the beach nodes in KwaDukuza were developed before 1994. As such, these nodes are typically characterised by backward planning strategies whose layout and infrastructure do not support the needs of the broad community of KwaDukuza and South Africa in current times. It is expected that this development will contribute to bridging the gaps in society that have been created before 1994. The facility may serve as an educational tool and example the inclusion of all. KwaDukuza Municipality is hopeful that the beach facility will serve to promote the integration of different communities and social groups.
These are exciting times, and the Municipality is proud to be a strategic part of the evolution.
Furthermore, KwaDukuza Municipality coastal corridor is typically comprised of extensive private developments along the coastline which permit strictly private access to beaches. This limits points of access to the general public. The result is that only a very limited select spectrum of persons have access to our beaches. The result is that there exist vast stretches of coastline that are not accessible, except by the few fortunate individuals who have private access and the isolated areas where public access is available become overburdened and unpleasant as the public is forced to
jostle for limited facilities and position. The development of this new beach node post-apartheid will therefore facilitate public access to the beach and recreational facilities allowing the public to access
coastline. Also, the development is set to create an additional tourism product that will contribute to coastal and marine tourism in KwaDukuza. This development is in line with South Africa’s Operation Phakisa (Oceans Economy) initiative which focuses on unlocking the economic potential of South Africa’s Ocean.
This long-awaited project is considered to be a catalyst that will leverage private sector investment and unlock the development
area of Nonoti nestled between Blythedale and Zinkwazi. It is expected to promote the responsible development of the Nonoti area and stimulate the economic empowerment of residents of all backgrounds.
The Municipality is hopeful and committed that the development will in itself play a strategic role in promoting the Nonoti area as a strengthening locality and will attract positive socio-economic growth opportunities. It is anticipated that the upliftment of the Nonoti area will lend its hand to ultimately recognising the area as an important location within South Africa for tourism, business and residential value.
The overall development of the Beach Node facility will be implemented in a phased approach and shall provide for a primary access road, pedestrian walkway, streetlighting, internal service roads, parking areas, bus and taxi stopping areas, ablution facilities, lifeguard tower and eatery, conservancy tanks, informal traders’ kiosks, bicycle and skateboard track, outdoor amphitheatre, swimming pool, in-
stormwater accommodation and educational initiatives highlighting the heritage of the area.
Phase One (1) of the project began in September 2022 and will provide for the parking area, ablution facilities, water and sanitation, braai facilities and landscaping.
Phase Two (2) will comprise the primary access road, pedestrian walkway, street lighting, main electricity supply and informal traders’ kiosks. Phase 2 is planned to commence in parallel to or immediately following Phase 1.
The sensitive environment and dense coastal forest require a careful construction strategy to safely implement.
Subsequent phases of the project will provide for the remaining infrastructure and will follow the completion of the crictical initial Phases 1 and 2.
The KwaDukuza Municipal Coun-ment of a City Hall as one of its strategic projects towards realising Vision 2030 (“By 2030, KwaDukuza shall be a vibrant city competing in the global village economically, socially, politically and in a sustainable manner”). Portion 4 of ERF 6023pality as the preferred site for development of the City Hall Precinct.
The site is located on the southern boundary of the KwaDukuza CBD, laying between the R102 and Theunissen Road, and is adjacent to the KwaDukuza Private Hospital and North Coast Primary on its north-western boundary and the Stanger High School and proposed new KwaDukuza Licensing Centre on the north-eastern boundary and can be accessed from the link road between the R102 and Townview Road. Generally, a “City Hall” is associated with the headquarters of a city orlitical and administrative heads are located together with the City Council.
The approach taken in the feasibility study was to investigate all planning and development aspects of the chosen site to establish its suitability for the intended purpose. The was to carry out a site audit or situational analysis of the site by gathering all data related to the site through various studies and assessments.
These includes Reconnaissance of the site, Land/Legal investigation, Detailed topographical survey, Geotechnical investigation, Environmental Assessment, Town planning investigation and Engineering services investigation.
Following the completion of the aforementioned activity the site was suitable for the development, the municipality has been enganged on various site development layout options and presented this Site Development Plan (SDP) based on price estimates for development to Council on 28 November 2022 which was received overwhelmingly and unanimously.

KwaDukuza Municipality builds a new post-apartheid beach node, to cater for all ethnic and cultural needs presented by the democratic dispensation as well as to uplift tourism and unlock economic development
The Mayor of KwaDukuza, Cllr. Lindile Nhaca hoisted the Blythedale Beach Blue Flag to mark the start of the municipality’s of Festive Season Safety Operational Plan on 29th of November 2022 at Blythedale Beach where she also urged registered privately owned emergency and law enforcement companies to work with government to intensify efforts to curb road carnages, criminality, and gender-based violence.
“We are congregated on this auspicious and watershed moments in the history of law enforcement for the promotion of safety and wellbeing for our people during the holiday season. We are also gathered here to bear witness to the historic hoisting of one of our Blue Flags along our shores. You will recall that Blythedale, Thompson’s Bay and Willard beach obtained the iconic Blue Flag status for the 2022–2023 season from the Wildlife & Environment Society of South Africa (WESSA) under the auspice of the Foundation for Environmental Education (FEE). The iconic Blue Flags are awarded to beach facilities which fully comply with international norms and standards. We are more than thrilled to hoist these important features within our shores.
The festive season is upon us; many of our residence will be spending time resting with their families and enjoying our huge offerings. It has become our tradition to put in place special safety strategies which propel KwaDukuza to become a more vibrant, welcoming, safe and appetising area for tourism and adventure. These efforts -

Additional capacity to keep you safe in our area during the festive season
• We will be tough on those who drive with excessive speed and violate the rules of the road. We will be placing a very sharp focus on drinking and driving as well as criminality.
• Our approach on social crime prevention will focus on high visibility operations, multi-disciplinary roadblocks, township operations on key areas, alcohol roadblocks, public transport roadblocks, moving violations, speed operations and road safety awareness campaigns.
• We aim to strengthen enforcement and deal harshly with those who undermine SAPS, and various strategic partners in-
• We will be undertaking routine vehicle check-ups, concentrating on unroad-
worthy vehicles, driver compliance and restricting the transportation and consumption of alcohol in public areas.
• Our Disaster Management teams have their Disaster Management Contingency Plans ready for implementation. They will be more than ready to deal with emerging disasters together with the Advisory Forum. Our Fire and Emergency team will be on standby working together with all allied services which we have standing co-operation agreements with.
• On marine safety, we have recruited 63 lifeguard staff who will cover various beaches. A team will be on standby on the beaches to assist lifeguards with any medical calls. Such deployment will help augment our capacity to respond on any potential incident within our beaches.
KwaDukuza and the Ballito UIP continue to monitor water quality in our beaches to ensure that all bathing beaches are clear from any form of contamination and are safe for swimming.
The tide against road carnages and crime is being turned. Today, the war against road transgressors is being declared and we will
in both rural and urban areas. We urge all road users and residents to be ambassadors of our campaign as we launch an offensive against all forms of transgressions. We have said time and again that the arm of the law is long - We trust that our men and women in law enforcement will work to ensure that all those who rob, steal and defraud are put to book and face the music. We are calling on all stakeholders in the law enforcement value chain to play a role in these efforts. We have also partnered with private security companies, community policing forums to work hand in glove with our law enforcement agencies to ensure that our multi-disciplinary partnership programme is successful.
Upcoming Beach Activations and Events: • Beach Activations: the municipality will hold a series of events over the festive period in collaboration with partners. These activities will be offered for free from 02 December 2022 until 08 January 2023. Beach goers will be spoiled for choice with entertainment and prize giveaways at our beach events. These activities will be offered at Willards and Clarke Bay Beach. Some activations will be done at Zinkwazi and Blythedale Beach on selected days.
• Blythedale Beach Festival: the municipality is happy to announce that the Annual Blythedale Beach Festival is back, and it will be held for one day only on the 27th of December 2022.
• Ballito Big Week - the municipality has approved the Inaugural South African Music Iconic Programme which will be at hosted at Sound Factory (Esinembe Area). The events will be held from the

The seven (7) days event will ensure that locals and tourists have a host of options of activities.
• I-market: the municipality welcomes the permanent relocation of I-market from eThekwini Municipality to KwaDukuza Municipality (Sugar Rush Park).
The KwaDukuza area is expecting more visitors in this year compared to the past two years.
You will also recall that South Africa experienced the height of COVID-19 in 2020 and 2021 which crippled the local economy; forcing some businesses to close down, KwaDukuza experienced more job losses and saw the economy at an all-time decline. The local tourism sector was threatened due to these challenges. In the midst of all these hardships our municipality was devastated by the hardest hitting climate challenge of all time. This is where the province lost over 300 lives

Stage One (1) of the Madundube Informal Settlement Upgrade Housing Project lanched by Dr. Mahlaba and Cllr. Nhaca entails the installation of internal services which includes bulk water and sewer infrastructure, road construction since this will be an informal settlement upgrade. Between the project launch date and approximately May 2024 the service providers on site will be seized with the installation of these internal services prior to the commencement of the top structure which
is housing units towards the end of May 2024. This ground-breaking housing development in KwaDukuza will see 2 259 sites being prepared thus
completion of the Informal Settlement Upgrade Housing
(1) installation of internal services will be done in Seven (7) Phases at a cost of approximately R102 million and the 2 259 housing sites or units will have an additional cost of almost R300 million thus bringing the total cost of the entire project to close to approximately R400ed in terms of the amended housing policy guidelines, the developer wherein the municipality has approved the engineering designs for Electricity, Roads and Water and Sewerage reticulation. ing of the District Engagement between ILembe Local House of Traditional Leaders and ILembe District Family of Municipalities Councillors held at eBandla Hotel and Conference Centre on Friday, 18 November 2022.
The engagement forms part of government’s commitment of reinforcing the relationship and partnership between Amakhosi in the District. For over the years the institution of the House of Traditional Leaders has been a very important pillar in strengthening democracy and improving public development. The engagement saw key stakeholders such as the provincial and local government, public entities and Amakhosi sharing the podium and soliciting ideas on how to fast-track service delivery.
The event was graced by KZN Cooperative Governance and Traditional Affairs MEC Mr. Sihle Zikalala, EXCO and ward Councillors of the iLembe Family of Municipalities.
During the delivery of opening and welcome remarks, Cllr. Nhaca said “I am happy to have this opportunity to open the District Engagement between ILembe Local House of Traditional Leaders and ILembe District Family of Municipalities Councillors so that it can conduct its business. The institution, status and role of traditional leadership, according to customary law, are recognised by the Constitution of the Republic.
“The institution of traditional leadership has a role to play in supporting government in its programme of building prosperous communities. We require your ongoing support in implementing programmes in our IDP and the programme of action of government as a whole.”

In closing Nhaca informed the house that “when we meet traditional leaders we often look back at the heroic role played by Amakhosi in our history. We recall our ancestors, from King Harry of the Cape San to the last armed resistance leader, Nkosi Bambatha in 1906, who put down the spear and gave way to the new form of resistance in the form of the congress movement.
The spear was then picked up through the formation of the African National Congress in 1912. Since then, the battle continues to reverse to legacy of apartheid colonialism which is manifesting itself through abject poverty, mass unemployment and gross social inequality. We are looking up to the modern day traditional leadership to work with us as we navigate through the new challenges facing our people today, especially the triple challenges of poverty, inequality and unemployment. We are looking upon you, the descendants of the warriors and heroes of the wars against colonialism, to participate actively in building a new caring, united, non-racial, non-sexist and prosperous region and ultimately - South Africa.
Nhaca urged the ILembe Local House of Traditional Leaders to help local government promote a culture of respecting one another and of respect for authority and adherence to values that are enshrined in the Constitution.
“Traditional Leaders are aware that simple respect for one another, and the respect traditionally accorded to adults in society by those younger than them is becoming a scarce commodity. We cringe when we hear how some young people address older persons these days in discussions or debates. It is a symptom of the erosion of ubuntu and fundamental values. The recent shocking incidents should shock us into positive action, by making us focus on what can bind us as the nation.
“We must identify how we can support families and households in distress, strengthen our communities and take forward the mission of building a caring, united and prosperous society.” concluded Nhaca.
The Mayor of KwaDukuza Municipality, Cllr. Lindile Nhaca, visited communities and municipal stakeholders to hear how they wish to receive service delivery and what their priorities are in the 2022/2023 IDP Review which took place from the 02nd of November 2022 until the 01st of December 2022.
The engagements at the various meetings were characterised by robustness and active citizenrey and proved to be a great platform to clarify myths doing rounds in the communities to facts as well as to provide feedback on previously discussed/ approved projects for the various wards. After four (4) weeks on the road, Council received the following key developments:
• The need for Council to improve its efforts towards stabilising electricity supply and turn around time on reported outages.
• The need for Council to engage the Ilembe District Municipality on issue of water outages that last weeks on end.
• The need for Council to work towards a decentralised IDP Process, where Council visits each ward as opposed to visiting wards in a clustered format.
• The need for Council to unlock more pockets of land for development, including land located next townships or self developed areas where people have bought and developed their own sites, in order to create more opportunities in the area, ranging from jobs to SMME opportunities.
• The need for Council to improve road networks within its locality and deploying an intensive maintainance programme on existing blacktop and gravel roads.
• The need for Council to be more robust in its youth development endevours.
• The need for Council to work hard to accelerate the turnaround
streetlights and refuse collection in all wards.
The leadership of Council appreciated the constructive contributions from various community members, leaders and organised business and structures. Amongst some of such key inputs:
• Communities raised sharply the issue of water shortages and impromptu water and electricity cuts.
• Communities raised sharply that bulk of the budget in the next
maintenance of Council infrastructure which includes streetlights, roads and storm water, especially
• The Youth raised sharply the need for Council to expedite blockages in Local Economic Development in order to increase job opportunities within KwaDukuza Municipality.
• Communities raised sharply that there is a still huge backlog in the provision of human settlement within the municipality and that more needs to be done.
• Communities raised sharply the need for building and extension of schools within their areas, with a
particular need for a public high school in the South of KwaDukuza.
• Communities raised sharply the need for the municipality to execute a street naming programme for all communities in KwaDukuza to improve access to essential services.
Council further welcomed other proposals made by members of public. Amongst the key proposals that will be taken forward by Council to both national and provincial government include the following:
• Bringing back the train service to KwaDukuza from Durban.
• Establishment of the new police station for the area or adding more resources to the existing police stations in uMhlali and KwaDukuza.
• Fast-tracking of building new public schools to accommodate growing communities in the areas of Groutville, Shakashead, Etete, Ballito, Salt Rock, and Madundube.
• Renovation and improving facilities in all public health facilities/ clinics.
• Improving coordination between KwaDukuza, SANRAL and DOT, in the improvement of road networks within our area including unblocking the stalling disaster projects.
• Lobbying the Department of Public Works and Transnet to dispose their unused residential properties for development as they are harbouring criminals and vagrants in their current form.
• Improving coordination between KwaDukuza Municipality and ILembe District Municipality.

Youth Forums are a platform for young people to voice their commitments and raise issues and concerns on matters that are youth related. Issues that have to do with employment, business opportunities, education, sports and recreation, amongst other things. It also serves as another platform for them to exercise their rights of participating fully in Council matters.
By being a Youth Forum Member, you will be able to participate in multiple events happening throughout the year, in addition to network with young people from around the local and the district municipality to discuss topics of interest to the youth. A Youth Forum member will have the opportunity of accessing various opportunities through different municipality departments, platforms and working with different stakeholders.
During these launches, young people are assisted with information on how they can register and apply to study at various tertiary institutions. They are also informed on different employment and business opportunities by both the municipality and other government entities. What is most important though, is that young people are given an opportunity to elect their peers as those who will be representing them as young people of that particular ward.
Young people are encouraged to take advantage of this opportunity so that they don’t feel as if they are left out when it comes to council matters. Our municipality is made up of a high proportion of young people in terms of the statistics. This is one of the reasons why

is leading a combat against all forms of Violence, Substance Abuse and Crime. She has visited two wards, that is Ward 04 and Ward 19, to advocate for a KwaDukuza that is FREE of Gender-Based Violence, Substance Abuse and Crime, as well as to lobby support and cooperation from locals including business.
Through this combat, the Mayor hopes to address the prevalence of violence, substance abuse and crimes in the municipal area and to help restore the dignity of vulnerable groups, especially women and children.
During her visit to the various communities, the Mayor has vowed to look into the following issues:
• Responding to the national question on drug use within the CBD and pursue how we deal with illegal immigration together with the responsible stakeholders including the Department of Home Affairs;
• Ensure the establishment of Community Policing Forums across all wards and that we work together with the SAPS in launching these structures;
• The municipal community safety department must work with speed at ensuring that the CCTV’s within the town are fully functional, and I am using this instance to request a full report on the functionality of this infrastructure.
• We need to have a register of all decapitated buildings belonging to the state (Municipal & Public Works) to ensure that we have some intervention on that regard;
• We also need to ensure that our electricity infrastructure or power transformers are not utilized for no reason other than to supply energy;
• It also emerged that there’s a strong need to involve the taxi industry as part of our interventions based on the fact that the industry plays a critical role in our economy;
• We will engage with landlords to ensure the enforcement of bylaws and we will review our policies on safety whilst ensuring proper public participation is done;
• Consider relocating recycling areas to areas outside the CBD;
• Large private vehicles (Bakkies attending to private transport) parking along King Shaka Street, allegedly buy stolen material
• Launch multi-disciplinary operations with

the CBD;
• Oversee and make material interventions on the miss-use of market stalls;
• Impose a curfew on the CBD to ensure that businesses are fully compliant with municipal bylaws;
• Rollout out community projects in various areas to ensure the involvement of all stake-
• We note the allegations over drug trading in King Shaka by Nigerian nationals who allegedly work with the Police. I have also noted the issue of mistrust between the community and the Police.
• We also note the concerns that the CPF is more effective during the night, they should be more visible during the day;
• We note the strong call for rehabilitation services in the KwaDukuza area;
• We will need to ensure that all scrap yards are attended to and comply with municipal bylaws and policies
• We will seek the means to closely monitor shops selling secondhand goods;
• There’s a concerted effort to deal with the criminal syndicate operating within KwaDukuza;
• The Imbizo aspires to see joint operations with various stakeholders in dealing with criminality and addressing subsequent violence;
• I will also convince council to consider launching an enforcement unit specializing in Drugs. This unit must ensure that the town of KwaDukuza, particularly the King Shaka precinct is drug free. With this, I will ensure that there are intelligence driven operations that will be undertaken within the ambit of the law.
• Community safety structure should be aggressively launched to ensure that all structures are functional and effective, including the justice cluster, the Ward and Local Aids Council.
• We will also consider undertaking a survey to determine the prevalence of crimes in hotspot areas;
• With the above said, let us not take the law into our own hands, let coordinate our approach in a manner that is within the ambit of the law.

The aim of the Kamoso Awards is to award the best performing public entities in the implementation of the EPWP programme funded by the Provincial Department of Public Works.
Out of the thirty-four (34) categories up for grabs, KwaDukuza secured 2 wins, in the following categories: Infrastructure Sector -Best Maintenance Programme 2nd Place and Environment & Culture Sector – Best Local Municipality 1st Place. With many communities confronted with poverty and a high unemployment rate, KwaDukuza Municipality’s Civil Engineering and Human Settlement Business Unit, has done an outstanding job in ensuring bread is put on the table for many households, whose sons and daughters are employed in the EPWP Programme.
In receiving these awards, Nhaca expressed that “many of the EPWP situations. There are people who have come into this programme without anything and through it are able to cater to the needs of their families. Throught the EPWP programme we’ve recently employed 500 people in the Mavivane Transformative Riverine Management Programme, something which not would not be possible through the normal Council employment framework. This achievement puts paid that the KwaDukuza Municipal Council is working diligently to rolling out the EPWP.”

The KwaDukuza Municipality created 500 jobs in response to climate change through the implementation of the Mavivane Transformative Riverine Management Programme. The Municipal Mayor, Cllr. Lindile Nhaca launched this pivotal programme on the morning of 24th of October 2022 at the Nyoniyamazi Area. The municipality governs the KwaDukuza area, an aspiring coastal city containing ten (10) major river systems. Some river systems extend far inland of the municipal boundary. Over the past 30 years, deteriorating river water
have caused escalating costs to the municipality, businesses and citizens. Hence, Riverine Management has become critical. The Mavivane Transformative Riverine Management Programme (MTRMP) is part of the municipality’s strategy to leveraging local response to climate change and resilience. The project demonstrated important ecological, social, and ecocatchments to prevent the escalating disaster risks and costs associated with climate change. to the programme. For the municipality, the realisation of this project
that the Mayor undertook earlier this year when the Executive Committee of KwaDukuza approved the Implementation Plan for this Programme. A total of 500 people were recruited, of
interns, and the rest spread accross gender, race and age in the communities of Ward 16 and 19. Thanks to the R1.7 million grant funding from the KZN Department of Economic Development Tourism and Environmental Affairs (KZN EDTEA), KwaDukuza Municipality was able to create these 500 jobs whilst addressing the impact of climate change.
The programme is a culmination of the KZN EDTEA 2021/22 Natural Resource Management Municipality Competition where the KwaDukuza Municipality was the second runner-up for its proposal on the Mavivane Transformative Riverine Management Plan.
“Through the MTRMP, the municipality looks to utilise communities for stream management in order to build enterprises for the creation of jobs… I

KEY INSIGHTS LEARNED:

• Riverine management projects should be sized to ensure they are technically feasible, contextually relevant, manageable and operationally sustainable.

The Mayor of KwaDukuza, Cllr. Lindile Nhaca embarked on a trip to the World Summit of Local and Regional Leaders and World Congressin South Korea to promote KwaDukuza globally and to present the municipality’s case study before intermediary cities across the globe.
The World Summit of Local and Regional Leaders and World Congress is the largest gathering of mayand practitioners from around the world. Convened by United Cities and Local Governments (UCLG) from 10-14 October in Daejeon, it also gathered critical partners from international organizations and civil society driving forward the decision-making of city and community life.
The 2022 World Summit embraced new possibilities to open up to audiences beyond the city of Daejeon, to be all together in every way we can while bringing in the Korean perspective on key issues of the international agenda.
The highlights of the program were the high-level political events connected to the UCLG Pact for the Future of Humanity. The Pact for the future being:-
• The pact for the future for people: equality and care
• The pact for the future for the planet: transforming our relationship with our ecosystems
• The pact for the future for government: governing local & global realities as one
The President of SALGA extended an invitation to all mayors to attend the World Congress and since
mayors participation became critical as she was accorded an opportunity to promote KwaDukuza globally and to present our case study before intermediary cities across the globe.
Part of her task during this session was to to mobilize for investment support and funding for innovative solutions in dealing with issues affecting KwaDukuza Municipality including solutions to power outages amongst other things.
On Thursday, 14 October 2022, Mayor Nhaca, pre-
sented the municipality’s job creation strategy on the Hesto Harnesses investment, the Senzalula Project meant to enhance revenue, promote economic growth, whilst enhancing productivity, premised growth, and sustainable development. before the forum.
Nhaca further explained that through the ‘Scada’ electrical network control nerve centre, the municipality will be deploying a Supervisory Control and Data Acquisition system that remotely monitors, operates, supervises and controls the electrical network infrastructure in real-time and will not only help the municaplity to increase reliability through automation, but also help to lower costs and provide early detection of problem areas.
The introduction of Scada is an indication that extended electricity outages will soon become a thing of the past. Service restoration will no longer fully dependent on customer reports. The system is empowered with a diagnostic tool that will assist our technicians to respond even faster to technical faults and this means that the turnaround time for rectify any fault in the grid will be reduced. The system consists of hardware and software components installed at -
toring and reporting to a centralised Control Room.
Through the ‘Ease of Doing Business’ concept, the municipality looks to migrate all applications for
outdoor advertisement, rates clearances, electricity connection, business licenses and informal trading permits to on-line platforms. These system will allow the applicant to track applications online and allow -
wards approvals.
