The event also aimed to help the municipality recover the staggering amount of money that is owed by the public who fail to affiliate themselves with the bylaws of the municipalities.

Campaign to uplift municipal revenue Continued from page 1 Leading in the forefront, MEC Nomusa Dube-Ncube walked around the CBD with the aim to plead to the public and business owners to pay for their services such as water, electricity bills and traffic fines. Officials also took the chance to clean up the street. KwaDukuza Municipality Mayor, Councillor Ricardo Mthembu encouraged various street vendors to refrain from littering as this leads to unnecessary dirt lying around in the street. While searching for illegal connections of water and electricity in a building in the CBD, MEC Nomusa DubeNcube pleaded to municipal officials to curb all illegal connections as they make it almost impossible for Municipalities to generate revenue efficiently. Mayor Mthembu accompanied by the MEC and ILembe District Municipality Mayor, Sduduzo Gumede, paid a visit to a business owner in the CBD. The Municipality alleges that the business owner owes the municipality a staggering amount of money and his balance has been outstanding for almost a year. Speaking personally to the business owner, MEC Nomusa Dube-Ncube stated that as government they are prepared to shut down the business if the owner is not willing to make payment arrangements. After conducting a road block at Prince's Grant intersection on the R102, MEC, KDM and ILembe Municipality proceeded to Darnall to address the community on the launch of the Masakhane Campaign. This great initiative is exclusively intended to mobilize communities to participate in the municipal revenue generation and strengthen the partnership between the government and the public in terms of service delivery. Delivering his welcome speech, KwaDukuza Municipality Mayor, Cllr Ricardo Mthembu indicated that the Masakhane Campaign is a revenue enhancement strategy which places people's participation explicitly at the centre of development. “As government we understand there's a lack of employment in our societies, we say if you cannot afford to pay for your tariffs, come forward and make payment arrangements with the municipality. Not paying for basic services cripples the government and makes it almost impossible for the government to create a safe and healthy environment and support local economic development. “We also plead to the public

KDM discusses ‘shift SAPS raid cannabis farm system’ developments By Xpress Reporter

The KwaDukuza Municipality Local Public Administration and Human Resources Portfolio Committee (LPA/HR) held it's seating on 9 May 2018 to discuss the developments on the introduction of the shift system. At this seating, the committee only dealt with the department of Fire and Emergency Services. According to KDM, this department is amongst the top overtime paying sections in the municipality due to provision of Fire and Emergency Services being a legal obligation which Local Authorities should comply with in terms of the Constitution and certain prescripts of the law. “Following robust debate on how this service should be conducted sustainably, the portfolio made the following recommendations to Council: That a workshop be conducted to apprise Council of Legal requirements governing Local Authority and the running of Fire Services which when followed will drastically reduce payment of overtime; that critical vacant funded posts be identified and that a budget be made available to fill these vacancies to meet compliance and curb overtime; that the approved organogram for the department of Fire and Emergency Services be reviewed to ensure implementation of strategic council objectives and uninterrupted

service delivery with a view to comply with provisions outlined in the National Standards Community Protection against Fire (SANS 10 090) and other prescripts of the Law; the skills development section prioritises training requirements for Fire and Emergency Services staff in line with the skills Development Plans which are submitted annually whilst prioritising Technical and Operational skills required to reduce overtime worked by limited staff; that staff be employed to provide internal support function for the servicing of fleet and or other services so that outsourcing is kept to a minimal and this could save costs to Council and reduction of associated overtime paid to staff for the delivery and collection of vehicles to/from service providers; hours, which have been claimed for Shift Allowances, Night Work, Sundays, and Public Holidays be properly investigated by Internal Audit section in collaboration with the Finance and Corporate Service section due to inconsistencies found in the applications and interpretation of rules and regulations prescribed Basic Conditions of employment Act, as amended; that a cost analysis to expedite the process of establishing a Fire Prevention Unit be conducted, taking to cognisant the physical and human resources required to ensure effective service delivery and compliance with certain prescripts of the law.”

DAGGA: Cannabis found at a farm in KwaDukuza

On Tuesday afternoon KwaDukuza SAPS followed up a tip off regarding a dagga farm in KwaDukuza. According to KwaDukuza SAPS spokesperson Sibusiso Khuzwayo, zone 4 members made a major discovery of dagga/ cannabis worth millions of Rands in KwaDukuza. “We followed a tip off and went to the location of the farm, we found fertilizers, plant food,

plantation tunnels, incubators, sift seedlings etc. Apparently dagga is grown, dried, packed and exported to various countries such as India,” said Khuzwayo. “Unfortunately we did not manage to apprehend the owner of the farm as he was not in the premises, but one foreign national (36) who confirmed that he is a Malawian by origin joined in not knowing that police members are in this farm house and got questioned. In his

defence he keeps emphasizing that he is a truck driver but his truck broke down in Mooi River that's why he's at the farm. He also alleges that a respected business owner's brother is involved. Lastly we would like to pass our gratitude to communities who put in endless efforts in fighting crime activities in their areas.” He added that a case of drug manufacturing and cultivation was opened at KwaDukuza SAPS.

KDM condemns illegal land invasions By Xpress Reporter

Rightful owners of land in Etete fear for their lives after a large number of people, mostly believed to be outsiders, have allegedly descended on empty pieces of land and marked it as their own. A week ago, one of the devastated land owners, who asked to remain anonymous, alleged that land invaders claim to have bought the land for as little as R150 from a community leader. KwaDukuza Municipality met with affected land owners and traditional leaders. The meeting was aimed at finding an immediate resolution to the issue. KwaDukuza Municipality Liaison Officer, Sipho Mkhize emphasized that KDM condemns this unlawful land invasion. “KwaDukuza Municipality detests the ongoing land grabs and prays that the people acquire land within constitutionally provided measures. This is said understanding that

there is a dire challenge whose redress has not covered the greater part of the population which was previously deprived rights to own land. “The municipality is currently facilitating a meeting between the various land owners, whose land has been invaded. The meetings have received information that the Magwaza chieftaincy was not involved in the sale of sites as per the claim of the invaders. Currently, the land owners are deliberating on various conclusions to this matter. A follow up meeting will be held to receive feedback from land owners and it is a hope that the decision be progressive and positive. Our stance to this matter is that justice must be served,” said Mkhize. KDM Speaker Phumzile Zulu is expected to hold community meetings in the affected wards to communicate that this invasion is not part of their policy and that it is illegal.

The Holy Prophet (pbuh) said, “This (Ramadaan) is the month of compassion”. Muslims give Zakaat (another pillar of Islam) in this month. Giving Zakaat means “giving a specified percentage on certain properties, to certain classes of needy people”. There are two ways of giving Zakaat. 1. By showing others so that others can also follow the suit; and 2. By hiding from others, for Allah knows the hearts. There are certain prioritisations considered while giving Zakaat. The closer the relative, the neighbour, the friends and the others in that group of needy people the more right they deserve in receiving Zakaat. Fitrah is religious alms paid on the day when Muslims break the fasting period at the end of Ramadaan. Giving of Fitrah is obligated to people who are obligated to give Zakaat. Fitrah in the form of cash is more preferable than that of kind. This way the poor persons can make best use of it by meeting their needs. Thus, Muslims put all efforts to accomplish righteousness in this month of Ramadaan with an objective to continue doing so, for the rest of the year.

Muslims throughout the world begin their month long fast of Ramadaan after the sighting of the moon either on 17th May 2018. The edifice of Islam is based on five pillars: lman (belief), Salah (prayer), Saum (fasting), Zakat (poor-due) and Haj (pilgrimage to Ka'bah). These five pillars, which constitute the fundamental principles of Islam embracing all the essential factors of ethical laws, evolve into a practical code of life for humanity. They are unique and unrivalled in their spirit and actions and redolent of a spiritual flair for mankind. Fasting during the holy month of Ramadaan is a religious obligation for all Muslims. The Holy Quran says: “O Believers, fasting is prescribed to you as it was prescribed to those before you, so that you may attain piety” (Surah Al Baqarah:183). Ramadaan, the ninth month of the Islamic lunar calendar, rotates round all the seasons of the year and completes a full circle in 36 years, thus allowing the believers to observe fasting under all climatic conditions. Fasting means abstaining not only from eating, drinking and indulging in sexual activity with the spouse from pre-dawn to sunset, but from all kinds of evils and useless activities. In fact, it is the month of seeking God Almighty's Pleasure and praying to Him for one's Salvation. The month of Ramadaan is not like any other month; its purpose is to rid man of those habits which he has accumulated throughout the rest of the year. It is a month that prepares man for the remaining eleven months by teaching him discipline and self control. Thus, God Almighty has made some acts which are beloved to man, like eating, drinking and fulfilling one's desires from dawn till dusk, Haraam. If man can control these desires in this month, which are usually permissible for him, then he can surely control himself from other desires which are not permissible throughout the remaining months. A Month of Countless Blessings Crowning Glory Laylatul Qadr is the crowning glory of the holy month of Ramadhaan. It is associated with the sending down of the Holy Book, the last Book of of our Creator on His last Prophet (Peace Be Upon Him), for the guidance of mankind. The Holy Book describes this Night. “We have indeed revealed this (message) in the Night of Power: And what will explain to you what the Night of Power is? The Night of Power is better than a thousand months. Therein come down the Angels and the Spirit (Jibraeel) by Almighty's permission, on every errand: Peace! This until the rise of Morn!” (Surah 97) The Night of Power is the night of spiritual bliss. Our Holy Prophet (PBUH) is reported to have said concerning Ramadhaan: “Verily this month has come to you; and therein is a night which is better than a thousand Months. Whosoever is deprived of it, is deprived of all good; and none is deprived of its good except a totally unfortunate person”. (Ibn Majah) “Whosoever stands up (in prayer) at the Night of Power out of faith and hopeful of reward, all his past sins will be forgiven.”(Targhib) Better than a thousand months A thousand months are equivalent to 83 years and 4 months. Fortunate is the person who spends this night in prayer. The man or woman, who prays for the whole night during this Night, will deserve blessings and reward for the period as if he or she had been praying for eighty three years and four months consecutively. not absolutely certain. The traditions indicate that it is to be sought in one of the last ten nights and preferably in the last three odd nights. It was therefore the practice of the Holy Prophet (PBUH) and his companions to make I'tikaaf in the Mosque for the whole time offering Divine service during the last ten days of Ramadhaan. (Bukhari). Special attention should therefore be given to the excessive recitation of this dua on the blessed night. Furthermore one may engage in lengthy rakaats of Tahajjud Salaat, Tilaawat of the Qur'an, Dua, Zikr, etc. The worship and the vigil of the Night of Power are a treat to the soul. The heart tends to melt into tears of heartfelt gratitude. The body is in a state of angelic ecstasy The soul strives to reach nearer to our Creator. Councillors concerned about energy losses

By Xpress Reporter The KwaDukuza Municipality Infrastructure and Technical Portfolio Committee (IAT) of Council held it's seating on 11 May 2018, to receive and/or discuss reports as well as provide oversight on matters that require Council attention. Councillors have expressed that they are concerned and think something urgent must be done to curb the scenario of energy losses. Currently, energy losses were recorded to be at 17% which is above the 12% maximum recommended by NERSA. “Furthermore, some 221 customers have been recorded to have tempered with electricity from March 2017. As a result, the committee has formed a task team that will deal with the causes of the energy losses. Councillors have also recommended that a

revenue protection plan be established to ring-fence revenue made by the electrical services business unit. Currently there is no revenue protection plan formulated or contractor appointed to be deal with this issue. “Officials advised Councillors that consumers who fail to come forward to report factors that contribute energy loss by the end of amnesty period ending 30 June 2018, would face criminal charges and that the Electrical Engineering Services Business Unit will also be conducting raids in targeted areas after this period.” With regard to the AG action plan on 2017/2018 audit findings, Councillors conceded that the municipality has for the past three consecutive years received unqualified audit opinions from the Auditor

The loss of liquor Two very conflicting versions of an assault are before the court. It is alleged by Ayanda Thusi that he and two friends were at the action sports bar at about 02:00am last Saturday. According to Thusi he was approached by a man who simply drew a knife and stabbed him for no reason on the forehead. Sadhasivan Mariamuthoo Naidoo (44) has given a totally different version of the event. Both parties have witnesses whose versions will clarify who is telling the truth. Naidoo who has been charged in connection with the incident will appear in court on 19 June.

Manor Cricket defeated Morningside Cricket Club in a one sided match to finish the season undefeated in the iLembe and District Cricket Union T20 A league on Saturday 12 May 2018. Manor, who where without several players, dominated the match from the outset dismissing Morningside for a Paltry 85 runs in 20 overs. Pick of the Manor bowlers where Aaron Pillay (4 overs 2 wickets for 10 runs) and Ali Sher (4 overs 3 wickets for 11 runs) that also included a magnificent hat trick. BEYOND THE TOUCHLINE The league programmes in two popular championships, the PSL (SA) and EPL (UK), came to a conclusion over the weekend without too much of razzmatazz since the winners were already decided earlier. However, there was great interest at the bottom end of the table to determine who would be relegated and who would be involved in end of season play-offs. In the PSL, the fate of Platinum Stars was already decided. The rich platinum belt centred around Rustenburg will be without a team in the lucrative ABSA Premiership after many years and rumours have it that the ownership of the club will change hands. This could mean that the Club will be relocated in another region. Cape Town, too, is in danger of losing a side in the Premier League. Its second representative, Ajax CT, finished off second last and will be involved in play-offs against the second and third finishers of the NFD, Black Leopards and the perennial Jomo Cosmos. If they fail to emerge victorious, then they will be relegated to the realms of the nondescript second division, leaving Cape Town City to fly the flag of that city in the lucrative PSL. Yet Cape Town was the powerhouse of non-racial football with clubs like Cape Town Spurs, Glendene and Santos ruling the roost in the SASL and FPL. Ajax CT is the sister club of the famous Dutch club, Ajax, which produced players like Johan Cruyff and Marco van Basten. We sincerely hope that this club with its development policy will not disappear from the SA soccer scene as it has given many talented players an opportunity to ply their trade here and overseas. In the EPL, Swansea and Stoke City joined West Bromwich Albion in the relegation stakes. The faint hope that they might stave off relegation did not materialise as results went according to form. Welsh football supporters were left disappointed as Cardiff City, winners of First Division, would be the sole representative in the EPL since Swansea was demoted. Mo Salah, the Egypt international, won the Golden Boot award by setting a new record, scoring 32 goals in a 38-game programme. He eclipsed the mark set by Luis Suarez, Alan Shearer and Christiano Ronaldo. The Liverpool striker has had a phenomenal season and in total has scored 44 goals in 51 appearances in all competitions and

can increase his tally when Liverpool play Real Madrid in the Champion League final on 26 May. The Goalkeeper award went to David de Gea of Manchester United for keeping the most number of clean sheets in the competition. League champions, Manchester City set a new record of totalling 100 points in a 20-team league and the highest goal-difference. In Spain, Barcelona's hopes of completing an unbeaten La Liga season ended in a shock 5-4 loss to Levante in their penultimate game without their talisman, Lionel Messi. They failed in their bid to become the first team since Real Madrid in 1931-32 and in a 20-team league to go without losing a game. Perhaps they will rue the decision of resting Messi without first setting the record. Well, there's always next season! Focus this week moves on to two finals in the knock-out competitions: in SA it's the Nedbank Cup between Maritzburg United and Free State Stars at the Cape Town Stadium. These teams finished 4th and 6th respectively in the League. It's too difficult to call as both teams have had a good season with United obtaining its highest position since entering the Premiership. Stars, meanwhile, have had the experience of contesting cup finals and have the support of the Free State public although they hail from Bethlehem. Maritzburg will be hoping that their diehard fans from the city of choice will make the trip to the Mother City to lend vocal support. A n interesting match is on the cards. The lore of the FA Cup continues at the iconic Wembley Stadium when recent r i v a l s , Chelsea and Manchester United, meet on Saturday. United has qualified for t h e Champions

League by finishing second while Chelsea failed in its bid by coming 5th and thus having to play in the Europa League competition. Both clubs have not won a trophy this season and, therefore, the desire is strong on both of them to emerge victorious. United has the record of having won the Cup a number of times but history does not hold water in this competition in which upsets abound. The match tactics of the two managers, Mourinho and Conte, will go a long way to determine the result. If both the teams play attacking football, the result can go either way. But if they decide to "park the bus" and wait for the penalty shoot-out, then the result is a lottery. Let's hope that both sides come out to attack each other and provide a spectacle befitting the occasion. May the better side win. Sundowns meets Barcelona in a friendly game on Wednesday (tonight) at the FNB Stadium as part of the celebrations to commemorate the centenary birthday of the legendary Nelson Mandela. Whether Barcelona will come with their numerous World Cup players such as Messi and Suarez is anybody's guess. On the cricket front, the IPL is reaching the end of the round-robin stage with the final games over the weekend. Presently, two teams,

Some of the decisions taken by the South African Rugby Board (SARB) are mindboggling and defy logic.
