T
he African National Congress under Greater KwaDukuza Region has called for opposition parties to apologise to the nation for wasting tax-payers money in calling for numerous fruitless 'votes of no confidence' motions against President Jacob Zuma. The regional wig of the ANC said this through the mouth of its Secretary, Thabani Mdlalose during a media briefing on Wednesday, 09 August 2017. The call came a day after Zuma had survived his 8th impeachment attempt by opposition parties despite the ballot being held in secret. When the results came out, 177 Members of Parliament had voted in favour of his ousting, among those, 25 were ANC members. 198 Continued on page 5

Zuma survives yet again
Continued from page 1 voted for the Zuma era to continue. ANC KwaDukuza has lambasted opposition parties. “The speaker of Parliament must not allow another
vote of confidence against President Zuma rather, the work of Parliament should focus on service delivery as these motions are proving to be a waste of state funds, causing senseless

instability and compromising service delivery therefore, opposition parties owe a public apology to the nation”, said Mdlalose. “The African National Congress that was voted into power by the vast majority of South Africans; and in line with South Africa's political system and the constitution, the ANC elected president Jacob Zuma based on the will of the people not on the will of opposition parties who in their totality could not even constitute half of the seats in parliament” further stated Mdlalose before adding that opposition parties are using state institutions as vehicles for fighting political battles. “The unprecedented call should not be looked at as a random exercise rather as a calculated manoeuvre by

counter-revolutionary forces who are driving the Regime Change Agenda as we have recently witnessed in Brazil where former president Delma Rossouf who had been democratically elected was removed using 'legal' means”, concluded Mdlalose. Meanwhile, Malcom Hubner of the Democratic Alliance under ILembe constituency has responded to the call, echoing Mmusi Maimane's sentiments that, “The ANC may have won in the No Confidence motion in Parliament but it has lost the confidence of the country. Last week Jacob Zuma survived yet again, protected by the party that elected him twice and shielded him from accountability countless times. South Africa now needs a new beginning.”

residents of KwaDukuza, the municipality will communicate dates in which community meetings/hearings will be held in order to sensitise the community and relevant stakeholders. The proposed renaming will be published in local newspapers inviting the public and relevant stakeholders to provide comment.” As part of the KwaDukuza Council Lekgotla resolution, it was decided that the Business Licensing function be transferred from the Corporate Services Business Unit to the Economic Development and Planning Business Unit. Since 01 July 2017, this function has been under the auspices of the latter business unit. “To date the licensing authority uses the name 'Lower Tugela' instead of the Municipal name. The licensing authority will be changed in line with legislation to KwaDukuza Business Licensing Authority.” Development of feasibility study and business plan for the Nokukhanya Street Precinct (NLSP) in the Groutville area was also discussed. “The approval of the feasibility study and business plan for the NLSP will see Groutville endeavour to become a hive of recreation, leisure, hospitality and entertainment offerings thus boosting the local economy as well as create sustainable jobs for the locals.” “Government has prioritised entrepreneurship and the advancement of Small, Medium and Micro-sized Enterprises (SMMEs) as the catalyst to achieving economic growth and development. In line with
government's priority, KDM will create an SMMEs database that will be used when organising programmes to mentor, develop and assist SMMEs operating in KwaDukuza to ensure that adequate assistance is provided to the sector, for its long-term prosperity and that of the country as a whole.” With regard to KwaDukuza community halls: “Control measures to be put in place for payments made to ward committee members for the usage of community halls; special meeting for councillors will be

Key matters discussed at KDM meeting The KwaDukuza Municipality's Economic Development, Planning and Community Development Portfolio Committee (EDP) held a Meeting on Wednesday, 26 July 2017, to discuss reports as well as provide oversight on matters that require Council attention. KDM Mayor, Councillor Ricardo Mthembu, expressed gratitude around the successful hosting of the Chief Albert Luthuli Legacy Week commemorative events, thanking those who participated in the activation programmes leading to the 2nd Annual Chief Albert Luthuli Walk and Marathon. Mthembu appreciated the gains of the Ballito Pro, saying it was a success and that the involvement of youth from the townships participating in the surfing event is noted, which is a sign of great improvement. The Place and Street Naming Subcommittee of Council received a report on the progress of renaming Stanger Hospital, and subsequently requested that, the report be cascaded to Council structures. “The matter relating to renaming Stanger Hospital has been long outstanding, but recently, there has been extensive consultation with the relevant stakeholders so that it can be finalized. The municipality has engaged: Neighbouring municipalities requesting assistance in consultation, due to Stanger Hospital being a regional hospital; Stanger Hospital Board regarding confirmation of naming. In view of the above albeit self-propelled discussions by

convened relating to the management and operations of the community halls.” The removal of unsustainable public telephones in the area was also discussed. “The Portfolio Committee received a report about Telkom's intention to remove unsustainable telephones within the KwaDukuza area. It recommended that Council should note and support Telkom's report relating to the removal of unsustainable public payphones within KwaDukuza.”

COGTA intervenes on sewer tariffs Engagements between ILembe District Municipality and Ilembe task team over sewer tariffs has garnered the attention of COGTA and following the recent developments, the task team's convener, Mr. Shain Manjoo issued the following statement: The Ilembe task team representing businesses and residential consumers met representatives of the KZN Department of Co-operative Governance and Traditional Affairs (COGTA) on Thursday, 10 August 2017. The meeting was urgently convened due to an impasse in negotiations between
the Ilembe District Municipality and the task team in resolving the issue of exorbitant increases in sewer tariffs. The task team unequivocally stated at the meeting that it was opposed to the property valuation method of billing sewer which was punitive and unwarranted. The task team presented information in support of the water consumption basis to bill sewer highlighting the fact that most metros and other district municipalities adopt this system of billing. The task team also highlighted m a j o r f l a w s a n d misrepresentations by the Ilembe
District Municipality evident in tariff and budget advertisements placed in newspapers and the municipality's disregard of a petition signed by over 200 consumers opposed to the new billing system which was received by the municipality on 31 May 2017. The task team concluded that such hefty increases in sewer charges were simply unaffordable and requested COGTA's urgent intervention in this matter. The COGTA representatives expressed their appreciation of the stance adopted by the task team in encouraging open and honest dialogue and discussion. They

meeting between the task team and the Municipality in the week beginning 21 August 2017. It is understood by all parties that a decision must be made before the end of August 2017 prior to consumers effecting payment of their July 2017 bills.
were also very attentive and appreciative of the task team's grievances and promised to to give the matter their utmost and urgent attention. COGTA will now meet senior officials of the Ilembe District Municipality this week to present the task team's findings and to try to resolve the contentious sewer billing system and its associated hyper-inflationary charges. COGTA will thereafter convene a joint

KwaDukuza Fire and Emergency Department employees took to the streets of KwaDukuza Central Business District on Monday, 14 August 2017 during a protest. The protesting members set tyres on fire, blocking the north side entrances to the CBD, namely the corner of R102 near Hesto Harnesses and on King Shaka Street near the Dawnside robots. KwaDukuza Municipality was contacted to comment on the issue, however, no response was given at the time of going to press.

The KwaDukuza Municipality Infrastructure and Technical Portfolio Committee (IAT) held a meeting on Thursday, 10 August 2017. KwaDukuza Municipal Council has approved that IAT goes to market for the infill of all RDP households without electricity for the 2017/2018 financial year. A budget has been set aside for the electrification of the aforementioned households. Council also approved the upgrades to existing 11KV and 33KV cables and overhead lines. “The project covers various wards. Funds

have been allocated for the project in the current financial year, being 2017/2018. The upgrades have created temporary job opportunities for residents of the wards where the upgrades programme is being implemented. Since inception of the project, some 38 jobs (i.e. 4 females and 34 males) were created on a cumulatively basis.” With regard to the implementation of expanded public works programme, Council said that the Department of Public Works has injected an amount of R1,565,000.00 into KDM

Expanded Public Works Programme (EPWP). The IAT committee noted the allocation made for the EPWP, and reported that the funds are being utilised to employ individuals for community based maintenance programmes in order to create work opportunities, in line with the EPWP objectives to improve the quality of life of the people of KwaDukuza. “55 temporary jobs have been created for Quarter One of the current financial year (2017/2018), the opportunities were bestowed to beneficiaries identified via the Operation Sukuma Sakhe war room

initiatives. These individuals will be employed for a period of six months, they started on the 04th July 2017 and shall end on the 29th December 2017.” The Committee noted a report on all road maintenance done during the month of July 2017. These included repairs done on potholes, large patches and re-graveling of some roads. Furthermore, the Committee noted that Council had approved reports on storm water repairs and maintenance cleaning and repairing manhole channels as well as opening of blocked drains in various wards.
Quick thinking sheds off robbers By Xpress Reporter
On Thursday, 10 August 2017, would-be robbers held an elderly woman at gunpoint at the parking lot on Lindley Street, near Copier Man (opposite the Xpress Times office). The woman managed to make her way into the shop and threw her bag over the counter, forcing the robber to retreat. It is alleged that the woman had just withdrawn a large amount of cash from the bank and the four men wearing balaclavas tailed her all the way to Lindley Street. The robbers fled without harming anyone. The attempted robbery has further highlighted the need for police visibility within the CBD to reduce the reaction time to such incidents.

iLembe Cluster recovers unlicensed firearms iLembe Cluster members assisted by Umhlali K9 unit as well as NIU conducted a crime intelligence driven operation in Maphumulo, Sundumbili and Ngudwini, raiding illegal firearms and wanted suspects on 9 August 2017. A total of seven unlicensed firearms with ammunition were recovered. Five suspects who were found in possession of unlicensed firearms were arrested. Recovered firearms include AK47 rifles, 303 rifle, pistol and homemade shotguns. All recovered firearms will be sent for ballistic tests to establish if they were used in any crimes in the area. Arrested suspects appeared at the KwaDukuza and Maphumulo Magistrate's Court. The KwaZulu-Natal Acting Provincial Commissioner, Major General Bheki Langa praised the Ilembe Cluster for their outstanding work. “The members continuously raid homesteads where firearms are kept and arrest those in possession of such firearms. These firearms were mainly used in faction fights and taxi related incidents as the area is commonly known for faction fights and the killing of taxi owners. Our police officers will continue with their operations in the Province in getting rid of these illegal firearms,” he said.

KwaDukuza Municipality (KDM) and Shakaville Senior Citizens Organisation (NPO) held a luncheon for senior citizens at the Shakaville Community Hall on Friday, 11 August 2017 to celebrate Women's Month. The event was graced by Her Worship the Deputy Mayor of KwaDukuza, Councillor Dolly Govender,
who encouraged women to stand up against women abuse and gender discrimination. “We must be reminded that we commemorate this important Women's Month as a tribute to the thousands of women who marched to the Union Buildings on 09 August 1956 protesting against the Pass Laws. Since
that eventful day women from all walks of life became equal partners in the struggle for non-racial and non-sexist South Africa. This empowers us and, therefore, in that same spirit we must stand up against women abuse and gender discrimination in our community,” said Govender.
Female officers take authority
On the eve of Women's Day, 08 August 2017, KwaDukuza SAPS and Crime prevention female members took to the streets to stamp their authority with the aim of showing their responsibility in law enforcement, women power and solidarity. The members raided the streets during a 'Basadi Roadblock'.

DA supports media in fighting for our democracy One of the sad realities of the new South Africa is that while its citizens talk so glibly about their new democracy, many just do not fully understand how it is supposed to work. DEMOCRACY must also serve to promote active participation by the people in politics and civic life, and to protect the human rights of all. This is why the media has such a crucial role to play in shaping a healthy democracy. Newspapers, television, radio and other media are the eyes and ears of the people. They serve to make citizens in a democracy aware of various social, political and economic activities taking place around them; they help educate and inform people, not only by reporting the facts, but also by offering comment and opinion on issues. Journalists, especially those who have been strongly critical of rampant corruption in the country and persistent allegations of collusion between certain cabinet ministers and the scandal-prone Gupta family, have also come under threat. Therefore we the DA stands up and publicly condemn such acts of blatant political thuggery. God Bless South Africa. M. Naidoo (Roy) DA PR Councillor KwaDukuza
Open letter to SAPS, KDM Poor police visibility is an ongoing cry in the CBD. One has to ask - what is the problem? Firstly, there are no police officers on foot why? Secondly with such a large contingent of borough crime prevention and traffic officers why is visibility so poor? Simple: poor management of personnel. What prevents SAPS and Municipality to deploy and strategically set up personnel to patrol the streets? Whatever happened to business watch, business against crime, the community policing forum and the

community policing concept? I have no doubt that if the SAPS re-introduce the business watch who hand-in-hand work with the municipal officers, one would see results within a month. Allow one SAPS member to patrol on foot with their municipal counterparts. Go out, meet the business people, both formal and informal, set up systems to give a hair-spring response to suspicious persons by exchanging cellphone numbers to access officers in town. Build bridges with the vendors, use them as your eyes and ears before criminal elements recruit them (If they have not already done so). This is the basic concept of community policing. By all means have a patrol vehicle in the CBD to offer a back up to the officers on foot. Start charging people for minor offences or issue warnings to get offenders back on track. Once again, start

cleaning up these nuisance offences the bigger crimes will fade away as the streets will be cleaned up. It is senseless having one operation or awareness campaign once in 6 months and claiming victory. These officers need to erode away crime on a daily basis. Other components of the municipality also need to play their role, in respect of bylaws. If I may enquire, how many bylaw offenders have been charged? Gentlemen of SAPS and the municipality, we are tired of lip service, try my solution please. As it is the only one at present, remember this, “If you fail to plan, you plan to fail”.
