he African National Congress (ANC) in the Greater KwaDukuza Region has issued a strong warning to both new and returning councillors that nonperformance will not be tolerated. KwaDukuza Municipality (KDM) hosted international delegates as part of the 52nd International Society of City and Regional Planners (ISOCARP) Congress on Monday, 12 September 2016. Four technical workshops were hosted as part of KDM's contribution to ISOCARP Congress in order to receive planning inputs from international experts who have been involved in the design and development of major cities across the globe. ISOCARP is a global association of experienced professional planners which includes the improvement of planning practices through the creation of a global and active network of practitioners. It is recognised by the UN, UNHCS and the Council of Europe. The society has a formal consultative status with UNESCO. The annual World Congress, which focuses on

A 30-year-old man was seriously injured in an alleged hit-and-run accident on Sunday, 28 August 2016 between 6:45pm and 7:15pm. According to the victim's father, the man was crossing the Manor Highway when he was allegedly hit by a car. “My son was knocked down and the driver did not stop. His injuries were so severe that it led to his leg being amputated. Municipalities to aim for clean audits Continued from page 1 opposed to the statutory once every three months. ANC Regional Chairperson Ricardo Mthembu, who is also the Mayor of KwaDukuza Municipality, did not mince his words as he vowed that the party would deal harshly with “loafing” councillors. “All our councillors have agreed to sign performance agreements, and we expect them to deliver on the mandate given to them, in line with our Election Manifesto. During the election campaign we interacted with communities and they have informed us what they require of local government and it's now time for us to deliver,” Mthembu said.
Mthembu said the outcomes of the recent elections were a true representation of the aspirations of the people, and he thanked the people of iLembe District for again trusting the ANC to lead them in all the five municipalities that form part of the District. The ruling party has also resolved that all the five municipalities should start working even closely together in other to optimize service delivery, and the party also noted that while there have been some setbacks recorded, huge milestones had also been achieved, with some of the municipalities within the District even managing to achieve clean audits. Mthembu said the target now was for all municipalities within the District to achieve clean
audit outcomes, but with matching service delivery levels. The party also noted with regret the high crime rate with the District and amongst its resolutions was to the decision to engage with the KZN MEC for Community Safety Mxolisi Kaunda to find ways to beef up certain police stations that were seen as underperforming. “We are very much disappointed with some of our police stations where there is no visionary leadership, and in some instances you find that police officers themselves become part of the crime problem. Another point of concern is the inefficiency of crime intelligence whereby police fail to pick up on major criminal incidents before they actually take place, so
that efforts could be made to thwart such incidents,” Mthembu said. The ANC also expressed concerns about the financial challenges that are currently plaguing iLembe District Municipality, mainly arising from the prolonged drought that has led to crippling water shortages in the District.
45% procurement for local enterprises Another groundbreaking resolution adopted was that all the five municipalities must ensure that 45% of their Supply Chain Management (SCM) expenditure goes towards locally owned businesses. The party said these
should include mainly businesses owned by women and the youth. The municipalities are also expected to implement strategies aimed specifically at empowering the unemployed youth through skills development programmes. The ANC has also vowed to immediately conduct a skills audit on all its councillors in order to facilitate for them to pursue further studies and acquire additional skills. All the five municipalities were also part of the Lekgotla, and they are now expected to hold strategy planning sessions in order to align their programmes with the vision of the governing party.

Girl (6) injured in taxi rank shooting By Xpress Reporter
A 6-year-old girl has been hospitalized after being shot in the head while sitting in a taxi with her mother at the Shakaskraal taxi rank. According to emergency services, the girl had to receive advanced life support at Shakaskraal Clinic after the incident, which also saw another 34-year-old being
injured. At the time of going to press, it was not yet clear what the motive for the shooting was, but eyewitness reports suggest that a rank security guard allegedly accidentally discharged his firearm while arguing with the taxi driver, who ducked and the bullet hit the little girl an also injured the other woman.
KwaZulu-Natal police spokesperson Lieutenant Colonel Shooz Magudulela confirmed the incident, and said, “Umhlali police are investigating two counts of attempted murder and no arrest has been made at this stage”. Both the little girl and the woman were admitted to hospital for further treatment.

Relieved Abigail Manqele is one relieved person. She alleges that at about 11:30pm she was drinking with a few friends. She then went to relieve herself and was accosted by an unknown person who grabbed her and removed her cellphone. She fought back and her attacker drew a knife and cut her on the forehead. Undeterred by her injury, she fought back and called out for help. Neighbours had to free the culprit from her grasp. He was handed over to police. Dumisani Nyawo (37) will learn his fate in respect of bail this week.
Over a bottle A Sunday afternoon drinking spree resulted in the unfortunate death of one person. According to Mziwakhe Madaka he sent his friend to purchase more beer. The friend, Fundisile Qekeka returned and explained that he had given the money to another to make the purchase as the queue was too long. After a period of waiting, the pair decided to look for the buyer to get their beers. On finding him, an argument broke out between
Madaka and the man. Qekeka tried to separate the two and another person picked up a stick and struck Madaka twice on the head. Madaka only sought treatment a week later for his injuries and died at hospital as a result of them. Police arrested Muzulungile Kwezi (27) and charged him with murder. He will seek bail this week.

After paying for her snuff she noticed that R500 which was in her bra was missing and enquired from the elderly women if they had not seen the money. This enquiry outraged them and they both grabbed hold of Ngubane. Whilst one held her hands behind her back, the other one struck her with the flat side of a cane knife all over her body and head causing soft tissue injuries. Fundani Khezane (60) is due back at court on 29 September. Police are searching for her partner in crime who remains elusive to date.
From a young age we were taught never to trust a stanger. Thenjiwe Gumede of Ntshawini alleges that she was at an ATM at 5:30am on 1 September 2016. She was approached by a man who offered to assist. She inserted the card and after punching in her pin number, he grabbed the card and fled. Two undercover officials from Vusela High Risk Services who work on such matters were in the vicinity and heard her cries for help. Mbongeni Msweli (45) was apprehended and handed over to police. He was granted bail and will appear again on 5 October.
Just apologize Nokuthula Dube of Zinkwazi alleges that she was called to attend to her son who had been assaulted by a fellow employee. On arrival at the scene, she noticed that her son was injured on the neck after allegedly being hit with a knobkierrie. She questioned her son's attacker about the incident and he struck her on the eye with his knobkierrie. Bystanders protected her from further injury and the assailant walked off. Assurances were given to her by the sisters of the culprit that

Food for Life: Day NPO embarks on outreach project of light over darkness
Hope is being able to see that there is light despite all of the darkness. Food for Life KwaDukuza is a nonprofit organisation. The organization currently distributes over 4000 plates of meals every week in poverty stricken areas. It's next big feed will take place on 15 October 2016 “Light over Darkness.” It's last major cooking was held on 18 July 2016 where they prepared and distributed 27 000 plates to the less privileged (108 pots) together with over 400 volunteers and sponsors. Traffic was disrupted on the N2 Highway on Thursday last week after enraged community members from Thembeni went on the rampage over the release of two men who had been held by KwaDukuza police for murder and attempted murder. KwaDukuza police
spokesperson Warrant Officer Johannes Khoza said on Saturday the 03rd of September 2016 two men who were shot at a tavern in the area, and one of the victims died in hospital. “Two men were then taken in for questioning in connection with this incident. When the two were released due to lack of
evidence, the community then went on the rampage, burning tyres and blockading the road,” stated Khoza. He said police are intensifying their investigation to identify the real culprits. He added that te investigation was at a sensitive stage and police would release further details at an appropriate moment.
An inspirational gathering of “Ladies Only”
A local nonprofit organization is infusing hope amongst the vulnerable children from areas around KwaDukuza. Established in 2012 by a visionary young man with a golden heart, the organization, called Izwi Lothando (Voice of Love) has been casting a ray of hope for hundreds of children amongst whom we can mention orphans, children living with a disability, drug addicts and those inflicted by the worst form of poverty. The Founder and Director of Izwi Lothando, Phila Zulu, says the idea of starting an organization of this kind began when he realized that many young people were so unskilled they could not even sign their names properly. “When I realized that some people did not even have signatures I was confounded. This made me realize we had a deep problem on our hands. That was when I decided I needed to do something about this situation,” Zulu stated. “Ladies Only” is a Facebook group that was formed by Mandy Ramkissoon on Wednesday, 27 April 2016. The group was created to help and inspire ladies from all walks of life. It gives the ladies an
opportunity to interact with each other and share ideas in a relaxed platform. The group has 1878 members, with four administrators who play an important role in inspiring ladies and bringing them together. During Women's Month in
August, the ladies met at Blue Lagoon in Durban for their first social event, which proved to be a tremendous success. The second event then took place this past weekend at Stanger Spur, to accommodate the members from in and around KwaDukuza.
Nine learners from Stanger High School participated in the 7th International English Odyssey in Lucknow, India from 28 August 2016 to 31 August 2016. They were accompanied by English Educator, Miss S Somdut and Principal, Mr JB Singh. The competition saw schools from different parts of the globe showcasing their talent and expertise in the English Language. Scooping second place in Epode, learners not only brought home the trophy, but a wealth of knowledge as well. The vibrant Odyssey paved the way for interactions amongst learners from different countries and the learning of cultural practices. The team has raised the Stanger High flag high and wishes to heartily thank all those who assisted in way of sponsorships and assistance in making this enriching experience a resounding success.

We find it highly regrettably that some girl learners are forced to miss school when going through their periods because of lack of access to sanitary towels.
“We also decided to bring in a highly inspirational young woman as the Guest Speaker, that being the current Miss eThekwini Municipality, Nompumelelo Nkosi, who has a bright future ahead of her as she is currently doing her fifth year of medical studies at the Nelson Mandela School of Medicine in Durban,” Zulu stated. He said Ms Nkosi encouraged the young girls to stay from harmful habits like drug ad alcohol abuse, and also stressed that they should avoid getting involved in sexual relationships with older men, often known as “sugar daddies” or “blessers”. Other speakers included KwaDukuza Traffic Officer Mandy Makhanya and Councillor Sdudla Mhlongo, who represented the Office of the Speaker. Zulu said the main challenge facing his organization was funding to pursue its programmes, as he was currently unemployed and was relying mostly on assistance from friends and family. Randsons lift maiden Ralph Reuben Memorial cup An ecstatic Aslam Randeree, manager of Randsons Volleyball Club was over the moon last Thursday when they lifted the Ralph Reuben Memorial volleyball cup for the first time after beating their arch rivals Grove End in a pulsating final hosted by the KwaDukuza Volleyball Association at the association courts. Randeree said that this was the greatest comeback he had ever seen in the history of the club and attributed it to an allround team effort and determination. He singled out skipper Sandhir 'Tin Boy' Jugmohan and vice-captain Gavin Chetty for their motivation and spirit and never-dieattitude that lifted the spirits on the others. Grove End were all fire in the opening set as Vinnie Singh and Neil Perumal dominated proceedings with

thunderous attacks, keeping the scoreboard ticking. Randsons replied via Jugmohan and Chetty always staying in the hunt. However, Grove End's superiority showed as they won the first set 25-22. The second set saw Grove End totally dominating with Randsons losing points through unforced errors.

Maarbeel tops at SAP Striders race Nikeyi 'Jawaan Iron Man' Maarbeel was at his usual best when he represent KwaDukuza Athletic Club at the SAPS Striders 21.1 km race this past Sunday. It was the perfect weather conditions with overcast clouds with a slight breeze that greeted the athletes at Hoy Park Sports ground. Formation of KwaDukuza Table Tennis Club
KwaDukuza Table Tennis Club will be hosting a formation meeting tonight (Wednesday), 14 September 2016 at the Stanger Manor Community Hall commencing at 18:00. The aim of the formation of a table tennis club is to improve the game in KwaDukuza. It is envisaged that a league catering for all ages from primary to adult level will be formed.
