Two killed in Mandeni shooting By Xpress Reporter
contestation of an “illegal” taxi rank and illegal taxi operations which has been a subject of dispute for the past few years in the area. Two people were killed including a security guard in Mandeni on Wednesday 09 September 2020 during a taxi-related shooting. Eight other people were injured during the incident. The conflict is believed to be around the
Colonel Thembeka Mbele confirmed the incident and said a case of murder has been opened, “It is alleged that on 9 September 2020 at 16:00, there was a shooting between two security officers from two taxi associations at a taxi rank in Mandeni which resulted in the injury of seven people. They also pelted each other with stones. Seven people were taken to hospital for medical attention where a security guard was pronounced dead,” said Mbele. Colonel Mbele further added that a 35 year old taxi driver was found dead with gunshots wounds in his minibus at an informal settlement. “A case of murder and attempted murder was opened at Mandeni police station and a murder case was opened at Sundumbili police station. Provincial Organised Crime is investigating the incidents,”
added Mbele KwaZulu-Natal MEC for Transport, Community Safety and Liaison, Bheki Ntuli, has assigned a high-level team from the department's Public Transports Unit to move swiftly and intervene following the brutal shooting at a taxi rank in Mandeni. “We are utterly disturbed by the involvement of security companies in this fatal shooting and as such have referred this matter for further investigation and possible punitive measures. I have deployed a team comprising of SAPS and officials from the Department of Transport to urgently attend to this matter. The department has been dealing with the situation at Mandeni for the past few years and we are of a view that drastic decisions within the confines of the law will have to be taken to save innocent commuters.

Press Already police deployments and operations have been intensified in the area and investigations are underway,” said MEC Ntuli In 2019, the then MEC for transport and community safety Mxolisi Kaunda called on the Police and PSIRA to take swift action against security companies involved in the Mandeni taxi shooting. On Sunday 13 September another two people were killed in Mandeni in a shootout, this was confirmed by KwaZulu Natal SAPS spokesperson Captain Nqobile Gwala, “We can confirm that charges of murder were opened at Newark police station for investigation. It is alleged that on 13 September 2020 at 10:25, mother (40) and son (23) were travelling in their vehicle to purchase groceries when they were ambushed by armed men along Platinum Street. The suspects opened fire fatally wound the two victims,” said Gwala Cpt further added that the motives for the incident are still unknown The Democratic Alliance Cllr in Mandeni Kathleen Naidoo condemned the shooting and called for peace amongst taxi associations, “We are facing the scourge at the moment, and the ongoing violence is claiming the lives of innocent people. The better option would be to get together and find a common ground to curb this. It's a right for a citizen to live in a safe environment. All lives matter. Clearly the MEC for Transport, Community Safety and Liaison, Bheki Ntuli has not done enough as 2 more lives were lost on the weekend due to gun violence,” said Cllr Naidoo

Zikalala reveals Covid-19 expenditure details KZN Premier Sihle Zikalala released the names, identity numbers and race groups of the directors of companies that benefited from the more than R2 billion Covid-19 provincial expenditure. Five companies were paid R833.8 million or 41.6% of the overall amount. Zikalala said the largest chunk of the spend went to “African-owned companies”, which scored contracts worth R810.2m, split between 235 businesses.
Indian-owned companies accounted for 29.52%. The coloured and Asian communities received 0.51% and 0.46% respectively. R17.7m, or 0.84% of the Covid19 spend, went to companies for which the government had no details, Zikalala admitted, adding that the matter was being probed further. Other numbers mentioned included that 35%, or R687m, was spent on majority women-owned EV Mahomed Street, Stanger

companies, while 15%, or R310m, was spent on majority youthowned (35 years and under) companies. “We want to reiterate as we did with the first Covid-19 Procurement Disclosure Report, this report is not meant to pass judgement on the process, on anyone or any company that was awarded a contract,” said Zikalala. “We are releasing the information merely to account and be transparent to our people.” The Special Investigating Unit (SIU) is probing 658 contracts countrywide, worth just over R5bn. In KZN, the SIU has confirmed that it is probing: Large range 1. 57 personal protective of equipment (PPE) contracts braai stands and pots in the provincial Education Department valued at R R492.6m.
55 1000
2. Four contracts for the procurement of blankets by the Department of Social Development (DSD) to the value of R22.4m. 3. 18 contracts for the procurement of PPE by the Department of Social Development to the value of R 21.2m. The investigations are set to be completed within three months. Zikalala also touched on the subject of the much-vaunted lifestyle audits to be conducted within the province, as he did with the release of the first report. The State Security Agency and Sars had been approached, he said, to assist with the task of auditing executive council members, senior government officials and all supply chain management officials. The “process” was in motion, said Zikalala, but he provided no dates.
Opposition parties said they did not believe the new-found drive towards accountability and transparency was “genuine”. The IFP and DA said that Zikalala was avoiding presenting any of the reports to the Office of the Premier Portfolio Committee in the provincial legislature where they could be further interrogated, but that he was keen to disclose them to the media. Zwakele Mncwango, who leads the DA in the province, said Zikalala needed to be “accountable to the portfolio committee” where he could be asked “specific questions”. “The premier is trying to fool the public. In most cases when it is a comrade implicated in corruption, the ANC will cover for them,” he said. -IOL

Another woman murdered
4 FOR
The Mandeni community is still in shock following recent reports of another woman killed, allegedly by her boyfriend in Mandeni this past weekend. It is alleged that on 12 September 2020, at around 8:30, a body of a 21 year old female was found at Chappies section with her throat slit. KwaZulu Natal SAPS spokesperson Colonel Thembeka Mbele said a case of murder was opened at Sundumbili Police Station for investigation. “Police arrested a 28-year-old suspect and he was expected to appear in the Eshowe Magistrates Court yesterday,” said Mbele. Mandeni Local Municipality Mayor Cllr Thabani Mdlalose joined the community of Mandeni in mourning and condemned the ongoing killing of women and children across the province. “The Mandeni Local Municipality council joins thousands of our people in mourning those who have recently lost their lives through
violence within the taxi industry and through Gender Based Violence levelled against women. The most recent loss from GBV being that of Nomfundo Ndlovu, who was allegedly killed by her partner. It is saddening that we have just folded 'Women's Month' where the Municipality was advocating for the protection of women and children. A lot has been said and done to try end GBV, however we need to all take ownership of this scourge. Let us all make it our responsibility to report perpetrators and allow the law to take its course,” said Cllr Thabani Mdlalose. Mayor Mdlalose further called on all Mandeni residents to help end the culture of silence around GBV and femicide and to report known perpetrators to the SAPS. Speaking to the Xpress Times, residents of ILembe District said it's shocking, sickening and sad that women continue to be murdered on a daily basis despite all the ongoing awareness
campaigns. Local resident, Zondi Sthelelo said he's shocked that this happened in Mandeni in an area where they've been a number of awareness campaigns against women and child abuse. “When will it end? It gives me a bit of hope that the suspect was arrested and I'm hopeful justice will be served,” said Zondi. Sithembile Thusi recommended the empowerment of self-defence classes to help women defend themselves against perpetrators. “Prevention should start early in life, by educating and working with young boys and girls promoting respectful relationships and gender equality. GBV hotline numbers don't always yield positive results, it would be better if government can offer free selfdefence classes so women can defend themselves. It is becoming unsafe to walk around the streets of South Africa,” said Thusi.

Anti-apartheid human rights lawyer passes on Anti-apartheid campaigner and Nelson Mandela's personal lawyer George Bizos has died at 92, his family said. He died peacefully at his home of natural causes, the family said. Mr. Bizos, who came to South Africa as a 13-year-old fleeing the Nazi occupation of Greece, played a key role in the legal fight to end apartheid, the racist system used to
oppress South Africa's Black majority for decades. Bizos represented Mr. Mandela from his treason trial in 1964 until the former South African president's death in 2013. Mr. Bizos represented a wide range of people who defied apartheid, including the families of slain activists such as Steve Biko, and helped write the laws for the newly democratic country after apartheid ended w i t h M r . REMEMBERED: The late George Bizos
refugee in 1941. He attended the University of the Witwatersrand, where he was involved in leftist student politics. As a young lawyer in 1956, he helped defend Mr. Mandela and 155 other South Africans of all races who supported the Freedom Charter calling for a non-racial democracy and a socialist-based economy. All were acquitted. Mr. Bizos later was part of the team credited with saving Mr. Mandela and others from the death penalty in the famous Rivonia Trial at which Mr. Mandela and seven others were convicted of sabotage and sentenced to life in prison. Mr. Bizos's efforts defending ordinary South Africans who ran up against apartheid laws brought home the tragedy of the racist system. In his 2007 memoirs, Odyssey to Freedom, he wrote of teachers and parents trying to supplement the inferior education the white government designed for Black children. Their weekend and afternoon classes, called “cultural clubs,” were declared illegal. Mr. Bizos wrote in his memoirs of learning, by studying American history, about the importance of protecting freedoms once they are gained. “The lofty principles enunciated in a constitution or a bill of rights are no guarantee that these principles will be enforced or respected,” he said. “Much work and courage is needed to ensure they are maintained despite an everchanging history.” Mr. Bizos leaves behind his three sons and seven grandchildren.

Reopening of public libraries and museums in KZN The National Minister of Sport, Arts and Culture has granted KwaZulu-Natal Province permission to reopen libraries, museums and archives. In this regard, the Department of Arts and Culture is carefully preparing a phased reopening of service points for the Library, Museums and Archives on the 1st of October, 2020. “ We welcome the Minister's approval of our request as the Province of KwaZulu Natal, our focus is on employee health and safety and that of patrons who visit our facilities, which is why we worked closely with the municipalities to carry out various risk assessments prior to making our application to reopen libraries and museums” said MEC Hlengiwe Mavimbela. The Minister of Sport, Arts and Culture announced regulations that allow for the opening of libraries, archives, museums, galleries under advanced level 3 provided that they adhere to the stipulated guidelines and in compliance with Health and Safety protocols. In the letter dated 7 July 2020, the Minister of Sport, Arts and Culture stated that all arts and culture institutions would require approval from the National Department of Sport, Arts and Culture by submitting their reopening plans following the outlined processes protocols. In the past few weeks, an extensive risk assessment was conducted across 300 facilities, and the Department is satisfied that the Province is ready to receive patrons. In a joint effort the Department drafted detailed standard operating procedures and
all municipalities are urged to follow strict guidelines as they reopen libraries and museums service points. The Department will also assist with PPE supplies to safe guard workers and customers' health and safety, where libraries indicate shortages of such materials. The reopening of the libraries and museums will be implemented under the following strict guidelines: · A modular library or a small library will admit a maximum of 10 people; · Medium-sized library will accept 25 people at a time, and · A mega library will only admit up to 50 people. Museum visitors will be allowed to take their tours. There will be no guided tours, but visitors will be screened by the museum staff to ensure they do not contaminate the surfaces and collections. In the case of libraries, the following services will be permissible: · Wi-Fi access · limited use of study area where patrons are using their study materials · return of materials that were borrowed before the lockdown Any fines incurred during the lockdown period will be written off. The Department will monitor compliance with the Standard Operating Procedures. Reopening of the rest of the services will be considered after reviewing the risks after re-opening. Less than 1 000 new coronavirus cases were recorded in the country on Monday, said Health Minister Zweli Mkhize. “As of today, the cumulative number of detected Covid-19 cases is 650 749, with 956 new cases identified,” Mkhize said in a statement. “Regrettably, we report 52 more Covid-19-related deaths: 2 from KwaZulu-Natal, 3 from Gauteng, 4 from Eastern Cape, 7 from the Western Cape, 15 from North West and 21 from the Free State. This brings the total number of Covid-19-related deaths to 15 499. Our recoveries now stand at 579 289, which translates to a
recovery rate of 88.9%.'' “The number of detected cases countrywide continues to decline. Since the 22nd of August we have reported under 3 000 cases a day at the height of the epidemic during the month of July we would report anything between 10 000 and 15 000 cases a day. “Supporting this decline is also a demonstrable decline in persons under investigation, general ward admissions, ICU admissions, deaths and excess deaths. “Consistency across these indicators reassures us that indeed we are in the midst of a trough in the pandemic. “The NICD Covid Surveillance
in Selected Hospitals Report of 11 September 2020 outlines analyses of data collected from 459 public and private facilities across the country. This report shows a clear shift in the behaviour of the epidemic, with downward trends in general ward and ICU admissions and deaths. In total, 66 515 patients were studied, with 4 314 currently admitted. The discharge rate from hospital was 75%, while the inhospital case fatality ratio was 17.5%. The median age for admissions was between 50 and 59 and the median age for deaths was between 60 and 69.

ANC consults “aggrieved councillors” over mayor's appointment Musa Mnyandu The ANC in KwaZuluNatal is optimistic that the protracted impasse over the appointment of the new mayor for KwaDukuza Municipality will be resolved soon. This comes after numerous attempts by the ruling party to table an item before council for the appointment of the new mayor were thwarted by the party's own councillors, who expressed dissatisfaction with the decision of the ANC's provincial leadership over the choice of new mayor. The Xpress Times understands that the provincial executive committee (PEC) of the ANC had taken a decision to deploy a senior party leader to the position of mayor, which was vacated by the late Ricardo Mthembu who joined the provincial legislature in May 2019. ANC provincial spokesperson Nhlakanipho Ntombela told the Xpress Times that internal engagements were underway to resolve the question of the new mayor. “Our provincial chairperson (Sihle Zikalala) and the provincial secretary (Mdumiseni Ntuli) have been leading the consultative process with aggrieved KwaDukuza councillors over this matter. You will recall that we had some
OPTIMISTIC: ANC provincial spokesperson Nhlakanipho Ntombela
challenges in our previous attempts to elect and install the new mayor because some of our councillors were not happy with the process. The PEC will hold a meeting over the weekend in which we expect the provincial chairperson and the provincial secretary to give us (as provincial leadership) a report on their efforts to engage with the affected councillors,” Ntombela pointed out. Ntombela was appointed as the provincial spokesperson following the recent tragic death of former KwaDukuza mayor, Ricardo Mthembu, who was also the provincial spokesperson of the ANC. A senior leader of the ANC in the KwaDukuza SubRegion said it was important for the party's provincial leadership to “enlighten” the local KwaDukuza branches about how the decision to appoint a particular senior
leader as the new mayor was reached. “We have nothing against this particular individual; however we want to know why this person is being moved from (their) current position to the position of mayor. Why was this decision taken?” The senior local leader, who spoke on condition of anonymity, stated. The unhappy councillors have hitherto boycotted four council meetings that were earmarked for the election of the new mayor, forcing the deputy mayor Dolly Govender to continue as acting mayor for more than fourteen months. Ntombela said the community of KwaDukuza would soon be apprised about the way forward in this respect. He expressed optimism about the outcome of the consultative process led by Zikalala and Ntuli.

Some quarters have reacted with a deep sense of shame, embarrassment and surprise over the GBV publicity and cabinet's adoption of the national strategic plan for GBV. The warnings and statements made by senior officials appear to underestimate and even bring into question their knowledge on this subject. They appear to be oblivious or ignorant of the research done by professionals and experts in this field. Their appeals to perpetrators to “stop the violence” and “enough is enough” is simply not going to have the desired effect. Cabinet needs to appoint relevant experts in this field to drive the process. Being in political authority does not give one automatic knowledge and expertise, as many believe on all matters and they ought to accept this. There has been mechanisms in place which have not been properly implemented or revisited creating a belief that we are confronted with a new dilemma. As far back as 1993 the prevention of family violence act 13/1993 introduced which described domestic violence as: 1) physical abuse 2) psychological abuse 3)
emotional abuse 4) sexual abuse and financial abuse. In 1997 a manual “Guidelines for Police Intervention in Domestic Violence” was designed by Anshu Padayachee and Divya Singh. Police and court staff were trained to manage this scourge. During October 1999, the domestic violence act (116 of 1998) was launched covering loopholes in the original act. Added to the 5 forms of abuse was 1) verbal abuse 2) intimidation 3) harassment 4) stalking 5) damage to property and a condition whereby a perpetrator could not enter certain areas in a home, as well as controlling behaviour. In conjunction with UNISA police officials were trained and this is now part of their basic training. Guidelines and instructions have been given to SAPS and Dept of Justice and several responsibilities placed on them. What can this outcry be attributed to is interesting. We have a police service almost crippled because of political interference. How does one justify the appointment of a clerk to a top managerial post within SAPS without experience or skills? How does one justify the appointment of senior
officials from a group of applicants, where the most experienced and skilled candidates are not even on the list despite applying. How do those who perform well and are not rewarded or promoted whilst their incompetent, inexperienced and sometimes corrupt colleagues are recognised react to such blatant forms of discrimination? These factors undermine police morale and pose a severe threat to the security of some of the most vulnerable sectors of society as we now see. Internal wranglings is impacting negatively on society. To stem the tide of domestic violence, a more proactive approach is required. Victims need to be educated on the cycle of violence which needs to be stopped when the first sign appears. Prevention is better than cure and reinventing the wheel will not stop the rot. There are no help-desks, counselling services, marriage guidance counsellors readily available. There are no support groups. Therefore, nothing will change in the near future and victims need to stand up and seek help. Concerned

Three Sons and a Bundle of Sticks Once upon a time, an old man lived with his three sons in a village. The three sons were hard workers. Still, they quarrelled all the time. The old man tried a lot to unite them but he failed. Months passed by and the old man fell sick. He told his sons to stay united, but they didn't listen to him. So, he decided to teach them a practical lesson so that they would forget their differences and stay united. The old man called his sons. He told them, “I will give you a bundle of sticks. Separate each stick and you will have to break each stick into two. The one who breaks the sticks quickly will be rewarded more.” The sons agreed. The old man gave a bundle of 10 sticks to each of them and asked them to break each stick into pieces. They broke the sticks into pieces in minutes. And again they started to quarrel among themselves as to who came first. The old man said, “Dear sons, the game is not over. Now I will give another bundle of sticks to each of you. You will have to break the sticks as a bundle, not as separate sticks.” The sons agreed and tried to break the bundle of sticks. Though they tried their best, they could not break the bundle. They failed to complete the task. The old man said, “Dear sons, See! You could easily break the single sticks into pieces, but you were not able to break the bundle! So, if you stay united, nobody can do any harm to you. If you quarrel every time with your brothers, anyone can easily defeat you. I request you to stay united.” The three sons understood the power of unity and promised their father that whatever be the situation, they would all stay together. Moral: Unity is Strength!

Premier League champions Liverpool sneak past Leeds in seven-goal thriller Mohamed Salah scored a hat trick as Premier League champions Liverpool just made it past newly promoted Leeds United in a seven-goal thriller at Anfield that ended 43. Salah and Virgil van Dijk found the net for Liverpool while Jack Harrison, Patrick Bamford and Mateusz Klich got on the scoresheet for Leeds. Liverpool's first goal of the game came under controversial circumstances when the Reds were awarded a penalty after Salah's shot hit Robin Koch's arm. Salah stepped up to take the penalty and buried it down straight down the middle of the goal. Leeds appeared to have equalised five minutes later when Helder Costa held off Joe Gomez to get a shot past Alisson but the goal was quickly disallowed for offside. Leeds, on their return to the Premier League after 16 years away, didn't have to wait long for their equaliser though with Harrison finding the back of the net three minutes later. A pass across from Kalvin Phillips was well taken by the
winger who shimmied past Trent Alexander-Arnold and Gomez before hitting his shot into the goal from the edge of the area. Liverpool fell foul to offside on 16 minutes when Sadio Mane was adjudged to be ahead of the Leeds defence but the Premier League champions rectified the scoreline four minutes later when Leeds conceded a corner. Van Dijk was left unmarked and the force of his header forced Illan Meslier tumbling back into his own goal for Liverpool's second. Mohamed Salah scored twice in Liverpool's first Premier League game back. Paul Ellis/PA Images via Getty Images The Liverpool centre-back was at fault, however, on 30 minutes when Bamford pulled back another goal for Leeds. Stuart Dallas put a speculative ball towards the Liverpool goal and Van Dijk, not realising Bamford was behind him, flicked it straight into the striker's path. He struck it past Alisson to bring the score to 22. Salah grabbed Liverpool's

third and the fifth goal of the game on 33 minutes after Robertson's free kick was cleared only as far as the Egypt international. Completely unmarked, he took his time controlling the ball before belting it into the roof of the net. Liverpool came out after half-time the brighter side with a strong shot from Georginio Wijnaldum well saved by Meslier on 49 minutes. Liverpool failed to capitalise on several good chances and instead it was Leeds who pulled a third goal back on 66 minutes. Klich and Costa combined to work the ball up the pitch before the midfielder perfectly volleyed the ball past Alisson. It looked like Van Dijk has scored his second on 78 minutes after striking the ball into the net from a corner but the goal didn't count as Curtis Jones had fouled his marker in the lead up. The final blow for Leeds came on 88 minutes when Rodrigo fouled Fabinho and Salah slotted home his third of the day.
