KZN not going back to stricter lockdown levels

waZulu-Natal has no plans of returning to level 4 or 5 of lockdown despite the increase of infections brought by the ease of restrictions. Premier Sihle Zikalala said the province would intensify the enforcement of regulations. “We have not considered going back to stricter levels. We will ensure all safety measures and regulations are followed while we prepare our health facilities to be ready for high volumes of patients. “We can temporarily close those areas that have been infected for a particular period. We sanitise, disinfect and supply personal protective equipment to all frontline workers to minimise the risk of infections,” he said. Speaking in Durban on Thursday, Minister of Police Bheki Cele said there had been an increase in the murder rate since level 3 of the national lockdown and the lifting of
the alcohol ban. “Until June 1, we would have had about 32 people dying nationally during the lockdown. “But on the first day of alcohol sales being permitted, there were 40 fatalities; on the second day, we lost 51 people; and last Friday, in a period of 12 hours, between 5pm and 5am, we lost another 69 people,” Cele said. The minister said he feared the growing increase in the murder rate and motor vehicle accidents. Cele said more had to be done to regulate the sale and consumption of alcohol before the country reached its Covid-19 infection peak. “Doctors are saying their systems are beginning to get clogged. Trauma units and hospital beds that were available are now occupied by people who have been shot, stabbed or injured due to alcohol-related incidents,” he said. KZN: Premier Sihle Zikalala

Abandoned baby found in KwaDukuza
On 11 June 2020, an abandoned baby was found in the courtyard of a building in the Corner of Hullet and Blaine Street. According to eyewitnesses, the baby was left with a note pleading for someone/authorities to take care of the baby. KwaDukuza SAPS together with a local private security company rushed to the scene where they recovered the
baby. Communications officer at KwaDukuza SAPS, Priya Nunkumar, confirmed the incident. “The baby was found on Hullet Street and the matter is being dealt with by KwaDukuza FCS,” she said. SCENE: KwaDukuza SAPS helped recover the abandoned baby on Thursday, 11 June 2020

Gender-based violence on the rise Minister of Women, Youth and Persons with Disabilities Maite Nkoana-Mashabane said she was concerned about the rise in gender-based violence cases. Recently, the killing of women, allegedly by their partners, has resurfaced calls for the government to do more to deal with gender-based violence cases. Last week, Soweto resident Tshego Pule was buried after she was found hanging from a tree while nine months pregnant. Police also recovered the body of a Pretoria-based woman after she was allegedly stabbed to death by her boyfriend. In both cases, the suspects have not been arrested. Nkoana-Mashabane said the fight against genderbased violence cannot be done by the government alone. “As the government, we recognise and acknowledge
that we cannot do this alone. This is a societal problem that needs all of us to rally all our efforts and resources collectively and confront this enemy head-on,” said Nkoana-Mashabane. " G o v e r n m e n t acknowledges the crisis with regards to GBVF and condemn the current brutal killing of innocent women and children. We want a society where women, children and other vulnerable groups can live freely, without fear of either being abused or killed. We reconfirm our commitment to fighting the scourge of GBVF with more vigour," the minister said. The minister's office said these were the following steps that can be taken by gender-based violence victims; • Have a friend or relative that you can call on should you need help;
• Create a code for whoever your safe person is so that they know you are in danger; • Share the code with your children; • You could also share a sign with your neighbours that you will use to indicate to them that you need help; • Have emergency numbers available; i.e. SAPS, local NGO, Call Command Centre; • When you escape, leave at the safest time, e.g. when the abuser is asleep, or make an excuse to go out; • Go to a safe place like a family member's house, a local NGO, SAPS, etc. "We urge communities to work with the police and report any tip-offs they may have to the Crime Stop Hotline on 08600 10111 or send an anonymous SMS to Crime Line at 32211, or to call the Gender-Based Violence Command Centre at 0800 428 428.”

KDM Motor and Licensing Centre opening delayed The KwaDukuza Municipality has apologised for the delay in the opening of the Motor and Drivers licensing centre which was scheduled to open last week. In a statement, the municipality said they took a decision to close these centres further after becoming aware that one of its employees tested positive for Covid-19. "The employee referredto came into contact with the fellow colleagues as employees returned to work stations on Monday, 08 June 2020, to prepare for tomorrow's opening. This, therefore, takes us back in terms of our original plan as we now have to allow all employees of the section to be retested for COVID-19 and to self-isolate for the required 14 days. Our residents are assured not to panic as there is a 90-
day grace window period approved currently in, that was announced by the Minister of Transport for the renewal of licences that have expired. Those who able are urged to use other licensing offices/registering authorities and post offices," said KwaDukuza Municipality "We wish to, again, ask for corporation and calm from our community. We will be doing everything possible to ensure speedy retesting and return of results so that we can open up as soon as possible. We appeal to our residents to be reminded that COVID-19 pandemic is still raging out there and we appeal that our community remains observant and safe," added the municipality.
Fuel price increase
South African motorists are set to be hit with another fuel price increase from the beginning of July, as international oil prices continue to tick upwards. According to the Automobile Association, mid-month data from the Central Energy Fund is pointing towards a petrol price increase of around R1.59 a litre, while diesel looks set to go up by R1.48 and illuminating paraffin by R1.94. The latest daily prices hint that the increases could be slightly less than the above-mentioned, if current trends persist. “Oil is continuing its march back towards its previous levels in the first half of June, setting the scene for further hefty fuel price hikes going into July,” the AA said. "The basic fuel price used in South Africa has jumped by eight percent
since 1 June, with higher peaks, as international oil prices claw back some of the massive declines of the past four months," the AA says. The AA said that it will likely take at least a few months for international oil prices to return to their previous levels, which means that for now at least, motorists do have a bit of a breather. "South Africans are also benefiting from increasing rand strength, with the local currency having made up 60c against the US dollar since the start of June, and briefly breaching the psychological R17 to the dollar mark,” the AA added. “In fact, the Rand's firmer performance in June has offset the fuel price increases by around 36 cents a litre to date.”

SA's Covid-19 cases increase South Africa's confirmed Covid-19 cases have increased by 3495 to 70 038 over the past 24 hours, Health Minister Zweli Mkhize said on Monday. The country also recorded a further 88 Covid-19-related deaths. The total number of people who have died from Covid-19 since the first patient was identified
101 days ago now stands at 1568, which represents a mortality rate of 2.1%, Mkhize said. The Western Cape continues to have the highest number of infections and deaths, while the Northern Cape and Mpumalanga - with one Covid-19-linked fatality each - have recorded the lowest number of deaths.
Of the latest deaths, 73 were from Western Cape, 9 from the Eastern Cape and 6 from Gauteng. The statistics released by Mkhize on Sunday show that 39 867 people have recovered from Covid-19 to date. This represents a recovery rate of 54.2%.

SA looking to move to 'advanced level 3 lockdown' Minister of Small Business and Development Khumbudzo Ntshavheni says that government is
looking to open more sectors as part of a move to an 'advanced level 3 lockdown'. Speaking in an interview
with eNCA, Ntshavheni said that the move will be especially beneficial for small businesses such as
hairdressers and restaurants. “Already, when the president announced the movement to level 3, he also announced what he called the advanced level 3, which will include sit-down restaurants and also the opening up of personal care services,” Ntshavheni said. She added that her department has already completed the development protocols but that there were still some businesses that were seen as problematic especially tattoo parlours. “The protocols are ready including the rules for sitdown restaurants, hair salons, massage and other personal care services. We are ready to open it up.” Minister in the presidency Jackson Mthembu says that government currently has no plans to review its relaxed
lockdown rules and does not plan to reintroduce a countrywide ban on the sale of alcohol at this point in time. Speaking to the Sunday Times, Mthembu said that the cabinet had not discussed reversing the relaxation of regulations. He noted that a number of decisions will be made based on a presentation by government Medical Advisory Council to cabinet later this week. At its virtual meeting held on Wednesday (10 June), Cabinet said that it received an updated report from the National Coronavirus Command Council (NCCC). The NCCC tabled a number of recommendations pertaining to the enhanced risk-adjusted Alert Level 3 of the national lockdown.
The recommendations are based on submissions made by various sectors and deliberations by the National Joint Operational and Intelligence Structure. “However, Cabinet decided to defer approval of the recommendations pending a full health assessment report from the Ministerial Health Advisory Committee on Covid-19. “Cabinet once again appeal to and urge all South Africans to adhere and voluntarily comply with measures put in place to combat the spread of COVID-19. The measures include regular washing of hands, social distancing and wearing of masks when in public,” it said. -BUSINESSTECH

Youth Day is observed on 16 June and commemorates the protest of thousands of students from various Soweto schools against the implementation of Afrikaans as the medium of instruction in the local schools. This day changed the course of the country's history and honours the deaths of hundreds of Soweto school children. On 16 June 1976, between 3000 and 10 000 marched to demonstrate and protest against the government's directive. The march was meant to culminate at a rally in Orlando Stadium. On their way they were met by heavily armed police who fired
teargas and later live ammunition on demonstrating students. We continue to commemorate those who lost their lives in the resistance against the apartheid regime on that day in 1976. Although the protests of 16 June 1976 resulted in a number of casualties, the youth played a role in fighting and overcoming the inequality and oppression caused by apartheid. T h e r e a r e Yo u t h D a y celebrations which are held country wide in order to empower individuals of all ethnicities in South Africa and to remember those who lost their lives. Police officers, business directors nabbed for corruption In an effort to weed out corruption in its ranks, the South African Police Service (SAPS) on Wednesday nabbed eight of its own in a pre-dawn operation across the country. The eight are among the 14 arrested by an Anti-Corruption Task Team during the operation. Among the arrested are senior police officers and six company owners and directors. In a statement, Police spokesperson Vish Naidoo said among the arrested senior officers was a former SAPS Lieutenant General. “[They were arrested] on warrants of arrest issued on multiple charges, including fraud, corruption, theft and money laundering,” he said. The Special Anti-Corruption Task Team, led by Brigadier Tony Perumal, was set up by Police
Commissioner, General Khehla John Sitole, following serious allegations of corruption and related crimes, which date back to 2017. “This team and its investigations have been supported by a prosecution team from the Investigative Directorate within the National Prosecuting Authority, under the leadership of Advocate Hermione Cronje,” said Naidoo. Since 2017, this task team has been conducting a widespread intensive investigation into tender fraud related to the marking of police vehicles. During these investigations, nine members of the SAPS, including senior officers, private company directors and employees are alleged to have been involved in an elaborate act to defraud the State.
The pending arrest of a Lieutenant Colonel will bring the total to 10 the number of police officers arrested, said Naidoo. Sitole praised the task team for the zest and determination they showed in the pursuance of this investigation. "I have been kept abreast of this extensive and very complicated investigation since its inception. "I am confident that the cases against the arrested suspects are water-tight," said Sitole. The suspects are expected to appear in court/s yet to be determined either today or tomorrow. "We cannot rule out the possibility of more arrests being effected in this matter,” said Sitole, adding that corruption within SAPS will neither be condoned nor tolerated. SAnews.gov.za

Mondi donates face masks to KZN
DA Comments and Concerns KDM 2020/2021 Budget/Tariff As the DA we analysed the budget and tariff increase. Kindly receive our submission: That we acknowledge the severe condition and constraints coupled with the depressed economic conditions and the recent covid 19 has placed unprecedented challenge to the municipality and our communities. That unemployment has risen, retrenchment has increased, number of businesses had to close during the lockdown period and have suffered huge financial loss. Some remain closed under the lockdown regulation. That the reality under the new normal is very difficult to adjust and adapt with increased unplanned expenditure for households and businesses alike. That the proposed increase on tariff ranging from 4 % to 6.9 % is unaffordable to many who are struggling to put food on the table and have their businesses open. That the DA proposes that council considers a full recovery package for all sectors of our community and businesses in form of staggered rebate based on individual and businesses assessment in different categories as determined by council. That we firstly propose NO increase as first option. Second option if council proceeds to increase tariff they must be in line with CPI 4.5 %. That a moratorium be put
on employing new workers except for critical purposes. Existing workers with multi skills should be utilised across departments. That allocation of about 10 % on renewal of existing infrastructure is inadequate which could lead to total collapse of infrastructure and cost more in the future. The allocation of nearly 90% on new assets must be reviewed to find a balance of else we are heading for disaster. It is glaring to see the neglect of basic services when one drives around. That council has to make some sacrifices in this financial year before the situation normalises council has to dig deep to get a buy in from communities and businesses in order to ensure the sustainability of the municipality. That all long term contracts be reviewed including provision of body guards for councillors and political office bearers. Overtime be trimmed and monitored. Land invasion security unity contract be re - viewed engaged on needs basis only. That all Business unit/Departments identify savings of 1% to contribute towards the relief package. That the DA proposes 0% u p f r o n t w h e n acknowledging debt and making arrangement to pay their debts. The DA cannot support the budget and tariff increase in its current form. Edgars on the auction block after 91 years of South African trading Edgars needs buyers to make binding offers by the end of June to prevent the start of wind-up proceedings, putting at risk the future of a South African clothing chain that has traded for almost a century. Administrators for parent Edcon Holdings Ltd. put the retailer up for sale alongside sister companies Jet and Thank U after measures to contain the coronavirus cut off sources of revenue. Fifteen parties have expressed interest in one or other of the companies, although it remains to be
seen how many will follow through on their proposals. The sale process is the culmination of years of struggle at Edgars, which was founded in central Johannesburg in 1929 and sells clothes, shoes and cosmetics from just over 200 stores. As part of Edcon, Edgars was included in an ill-fated buyout by U.S. private equity firm Bain Capital Private Equity LP in 2007, which burdened the parent company with debt just as the economy hit a downturn following the global

Edgars, Jet and Thank U employ 17,292 permanent workers between them and hire about 5,000 more on a seasonal basis, according to a rescue plan compiled by a team led by businessrecovery specialists Lance Schapiro and Piers Marsden. Goldman Sachs Group Inc. and hedge fund Apollo Global Asset Management Inc. are among secured creditors with claims of 3.73 billion rand ($218 million), while the list of suppliers and other service providers owed money runs to 100 pages. That enables interested parties to target Jet, which has more outlets than Edgars and specializes in cheaper clothing, and Thank U, a finance unit and loyalty plan with about 14 million account holders. Mr Price Group Ltd., a mid-range seller of clothing, sports and homeware that said last month it plans to sell shares to pursue growth opportunities, swiftly quashed speculation it was interested in Jet or Edgars. “Over the past few years, Edcon has been assessed by several domestic retailers,” said Ntombiyombuso Zulu, a senior equity analyst at Johannesburg-based Sentio
Capital. “However, due to various concerns, including but not limited to I.T. systems and supply-chain issues, none of the retailers progressed with further discussions.” Edcon was eventually handed over to creditors by Bain in 2017, before securing R2.7 billion from lenders, landlords and the stateowned Public Investment Corp. two years later. Under Chief Executive Officer Grant Pattison, who previously ran Walmart Inc.owned Massmart Holdings Ltd., the company was able to start a turnaround plan that included the sale of newsagent chain CNA. But it didn't take long for Edcon to wave the white flag after South African President Cyril Ramaphosa announced the start of a strict lockdown to contain the coronavirus. Pattison wrote to suppliers in late March saying the company may not be able to reopen when the initial threeweek closure was due to end on 16 April. That first phase of lockdown was extended to the end of the month, and retailers were only allowed to open in May for the sale of specific items, such as winter clothing. Premier League lockdown: Winners and losers The Premier League finally makes its long-awaited return tonight (Wednesday), 17 June following a threemonth coronavirus lockdown. The landscape has changed since March - clubs have welcomed back injured players, others have had a chance to regroup and Liverpool have had to come to terms with a low-key title celebration. Method: · Set oven to 190°C. · Beat castor sugar and eggs until fluffy then beat in the jam until a creamy consistency. · Sift dry ingredients into separate bowl. · Melt butter in a small pot on a medium heat and add the vinegar and milk. · Now add the above mixture (butter, milk, eggs) to the sifted ingredients and mix well. Now add the eggs mixture and combine well. · Pour into an ovenproof casserole dish that takes about 2 litres. · Bake at 190°C for 45 minutes until the top is nicely browned. · Melt all the sauce ingredients together in a small pot over a medium heat and pour over the pudding before serving, preferably while it's still hot. · Serve it with ice-cream or custard or both.
