Paid parking to create jobs and curb crime By Xpress Reporter

waDukuza Municipality launched a new Tariff Parking Management system on Monday, 16 October 2017. According to the Municipality, the system will be implemented in various areas of business to enhance revenue generation and help reduce criminal activities plaguing urban centres of business. The official contract with the implementing agency of this system is set to commence as of 01

November 2017 in all central business districts under KwaDukuza, namely; Ballito, Shakaskraal and KwaDukuza town. Speaking at the launch of this project, KwaDukuza Municipality Mayor, Ricardo Mthembu cited that the operational costs of this system will pay for itself. “This service will run on itself meaning it will be self-sustaining and the municipality will no longer fork out any funds from the public” said Mthembu. The official tariffs for all

Maphumulo Municipality Mayor, Zibuyisile KhuzwayoDlamini delivered an address on the targets achieved by council since being elected as part of observing October as 'Service Delivery month' at Maphumulo Municipal offices on Wednesday, 11 October 2017. Khuzwayo-Dlamini cited that Maphumulo is a progressive Municipality and their achievements are restricted by multiple challenges however they still aim to deliver on the goals and targets with the Integrated Development Plan (IDP). “Our focus areas have been job creation, infrastructure development, poverty alleviation and economic emancipation of our people. According to the municipality other key benefits of the paid parking system include the provision of improved parking environment, monitoring and elimination of illegal car guards and enhancing revenue to mention a few. Furthermore; Mthembu advised council that the 'Crime monitors' which will be stationed at the paid parking zones be paid according to the proposed minimum wage.

Vehicle licensing fees set to increase By Xpress Reporter

As of 01 February 2018, motor vehicle licensing fees will increase almost four times more than the normal yearly increase. Minister of Transport Joe Maswanganyi announced the increase in national licensing transaction fees for 2018 on Sunday, 08 October 2017. The fees will increase by R30 from R42 to R72. Speaking to a National

Newspaper, Kwanele Ncalane, spokesperson for the Department of Transport in KZN, said they were holding negotiations with the national Department of Transport about the issue of licensing fees because of the impact it was having on the province. “We are already the most expensive province in the country when it comes to licensing fees. This makes people

register their cars outside the province which drains our revenue. “This also brings in the issue of fraud because if people register their cars in other provinces we have no way of telling whether their cars were really tested,” said Ncalane. Ncalane said he was not sure of the impact the new increase will have. “I will have to check these determinations.”

He approached the youth and summoned the police. Sifiso Sithole (21) of Monkey Town was charged with theft and was remanded in custody as police attempt to link him to other cases in the area. After the group had dispersed, the man attacked the visitor who managed to escape. He then attacked and raped the female who had stayed behind. She managed to eventually escape and ran to nearby houses for help. Fortunately for her,

Ronnie Govender of Hawks Security was attending to a client and accompanied the woman to the scene of the crime. They were approached by the armed culprit

who assaulted Govender. The community rallied to their assistance and the culprit was overpowered. Japan Mbokazi (46) will seek bail this week.

Diwali Recipes Vanilla Butter Biscuits (eggless) Ingredients 1 cup icing sugar 125g butter 125g margarine 185ml vegetable cooking oil 2 1/2 cups flour 2 teaspoons vanilla essence

Add in the oil and stir until the mixture is light and fluffy. Combine the flour into the liquid mixture. Mix the mixture well to form a soft dough. The dough can be piped into shapes using a biscuit machine. Alternatively portions of the biscuit dough can be broken off and shaped into round balls. Bake the biscuits on a 180 degrees for 610 minutes or until the underneath of the biscuits has turned a golden brown color. Baking time may vary according to the type or model of oven used.

Method In a large mixing bowl combine the butter, margarine and sugar. Mix the ingredients together to form a cream like consistency.

The mixture will start to thicken after a minute or so. Add the sultanas, powdered cardamom if using and the rest of the milk. Keep stirring. The semolina grains will start to absorb the milk and may splutter slightly. Once the liquid has been absorbed, around 10 minutes from the time you added the milk (some prefer a drier soji to others), remove from heat. Add fresh cream and stir through. Sprinkle with toasted flaked almonds and add a pat of butter if you wish. Enjoy warm.

Anger management If the version of witnesses is to be believed, a Glenhills man is in need of serious help. According to witnesses, the man was engaged in an argument with patrons outside Tredals Tavern. Bartender, Senzo Gumede alleges that the man stormed into the tavern and punched the juke-box which was playing music perfectly well. As a result of the attack on the defenseless juke-box, the glass broke and the music stopped playing. The culprit drove away but eventually handed himself over to police. Prakashen Trevor Reddy (34) has been charged with malicious damage to property estimated to be R3000.00. He is due back at court on 20 November. Respect the children Rejoice Zungu of Groutville received a report that her grandson was injured and raced off to investigate. She questioned the 10-year-old who alleged that he and his younger brother were questioned by their uncle about the missing house keys. Angered that the children did not know where the keys were, the uncle allegedly flew into a rage and punched the boys on their faces and heads. He also banged the 10-year-old's head against the wall. Infuriated by the nature of the injuries, Zungu took the children for medical treatment and reported the incident. Lindokuhle Sikhakane (21) was remanded in custody pending a bail consideration.

Morningside B took on Flipside B in a T20 B league fixture played at Gledhow cricket grounds this past Sunday. Flipside won the toss and asked Morningside to bat first, this was the first of many mistakes made by Flipside. Morningside openers Dylan Subrayen and Suveer Dewlall made batting look easy as the pair batted fluently to put on a 78 run opening stand. Dylan provided the anchor and Suveer the flare. Flipside were relieved when they ran Dylan out in the eighth over. Dylan batted well for his 25 runs. Suveer was then joined by Fadiel Mussa, and the pair continued the aggressive batting, until Fadiel chopped on off the bowling of Sipho.

The Dilley Puckree Memorial Darts singles tournament drew a large crowd at the Quartz Sports Bar and Conference Centre last Wednesday, with over 30 players chasing the title. In the top half of the draw saw tournament favourite Len Naidoo beat Deena Reddy in the first game (2-1). Julian Moonsamy beat Tridev Singh 2-1. Vasa Rungasamy who has been producing top class darts throughout the season beat Terrence Subban 2-0. Ajen Singh beat the more experienced Nine Pillay, who failed to close on a double, 21. All winners advanced into the quarter final. The bottom half saw Neeran Somnath beat veteran Paddy Padayachee 2-1. Jerry Arunachellum beat Charlie Pillay 2-0. Darrel Shanmugam beat Neville Moonsamy 2-0. Ashley Haripersadh beat the more fancied Sanjay Singh 2-0 and Naven Coopsamy beat Ashley 2-0 to advance into the quarters. With such a strong field in the quarter final, fireworks were expected. The top half of the quarters saw Len beat Julian 2-1 and Vasa beat Ajen 2-0 to meet Len.
