ILembe Municipality sets targets for service delivery

Ilembe Municipality has set targets for the new term of office to ensure that service delivery is provided smoothly. The targets were agreed upon during a session held from 24 to 27 October. The main aim for the revised targets is to guide the development of the community from 2016-2021 by fixing water leaks on time and without delay, ensuring that all areas are correctly metered and to also reduce water losses from 50% to 30% by the end of the current term. The mayor of this municipality, Cllr Sduduzo Gumede said it is important for management to empower council so that it can play its oversight role effectively and efficiently. “It is critical that reports presented by officials to councillors at portfolio committees are empowering so that councillors can make informed decisions,” said His Worship. Cllr Gumede also raised his concern on the financial position of the municipality and how it is beginning to impact councillors and employees. “Financial constraints have a negative impact for both politicians and officials. There needs to be a holistic approach to the staff establishment, including restructuring of the municipality.

A 17-year-old Ndwedwe youth was sentenced to 15 years imprisonment for the rape of a 6year-old girl. According to KZN SAPS Media Liaison Officer, Lieutenant Colonel Thulani Zwane, the victim was at home in Ndwedwe Mission when the accused, who is a neighbour, took the girl to his house and raped her. “The victim came back and reported the matter to her grandmother who immediately contacted the police. A case of rape was opened for
investigation at Ndwedwe SAPS. The KwaDukuza Family Violence, Child Protection and Sexual Offences Unit took over the investigation and the accused was apprehended on the following day,” said Zwane. The KwaZulu-Natal Acting Provincial Commissioner, Major General Bheki Langa praised the team for securing the conviction in court. “The members will continue with their positive approach in making sure that all those who prey on defenceless women and children are locked behind bars for a long time,” he said.

Mandeni Mayor enhances service delivery SPECIAL

Mandeni Municipality Mayor, Councillor Sphesihle Zulu officially announced the contractor for the electrification project in ward 6. This followed an Integrated Development Plan (IDP) meeting that was held at Nkomidli Sports field, Ndulinde
area on 8 November 2016. Addressing ward 6 residents Zulu said, “Today we are here to introduce the electrification project contractor, A1 Electrical to fill all those gaps that were left during the electrification of Vutha area. About 352 households will be electrified in this regard.”
ILembe Municipality issued a notice about water supply interruptions from Thursday, 17 November 2016 to Monday, 21 November 2016. In their statement, the municipality cited the connection of the new 450mm OPVC Rising Main from Umvoti pump station to the Balancing Reservoir as the reason for the interruption. Date of first tie-in and anchoring at Umvoti Pump station is scheduled for Thursday, 17 November 2016. That
process will take three days to complete and the second tie-in at the Balancing Reservoir is scheduled for Monday, 21 November 2016. The following areas are most likely to be affected by this project; KwaDukuza CBD, Lot 16, Indian Village, Sunny Park, Highridge, Mbozambo, Lindelani, Glenhills, Stanger Heights, Shakaville, New Guelderland, Ocean View, Memory and Lloyd. As soon as the tie-ins are complete as scheduled, water supply will resume normally in all affected areas.

The Mayor further announced that the project will take about three months to be completed. He also asked all those who have illegally connected electricity to disconnect as they are about to receive electricity from ESKOM. “As Mandeni Municipality, we work closely with ESKOM and the Department of Energy and Minerals in trying to provide electricity for the community of Mandeni. As far as infrastructural development is concerned, as Mandeni Municipality, we managed to build about 1000 houses for the community of ward 6, and those houses have already been handed over to their rightful owners. “I will be failing my duty if I don't mention the fact that we will proceed with phase 2 to accommodate those who did not receive houses under phase 1,” said Zulu. He added that Mandeni Municipality receives funds from Mandeni ratepayers like Sundumbili, Tugela Mouth and High view Park residents, including local business people like Mandeni Mall, Sundumbili Plaza, Farmers Association and iSithebe Industrial Park in order to perform some of the infrastructure projects.

Social Outreach Male learners at ZMS mainly participate in Cricket and Football. The school has excelled in Cricket and the teams have been victorious in numerous tournaments and in league matches. In 2015, 3 learners were selected to represent the AMS-KZN cricket squad in a tournament held in Roshnee. Two of these were selected to represent the AMS national team.
Learners receive an all-round education that includes morals and value systems in accordance with Islamic culture. Thus learners are given a rich set of positive values so that he or she can serve humanity at large with sincerity, love, dedication and distinction.
Learners also participate in Soccer tournaments organised by the Association of Muslim Schools. The teams have always displayed a spirited performance. Some of these tournaments had taken place at distant venues such as Ladysmith, Johannesburg and Cape Town. In September 2011, a ZMS learner was selected to represent the Under 15 AMS Soccer team in Egypt where the team played several Egyptian school teams.
Learners are taken on field trips to hospitals, special needs institutes and to indigent communities on welfare missions. At times of natural disasters, our learners rally to the aid of victims both financially and physically.

Anger management A 23-year-old Tugela man appeared in court on Monday on a charge of murder. According to a witness who was in the company of the deceased, he alleges that they were walking together at about 6pm. The deceased and his attacker were arguing over a cellphone. The deceased slapped “Mabunu” who drew a sharp object and stabbed him in the chest before fleeing. The companions carried the deceased to a nearby bottle store for help. Mvelo Mpanza was certified dead. Police arrested Sipho Thusi in connection with the incident. He is expected to
seek bail this week. Road rage Sihle Mchunu of Melville alleges he was driving in Melville and joining the R102 when his vehicle was struck by another vehicle. He alighted from his vehicle to enquire from the errant driver about the collision when he was assaulted by the man. He fell and was further assaulted by the other driver's companions. He managed to escape and was rushed to Stanger Hospital for treatment. When he left the hospital he was approached by his attacker and two of his friends who handed over his keys. On inspecting his vehicle, he noticed his r a d i o , speakers and R1000 cash missing from his vehicle. S i f i s o Mthembu (27), also of Melville, is due back at court on 5 December for assault with intent to do grievous bodily harm and theft. A heavy ballie There were shocked faces
when a 62-year-old appeared in court on a charge of drunken driving and handling a firearm under the influence of alcohol. It is alleged by a senior police official that he spotted a vehicle causing an obstruction on the R102 near New Guelderland. He approached the driver with the intention of assisting him and realized the man was drunk. He had a bottle of whiskey in the vehicle and a firearm between the seats. The man fell when he alighted from his bakkie. The man, whose identity is being withheld, was taken for a blood test. He is due back at court on 7 February 2016.
Criminal or student The future of a Grade 12 ML Sultan learner looks very bleak. The youngster was arrested last Thursday on charges of robbery and housebreaking with intent to steal and theft. In the robbery case, it is alleged by Roswell Mbatha that she was walking to her house at Gledhow when she was held up at knifepoint and robbed of her handbag containing her cellphone, train ticket, cash and cosmetics on 16 October at 4:15pm. On 3 November at about 9am, IPSS Security officers surrounded a house in Gledhow and arrested a youth inside the house. Several items were missing. As the police were leading him to the van, Mbatha identified him as the same person who had robbed her. Bonga Mthembu (18) was remanded in custody pending a bail consideration. He is due to appear in court on 14 November and will have to have special arrangements made to write any papers during his period of incarceration.

Rain stalls KwaDukuza projects By Xpress Reporter
The recent rains across KwaDukuza stalled a lot of projects within the area, one notable project being that of the road construction on EV Mahomed Street in Stanger's central business district. The delay in the proceedings for the completion of this project means that cars using this road will wait much longer for the other lanes to start working. Business is also being
stalled as it is hard for customers to recognise businesses with all the nets and construction vehicles clouding the area. Tolcon mismanaged! I hope this letter reaches the powers that be at Umvoti Toll. It has been a while now that motorists are inconvenienced, mainly after 8pm at Umvoti Toll, north and south bound by operating just one booth. I personally experienced this about 6 7 times most recently. There is always a long line of cars waiting to pay. We are paying, so do not keep us waiting. It is endangering our lives. Secondly, due to maintenance and construction, we should not pay toll fees at Umvoti and Tongaat Toll. The road is so dangerous. Daily accidents are taking place, especially at night. Terrible lighting and warning signs. We motorists must stop paying.

The Smurfs Hiking Club were back in action in the beautiful Monks Cowl section of the Berg. Blue skies and hot sun greeted the group of 7 to trek deep into the high ridges of the mountains. Having encountered cascading waterfalls, unique rock formations, steep ascends, caves and cool mountain streams, the club pushed beyond their personal limits to successfully summit 'The Spinxs' at an altitude of 5500 feet. Still resolute and determined, the team surged further up the ridge to the plateau near 'Blind Man's Corner' at approximately 6100 feet above sea level. A special mention must be made of the tenacity of the 4 ladies in the team who displayed grit and courage during the trek. They were truly inspiring said team leader, Vimal Mothilal.

I am an adult African male person aged 69 years, living at Maqumbi Reserve under Maphumulo Municipality in KwaZulu Natal Province. Professionally, I am a retired School Principal who last served the government in 2013. Many thanks to the above Wellness and Health Centre for the finest work done. Instead of being in the theatre to remove kidney stones, which was diagnosed on the 17-11-2015 from a private hospital in KZN where I was admitted as a patient. It is said that there were three closely related stones and they would have to be removed. Prior to my operation, I immediately requested my assigned doctor to grant me a temporary pass-out to my house. In consultation with the above Wellness Centre after using his [Dr Sbukiwe P. Dlamini] medication the stones disappeared completely from my system. Actually the largest stone measured 5mm in size. However I felt no pain nor discomfort in using Skulpat Wellness and Health Centre's diagnostic tools with their medication. On my return to my private hospital in question, on the 26-03-20 16 it was then discovered that there were no longer any stones in my body. Evident to this, are hospital reports from Ultrasound findings. It was noted that both kidneys were normal in position, size and outline. No hydronephrosis, hydroureter, renal calculi nor focal renal mass lesions noted. All these, were in black and white on the Hospital findings. Meaning that I narrowly escaped the so called “the stones operation” as the results I was officially discharged from Hospital. Really, I have every good reason to say “Thank you Skulpat Wellness and Health Centre for once again saving my life. Wishing you, Long Live Dr Sbukiwe P. KwaDukuza Athletic Club will be hosting its annual awards function on Saturday, 19 November 2016 to honour its members for their achievements during the 2016 sports year. The events takes place at the Stanger Manor Community Hall commencing at 18:00. Those members who have excelled in races and have achieved the minimum mileage requirement and have submitted race logs will be awarded at the function. The public is invited to attend. Tickets for the function is available from the President of KDAC at Lighty Barbers Salon at a cost of R100 per person. The Links Naidoo Memorial League hosted by KwaDukuza Darts Association got underway on Wednesday at the Quartz Sports Bar with 3 teams playing a round robin system home and away basis. Sundowner Darts Club, who look favourites to lift the cup, were in scintillating form on the night. Neelan's Auto and Kwafel Darts Club will look for loop holes to cause upset in the League and will have to find ways to defeat the reigning Dolphin Plumbers champions.

Nandos Stanger have sponsored the KwaDukuza Volleyball Association yearend knockout tournament for corporate teams. Revy H a r r y p e r s a d , K D VA coordinator of the corporate league, praised CEO of Nandos for his generous sponsorship and keeping the aging players in the game. The tournament will kick-off tonight (Wednesday) at 7pm with the finals and presentation scheduled to take place next Wednesday, 23 November 2016. The tournament is open to all male players 35 years and older and females that are 21 years and older. The entry fee for male teams is R200
whilst the female players will enjoy a free entry. The tournament will be played in two pools on a league basis. All matches in the pool games will be contested to the best of 3 sets comprising of 15 uncapped points. The winners and runners up from each pool will qualify for a cross over semi-final The final will take place next Wednesday followed by the by the presentation ceremony and supper at Nandos. Randsons/Grove End to contest EZE's Electrical final
The finals of the EZE's Electrical knockout cup will take place this Friday at the association courts commencing at 7pm. KSST will umpire the final. A humdinger is expected in the final between Randsons and Grove End. The final of plate section between KSST took play last night (Tuesday) and the time of going to print, the results were not available. KDVA will host the awards presentation immediately after the finals. Randsons and Grove End will do battle in the EZE's Electrical KO final
