President Ramaphosa delivers SONA Ministers to sign performance agreements By Xpress Reporter
President Cyril Ramaphosa delivered his fourth State of the Nation (SONA) address on Thursday, 13 February 2020. The highly anticipated speech was delayed by more than 90 minutes after the Economic Freedom Fighters (EFF) disrupted proceedings, demanding that former apartheid-era president FW de Klerk leave the assembly, and also that public enterprises minister Pravin Gordhan be fired for the load shedding crisis at Eskom. Ramaphosa confirmed that economic growth to stimulate job creation would be the main priority of the state going forward. “Without growth there will be no jobs, and without jobs there will be no meaningful improvement in the lives of our people,” he said. Ramaphosa said load shedding will likely continue in the near future as Eskom completes “fundamental maintenance”. He confirmed

Ramaphosa said nine new technical and vocational education and training (TVET) college campuses will be built in Sterkspruit, Aliwal North, Graaff Reinet and Ngqungqushe in the

KDM to crack down on illegal connections
KWADUKUZA: KwaDukuza Municipality Acting Mayor Cllr Dolly Govender speaking on the achievements of the municipality in the last four years.

KwaDukuza Municipality has declared that it will crack down on illegal electricity connections that relentlessly plague the municipality. Illegal connections are costing the municipality millions of rands. This was announced after the Municipality rolled out its Mid-Term Strategic Planning Lekgotla on Tuesday 11 to 12 February 2020. According to KwaDukuza Municipality, the energy losses is currently sitting at R85 million (excl. vat) as at end December 2019 for the previous 6 months. Media Liaison Officer of KwaDukuza Municipality, Sipho Mkhize stated that the Municipality is concerned over illegal connections and there are strategic plans in
place to clamp down on them. “We are looking to implement smart metering in all wards, however, we want to start with large business, as we have identified that this is where most losses occur. At a later stage we will move to households and so on. It must be stated that whilst we look to implement these, the community has a bigger role to play to not condone theft of electricity. The continued prevalence of technical and non-technical energy losses will have/is having a dire impact on the municipality's finances, and this is something we can achieve by working together,” said Sipho Mkhize. Responding to the enquiries regarding the delayed Rocky Park Housing Project Mkhize said the project is chaired by the
province. “We will provide updates on the continuation of construction once we have received such information from the province. It must be said that Council set aside funds to complete some internal works on units that were ready for occupation, this was done as a response to continued outcry from the people who said they were seeing completed physical structures but were not being allocated homes. Summarily, we can say all pressing issues were dealt with,” added Mkhize. KwaDukuza Municipality Acting Mayor Cllr Dolly Govender, speaking during the engagements of Lekgotla, said through determination and commitment the municipality can overcome its challenges. “The institution needs a collective willingness to implement, to consult and to account. Our freedom and democracy together with the challenges of KwaDukuza demand collectiveness, commitment and discipline and nothing else. Our Lekgotla must give practical and financial meaning to the commitments outlined in our statement of intent that we made to the people of KwaDukuza in August 2016. It is our duty to adjourn this two-day meeting with a focused action plan that is implementable and which will continue to s t r e n g t h e n o u r municipality,” said Acting Mayor Cllr Dolly Govender

Residents of Ocean View and surrounding areas are up in arms over the state of the roads. Motorists and community members say that poor road conditions cause damages to their vehicles and the roads have over the years been poorly maintained. A lot of fingers are pointed at ILembe District Municipality. It is reported that when the Municipality is done carrying out pipe repairs on certain roads, they patch tarred roads with pure sand which is easily eroded when it rains and when heavy vehicles pass through.
One resident, who asked to remain anonymous, said patching potholes is a waste of funds, and suggested that roads need to be strengthened. “Although it would be an expensive exercise for the government, it's worth the cost so that our roads can last long. This has been dragging so long, and something needs to be done. Not only in our area, but also in the CBD, you find dug up massive holes in the middle of the road. It seems contractors are not doing a good job of fixing our roads,” he said. KwaDukuza Municipality Media Liaison Officer Sipho Mkhize said the
Municipality has done its job in terms of road rehabilitation in most wards. “It must be noted that we also ensure that we inform all our stakeholders and sister municipalities and entities when we undergo such projects to avoid situations when doing repairs. One issue that I feel we are not dealing with and the one thing that is causing many licks (which contribute too many potholes) in this town is tampered water meters and illegal connections. I feel that if communities can rise above condoning such practises we can achieve a lot more,” said Mkhize.
Time to fight urban terror The day I heard the desperation of a nation living in fear. ONE morning this week I spent an hour on the radio discussing South Africa's crime problem. As I always try to be, I was brutally honest about our national epidemic of lawlessness, and I called it what it is urban terror. I spoke to Eusebius Mckaiser on Talkradio 702 of the daily onslaught of murder, rape, hijackings, robberies, house invasions and other outrages routinely inflicted on decent citizens. As my followers on social media will know, I regularly post reports and CCTV footage of these terrifying incidents to highlight the emergency gripping our nation. It's urban terror. The phone lines were flooded. Caller after caller complained about their personal experiences of crime and police inefficiency. The picture that emerged was agonisingly clear: we have become a
nation living in fear. We lock ourselves away in virtual prisons to avoid being terrorised by criminals. Even then, we are unable to escape the attentions of these brutal thugs. One caller told how robbers broke down security doors to his home before putting a gun to his daughter's head. She was so traumatised that she can no longer live the innocent life of a child. Such stories are all too common. But sometimes there are no survivors to tell the tale. Any sane person would say it is an intolerable existence. As well as the physical toll, crime is destroying the fabric of our society. I recently visited three countries in the space of three weeks. Everywhere I went, the first thing I was asked about by everyone from taxi drivers to business people was the high levels of crime in South Africa. We have, sadly, developed the reputation of a nation riddled with violence and
lawlessness. It is having a huge impact on tourism and other much-needed investment. Drastic times need drastic action. We need to find solutions. Instead of sitting back, complaining and pointing fingers, we need to act. Police inefficiency is common. No wonder the detection and conviction rates are low. We need to hold law enforcement to account. They are here to serve and protect us. Let's praise and support them when we have to, and criticise and condemn them when they fail us. W e h a v e m a n y hardworking, dedicated and efficient men and women in blue. We salute them. The Johannesburg Metro Police Department (JMPD), headed by chief David Tembe, is making great strides and other municipalities need to do the same. But useless cops need to be rooted out of the police once and for all. We need the political will to make South Africa safe. Police morale appears to be slowly
improving but a lot of work still needs to be done. There is some stability within the leadership of the police but it needs to be strengthened. Technology in the fight against crime has become a must. From CCTV cameras at street corners to dash cams for our cars, body cameras for police officers and safety apps, we need to invest in new ways. Court backlogs are massive and the criminal justice system is a mess. It needs an overhaul. Crime statistics are released only once a year. It's far too late. We need the figures each month to allow communities to look at trends and act accordingly. Citizens have to mobilise and strengthen community police forums and neighbourhood watch groups. We all have to become active citizens. We keep on talking and talking and little changes. It's now time for action. Government, corporates, civil society and the man in the street have a role to play.
Cash vans constantly come under attack. We need urgent measures to stop these gangs. Cellphone tower battery theft is rife. Millions of rand are lost annually. MTN has taken the lead to raise awareness. Companies such as 1st for Women Insurance have been recognised for their focus on gender-based violence and femicide and new preventative and response programmes in Diepsloot that takes into account and addresses the root cause of the epidemic. Dial Direct promotes safety through its partnership with the fastest growing safety app, Namola. Other companies need to do more. We must roll up our sleeves now and fight this urban terror. Amid our epidemic of terrifying lawlessness, organised crime has been allowed to grow unchecked. Drug dealing, money laundering and protection rackets thrive in a country that has given free rein to crooks. In this environment illicit trade not only
flourishes, it also helps to sustain and fund more criminal enterprises. It is a vicious cycle of violence and villainy. To add insult to injury, the crooks engaging in the illegal economy are systematically looting the state of R100 million every single day. They do so by pocketing the alcohol taxes, tobacco taxes, income taxes, sales taxes and corporation taxes that are needed to transform and rebuild South Africa. To combat this evil, I have helped to found Tax Justice South Africa, an NPO to raise awareness and to campaign for tax criminals to be brought to justice and sent to jail. Let's get cracking! Let's join hands and say NO to crime. Moreover, let's fight crime at every turn and make it a national priority. March against Comprehensive Sexuality Education (CSE) Disappointing Turnout from the Community On 13 February our community joined in a national march against CSE being introduced to children at school. The agenda of the Department of Education in introducing CSE is to deny the rights of parents. Hence parents not lending their support to the march was disappointing. It was disappointing that only a handful of people supported the march. The issue of CSE is not one that should be taken lightly by parents. The lives of our children are under a huge attack and it is going to take all citizens within our community to take a stand against it. Every child in our nation needs our support. As parents and citizens we cannot leave this mammoth task to just a few. It is unfair to expect a few people to stand up for the entire community. If government needs to hear us then it is the responsibility of everyone of us. We in KwaDukuza must make our voices heard on this matter. Teaching our children CSE from as little as grade 4 is an absurd act from our government and the Department of Education. Being quiet and not standing up for our rights as parents, is saying “Okay” to the government to continue with CSE in schools. STANGER: The community has raised concerns regarding the state of abandoned classrooms at Stanger Secondary School

Parents of current learners, community members and ex learners of Stanger Secondary have raised concern regarding the condition of classrooms at the school. They also weighed in on troubling images and videos of abandoned classrooms that emerged on social media recently. The videos show classrooms with dirt piling up, broken windows, and words painted on the wall. Unconfirmed reports state that the classrooms have been abandoned since 2012. In previous years, Stanger Secondary School was considered an esteemed institution producing remarkable matric results.
When contacted, the school principal declined to comment on the matter. However, the present committee formed to celebrate the centenary year this year, has come up with the idea of 'Adopting a classroom' to maintain the existing classrooms in use. Ex-students and Ex-teachers have already begun with the project, “This project is aimed at maintaining as many classrooms as possible and will involve painting, repairs to doors, windows, light switches, chalkboard, etc. These repairs may have to be done only once every few years. It is intended that a plaque bearing the sponsor's family name will appear near the door of the classroom. Several rooms
have been booked. Please choose yours for refurbishing. Looking forward to your support and co-operation, in the name of your Alma Mater,” stated the post shared on Facebook by the school. Attempts to reach the Department of Education and SGB to comment on the matter were unsuccessful at the time of going to press.

BEYOND THE TOUCHLINE Can T20 internationals be closer than those between South Africa and England over the past week? The first one in Cape Town ended in a win for the Proteas by 1 run. The second in Durban last Friday in front of 17,000 plus spectators saw the Three Lions emerge victorious by 2 runs. And on Sunday, when almost 450 runs were scored, England won by 5 wickets with 5 balls to spare. Throughout the series there were brilliant batting performances by among others Temba Bavuma (123 runs in total), Quinton de Kock (131), Eion Morgan (136) and Jason Roy (117). Afew others played some scintillating single innings like Ben Stokes (47), Hendrik Klaasen (66), Josh Butler (57), Bairstow (64), Moeen Ali (39), Rudi van der Dussen (43* and 31). But, in the end, skipper Morgan was chosen as the Man of the Series for his excellent consistency as well as leading his team to a 2-1 series win. So a long tour of SA has come to an end with the test and ODI series won by the visitors while the ODI series was shared. In the process, it revealed many chinks in the Proteas' armour in red ball cricket. In the batting department, finding a consistent opening pair has become a problem, Also, the middle order lacks stability with Faf du Plessis, Zubayr Hamza, Temba Bavuma and van der Dussen failing to post scores that can win games.
