We unapologetically declare our loss of confidence to the local Police and we urge the Minister to start by investigating the Police personnel themselves of whether or not, they are capable of doing their job or they are just accomplices of crime. If the police cannot arrest criminals then they themselves must be arrested because that will mean they steal tax payers' money by getting paid for nothing,” uttered Ngcobo. “The ANC Youth League will not stand on the periphery and leave the criminals to reign. We believe that justice delayed is justice denied which is why we demand the instant action and justice to be served,” added Ngcobo. Amongst the demands, the ANCYL in the region appeals to the Minister of Police to deploy a special SAPS task unit to be stationed in Mandeni for the next three months, they also demand that the suspects of these criminal cases be arrested with immediate effect. Present to support the march, Thanduxolo Sabelo cited that the Youth League in this region
will not relent and watch criminals turn Mandeni area into a war zone. ANC supporters applauded Thanduxolo when he uttered that the Youth League in the province is currently engaging with the ANC to reinstate Musa Zondi to his position of being the secretary of the ANC in the region after he took a leave of absence from all organisational activities in the ANC following his alleged relation to a murder and kidnapping case. Accepting the m e m o r a n d u m , Brigadier Bheki Zondi of ILembe Cluster said he will pass the memorandum to the relevant department and give a response within the given period. The Xpress Times seized the opportunity at the march to hear the concerns from the people of Mandeni. They allege that law enforcement has failed to deliver. Nomalanga Gumede said the community has had enough, “Drug abuse and killings with non-conviction are not the only concerns - as

Two men burned to death in Melville By Thokozani Mnguni
Police are investigating the murder of two men as their burnt bodies were discovered in Melville, KwaDukuza, in the early hours of Thursday last week. Spokesperson of KwaZulu-Natal SAPS, Colonel Thulani Zwane said, “Two men who were found burned to ashes were suspected by the community to be involved in commission of crime in the area. The
community then took matters into their own hands. As the police, we denounce the act of the community. We urge communities to let police do their work regardless of the situation, it is never okay to take matters to your own hands. “At this stage police are still investigating the details of the deceased,” said Zwane. Two cases of murder have been opened.

DA outraged over paid parking
The Democratic Alliance in Kwazulu-Natal has pledged to fight tooth and nail over the reintroduction of paid parking by KwaDukuza Municipality in KwaDukuza, Salt Rock and Ballito. On Monday, 18 February 2019, DA members picketed outside KwaDukuza Municipality disparaging the initiative of paid parking. According to DA Team One KZN spokesperson for jobs and opportunities, Dean Macpherson this initiative by the Municipality will cripple small business and bring process of job creation to a halt. “The outcry from business and ordinary citizens in opposition to this money making racket has been loud and clear, they are opposed in totality to this move. Small and medium sized
businesses from retail to service related industries are worried that paid parking in the towns will have devastating effect on their business and may lead to job losses and in some cases businesses closing,” uttered Macpherson. Macpherson revealed that the DA will hold a series of public meetings across the municipality to rally residents behind their opposition to paid parking. “The DA will oppose the matter in council forums. Ultimately we will be leading a march to the mayor's office to hand over our petition and grievances to the municipality. Another area of concern is the Industrial Area, where it is almost impossible for motorists to avoid the numerous potholes. Residents claim that their vehicles are being damaged due to these road conditions.

Parliament approves new demerit system for motorists Parliament's Portfolio Committee on Transport accepted the final amendments on the Administrative Adjudication of Road Traffic Offences (Aarto) Bill on Tuesday (12 February). KDM applauded for climate change strategy By Xpress Reporter
KwaDukuza Municipality recently hosted a climate change benchmark session at Fairmont for a delegation of the Mpumalanga Provincial and Local Government. This session was part of the delegation's two-day (14-15 February 2019) visit to the province, which was coordinated by the Central KZN Climate Change Compact (CKZNCCC). KwaDukuza Municipality the first secondary city in Africa to receive full green compliance badges from the Global Covenant of Mayors for Climate and Energy used this opportunity to share its journey from promulgating the climate change component, creating sustainable intergovernmental relations,
sourcing funding and fostering public private partnerships. Speaking during the question and answer session the Executive Director for Economic Development and Planning at the municipality, Mr. Skhumbuzo Hlongwane, shared climate change adaptation and/or mitigation projects that have been undertaken by the municipality which includes “the roll out of Solar/Led Powered Streetlights, rollout of some 500 Insulated Cookers to various households, crafting of the KDM Green Buildings Guidelines Policy/ Bylaw, rollout of Environmental Education and Awareness to staff, councillors and community, rollout of office and CBD Waste Recycling Programme, rollout of the

Ayanda crowned Mr Valentine 2019 Ayanda Mnguni has once again made KwaDukuza and its surroundings proud as he was declared Mr Valentine at the 'Mr and Mrs Valentine' competition, held in Play House, Durban on Valentine's Day last week. Ayanda hails from Shakaville and began modelling at a very young age. Speaking to the Xpress Times he articulated that he has his eyes on Mr South Africa. “I'm very passionate about modelling and I try by all means to improve each day. I wouldn't be where I am
today if it wasn't for the support I get from home and people of my home town. I just want to thank the community because without their enthusiasm and generosity it wouldn't have happened. Prepaid parking and its aftermath As the public is aware no public consultations was done by the KwaDukuza Municipality, prior to the implementation of the prepaid parking on the 7th November 2017. This did not sit well with the community at large, and the uproar created by the people led the Mayor to have a public meeting at the lIembe Auditorium. He directed that a Task Team be formed, and mandated this to Mr Sanele. The Task Team did not materialize. On the 9th December 2017 a meeting was scheduled at Council Chambers. This meeting was academic since the tender in respect of the Pre-paid parking was finalized with the implementation date set for the 1st November 2017. This meeting was attended by Mr Haroon Mahomedy, DOCRA some businessmen from the CBD and representatives from Kwa Dukuza Municipality (KDM) and myself. Cecil a representative from KDM was questioned in particular by me about the implementation of the parking, since it should have commenced on the 1st July 2017. His response was that due to the tender delays it was implemented on 1st November2017. The question left to answer was why it could not wait for the 1st July 2018. Thereafter the KDM officials left the meeting and had their own caucus. They returned and informed us that will revert to us with a decision. We had no response from them to date save for the advert which now appears stating that "KDM is planning to bring pay parking back in full force by July this year". Some of the headlines in our local newspaper in 2017 read: "Rethink on Pay Parking", (Mayor bends on parking" on 8/12/2017. "Review on Pay Parking on 22/12/2017 and on 31/01 /2018". "Parking Marshalls put tools down." These Marshalls who the Mayor
or said will earn R3 200,00 per month by Vusa Isipho Trading Enterprise, ironically were picketing in the Municipality garden instead of Vusa Isipho. They were picketing because the Vendor offered them Rl 000,00 per month plus commission. One would recall that the local Newspapers would carry articles that stated: Newspapers:1. "Huge public outcry forced the closure of the scheme after residents and Councilors slammed the Municipality for not properly consulting the public before taking the decision. "This is clearly incorrect since the Marshalls were and are still operating in the CBD. 2. "So far the Municipality along with the task team formed last year took into the issue, have been discussing restructuring the parking fee. " I hasten to add that No task team was formed. 3. Sipho Mkhize from KDM said: "If this works, it will relieve the ratepayers in the long run. KDM buys refuse bags, electricity and other basic things to resell and make money." This makes no sense at all - the consumers diligently pay for these services. In addition the paid parking places a further burden on the consumers and KDM benefits from the commission, which is derived from the six rand paid by the consumer. Cecil reported at the last meeting at Council Chambers that they (KDM) collected Rl00 000, 00 from the Vendor. - Where is this money? And what benefit has it been to the rate-payers. Questions that boggle the mind in respect of pre-parking:Tender was signed for the following towns Kwa Dukuza, Ballito, Shakas Rock, Umhlali and Chakaskraal. A tender could not be signed by KDM for Chakaskraal since the roads belong to the Department of

At the moment the CBD is not chaotic because over 600 vehicles or more are parked at the KwaDukuza Mall. The congestion has dramatically reduced. Furthermore it is budget preparation time where all the service charges will increase, toll fee will go up by 4,8%, motor car licence fees have gone up not forgetting fuel hikes that are a monthly occurrence. There can also be dramatic increases in tax, sugar tax, cigarette and alcohol, RAF and fuel levies on Wednesday when the Minister of Finance will present his maiden budget speech. Ilembe Chamber of Business in partnership with Enterprise lIembe stated that "'crumbling infrastructure, electrical instability and crime are steering some business sectors away from investing in Ilembe." Off duty KwaDukuza Police Officer, Constable Sibusiso Khuzwayo went beyond the call of duty as he single-handedly arrested a male who was allegedly in possession of stolen goods on Monday 08 February 2019. It did not comply with key legislations. Water losses of R 40.4 million which represents 46.8% was recorded. In the previous financial year it was sitting at 52.3 % a decrease by 6 %. It is still an area of concern taking into account the national norm for water losses is around 40 %. An aggressive campaign to deal with illegal connection, main leaks, reserve overflows and service connection leaks must be addressed if we are to be sustainable in the future. Illegal connections must be acted upon without fear or favour. While there was no unauthorised expenditure recorded for the financial year ending at 30 June 2018, irregular expenditure spiralled out of control from R 8.5m in the previous year to R 45 million. BEYOND THE TOUCHLINE Has the "choker" tag returned? Sitting among such cricketing luminaries at Kingsmead on a beautiful Saturday afternoon last week - Harold Samuel (Former NCB Captain, Manager, Convener of Selection Committee), Cassim Docrat (Former President and CEO of KZNCU, Manager of the Proteas), Sagren Naidoo (former Provincial Umpire and Chairman of the KZN Umpires' Association), Krish Reddy (Writer, Collector and Statistician for CSA) and "learner luminary", Kenneth Samuel (Advocate: NPA) - it was the unanimous opinion that the Proteas had snatched defeat from the jaws of victory. How could a team needing one wicket for victory while the opposition still required 78 runs to win lose? It was inexplicable. As much as Kusal Perera (153*) and his number 11 partner, Vishwa Fernando (6*) batted out of their skins, it was the inability of the South Africans led by Faf du Plessis to deliver the killer blow when it mattered. The ninth wicket fell at 226 and from then on the Proteas lost the plot. Field placing was perplexing; use of bowlers lacked a plan; consistent short-pitched deliveries; lack of imagination in making bowling changes - no use of Dean Elgar or Aiden Markram; and most mind-boggling of all,
allowing Perera to face 4 or 5 balls per over, leaving the tailender to face 1 or 2 balls. In fact, in the last wicket partnership, Fernando faced only 27 balls when he should have been made to face many more. It was truly a case of becoming rattled when the pressure was on. It's true that the Proteas were hamstrung without having the services of Vernon Philander who did not take the field owing to a hamstring injury. But with the firepower at hand and Keshav Maharaj to spin a web around the tail enders, the Lankans should not have sneaked home. But that they did, begs the question, "Did the Proteas choke?" As in New Zealand 4 years ago, the wrong ball was bowled, the tactics were not the right ones, and to accept defeat without a fight came to the fore. It will take some time for the Proteas to remove this loss from their psyche. Has it come at the wrong time with the World Cup just 3 months away? This defeat will remain in the annals of SA cricket for posterity and am I glad that I was a part of it as a spectator! Meanwhile, the innings of Perera is being regarded by the cricketing pundits as the greatest test innings by a Sri Lankan away from home. Just a fortnight ago, iLembe Cricket Club outclassed Verulam Cricket Club in their own backyard and their run of form continued this past Sunday at the Gledhow Cricket ground when they demolished Umzinto by 86 runs in a KwaZulu Natal Cricket Union Challenge League fixture. Umzinto won the toss in a reduced match of 31 overs out of 50 a side and decided to bowl. iLembe openers, A. Bageloo and P. Naidoo put on a decent partnership of

Vinesh Geanballey and Leon dominated the selection process of the KwaDukuza Darts Association at the Quartz last Wednesday. They each won 9 games on the trot. The selection games are being played to select two squads of eight players to represent KDDA at the KwaZulu Natal Selections. So far there are 23 players in contention to be selected. The selection games are played on a best of three in a round robin format. Each player has to play 22 games and the top 16 will represent KDDA at the Championships. Others who impressed are Bradley, Jerry Arunachellum, Yogan and Darrel Shanmugam.
