The second phase will be geared towards stabilization and recovery, including rehousing of displaced people and the resumption of basic services. The final phase will be centred on reconstruction and rebuilding, Ramaphosa indicated. “The Department of Human Settlements has begun an assessment of damages to houses across the province, and has determined initial requirements for the provision of temporary accommodation, repairs to damaged houses and the replacement of destroyed houses. “An immediate task is to house those people who have been displaced by the floods. Preparations are underway to provide temporary residential units and it is expected that construction of these should begin by the end of this week. A preliminary report done by KwaDukuza Municipality following last week's heavy rainfall indicates that bridges and other key infrastructure were the hardest hit by floods. The municipality notes that vast damages were caused in areas like Shakaville, cutting off all access points to some areas. Having received hundreds of millimetres of rainfall early last week, residents of KwaDukuza were shocked when their taps ran dry, for days on end. Water shortages were so widespread that water could not hope to cover the entire affected areas.

Taps run dry after infrastructure battered by torrential rains On Wednesday the municipality informed residents that the storms had washed away most of the pipes, resulting in prolonged water outages. The problem persisted until Thursday, with communities expressing rising frustration at the apparent lack of intervention by officials. “The teams are busy
isolating and reinstating some areas where this has happened. The reinstatement process is not as efficient and quick as district municipality would like it to be as some pipes and backfill materials were completely washed away. “Another challenge is the replenishing of diesel at the Balancing reservoir generators in order to
maintain pumping consistently even during power outages. The dirt roads leading to the reservoir have been damaged to such an extent that refuelling is proving to be quite difficult. Water levels are being monitored hourly and pumping adjustments made as and when conditions dictate,” stated iLembe District Municipality.

Last week the members of iLembe Council's Infrastructure and Technical Portfolio Committee led by the Chairperson of the committee, Deputy Mayor Councillor James van Whye inspected project sites as part of playing their oversight role. Mayor Cllr Thobani Shandu and Council Speaker Cllr Dolly Shandu joined the committee when it visited the Darnall Sewer Upgrade Phase 1 project where sewer pumps Tatiana and sewer pipelines are being constructed. The committee also visited Warrenton where a pipe replacement project is taking place as well as Etsheni in Groutville where a sanitation project is being rolled out.

By virtue of being an affected municipality in the province, KwaDukuza is expected to compile its case-study and report before its respective intergovernmental forums for the purpose of funding and other interventions.
The KwaDukuza Executive Committee (EXCO) last week deployed a team of specialists composed of engineers, technicians, building inspectors and human settlements officials to areas that have been hit by floods in a bid to ascertain the extent of the damages. This organizational exercise forms part of the case study which will be subsequently escalated to the Provincial and National Disaster Management Centre.

Rescue teams have finally been able to locate the body of a female motorist whose car was washed away by floods in Gledhow last week. This has brought closure to the family of the deceased, who had been unaccounted for, for a number of days. The operation involved IPSS Medical Rescue, Umhlali SAPS K9 Unit, KwaDukuza Fire Department and members of the community.
The body was located in a dam downstream, however due to contamination in the dam, rescue teas were unable to enter and retrieve the body. ANC calls for urgent action to help flood victims By Xpress Reporter
The ANC is calling on government to partner with the private in order to expedite relief intervention for KZN flood victims. Commenting a day after the heavy downpour which resulted in more than 50 people losing their lives ain parts of KZN, the ANC said the damage caused to infrastructure in the affected regions was enormous, in addition to severe adverse impact on the lives of those affected. The ruling party noted that urgent action was needed to provide shelter, food and other urgent necessities to the victims. “The ANC urges all its members, volunteers, supporters and the public at large to join and embrace all disaster management efforts
geared towards the humanitarian mission of rescuing all victims of floods in KwaZulu-Natal. All relief efforts should e properly coordinated to ensure that all people affected by floods get help. High raw water turbidity forces Hazelmere shutdown
SHUTDOWN: Umgeni Water says high raw water turbidity has affected the Hazelmere water treatment plant
High levels of turbidity in water entering the water treatment plant at Hazelmere, in the north of Durban, has resulted in shutdown of the plant. This means that, at this stage, no water is being treated and consequently Umgeni Water, which operates the plant, is unable to supply potable water to eThekwini Metro, iLembe District Municipality and Siza Water. The water eThekwini Metro receives from the Hazelmere Water Treatment Plant is supplied to consumers in Verulam, Waterloo, La Mercy, Sea
Tides and part of Ndwedwe. Siza Water supplies Ballito while iLembe District Municipality supplies Ndwedwe and parts of Groutville with water received from the Hazelmere Water Treatment Plant. The cause of high turbidity is directly attributed to the continuous and heavy rains received in the catchments of Hazelmere Dam from Friday, 8 April 2022, until Monday, 11 April 2022. SANS 24: 2015 regulates drinking water quality to ensure it is safe for consumption; Umgeni Water subscribes fully to SANS: 241 and, as a mandatory requirement, ensures that the potable it produces at all of its plants is fully compliant. Work began on Wednesday to flush the process units so that Umgeni Water is able to produce water that meets SAN 241: 2015 standards. Once this has been completed, production of potable water will begin again, after which supply to customers will resume. The reticulation systems that enable supply to consumers takes a while to recover. Umgeni Water wishes to assure its customers and consumers that there will no delays in completing the work required to fully restore production. An apology is also issued for inconvenience caused initially by reduced production and supply of potable and the temporary termination of production that was imperative to ensure full compliance with SANS 241: 2015.

South Africa ranks amongst the high-burden tuberculosis (TB), drug-resistant TB and HIV-co-infected TB countries, globally. However, over the past decade it has made significant progress in turning the tide by adopting the World Health Organization (WHO) recommended diagnostic technologies and therapies for both prevention and management to reduce the burden of the disease. In addition, the strengthening of HIV management has improved in parallel. These interventions have caused in a year-on-year decline in TB incidence, resulting in South Africa being one of six countries to achieve the End TB Strategy milestones for 2020, namely a 20% reduction in new TB cases (incident rate) between 2015 and 2020. For infants, young children and immunecompromised children who have been exposed to someone with infectious TB disease, a paediatric TB expert should be consulted. It is very important that children or anyone being treated for latent TB infection or TB disease complete the course of treatment exactly as instructed. What can be done to prevent TB infection in the first place? An important part of TB prevention is for those with active TB infections to take precautions to protect others. This includes wearing a face mask when in close contact with other people in the initial days of treatment; staying home and taking treatment until the contagious period has passed (as advised by the

What can be done to change the country's status quo as we recognise TB Awareness Month during March? The answer is threefold and involves integrated processes that rely on creating awareness of the disease, promoting health-seeking behaviour; and rallying the support of communities and stakeholders behind TB prevention programs. All these are fundamental components to turning the tide on TB. Symptoms of the disease include fatigue, persistent cough that can last for weeks, chest pains, coughing up

clinician and on average about 2-4 weeks). Other preventative measures include covering your nose and mouth when sneezing and coughing, completing the entire course of prescribed medication without any treatment interruption, frequent hand washing, avoiding public places and public transport, and ensuring proper ventilation through open windows and the use of fans. Another effective way to prevent the spread of TB is for close contacts of a person with active TB to be screened by healthcare providers, as well as being conscious of symptoms and seeking medical care if any are experienced. It is no secret that HIV and TB infection form a lethal combination. This is mainly due to untreated HIV-positive individuals being considered at higher risk of contracting TB due to weakened immune systems. According to TBFacts.org, 360 000
individuals fell ill with TB in 2019 in South Africa, of which 58 000 died. Of these mortalities, 36 000 patients were reportedly infective with HIV. For this reason guidelines have been implemented by the National Department of Health, which gives every HIV-positive person in South Africa access to TB prevention therapy. Regrettably, the COVID-19 pandemic has reversed years of progress in providing TB services and in reducing the TB disease burden globally. WHO have noted the most obvious impact in a large drop in the number people newly diagnosed with TB. In 2020, the number of TB associated deaths had increased back to levels experienced in 2017, as a result of reduced access to TB diagnosis and treatment. WHO recommends, as an immediate priority, to urgently restore access and provision of essential TB services in an effort to mitigate and reverse the impact of the COVID-19 pandemic.

Now, without projecting the payment of rates as a sole route to financing for the service yet it is a fact that there are hundreds of businesses that keep generating profits whilst not making any contribution to the community,
there are hundreds of homeowners who are earning far above the average income bracket and whose properties risk losing value because of the snail's pace in the rolling out of much needed services as well as the appalling conditions because of waste. Another option for the municipality to generate revenue which can be directed towards efforts could be the introduction of a surcharge to a target segment amongst those who reside in the formerly privileged areas. Without decisive leadership this matter will not be attended to with the urgency it deserves. And as long as we the residents of Greater Groutville area merely rely on the mercy of others to advocate for our interests the issue of waste will be with us for quite a time. A major road upgrade for Ten Acre residents Maiden SOD Turning for KDM Mayor, Cllr Lindile Nhaca Tuesday, 17 February 2022 marked an important turning point for the community of Ten Acre 2, ending a 28 year wait for a blacktop road. The day also marked the KDM Mayor’s maiden SOD Turning since being elected Mayor for the 2021-2026 tenure. The total project cost is R7,6 million and the duration of the project is expected to last for a period of 6 months. “This new project will not only improve the road infrastructure in our ward, but it will also help local people with employment opportunities”, says Cllr Humphrey Mbatha who is the ward councillor of Ward 12. Other services accompanying this project will include the installation of streetlights, sidewalks, road signs and markings, storm water drainage system and pipes, guard rails, laying of kerbs, concrete v-drains, subsoil drains and speed humps to ensure that all road users are safe at all times.

KDM provided R5000,00 each to 80+ deserving students 80+ tertiary students coming from different parts of KwaDukuza have again this year benefitted from the annual student financial assistance programme by KwaDukuza Municipality. This programme is aimed at assisting potential students residing within KwaDukuza area of jurisdiction, who intend to further their studies in any of the reputable tertiary institution within the Republic of South Africa. This assistance only applied to applicants who were eligible to register or those who are already studying towards a full-time under graduate qualification (National Diploma or Degree) accredited by the South African Qualification Authority (SAQA). This financial assistance offered annually, is only open to applicants who do not possess any other qualification, degree or diploma. Mayor Nhaca with KDM Councillors and beneficiaries of the 2022 KwaDukuza Municipality’s Financial Assistance Programme.
The purpose of the student financial assistance programme is to provide Registration/ Admission Fee assistance to the value of R 5 000.00 to academically deserving, needy and historically disadvantaged students. Minimum Selection Requirements include Grade 12 with University entrance/endorsement. Applicants must reside in KwaDukuza (and must produce an original Proof of residents). This is another way that KDM is heeding to the call for Free Education. This assistance will also be targeting returning students and is open to all fields of study. A minimum of 60% of the available budget has covered students who intend on pursuing non-scarce skills required by local government. Another 40% is then allocated to other scarce skills required by local government.

These children endure difficult journeys to and from school each day, often over rough terrain and through harsh weather. At the conferral session to handover Nyakane Combined School’s 40 shoes, Mayor Nhaca said she was motivated by the initiative primarily as a parent and as a leader of the community because something as simple as a pair of shoes should not be a hurdle to a better life for children, especially in a community like KwaDukuza where many families are yet to have first-generation matriculants and tertiary students. “I believe in a society where every child is empowered to become better than their current situation and are nurtured to be tomorrow’s leaders. While inequality, poverty, and unemployment are complex and overwhelming, making a difference can be as simple as partnering together for a common purpose - giving the gift of a pair of school shoes, as we have done today with Inkanyiso,” commented Nhaca. Mayor Nhaca further stated that the children should be opened to cascading these shoes to their siblings if the shoes are still in a good condition but are no longer of use to the current beneficiaries. Mrs Mthethwa, Deputy Principal at the school thanked the municipality for this initiative and was adamant that theirs, as educators, would be to work harder and to fortify all efforts to make the school a better and safe environment.

KwaDukuza elects ward committees
Residents of Ward 14 gathered at the Lloyd Community Hall to elect their Ward Committee representatives for the 2021-2026 electoral term. Understanding that the public participation process plays a vital part to our democracy by allowing our citizens to get involved in how their communities are governed. At local government level the Local Government: Municipal Structures Act, 1998, requires, among others, that municipalities develop mechanisms to consult communities and community organisations in performing their functions and exercising its powers. It is for this reason that in the past weeks, KwaDukuza Municipality embarked on its programme to hold ward committee elections throughout its 30 wards. These structures are commonly known as Ward Committees, and they provide a vital link between Ward Councillors, the community and the municipality. They allow for members of communities to influence municipal planning in a manner which best addresses their needs. According to legislation, the first meeting of the newly elected council must take place within 14 days after the election results are gazetted. The information given below gives a clear understanding on the importance of having ward committees, their electoral process and responsibilities 1. Why are ward committees important? Ward committees are crucial in the local government system as they are the link between the councillor and the community. The ward committee system is also said to play a critical role in giving meaning to the notion of “the people shall govern”. This is so because local government is regarded as the level of government closest to the people and ward committees are just one way to ensure that citizens give input to the decisions that local councils make. The South African Local Government Association, which is the sole representative of all municipalities, says ward committees are also important in fostering relations between ward councillors and key stakeholders at ward level, such as traditional councils and community development workers. 2. Terms of office for ward committees The terms of office of ward committees are aligned to that of municipal councils and the municipality must, as soon as possible after the results of the elections have been declared, arrange ward meetings in order for the interest groups in the ward to be identified and subsequently for the ward committees to be elected, according to the system applicable in each respective municipality. 3. Election of ward committees SALGA has developed a Code of Conduct for Ward Committee Members, which are available at all municipalities. However, municipal councils must make the rules regarding the election of ward committee members, including how often meetings take place and the dissolution of ward committees.
Volume 1
The Speaker shall call a meeting in the ward for the election of a ward committee. Nominations shall be open for 10 but not more than 15 nominees. Closure of nominations may be proposed when there are 10 nominations and, if carried, there shall be no voting if nominations exceed 10, then voting shall take place. The ward councillor and Community Participation and Action Support Unit must ensure that meetings are a fair representation of all recognised sectors identified by the municipality and a quorum of at least 100 qualifying community members are present to vote. Mayelana neGreenest Municipality Competition (GMC) – Umncintiswano iCleanest Town Competition (CTC) wasungulwa ngonyaka wezi-2001 ngenhloso nqangi yokuqala uMhlahlandlela kaZwelonke weZokuphathwa kweMfucuza. Okuyizona zinto ezibukwayo nezibalulekile, singabala ukunciphisa, ukuguqula kabusha nokusetshenziswa kwezinye izinto eziphuma kwimfucuza. Noma lomncintiswano ube impumelelo ekutholeni lokho okuyinhloso nqangi, nezokuthuthukiswa ngaphakathi ekugcineni izindawo nedolobha kuluhlaza.
