KDM officers “acted within the prescripts of the law” The South African Municipality Workers Union in the Shonamalanga region (North Coast) have expressed that they are appalled at the subjection of KwaDukuza Local Municipality Crime Prevention and Traffic officers to a public court of unfair scrutiny and prosecution, for “merely carrying out their duties.” This comes after a video of a screaming 4-year-old child allegedly being dragged out of a Chaka's Rock complex by KwaDukuza Municipality officers went viral. It is alleged that the officers arrived at the complex to arrest several families for failing to comply with the lockdown regulations. “We welcome the findings into the investigation conducted by the Municipality which has absolved the officers from any wrongdoing as it found that they acted within the prescripts of the law. The report has found that, the officers acted consistently with the Children's Act as they attempted all they could to protect the children from witnessing their father who was attempting to run away from apprehension with the intention to elude arrest, being arrested. SAMWU is fully and
unapologetically behind the two officers, as we believe that all they were doing was to enforce law and order. “We find it very disappointing that the real transgressors whom decided to leave the safety of their homes and put children at risk by taking them to the beach while the country is fighting against a pandemic which has took hundreds of lives and put thousands in places of medical attention, are projected as the “good guys”. While those whom are at the forefront of ensuring that the fight against the pandemic is waged successfully are vilified,” said SAMWU in a statement. “We also wish to express deep disappointment and anger towards government leaders whom have decided to recklessly rebuke the workers without getting the full account of what actually transpired. Instead whose comments have been based on an incomplete video snippet which does not show the entire story. This includes a KwaDukuza Local Municipality Councillor, Dooshee Govender, whom decided to record himself and make extremely reckless and regrettable comments. Besides making all sorts of
unfounded and untrue accusations against KDM workers, he even utters the NOT so smart sentiments that, 'No matter what happened at the beach, Im not interested'. How can a community leader not be interested about a disregard of the law and exposure of children to the threat of the COVID 19 virus? This, when KwaDukuza is registering extremely high numbers of COVID 19 infections.” “As the union we will defend our members as well as all KDM workers from unfair and unjustifiable accusations. We are not going to rest up until all attempts by politicians and civic organisations whose intent is to self-profile and score points, of smearing our members are thwarted. “Lastly we wish to express gratitude to all Municipal workers whom have been servicing the country with diligence during this difficult period. We wish to send a message that they should continue providing services to our communities.”
SA's Covid-19 cases increase Health Minister Dr Zweli Mkhize on Monday night confirmed 22 more Covid-19 related deaths in South Africa, taking the country's death toll to 286. The number of confirmed Covid19 cases in SA has increased to 16 433. This is an increase of more than 900 in the last 24 hours, Mkhize announced. While the Western Cape remains the province with the highest
infection rates at 10,035, the Eastern Cape, which now has 2,052 Covid-19 cases is fast catching up with Gauteng, which has registered 2,343 cases to date, while KwaZulu-Natal has 1,567 confirmed cases. Infection rates in Free State, which has 163 confirmed cases, Limpopo (88), Mpumalanga (76), North West (72) and Northern Cape with just 37, have still maintained
low infection rates. Mkhize thanked healthcare staff for taking care of those to have lost their lives and said there had been over 475 071 Covid-19 tests conducted to date, with more than 14 198 being done in the past 24 hours. The total number of recoveries to date is 7 298, he said.

Cuban doctors arrive in KZN
Cuban doctors arrived in the province on Sunday to help in the fight against the Covid-19 pandemic. Health MEC Nomagugu SimelaneZulu said the 28 doctors would be officially welcomed by the premier later in the week and they would then be deployed throughout KwaZulu-Natal. The doctors form part of a 217-strong contingent that flew in last month to help

KwaZulu-Natal Premier Sihle Zikalala said that the province is ready to downgrade to Level 3 of the national lockdown. Speaking during a media briefing on Sunday, Zikalala said, “While we continue to see an incline in terms of positive cases, it is comforting that the number of recoveries is rising. We are working extremely hard to decrease the number of active cases,” he said. He noted that on Saturday, there were 17 new cases recorded. The province is currently sitting at 10% in terms of active cases. We now have the fourth highest number of confirmed cases countrywide. While the majority of the new cases are still coming from eThekwini, ILembe district is starting to have more cases per 100 000 infected people if you consider its population size. “A trend we are worried about and working to stop. While areas that were affected more initially were urban we now note an
increase in townships and still less of the increase in the rural areas. We need to work more curb the spread in EThekwini, Ilembe and Umgungundlovu as these are to be closely monitored. eThekwini has 866 of the province's positive cases, followed by Ilembe at 326, and Umgungundlovu at 64,” he said. Zikalala said in just a few months, KZN has implemented a successful mass screening and testing programme that has yielded results. “Sadly, we have lost 45 people as a province, with our bed occupancy in ICU sitting at 1,1% of the available ICU beds. However there is a caveat, in order for that to happen and remain that way, everyone will have to comply with the all the non-pharmaceutical approaches to preventing infections," he said. He added that there will be continued monitoring of all identified hotspot areas. "This week we will inspect readiness by all sectors to move to Level 3. We will need to manage the hotspots together and the whole of government, civil society, business approach in this Province is through Sukuma Sakhe which we have integrated into the District Development Model." "At level 3 hotspots will be in a particular area; particular ward; local municipality and districts. The war rooms, Task teams working will have to drive the behaviour change of communities, contact tracing, screening and testing will have to be focused but also hold each other accountable and oversight on whether everyone is adhering to the new normal," he said.

Dlamini-Zuma working on level 3 lockdown rules for SA Minister of Cooperative Governance and Traditional Affairs Nkosazana DlaminiZuma is currently working on South Africa's new level 3 lockdown rules. DlaminiZuma was due to appear in a virtual parliamentary meeting on Monday (19 May), but had to be excused
as she was busy with the urgent drafting of amendments to the Disaster Management Act, said committee chairperson, China Dodovu. In line with an announcement made by president Cyril Ramaphosa last week, Dlamini-Zuma is
provided for the introduction of these new regulations, however, president Ramaphosa has indicated that most of the country will move to level 3 lockdown before the end of May. Speaking in a televised address to the nation on Wednesday (13 May), Ramaphosa said that this easing will be area-specific as there a number of coronavirus 'hotspots' in the country. He noted that coronavirus infections are primarily concentrated in a few municipalities and that these areas will remain at lockdown level 4. The president also a d m i t t e d t h a t implementation around coronavirus related laws has at times been slow, and enforcement inconsistent and harsh. “Some of the actions we

Zikalala launches train clinic
Another Boost for COVID-19 Efforts KwaZulu-Natal Premier Sihle Zikalala, MEC for Health Nomagugu Simelane-Zulu and eThekwini Mayor Mxolisi Kaunda launched the TransnetPhelophepa healthcare train
clinic in Phoenix, north of Durban. The Transnet-Phelophepa healthcare train clinic is aimed at boosting the testing capacity for Covid-19 in the province, and is part of the KZN Provincial Government's efforts to curb the
spread of the deadly virus. The Transnet-Phelophepa healthcare train has been converted into a mobile clinic which has numerous consulting rooms that are spacious enough to accommodate a patient, an escort, a nurse and a clinical supervisor.
Nation Builders Development reaches out to the community

Local Non-Profit Organisation, Nation Builders Development, initiated a COVID-19 hamper drive during the month of April in order to assist the vulnerable and needy in coping with the challenges brought about by the nationwide lockdown. Nation Builders partnered with many individuals as well as local and national businesses to provide approximately 400 fresh vegetable and grocery hampers
across many areas between the Greater KwaDukuza Region and Chatsworth. During this lockdown period, Nation Builders Development has distributed an overall of 500 food and grocery hampers. In addition to this, they distributed approximately 1500kg of Soya Mince to other organisations who are carrying out their own hamper drives in different communities.
Some of the organisations included Stop Human Trafficking Now, the Tongaat Child Welfare, The Stanger Siva Temple and The Centre of Hope Soup Kitchen in Kwadukuza. Food parcels distributed to small fishers in SA
The Department of Environment, Forestry and Fisheries in partnership with FishSA, and major fishing corporations and the SA Fishing Development fund are distributing over 10 000 food parcels to distressed small-scale and interim relief fishers across the country. According to the Department to date over 1 500 parcels have been distributed to assist fishers in the Overberg Region, and Southern Cape from Witsand in the west, to Bitou in the east,From 4 May, registered small-scale fishers in Cape Town Metro, West Coast, and Northern Cape will benefit. The Eastern Cape and KwaZulu-Natal's turn will be during the week of the 11th May, "The generosity of Fish SA, the SA Fishing Development
Fund as well as several large scale commercial fishing companies has made this possible and I want to thank them for taking the initiative to help thousands of families in distress,” said Minister Creecy. When the National Lockdown was declared in South Africa on 26 March, fishing was declared an essential service. However the closure of domestic restaurants has hit small scale fishers hard and many struggle to find a market for their catch. “An initiative of this nature is a true reflection of the spirit of Ubuntu from our sector. We join with government in its endeavours to flatten the infection curve, and to lend a helping hand to those hard hit by the virus. We call on all economic
sectors to do likewise. Together, united as a nation we can get past these tough times,” said Loyiso Pantshwa, Chairperson of Fish SA. Throughout the Lockdown, the Department of Environment Forestry and Fisheries has implemented various measures to support the fishing industry such as permit extension for a period of three months. The Minister and the department are engaging with other private and public institutions to continue with this support through the Solidarity Fund and will also add the names and contact details of the Smallscale and Interim Relief Fishers to the government's database for distress relief.

DA calls for Economic Recovery Plan KDM adopted the draft budget of just over R 2 billion for the 2020/2021 financial year last week. At the meeting the DA called for a economic recovery plan that provides relief to household and business. While there is still time for public participation for consideration of their input on the 12 June 2020, the community is encouraged to have their say before the final budget is adopted on the 25 June 2020 for implementation on the 1 July 2020. The DA believes the budget must be realistic and credible in achieving all targets in terms of service delivery and overall performance. We have a very depressed economy, unemployment rising, people battling to put food on the table. While KDM has projection of 90% collection rate the DA believes under the current climate it is unrealistic 70-80% more realistic since it directly impact as a source of income when expenditure is considered. If adopted as is rates will increase by 6 %, refuse by 4 % and electricity by 6.9 %. The question is how many will be able to absorb the increase? During good times the community religiously paid their dues every month while others benefited through
indigent and credit control policies. A once off relief or monthly relief for the financial year should be seriously considered by council. An area of grave concern is the ongoing health of the municipalities aging infrastructure, guidelines require 40 % of the budget should be allocated to renewal of existing assets towards roads and upgrade of electricity network. Council has only budgeted 10.9 % and 89.1 % on new assets. The DA called upon council to slow new development and allocate adequate funds towards repairs and maintenance on existing infrastructure. We cannot wait for the infrastructure to collapse and then allocate funds, balancing act is very important for the sustainability and financial viability of the municipality. Our CPI- consumer price index is around 4.5% putting measures in place to mitigate the spread of the corona virus is another challenge. All this has to be taken into account before the final budget is finalised. Not forgetting the community needs identified through the IDP Integrated development plan. Eid-Ul-Fitr; a Unique Festival Time of Joy for Muslims Muslims throughout the country will celebrate the auspicious & joyous occasion of EID-UL-FITR, either on Sunday (24/05/2020) or Monday (25/05/2020), upon sighting of the moon, which culminates the end of the Holy month of Ramadaan. .Eid -ul -Fitr is a unique festival. It has no connection with any historical event nor is it related to the changes of seasons or cycles of agriculture. It is not a festival related in any way to worldly affairs. This year, the Muslim community and Eid celebrations are affected by COVID-19, with mosques in the country closed and celebrations having to happen at home amongst those within households. It is, therefore, more important than ever to support colleagues or employees that have observed Ramadan and are having to adapt to a very different Eid celebration. Its significance is purely spiritual. It is the day when the Muslims thank GOD ALMIGHTY for having given them the will, the strength and the endurance to observe fast and obey His commandment during the holy month of Ramadhan. This day, in Muslim world, brings rejoicing and happiness. The rejoicing is not, however, at the departure of the month of Ramadhan; it is the happiness which man feels after successfully completing an important task. So far as the passing away of the month of Ramadhan is concerned, Muslim religious leaders of the early days of Islam always felt profound sorrow when it came to an end, as they felt that they were being deprived of the spiritual blessings which were associated with the month of fasting. Eid-ul -Fitr is related to such a month of blessings, because it is on this day that the strict restrictions of the preceding month are lifted. Unfortunately, in some places, this resumption of the normal activities is misinterpreted as a licence to indulge in activities prohibited in Islam, like gambling, etc. Fortunately, such trends are not common yet; but such people should be made to understand the significance of Eid -ul-Fitr. Religious observances of the Eid-ul-Fitr are designed to offer thanks to GOD ALMIGHTY that He helped us in
accomplishing the aim of Ramadhan. Surely, it would be an affront to GOD ALMIGHTY if anybody, after thanking Him for completing that spiritual training, goes right away sinning against Him! Had such person known the meaning and purpose of Eid-ul -Fitr, he could not have indulged in such unIslamic activities. Eid-ul-Fitr can be interpreted as a three-fold blessing: First it provides one more occasion for the Muslims to thank God ALMIGHTY and remember His blessings. Secondly, it affords an opportunity of spiritual stock-taking, after the month of Ramadhan. A Muslim can now ponder over the strength (or weakness) of his will power; he can see, in the mirror of Ramadhan, what were the strong (or weak) points of his character, because under the stress of fasting, the hidden qualities (or evils) of human character come to surface in such clear way which is, perhaps, not possible otherwise. Thus a man gets a chance of self-diagnosis of the traits of his character, which probably no one else may ever detect. Thirdly, it enjoins the well-to -do persons to share a portion of what they have with their poor brethren. On the eve of Eid-ul-Fitr, a Muslim is obliged to give to the needy food-stuff at the rate of a prescribed weight, on behalf of himself and of every member of his family, including servants and guests who were sheltered under his roof on that night. It would certainly be pleasing to God ALMIGHTY if we did not forget these lessons after Eid-ul-Fitr. Incidentally, here the difference between religious and materialistic outlooks becomes sharper. Religion exhorts a man to give, by his own free will, a share of his wealth to those who are less fortunate, and to give it for obtaining the blessings of God ALMIGHTY. Materialism teaches him to snatch from others whatever they have got without any regard to the moral or ethical questions involved. Thus, the religion tries to strengthen the highest qualities of the human character; materialism strives to make him the slave of the lowest animal
instincts degrading him to the level of the beasts. On this day, special prayers are held the world over, between sunrise and noon, when the Muslims assemble, in large congregations, wearing their best dresses standing shoulder to shoulder, demonstrating for everyone the universal brotherhood which is another distinguishing feature of Islam --- the religion of God ALMIGHTY. Let us re-dedicate our life to the cause of humanity, which is the best way to demonstrate our love of God ALMIGHTY. Let us resolve that our energies, in the coming year, will be directed towards strengthening a society based on mutual respect, brotherly love, and universal understanding. Let us decide that, in the coming year, we will build a social order which would bring not only the material benefits, but also the spiritual satisfaction. We pray that Almighty God guide us to recognise Truth for what it is and give us the strength to follow it, and we pray that He guide us to recognise falsehood for what it is and give us the determination to keep away from it while we rejoice, we remind ourselves that there can be no occasion, no moment so joyous, that we forget our peoples' great sacrifices around the world especially those of our orphans and victims of wars in Iraq, Lebanon, Palestine, Kashmir, Afghanistan and Rohingya and the innocent prisoners suffering torture and humiliation in worldwide detention camps. We also ask God Almighty to rid our country and the world over of this so called Coronavirus that we are plagued with. We may not be allowed to pray in congregation, so let us stand up in every home and pray for the betterment of humanity. The Xpress Times would like to wish all Muslims Eid Mubarak.

Importance of Zakat in Islam
Zakat.
Zakat is a beautiful concept that is regarded as one of the five pillars of Islam. In terms of meaning, the word Zakat is taken as “purification” and “growth”. However if one wants to look at the actual definition of Zakat in light of Islamic teachings then it is defined as an obligatory act for every wealthy Muslim in which he or she has to give a calculated amount of his/her wealth to needy people that have been described by the teachings of Holy Quran and hadith. The amount that has to be given has also been told and those who are the worthy receivers of Zakat have been pointed out too. Zakat is regarded as a means of purifying one`s belongings or wealth. According to the teachings of Holy Quran, giving of Zakat is very important, and those who don't follow the commands of GOD Almighty related to Zakat will have to face serious consequences. The importance of Zakat can be judged by the fact that in Holy Quran at numerous locations it is mentioned that
The Muslim man or woman has to be adult, fully conscious and in his senses.
“…and establish regular Salah and GIVE regular Zakat…” Zakat in Islam At 70 places in the Quran, GOD Almighty commands that Salah and Zakat co-exist. Both Salah and Zakat are different forms of worships in Islam. The former has to be done physically while the latter has to be performed financially. Those Muslims who are alert towards this duty have been promised great outcomes, but those who show negligence towards it will have to suffer heavy losses. In the case of Zakat, clear instructions have been provided about the people upon whom the observance of this duty has been made compulsory. Below mentioned are the qualities, which if present in a Muslim, make him eligible to give

He should be free, not a slave. He or she has to own a specified amount of wealth that has been described by the Holy Prophet PBUH. A thing that needs to be mentioned is that Zakat is not considered for items that are required for personal needs like clothes, furniture etc. At the end of every year Zakat has to be given means the person should be possessing that specified amount or property equal to it for at least a year. If a person has Gold 87.48 Gram or Silver 612.36Gram, then it becomes compulsory for him to pay Zakat. The next important thing is that to what kind of people Zakat should be given. This has also been explained in detail by GOD Almighty. In the Holy Quran it is mentioned that: “Alms are for the poor and the needy, and those employed to administer (the funds); for those whose hearts have been (recently) reconciled (to truth); for those in bondage and in debt; and for the wayfarer: (Thus is it) ordained by GOD ALMIGHTY, and GOD ALMIGHTY is full of Knowledge and Wisdom.” The importance of Zakat in Islam can never be underestimated, so it is best that every wealthy Muslim should fulfill this duty.
