iLembe District Municipality held its staff recognition program on Thursday, 31 May 2018 at the iLembe Auditorium to celebrate employees who have done well in the 2016/17 and 2017/18 financial years. The awards - which were held for the first time in 2016 are part of the employee
recognition program policy. The purpose of the policy is to motivate, recognize and reward outstanding employee's performance and dedicated service to the Municipality. This also included issuing and awarding of certificates to employees who have served long service as determined by the South
African Local Government Bargaining Council Collective Agreement. The event began with a candle lighting ceremony to remember employees who have passed by His Worship the Mayor Cllr Siduduzo Gumede accompanied by the Executive Committee of the district including the Deputy Mayor Cllr Dolly Shandu,
Cllr Musawenkosi Maphumulo, Cllr Andrew Gopaul, Cllr Sandeep Oudhram, Cllr Aubrey Baardman and the Speaker Cllr Lucky Makhathini. Addressing the employees before the main address by the Deputy Mayor, Mayor Gumede thanked the management of the district for organizing the program
which had not taken place in two years due to financial constraints. “Today is a very important day and we are pleased as council because it was possible to have this year which we all know is a centenary celebration of Tata Nelson Mandela. Today as iLembe we are awarding the Winnie Mandela's of iLembe,” he said. Deputy Mayor Shandu called for unity saying that it was important to remember that both the employer and employee need each other. “We know there are challenges but we urge you to look for proper channels to address those challenges. We must all defend this institution,” she said. Cllr Shandu urged staff to use the opportunity provided by the municipality to further their studies. “You cannot arrive here as a general worker and leave as a general worker. This opportunity is available to all employees and not just managers. You should leave a mark wherever you go. Even if your job is to sweep floors. Let people know you as the best sweeper,” she said. KDM plans to improve energy provision

The KwaDukuza Municipality Infrastructure and Technical Portfolio Committee (IAT) of Council held its seating on 12 June 2018, to receive and/or discuss reports as well as provide oversight on matters that require Council attention and make recommendations thereof. The committee had the following deliberations: “Councillors of the IAT Portfolio were pleased to receive a report on the progress being made regarding the construction of the Gizenga 33/11kv Substation. SMEC SA (PTY) LTD Consulting Engineers has been the Electrical Consultants to assist the Municipality with the Project Planning, Design, Preparation, Tender Documents, Contract Administration and Site Supervision.” IAT recommended the EPWP rollout plan for 2018/2019 for council endorsement. “The Expanded Public Works Programme (EPWP) is a nation-wide Government programme aiming at drawing significant numbers of unemployed into productive work using labour intensive work methods so that they can increase their capacity to earn an income. The Department o f P u b l i c Wo r k s appointed Naidu Consulting to work with municipalities in ensuring that they identify and report on EPWP programmes. KwaDukuza EPWP Policy is in line with the broader vision of the National Department of Public Works of creating d e c e n t w o r k opportunities in accordance with EPWP phase 3 objectives. It is the intention of K w a D u k u z a Municipality to make a meaningful contribution to this goal. KwaDukuza Municipality's EPWP Vision is therefore: 'to create decent work opportunities in line with EPWP objectives in order to improve the quality of life of the

This will assist with the Full Time Equivalent (FTE's) employment score set by the Department of Public works, Full Time Equivalent (FTE's) employment: Full Time Equivalent means 230 person days of work (i.e. 365 days less 104 weekend days, less 10 public holidays and less 21 annual leave days but inclusive of equivalent is the same as person years of work. Measure of number of full years of employment (230 days of work per year) created through the opportunities.” It was also suggested that the daily payment is now R150.00 per day, and that 36 new EPWP general workers be sourced by the Human Resources Unit through Ward Councillors and through operation Sukuma Sakhe.

Vodacom hosts Community Breakfast
Unlicensed firearm recovered in Newark By Xpress Reporter
BRIEFING: Vodacom hosted a KwaDukuza Community Media Briefing and Breakfast at Relax Inn on Tuesday, 19 June 2018. Issues discussed included Digitalization, Smartphone Penetration, Vodacom's Growth Plan for the KwaDukuza area, Vodacom's network investment for the KwaDukuza area and New Products. In the early hours of Wednesday last week Newark police nabbed a 30 year old man for possession of unlicensed firearm at the Sphekepheke area, Hlomendlini Reserve. It is alleged that the male suspect was found in possession of a handgun with its serial number filed off but it had no ammunitions. He was immediately taken to Newark police station for detention where he was charged. The suspect appeared in the KwaDukuza Magistrates' Court on Wednesday. According to the statement released by police, the suspect had been showing off the firearm to the community members. The recovered firearm will be subjected for ballistic testing to ascertain whether it was used in any commission of crime in the country.

Institutionally, this means that Boston carries international recognition for its programmes. The outcome of their evaluation of all their higher education qualifications is an endorsement of the high quality that Boston continues to strive to provide. Boston does not just comply with the regulations governing higher education in South Africa, but also with the standards of international quality assurance bodies, such as the BAC. Students, past and present, will reap the benefits of our accreditation with BAC. These benefits include: 1. Boston higher education qualifications will carry BAC endorsement. 2. Boston offers qualifications that are assured both by the Council on Higher Education (CHE) (local) and, internationally, by the British Accreditation Council. 3. BAC endorsed qualifications could potentially open more doors for further education in Europe and the UK. '”This will always be at the discretion of the receiving institution” says Meyer. Furthermore, the “accreditation is recognised by the UK Visas & Immigration, part of the Home Office as a qualifying requirement for
institutions wishing to enrol students on Short-Term Study Visas” (the-bac.org/about/). 4. Students at Boston are members of an institution that has credibility beyond the borders of South Africa. 5. A positive perception of Boston qualifications by employers and stakeholders. “The future for Boston is exciting! “, says Meyer. “We will continue to pursue international relationships that will benefit students and enhance our approach to meeting the needs of students in the South African context and open doors beyond our borders”. It was all smiles for two Groutville residents that live with a disability as they gratefully accepted new state-ofthe-art wheelchairs on Friday last week. The generous donation was made by the founder of Izwi LikaJehova Community Organization Mthokozisi Dlamini, through assistance from the Association of People with Disabilities (APD) KwaZulu-Natal. Expounding further on this timely intervention Dlamini said his organization, which was founded in 2013, works through a variety of sponsors and strategic partners. Its objectives are to assist people with disabilities and other vulnerable members of the community from across KwaDukuza. Dlamini said since partnering with APD KwaZuluNatal, donations ranging from uniforms, shoes and other essential needs had been made to various local schools. APD social worker Senamile Nene said her organization, which works
exclusively with the disability sector of the society throughout the province, sources wheelchairs and other assistive devices from Operation Jumpstart and other donors, which are then distributed amongst people living with disabilities. Receiving his new wheelchair, Joseph Ndlanzi said the donation had been most timely for him as his old wheelchair had just broken down and had become unusable. Beaming with a smile, Ndlanzi enthused, “I wish to express my gratitude to Mthokozisi (Dlamini) and APD for coming to my rescue at this critical moment in my life. My life has just been made easy”. Seven-year-old Sibusiso Sibiya was also ecstatic as he closely examined his shiny wheelchair with unconcealed pride. Team iLembe won the Jacob G. Zuma Soccer Tournament that was held last December at Eshowe Sports Ground in King Cetshwayo District Municipality and walked away with a whopping
R20 000 and a trophy. The champions donated the winnings to Sithebe Primary School in Mandeni and Guzana Secondary School in KwaDukuza that received R10 000 each as well as soccer balls. Team captain Thabani Mthembu team said donating to schools was a nobrainer since education and sport go together. “Learners must adopt healthy lifestyles, stop substance abuse and protect themselves from sexual activities or abstain and focus on education for self-
development,” he said. Addressing the learners at Guzana Secondary, Mayor Gumede emphasised the importance of education and sport in taking the district and the country as a whole forward. “The world needs educated people. To make iLembe an economic hub by 2030, that requires education and responsible behaviour at a younger age. Learners must play sports and learn in order to shape our country's future,” said Cllr Gumede.

The Local Public Administration and Human Resources Labour Portfolio Committee (LPA/HR) of KwaDukuza Municipality held its seating on Wednesday, 13 June 2018 at the Council Chamber looking at the need of reshaping KwaDukuza Municipality Business unit. Councillors have welcomed the Corporate Services Business Unit 2017/2018 dashboard action plan. “The unit has identified key drivers around which tangible commitments shall be made towards enhancing the professionalism, effectiveness and the realisation of the unit's mandate within the broader
spectrum of the municipality's mandate.” Councillors have mandated the unit to regularly submit progress reports in this regard as a stance to progressively improve service delivery. “Further to the discussions the unit shall on an annual basis develop dashboard action plans wherein the respective sections within business units show what they have committed themselves to in terms of controls and systems they shall put in place, to promote good governance and professionalism across the board in pursuit of a 'clean a n d e f f e c t i v e administration'.” Councillors have also committed to taking action against staff members
lacking punctuality as part of going back to basics. “Following communities' dissatisfaction with punctuality of staff, councillors have requested that the Municipality and ED: Corporate Services intensify serious consequence management. Councillors have suggested that the principle of “No Work No Pay” shall apply for the time not worked, therefore meaning that workers will not be compensated for periods that they were late at work. The ED: Corporate Services shall henceforth issue a communiqué to the municipal staff reminding them to honour their contractual obligation and be punctual at work.”

On Thursday last week Maphumulo SAPS alerted investigators regarding the presence of a wanted suspect in court. According to KwaZulu Natal's police spokesperson Captain Nqobile Gwala the suspect was arrested when the investigators were alerted by Maphumulo police that he was at court for an attempted murder incident where he allegedly shot
at the police on 21 February 2018 at Nombokojwana area, Maphumulo. “A 21-year-old male, Thabani Mafuthi Msane has been arrested whilst appearing in the Maphumulo Magistrates' Court on 13 June 2018 and was remanded in custody. He will be joining his three co-accused at court on 20 June 2018 facing two counts of murder, attempted murder and business robbery,” said Gwala.

What happened? Security officer Mthokozisi Gasa alleges he was arriving at a tavern with his friends. They were allegedly attacked by a group of six youths who stabbed him and his friends and robbed him of his fire-arm, cellphone and license for driving as well as the fire-arm. Gasa's friend tells a somewhat different story. During the attack Gasa shot one of his attackers before he was stabbed several times and at hospital both victims were alongside each other. Kwanda Dlamini (21) is still in hospital and his accomplices are at large with a firearm due to the irresponsible conduct of the victim. Game over Dumisani Duma Mpanza (29) will not be robbing tuck-shops for a long time. Mpanza was found guilty in the Regional Court for robbery and attempted murder for the offences against tuck-shop operator, Fortunate Gumede during June 2016. He was also convicted for robbing a tuck-shop belonging to Ntombikhona Mhlongo in the same area and for robbing Nkosinathi Mnyandu in his house. A fire-arm was used in all incidents. For each case he was sentenced to 15 years imprisonment which will not run concurrently. Remembering Soweto Fast improving district court
prosecutor, Soweto born Thulani Dlalisa was the toast of the local court last week as he successfully fought off a gall out challenge by the legal aid team to deny five murder accused bail. As this case against the backdrop of the Youth Day celebrations, one would believe that victory for this affable young was even sweeter. A bail application was brought by Mcebo Mkhize (22), Isaac Nene (21), Siyabonga Mchunu (29), Siyabonga Shobane (24) and Sifiso Ntuli (22). The five stand accused of attempted murder and two counts of murder. Uncalled for conduct Mkhonke Duma of Intshawani alleges that he was herding his goat home at about 4:00pm. He was approached by 5 youths. One grabbed a goat and he chased after him and retrieved it. They swore him and he went home, about 30 minutes after, the group came to his house where they began throwing objects at his house causing damage to the building and breaking two of his fingers in the attack. Xolani Ntuli (28) and not so Wiseman Mncwango (29) will seek bail this week.
Confusing behavior Yandisa Hlamuphi of Thembeni is unable to understand why he was attacked. He alleges he heard a noise in his house at 11:45pm. An intruder stabbed him in the forehead and shoulder. He picked up a cane-knife and retaliated and struck his assailants who managed to flee leaving a cap which helped identify his attacker. Bongumusa Ntshangase (38) was arrested but has a very good story to tell as well. The matter has been remanded to the 30 July.

BEYOND THE TOUCHLINE The much-awaited 2018 World Cup is alive and kicking. Football fans are praying that Ronaldo and other superstars will display their magic in the biggest stage of all. France, another fancied nation, beat a resolute Australian team 2-1 with a late Paul Pogba goal. However, two big guns had mixed results. Argentina, boasting such big names as Lionel Messi, Kun Aguero and Angel di Maria had to settle for a draw against debutants Iceland who performed heroically against one of the favourites. The 330,000 island nation equalised immediately through Finnbogason after Aguero had given Argentina the lead in the 19th minute. When Messi had the opportunity to put his team in front again, he missed a penalty when his effort was well-read by the 'keeper, Hannes Halldorsson who palmed the ball away. While Argentina continued to press, the Icelanders defended stoutly till the end. They are hoping that they can repeat their feat of 2016 when they eliminated England in the Euro championships. The shock of the tournament thus far is the defeat of 4-time former champions, Germany who were beaten by perennial qualifiers Mexico 1-0. Although beaten 4-1 in the Confederations Cup last year by Germany, Mexico did not take a step backward for their much-vaunted opponents.

Rather, they were the more attacking side and caused Germany many anxious moments. The champions themselves created many chances but wild and inaccurate shooting did not help their cause. On Monday (18th), another former champion (1966) England plays its first fixture against Tunisia. Many fans of the EPL are hoping and praying that the English will advance to the next round. On Tuesday, everyone is waiting for Mo Salah to make his appearance for Egypt against Russia. As teams start playing their second round of matches in the coming week, fans can be assured of more upsets as well as spectacular goals and outstanding saves. Argentina vs Croatia and Brazil vs Costa Rica are the pick of the games for the next week.

KDDA thanked the director of Dolphin Coast for his magnanimous gesture. Meanwhile, Darnall United Darts Club remained undefeated in the UNL Produce League Round 1. Last Wednesday was a real tester for the
Red Gold Team attempting to bring Darnall United down to earth. Darnall were not so prepared on the night. The first frame was evenly poised as the scores were levelled at 2-2. The second frame was a repeat once more with the scores tied 2-2. In the third frame Darnall went ahead winning 3-1. With the scores 7-5 in favour of Darnall, Red Gold darts club put up a real fight. However this was short lived as Darnall snatched victory in the last frame 3-1 to sit top of the leader board in the UNL Produce League round one undefeated. In other game played, Singh's Fireworks beat Dhan's Auto 10-6 to claim 2nd spot.

Darnall Baptist Church emerged runners-up in the 6-a-side cricket final.
The inaugural Basa Family Fun Day held at the Manor Primary Ground on Saturday, June 16 was a roaring success with the large number of participants vowing to return next year in anticipation of more fun and excitement. A record 300 runners and walkers braved the early morning overcast conditions and gentle easterly breeze to participate in the 5km fun run/walk and brace themselves for the day's activities. On the 5km route walkers and runners were privy to two wellstocked halfway refreshment stations and apart from receiving a medal, collected an apple (sponsored by Bobby and Daphne Naidoo of Natdale Insulating Services. The top three male and female finishers in the primary and secondary school category, the adult and veteran category walked away with trophies and packs of Azam Wheat Flour (sponsored by Azam Flour). Immediately after the fun run athletes 9young and old) were engaged in an athletics programme ranging from sprint distances (60m; 100m and 150m) to novelty items including duck walk, tyre race, blind search and obstacle race. There was fierce competition among the adults in the sprint events and the relay. The Jehovah Shalom women showed their rivals a clean pair of heels winning the relay in a canter. The Darnall Baptist Church men led from start to finish to grab honours in the male relay
competition. The tug-o-war competition proved to be popular among the men and women. In the male category Glenhills Revival Centre outmuscled the classy Darnall outfit (spearheaded by Samuel Moonsamy). In the female category the Nonoti ladies proved too strong for Jehovah Shalom. CCM proved too strong for Bethel in the volleyball final. Stanger Baptist Church won the six-a-side cricket tournament after beating Darnall in a one-sided final. Stanger Baptist quickly notched up a double after beating Tinley Manor 3-2 in the penalty shootout. The children thoroughly enjoyed themselves in the Azam Floursponsored bake-off competition. The reptile and snake marquee together with the rabbits stall proved to be popular among the children. The variety of food outlets provided for the tastebuds of different folk, ranging from breyani to hot dogs, burgers, bunny chows, chicken wrap, burgers and chips. Isaac Abraham (chief coordinator of the Basa family fun day event) thanked everyone who responded to their invitation in ensuring the event was a roaring success. Abraham singled out Pastors Rodney Kandasamy, Moses Pillay, Rajen Kandasamy, Prabs Naidoo, Samuel of GRC and Clement Rajarathnam, and members of the

Stanger Secondary qualifies for provincial tournament Stanger Secondary's girls' volleyball team has qualified to play in the KwaZulu Natal Provincial Games that takes place this weekend from 22-24 June at Durban. They qualified for the games after defeating King Chetswayo District in a tournament held recently.
