Municipality's recovery strategy hinges on austerity By Xpress Reporter
I
Lembe District Mayor, Councillor Sduduzo Gumede, has ridiculed suggestions that the district municipality is facing “bankruptcy”, in the wake of a crippling and prolonged drought that has drastically reduced the municipality's ability to raise revenue. Addressing the media yesterday (Tuesday), Mayor Gumede said it was important for Council to clear the air, following a damning article in a local newspaper last week that suggested that the municipality was bankrupt. ILembe's Chairperson of the Finance Portfolio Committee, Cllr Sandeep Oudhram, said the article had contained “incorrect information”. Mayor Gumede indicated that the current financial crisis that was facing the municipality was a direct result of the persistent drought that started as early as 2014. “We want to say that there was a drought pandemic that started in 2014, and was only declared as a pandemic by the Minister of Water and Sanitation in January 2015. ILembe District was one of the regions that were badly affected by the drought. The impact of the drought (to date) is estimated at over R150 million. The hiring of water tankers alone has cost the municipality over R61 million. As a municipality we also had to (directly) lease additional water tankers, for an additional cost of over R42 million. The revenue loss as a result of the drought is estimated at just over R54 million, thus the total cost f the drought to Council is estimated at R158 million,” stated Mayor Gumede. The Mayor added that, as a consequence of such massive losses, the municipality has been forced to implement 'cost containment measures”. These included the expenditure reduction for all non-

essential line items on the current budget, reduction of overtime expenditure, as well as the exclusion of all non-essential posts from the budget for the fiscal year 2016/17. “We are going to ensure that our budget reflects (reality). We have indicated to (National) Treasury that we will be improving our strategies to increase our collection rate. We have also assured Treasury that we are working on a recovery plan,” Gumede stated. The current total debt being owed to the municipality, according to Gumede, stands at R221.7 million. “Schools must be encouraged to pay for water”
Continued from page 1 revenue collection rate, at the end of September 2016, stood at 73%, up from a paltry 59% in the period ended in June 2016. Cllr Oudhram said, in actual monetary terms, the collection percentage figure of 73% represented an amount of R15.5 million. Oudhram also pointed out that, in line with the stringent collection measures currently being implemented by the municipality, Council remained upbeat about the collection rate for the month to end on the 31st of October 2016. Regarding the issue of bankruptcy, Gumede said, “We want to say that iLembe District Municipality is NOT bankrupt, as we are still able to meet our main commitments. Also, we are
stil able to pay our staff from internal revenue sources. We have also not borrowed from Enterprise iLembe (as has been suggested)”. Mayor Gumede said the municipality would continue to collect revenue and to spend the said revenue on its core function. He added that the municipality's management was very supportive of the new Council's stance regarding austerity measures. According to the Municipal Manager, Mrs Nonhlanhla Gamede, the municipality currently has a cumulative staff complement of 577. The municipality currently employs a total of eight bodyguards-cum-chauffeurs, with the Mayor (Cllr Gumede) being allocated four, and two apiece being allocated to the Deputy

‘Stokvel clubs’ urged to be vigilant By Xpress Reporter
The SAPS advise stokvel clubs to be cautious ahead of the festive season so that they do not lose their hard earned money to criminals. According to KZN SAPS Media Liaison Officer, Lieutenant Colonel Thulani Zwane, stokvel related robberies and thefts are most prevalent from this time of the year. He urged stokvel
clubs to be proactive and adopt reasonable measures to safeguard their money. “Instead of withdrawing large amounts of cash from the banks to pay out money to their members, they should rather transfer the money into their members' bank accounts. Those members who do not have bank accounts should be encouraged to open them.
“Clubs that have to pay cash to their members, a practice which is inadvisable, should ensure that they have a secure venue with adequate safety measures in place when dividing and paying members their share of the year's savings,” said Zwane. He added that stokvel clubs can also request their local police

She was the only black female attorney to receive this award. Mrs Pundit confessed that she received the award with mixed feelings, as she was reminded of her late husband, Attorney Jay Pundit, without whose encouragement and endearment this journey would have not been a reality. His motivation and
dedication was her source of inspiration to reach new heights every step of the way in serving the legal fraternity at large. She owed more than a debt of gratitude to her late father, Attorney R.P Singh, who was the architect of her legal career which resulted in her following in his steps to become an Attorney, Conveyancer and Notary Public. Mrs Pundit is motivated by a motto which her late husband had coined for his firm: “Legal guardians beyond the call of duty.” She said, “We do our best to try to resolve problems for the benefit of both parties, failing which we must protect our clients' interests.

Stanger Manor Primary School learners were over the moon after four of the Grade 7 learners were selected to participate in the International Mathematics Competition in Lucknow, India. Sumeshan Harilal, Jaden Perumal, Tashmika Sudhoo and Triakshan Reddy have been selected by the Foundation for English, Sciences, Sports and Innovation of South Africa (FEMSSISA) to participate in the international mathematics competition. Ecstatic mathematics educator and Deputy Principal of Manor Primary, Mr Isaac Abraham said, “It is an honour and privilege to be selected to represent South Africa in a maths competition and I must commend these four learners and wish them every success in India”. Suspected ATM fraudsters nabbed By Xpress Reporter
Three suspects, aged between 30 and 40, were arrested for fraud in KwaDukuza on Friday, 14 October 2016 at about 06:45am. According to KZN SAPS Media Liaison Officer, Lieutenant Colonel Thulani Zwane, it is alleged that detectives were conducting an operation in the Central
Business District due to the high number of incidents involving card swapping at Capitec ATM. “During the operation, the members saw a suspicious white Toyota double cap and two men were at the ATM. When the members tried to approach the vehicle, two men jumped into the vehicle and sped off. “The members chased them
and they were caught opposite Shaka's Monument in KwaDukuza,” said Zwane. He added that ATM cards of different banks were seized from the suspects. “The suspects are positively linked with other cases of fraud in other areas. MADI matric programme put to test By Xpress Reporter
With a week to go before matriculation exams, significant attention is focused on 11 schools participating in the landmark KwaZulu-Natal educational programme, the Matric Academic Development Initiative (MADI). The scheme, created by the Sibaya Community Trust, aims to to improve matric results in nine rural and two urban schools in the iLembe Region of KwaZuluNatal. This is after they performed poorly in the 2015 exams, achieving pass rates of between 0 and 30%. The programme hopes to yield a 50% improvement on previous
pass rates. Sibaya Community Trust CSI Manager, Kudzai Mqingwana this week visited MADI schools, conducting motivational sessions, ensuring that learners were in readiness for the looming exams. She was confident learners were ready for the task at hand. "When we embarked on this programme, we knew it was going to be tough, and it has been. "But this has been monumental effort. Since commencement we have worked with close to 600 learners. We have held Saturday classes for six months and have undertaken both winter and spring
revision schools. We have utilized the services of 56 teachers, 11 principals, 56 tutors and 20 retired and lead teachers,” Mqingwana said. Mqingwana said they were also continually performance audited. “While attendance and participation has been good, we have had to push learners and educators, in some cases. To this end we put in place incentives and support including the provision of nutrition during holiday school, integral for learners from low income households. We also increased educator stipends, an acknowledgment of extra hours they committed to the programme,” she said.

The 2 day event will comprise of entertainment items appropriate to the cultural significance of the festival composed of music, dance, sketches, talks, stalls,
children's games, health clinics etc. There will be a d i s t r i b u t i o n o f approximately 100 hampers to the needy. The community is also served with a sumptuous meal and there are lots of prizes to be won. The committee comprises children aged between 7-18, enabling the Youth tobe empowered. Mayor vows to continue with controversial demolitions By Xpress Reporter
KwaDukuza Mayor Ricardo Mthembu has vowed that the municipality will forge ahead with the controversial demolition of houses built illegally in Glenhills. Mthembu said this move was in line with the Council's decision to build low cost houses on the land, for the benefit of the local community. At a meeting with community members at the

We wanted to build good, affordable houses that would benefit the local community. Therefore, our role is to enforce the law and expedite the process of building houses as this is also part of a legal process which altogether informs our action against those who don't play by the rules. Those who have been wrongly mobilized stand to carry the consequences for
their illegal exploits, said Mthembu. “We are willing to work with anyone for as long as they comply with the Court decision. The rule of law must be respected,” he said. A recent High Court Judgment ordered the municipality to demolish a number of half built, unoccupied housing structures that were completed after the court order was served of which the Municipality has gained evidence. The municipality said that it had previously issued numerous public notices prior to the court judgment. The High Court order prevents the allocation and apportioning of building sites owned by the Municipality. With the contractor already on site, the municipality said it was finding it almost impossible to even build 500 houses in an area that has been earmarked for over 800 houses. Challenge for female councillors and administrators MEC calls for use of compulsory “gender quotas” By Xpress Reporter
KwaZulu-Natal MEC for Social Development Weziwe Thusi has dismissed the widespread notion that women were still largely marginalized in South Africa. Addressing the Women in Local Government Summit in Ballito last week, Thusi said South Africa had in fact made some great strides towards achieving gender balance within the public sector. The Summit, which was organized by the Institute for Local Government Management (ILGM), was aimed at defining the role of women in local government, and to tackle any impediments towards achieving the 50/50 gender parity target within the municipal tier of government. It was attended in the main by female mayors, deputy mayors, council speakers and municipal managers from across the province. Thusi said that, over the past 22 years since the advent
of democracy, the country had been able to develop sound legislative policies to give practical effect towards the gender transformation goal. “Under the apartheid (government) there was only 2.5% women representation in parliament. Now we are sitting at just over 40%,” Thusi pointed out. However she also conceded that there still huge challenges, as there had only been one female mayor for EThekwini Metropolitan Municipality since the dawn of democracy. “Discrimination against women has not been dismantled, but instead it has become more subtle. There are still deep gender disparities within local government, and we still have to fight on (to reverse this situation). Things have not changed, and it's now up to us as leaders to champion the efforts to bring about change,” Thusi said. The MEC also proposed a compulsory legislative approach towards the promotion of gender parity within the public sector. She also called for the compulsory implementation of “gender quotas”. Addressing the same gathering, KwaZulu-Natal
MEC for Cooperative Governance and Traditional Affairs (COGTA), Ms Nomusa Dube-Ncube, said, “Women have a pivotal role in the leadership of local government institutions and its efforts to improve the lives of communities. This
sphere, which is still maledominated, needs women to occupy more leadership roles so that our communities are not deprived of the invaluable experience women bring to our communities”. Mandisa Mhlongo from the
Independent Municipal and Allied Trade Union (IMATU) said women were the architects of their own misfortunes, as they tended to undermine one another in favour of male leaders. The Deputy Chairperson for ILGM KwaZulu-Natal,
Mr SM Mbili, said women were an integral part of society, and they were also affected by societal challenges. He added that the country would only achieve true liberation once women emancipation had been fully realized.

KwaDukuza Deputy Mayor, Councillor Dolly Govender, has come out with guns blaming, raising serious concerns about what she described as “extremely slow” pace of gender transformation within local government. Addressing the Women in Local Government Summit at the Boathouse in Ballito last week Thursday, Cllr Govender, speaking on behalf of the host municipality (KwaDukuza Municipality), said women that were currently deployed in various capacities within the local government sector were “not playing a very positive role”. She said the 50/50 gender parity target that was being sought in terms of councillors and administrators in local government would not be realized anytime soon. “As iLembe (District) we are dominated by males. There is only one female mayor (in the District),” Govender stated, referring to Maphumulo Municipality Mayor, Cllr Matozi Khuzwayo-Dlamini. The other four municipalities that make up the District are presided over by male mayors. Govender said there was a strong need to bring in more women in local government administration as well. But she also pointed out that there was

progress being made in respect of administrative side of local government in iLembe District, with the current Municipal Manager of iLembe District Municipality being a female. Meanwhile, Councillor TE Maphumulo, the Mayor of uMgungundlovu District Municipality, speaking on behalf of the South African Local Government Association (SALGA), noted that South Africa, like many countries the world over, had affirmed the right of women to participate in all spheres of government, including local government, which was at the coalface of service delivery. She also recalled that the most recent elections had taken place during women's Month, a fact that should have re-sensitized “gender blind” politicians and political parties about the need to
advance gender transformation. “As women, what are we doing to embrace the 50/50 (gender parity) target? Ours is to ensure that we embrace that (gender transformation) target (that) we have been talking about. A report by Statistics South Africa shows that there are more women than men in South Africa. Despite this, men remain dominant. (This is) a picture that should change drastically if we are to achieve the 50/50 gender balance target,” stated Cllr Maphumulo. She also emphasized that there was a need to employ more women in higher positions within local government. She also noted with regret that in the aftermath of the most recent municipal elections, the country had emerged with only 22% female ward councillors, with a whopping 78% being male ward councillors. ILembe Deputy Mayor, Councillor Dolly Shandu, challenged women to affirm their place in local government She also indicated that, in iLembe District, there were three female municipal managers, on top of countless female EXCO members who are involved in taking vital decisions. The KwaDukuza Municipality dominated the iLembe Games at this year's edition held at the KwaDukuza Recreation Grounds this past Sunday winning 12 gold and 6 silver medals in the process winning the outright trophy at
the tournament as the best performing sporting municipality. The iLembe Family of Municipalities had the tournament in preparation for the Provincial Games known as South African Local Government Association/
Department of Sport and Recreation Games (SALGA KZN DSR Games) that will be held at the Ugu District Municipality in December 2016. KwaDukuza won gold in Basketball (females), cricket,
dance, golf, netball (males and females), soccer (males) table tennis, volleyball (males and females), chess and karate. They were runners up in Athletics, boxing, basketball (males), rugby (males and females) and tennis.

Bekukuhle kudelile emcimbini womHlonyane Table Tennis tourney a success The first ever table tennis tournament under the banner of KwaDukuza Table Tennis Club was a resounding success with over 35 players participating at the Stanger Manor Community Hall that commenced on Wednesday, September 28 and completed last Wednesday, October 12. The torrential downpour did not deter players from arriving and participating. The tournament was played in a round robin format. Players then qualified to play in two categories, namely Top pick and development. In the Top Pick round robin matches, Group A was dominated by Minesh Maharaj and Niven Pillay whilst Group B was dominated by 14-year old sensation, Trevell Naidoo and Trevon Gopal. Naidoo booked his place in the finals beating Pillay 11-8, 8-11, 15-5, 14-11 to set up a mouth-watering clash experienced Maharaj who beat Gopal in the other semifinal. The final was a thriller with the teenage sensation taking on the former KZN player. Maharaj won the first two games 11-9, 11-7. Naidoo threatened with a remarkable comeback with his strong forearm smashes, winning the third set 119. The fourth set was a real humdinger as both players battled for supremacy. The experience of Maharaj showed as he used his wicked forearm and backhand spin to clinch the set and game winning narrowly 14-12. “I let it slip a little bit but I didn't do much wrong against my mentor,” said
Naidoo after the match. In the Development section, Deon Maduray emerged victor beating Shail Maraj. Prgash Naicker (tournament secretary) commended all players for participating and for arousing the interest in table tennis in KwaDukuza, a powerhouse at national championships. He also thanked the anonymous sponsor who hails from Australia. He said that all the players need proper coaching, development programmes and facilities to take table tennis forward in KwaDukuza. Emerging players to watch are Trevell Naidoo and the Loganathan brothers. Matches will take place every Wednesdays with training and coaching taking place every second Monday. Those who are not registered should contact the officials of the club. A women's and junior league will commence shortly. The club is in desperate need of table tennis boards and nets.
