Court blow for KDM over land invasion saga A

n urgent application filed by KwaDukuza Municipality for a court order to disconnect illegally connected electricity at an “illegal settlement” in Sheffield has been declared “not urgent” by the Durban High Court. In the matter that was opposed by Abahlali BaseMjondolo, a lobby organization fighting for the rights of landless people, the municipality was seeking an order to disconnect electricity at the said settlement, as Council continues to suffer tremendous energy losses through illegal and/or tampered connections. The application came as the municipality is still in the process of applying for an eviction order for the settlement, as the land, which is owned by the municipality, has been earmarked for a housing development. Abahlali BaseMjondolo has declared the court ruling as a victory for the poor people who have moved

into the land in question. The organization accused the municipality of c o n s t a n t l y “harassing” the invaders. “The municipality is planning to evict our members in the area yet they say they are planning to build houses in the area. The question we are having is who is this development for? “The ANC hardly builds any houses any more but we know, for sure, that when the ANC does build houses they are allocated to those who belong to the ANC. “The residents of the Salt Rock settlement will continue to resist the attempt at eviction, and the harassment in the form of armed disconnections of water and electricity,” the organization stated. Local academics visit Swedish university

Dr Diloshni Govender from the University of KwaZulu-Natal (UKZN)'s School of Education, alongside her research colleague, Dr Raksha Janak from the UKZN School of Education's Faculty of Gender and Education Studies, attended the Local Democracy Academy at the Uppsala University in Visby, Sweden from the 6 to 10 June 2022. The Academy brought together 70 researchers from 30 different countries for a week of mutual learning and collaboration to foster inclusive local democracy. Dr Govender, an educator at Stanger Manors Primary School, was invited to present her research findings on boys' experiences of violence within and beyond schooling. Her Doctoral research was funded by the National Research Foundation (NRF) of South Africa and supported by her supervisor Professor Deevia Bhana (NRF S.A research chair, SARCHI: Gender and childhood sexuality). Dr Govender was able to network with research scholars in order to discuss policies and framework to

foster healthy, child focused environments and address

challenges faced by young children within lower-

Mavivane project set to create 500 jobs

The KwaDukuza Executive Committee (EXCO) has approved the Implementation Plan for the Mavivane Transformative Riverine Management Programme. Thanks to the R1.7 million grant funding from the KZN Department of Economic Development Tourism and Environmental Affairs (KZN EDTEA), KwaDukuza Municipality will be able to create 500 jobs whilst addressing the impact of climate change. The municipality was the first runnerup to the KZN EDTEA 2021/22 Natural Resource Management Municipality Competition for the Mavivane Transformative Riverine Management Programme. “KwaDukuza has a central role to play in championing and coordinating a transformative riverine governance approach as a mechanism for leveraging required response to climate change and resilience for its citizens. Mayor tables third adjustment budget

KwaDukuza Municipality has incurred R12 million expenditure related to the recent KZN floods, and has made a request for a further R6.9 million. This was revealed by Mayor Cllr Lindile Nhaca when she tabled the third adjustments budget for the 2021/22 financial year, at a special

Council meeting held at KwaDukuza Town Hall on Wednesday last week. Nhaca said the request for a further R6.9 million was intended to fund rehabilitation projects. The bulk of the flood related expenditure has been a as a result of reprioritization and savings identified in all business units within the

municipality. “No additional operational funding was sourced but the disaster expenditure was sourced within the current operational expenditure budget, the impact of which is a nil effect on the adjustments to the Council approved second adjusted budget,” the Mayor said. The flood related expenditure includes items such as electrical and roads repairs, hiring of equipment and the provision of social relief. “The impairments on assets may be affected by the disaster, the value of which cannot be quantified at this stage. However, during the adjustment budget review, the request for additional impairment budget allocation could not be provided for as a result of minimal savings being identified to fund existing disaster related commitments. Council to thus note that there may be a possibility of incurring unauthorized expenditure on asset impairments at year end,” Nhaca noted.

We will ensure that at least 50% of beneficiaries are youth owned businesses,” Cele stated. Cllr Cele noted further in the municipality's recently adopted budget, for the 2022/23 financial year, the municipality had allocated R4.5 million for youth development, which will be augmented by additional funding from other business units through their programmes. “KwaDukuza Municipality will continue to provide the

annual tertiary education registration assistance. This programme compliments existing ANC led government student financial aid and bursary programmes. “The municipality will continue to provide on-going support to creative industry by supporting arts and craft sector. The municipality will also continue to support youth entrepreneurship programmes implemented in

partnership with NYDA. The municipality will also continue to work with schools in delivering the back to school programme and career guidance programmes,” Cele said. The event also saw five young people graduating from the iLembe ICT Project, introduced last year to empower local youths with ICT skills to prepare them for the economy that is rapidly entering the digital age.

Winter Fair to make grand return after hiatus

It's all systems go for this year's edition of the annual KwaDukuza Child Welfare's Winter Fair, after the event was put on hold for the past two years, due to the Covid19 pandemic. Senior Social Work Manager Karnegie Govender said the two year pause had impacted the Society adversely in terms of operational funding, as the grant received from the Department of Social Development barely covers staff salaries. Fundraising initiatives are therefore needed to cover all the operational costs that the Society incurs in the pursuance of its mandate. The Fair will run for five days, from Wednesday the 29th of June 2022, until Sunday the 3rd of July 2022. Notably, there has been a huge uptake for the stalls, with the Fair offering 21 food

stalls and more than 40 general stalls at the grounds. “The entrance fee for the first day will be R5 for both adults and children, as we fully understand the hardship that people have been going through due to the pandemic and other challenges. Thereafter a R10 fee will be charged at the gate for each of the remaining four days,” stated Govender. The first day will focus on talent competition and the talent show, as well as registration for Miss and Little Miss Winter Fair. The second day will cater for senior citizens, who will enjoy free entrance, while the rest of the patrons will be expected to pay the nominal R10 entry fee. “There will be a medical camp on the grounds for senior citizens. We are inviting all the senior citizens associations around the area to come and be part of this segment,” Govender

said. The Glamorous Gran Competition will be featured on the day, as will be the talent show and the preliminaries for the Miss and Little Miss Winter Fair. And DJ Deck Koogen will be on the deck, literally speaking. Friday will feature the mobile library, various well known and accomplished dance groups, the talent show, the finals of the Miss and Little Miss Winter Fair, with DJ Amarula / Bello no Gallo / DJ Givit expected to enthral the crowds with entertainment. The fun continues on Saturday, featuring performances and dance segments, the most exciting fire safety demonstration, and DJ Lloyds wrapping things up later that night. The Sarie Queen contest, various musical groups, the kids entertainment with Omesh and Trisha's Master

Zumba Class will happen on the final day of the Fair. The organizers have also been superlatively creative this time around, introducing the Carnival Fun Fair, which will feature such exciting activities for the kids as the rock climbing wall, space rockets, bumper bashwith track, drifting trikes, gladiator challenge, zorb balls, paddle boats, mechanical bulls and quad bikes etc. The popular Winter Fair Car Show will run over three days, from Friday to Sunday. Friday will feature the display of vintage cars, with the Saturday being dedicated to Show ? Shine, with the Sound Off wrapping things up on Sunday. SUSTAINABLE: Ashville Primary School commemorated Youth Day on the 15th of June 2022, under the theme, 'Promoting Sustainable Livelihoods of Young People for a Better Tomorrow'. Pictured are some of the learners and educators who participated in the programme.

The new principal of Stanger Manor Primary School, Dr AP Narain, has taken the bold step to propel the school towards positive change. On the 15th of June 2022, Dr Narain invited the four Head Prefects, alongside members of the School Management Team (SMT) to be part of an event dubbed High Tea with the Principal. The principal said that he aimed to encourage the prefect leaders to talk freely and air their views on the school management, and on

the teaching and learning processes at the school. They were encouraged to air freely what they believed needed to be changed, kept or amended and at what levels. The High Tea provided opportunity for each SMT member to present a two minute guide in leadership as they perceived it. The principal also presented his guidance on leading and managing to the learners. They were encouraged to among other things to develop deep Visions, seek Inspiration and give it to their colleagues,

be Authentic, Open-minded and Creative, and lastly be Responsible and Dependable. The principal stated, “I took note of all the views of the Prefect leaders and hoped their suggestion would help drive our school to greater heights. We have a wealth of good spirit and great leadership in our youth”. The school used the occasion to welcome the Head Prefects, namely: Vaugh Naicker, Deputy: Lebohang Maraman, Head Girl: Kimaiya Naidoo, Deputy: Dejezlyn Subban.

Stanger Manor resident Rikara Ramkaran, who is a Masters Architecture student at the University of KwaZulu-Natal (UKZN), has made her family and KwaDukuza proud by taking first place in South Africa for her outstanding architectural

project. Ramkaran represented South Africa at the International Architectural Design Competition known as the Saint Gobain International Multi Comfort Design Contest, which was held in the City of Warsaw in

Poland, from the 8th to the 11th of June 2022. Contestants from all over the world participated in the Saint Gobain Contest. This international stage of the ASC competition has widened the horizons of modern architecture for contestants. Ramkaran has acquired tremendous knowledge in different aspects of life in this short space of time. The task of the 17th International Saint-Gobain Student Contest was to design the revitalization of an area located next to the Warszawa Wschodnia (Warsaw East) railway station, through a combination of social activation and residential functions. The challenge of the 17th edition is twofold: • To create a meeting and entertainment centre on a 14,500sqm plot of land in an old factory building, taking into account the guidelines of the conservation officer; • To design student flats in the new residential part. “I aimed to achieve a sustainable building, that promoted Art and Individuality using the concept of a Montage,” Rikara said.

ANCYL calls for educational transformation

In the midst of commemorations for the Youth Day last week, the ANC Youth League in the General Gizenga Mpanza Region (GGMR) made a string call for effective transformation of the country's education sector. The League held its Youth Day Lecture at the KwaDukuza Town Hall on Wednesday the 15th of June 2022, followed on Thursday by a range of activities held in various wards across iLembe District to mark the 46th anniversary of the Soweto Uprising. In its June 16 Statement, the League said the current generation of young people had a task to vigorously advocate for change in the country's educational system. The League acknowledged that the challenges facing the youth of today remain vastly different to those that confronted the Youth of

1976. “The ANCYL of General Gizenga Mpanza Region commemorates June 16 with a note that we owe it to the militant and heroic generation of 1976 for paying their sacrifices to the endless struggle against black oppression. The 1976 generation indeed fought against Bantu Education Policy which does not necessarily mean they accepted English instead of Afrikaans; basically this means the horse is still white, it is only the rider (that) has changed. “Our struggle phase is different from the 1976 generation. Our struggle phase must at all times a d d r e s s y o u t h unemployment, (focus on) the fight against domestic and gender based violence, and the creation of more business opportunities for young black people. “Let us in honouring the young people of 1976, expedite all educational

initiatives so that education is at the centre of youth development and economic transformation,” The League stated. The League commended the Youth of 1976 for displaying strength and courage to tackle a “brutal apartheid regime”, and in the process fearlessly incurring the loss of many young lives. “The youth must be visible. The youth of today must intensify our struggle for total liberation and the realisation of Economic Freedom in Our Lifetime. “We condemn the violence perpetrated (against) any section of our society, including the attack of discrimination against members of the LGBTQI (community) as they form part of the South African population. Yet again, our objectives shall be to participate in the struggle to create a non-racial, nonsexist, united, democratic and prosperous society,” the League pointed out.

Sharp decline in new Covid 19 infections

South Africa continued to register a sharp decline in the number of new Covid-19 infections, with the latest data from the National Institute for Communicable Diseases (NICD) showing that only 291 new cases were

detected in the last reporting cycle. This comes as government this week mulls over the removal of the last remaining Covid-19 restrictions, after the country recently emerged from a mild 5th wave of the

pandemic. The number of active cases, according to the National Department of Health, currently stands at 13 851. 101 620 people have so far lost their lives due to Covid-19 related complications, with 3 of those succumbing in the last 24 hours. The country has recorded a cumulative 3 986 892 cases, with 3 871 421 recoveries being registered. The test positivity rate is at 4.1%, while the recovery rate is at an impressive 97.1%.

Suspect in court after sisters brutally stabbed By Xpress Reporter

It appears that the fight against gender abased violence is far from yielding the desired outcomes. In one of the latest incidents, two Nsuze sisters were brutally stabbed recently, allegedly by the exboyfriend of one of the sisters, on Saturday the 11th of June 2022. KwaZulu-Natal provincial police spokesperson Constable Thenjiswa Ngcobo said the ex-boyfriend, Mncedisi Chili, arrived at the women's homestead and knocked at

the room that was occupied by the two sisters. When the ex-girlfriend (25) opened the door, the suspect allegedly produced a sharp object and stabbed her on the chest. The suspect then allegedly proceeded to pin the victim beneath him, and continued to stab her several times. “The victim's sister came to her assistance and pushed him away from the victim. The suspect stood up and stabbed her before he fled the scene. Both victims sustained serious injuries and

were transported to hospital for medical attention. “Nsuze police were called and charges of attempted murder were opened for investigation. The police worked tirelessly in tracing the suspect who went into hiding. The investigation led to Gobinsimbi area where he was arrested and charged,” Ngcobo stated. The suspect appeared at the Maphumulo Magistrate's Court last week. He is expected back in court today (Wednesday), facing two counts of attempted murder.

Maphumulo Municipality holds successful Mayoral Cup finals By Xpress Reporter

This year's edition of the annual Maphumulo Mayoral Cup went off without any glitches. The event, presided over by Mayor Cllr Siboniso Nyatikazi, was held on Saturday the 11th of June 2022, at the Sabuyaze Sports Ground. The Municipality says the Mayoral Cup event is designed to attract Maphumulo youth to sports participation, and to

unearth latent talent amongst the local youth. The focus is on football (males and females) and netball. The preliminary rounds of the tournament were held in all the 12 wards, with the winners being eligible to participate in the finals. Mayor Nyatikazi expressed satisfaction with the talent put on display by the players, and the level of participation by all teams and officials.

International Day Against Drug Abuse and Illicit Trafficking

The United Nations General Assembly in 1987 decided to observe 26 June as the International Day against Drug Abuse and Illicit Trafficking as an expression of its determination to strengthen action and cooperation to achieve the goal of an international society free of drug abuse. The UN Office on Drugs and Crime selects themes for the International Day and launches campaigns to raise awareness about the global drug problem. Health is the ongoing theme of the world drug campaign. The Prevention and Treatment of Drug Dependency Act (Act 20 of 1992) and the Prevention of and Treatment for Substance Abuse Act (Act 70 of 2008), provides for the establishment of programmes for the prevention and treatment of drug dependency. Alcohol abuse is a complex socio-economic issue that requires a multi-stakeholder and integrated approach towards a drug free society, captured in the National Drug Master Plan. Creating awareness of dangers of the substance abuse in society and effecting behavioural change are integral parts of the National Drug Master Plan.

Stars and KSST dominated the volleyball section of the KwaDukuza Mayoral Games hosted by KwaDukuza Volleyball Association over the past weekend. The Stars outfit lifted the U19 youth category in both the male and female section whilst KSST

lifted the male and female category in the adult tournament. The Mayoral games has become an annual tournament with KDM investing if the youth especially. In the U19 female section, Warriors scooped second

Housing Project underway for Nyathikazi community At long last, the community of Nyathikazi will benefit from a multimillion-rand housing project. On Sunday, 29 May MEC for Human Settlements, Mr Jomo Sibiya and the Mayor of KwaDukuza Municipality, Cllr Lindile Nhaca officially launched Nyathikazi Housing Project. The event was attended by the Deputy Mayor of Ilembe who is also the former ward councillor of this area, Cllr James Van Whye and the local Chief, Inkosi Mthembu. P4

KwaDukuza is the most financially sound in KZN and number three countrywide Financial ratings agency, Ratings Afrika has once again declared KwaDukuza Municipality as the best performing municipality in KwaZulu-Natal and number three in the country in terms of financial sustainability. KwaDukuza is the top-scoring municipality in KwaZulu-Natal with a score of 66 over 100, it follows Saldanah Bay in the Western Cape with a score of 72 and Midvaal in Gauteng with the highest rating of 75. The independent ratings agency said on Friday, 03 June 2022, in its latest Municipal Financial Stability Index ratings (MFSI) which analysis 100 of the biggest South African municipalities. The agency measures each municipality’s operating performance, liabilities management, budget practices, and liquidity position, it then compiles the MFSI, giving each municipality a mark out of 100. The report compiled by Leon Classen and Charl Kocks said the municipality has been able to demonstrate adequate levels of financial sustainability which gives it the financial capacity to deliver and develop infrastructure while it is able to build the reserves to absorb financial shocks. KwaDukuza Mayor Lindile Nhaca welcomed the report saying her institution remains resilient despite economic shocks, “We were able to rise above economic challenges affecting our fiscus in the middle of a global pandemic, the 2021 social unrest and we are yet again rising above the flood disaster which demands that we look at reprioritizing our budget. It is clear that we have well entrenched financial policies, and our budget is based on sound financial planning. This alone is a confirmation of our commitment to adhering to good budgetary practices, strict financial controls, and good revenue collection.” KwaDukuza has done well over the years. From around 2004 onwards, we were under serious financial constraints and performing at the lowest levels in the country. In the 2014/2015 financial year, KwaDukuza scored 78. In local municipalities, a financial year is marked by a cycle period from 01 July until 30 June. In 2010, we had achieved the second position in the country. In 2011 till 2013, we were at number one. KwaDukuza Open Street Event 2022 The KwaDukuza Environment Day/Open Street Event is in commemoration of world environment day 2022. KwaDukuza Municipality invites all stakeholders and residents of KwaDukuza to partake in the low carbon path in building a climate- smart city. The key objectives of the KwaDukuza Environment Day/Open Street Event: 1. Creating an enabling environment for non-motorised transport as one of the alternative mode of transport. 2. Creating a space on the street for people to safely gather and engage on various outdoor activities. 3. Alert KDM citizens of associated risks of residing on environmentally sensitive areas e.g. streams, rivers, drainage lines, wetlands, and along the coast etc. Hence, the Municipality is committed to improving its efforts in ensuring that the infrastructure and wider community is resilient against extreme weather conditions.

This shock has contributed to slow economic growth, closure of businesses and loss of jobs. As part of the various economic recovery programmes introduced by national government and by the Council, some progress has been made in terms of economic growth. In the current term, KwaDukuza Municipality will continue to facilitate and create an enabling environment for the economy to thrive. As part of its commitment in reviving the economy, it is proud to make the following key announcements: 1. The municipality will continue to invest towards infrastructure that supports the tourism sector. In its budget, a budget of R5,4 million has been set aside towards the rehabilitation and upgrading beach amenities. 2. It will be investing more money towards the building of Nonoti Beach, a new beach to be developed by this Council Post-Apartheid. This project will be implemented on a multi-year basis.

KwaDukuza Mayor Cllr. L. Nhaca together with Speaker Cllr. D. Govender & Portfolio Committee Chairperson for ESY Cllr. Sicelinjabulo Cele conducted an oversight visit at Shakaskraal Shoprite outlet which was vandalised & torched during the #KZNunrest.

3. In the next financial year, it will be completing the R22 million KwaDukuza Museum. This investment shows a vote of confidence in the KwaDukuza CBD and its contribution to the CBD Regeneration project. 4. KwaDukuza Municipality as part of its post July 2021 public riots, provided a package of support to those who were affected by the unrest. Amongst the beneficiaries of the Council, it offered 100% rebates for 12 months and relaxed Building Control Environment is Shakaskraal Shoprite which was burnt down by the looting crowds. 5. The rebuilding of Shoprite is now complete. It is expected that it will re-open in June 2022, and the eighty (80) people that were displaced will be able to put food in the table. 6. It will also continue to support various long-term investments in the area which include the following projects, provided they are in compliance with the municipal bylaws and are willing to offer local people both jobs and business opportunities: • Zimbali Lakes Development (in Ballito), • Ballito Hills Development, • HESTO extension project, 7. KwaDukuza Municipality will prioritise the SMME and Informal Traders support. In the next financial year, it will focus on the following support programmes: • Informal Sector support – this includes building new infrastructure and repairing broken infrastructure. Council has budgeted R500 000.00 towards the new informal trader’s infrastructure. • SMME support packages – it will be re-launching the Mayoral LED start-up Programme in conjunction with KZN EDTEA. The department has committed to provide KwaDukuza with a grant of R1 million. • SMME Capacity building – that will focus on capacity building and business development sessions of both existing and aspirant businesses and Tourism marketing – as part of tourism marketing we will continue to promote our tourism destination on various platforms including digital marketing.

Floods hit KwaDukuza Recently, KwaDukuza Municipality experienced heavy downpours that caused major damage to most of the municipal and government infrastructure. Many businesses lost their goods as these storms were not selective on their disastrous path. Many factories, warehouses, shops and farms were flooded during this period. As if that was not enough, 10 lives were lost during that period of weather calamity. Many families had to seek temporary shelter at community halls and relatives as most of their homes and belongings were washed away as a result of those devastating rainfalls. After these unfortunate events, the Mayor of KwaDukuza Municipality, Cllr Lindile Nhaca convened a special meeting with the members of her Executive Committee, in order to give a directive to the management of this municipality so that they can embark on a ward based physical verification for determining the extent of the damages in both the public and private properties within KwaDukuza’s jurisdiction. With regards to the families that lost their loved ones, a special budget to assist with the burial costs was set aside to assist the bereaved families. When KwaDukuza Municipality commenced with the physical assessments in a bid to beef up its case study for funding from the provincial and national government, a total of seven (7) cluster teams composed of technicians from various business units, including civil, electricity, town planning etc. All these teams were led by the Directors and after the assessment, the following was reported: (i) Roads and bridges were severely damaged and most of them totally collapsed, (ii) Storm water drainages failed due to the excessive water flow, (iii) The electrical infrastructure had been compromised and most areas suffered prolonged outages, (iv) Residents who reside along flood plains and low-lying areas were the most affected, (v) There were number of private properties that had been damaged by the subsequent flooding from both the poor and most affluent families, (vi) There were a number of provincial roads and bridges which had been compromised by these floods and which required urgent attention, including the N2 Toll, (vii) Ilembe District municipality was one of the most affected district municipalities in terms of its road infrastructure, far exceeding the extent of the damage on our neighbours eThekwini and uMgungundlovu municipalities. According to a report the Department of Transport. During the assessment, the Department of Co-operative Governance and Traditional Affairs (COGTA) also deployed a team of engineers (Roads, Electrical, structural, water and project managers) to further carry out the infrastructure assessments. The professionals deployed were assigned to undertake assessments for the entire district. Humanitarian social relief of distress interventions KwaDukuza Municipal Manager, Mr N.J. Mdakane established a Social Relief task team that was tasked with clear mandates that included the following: (i) To coordinate social relief interventions targeting flood victims, (ii) To ensure that those who are displaced and living in various shelters are provided with social relief packages e.g. sponges, blankets, food parcels including hot meals, (iii) To ensure that families who lost their loved ones are supported in terms of burying or cremating their family members or relatives, (iv) To coordinate and guide donors on the social relief needs and to direct them to the respective identified communities. The task team was established to compliment the day-to-day work done by the Disaster Management Unit, which led the immediate and urgent response since the beginning of the disaster. Activation of Emergency Response Teams The emergency response teams were activated to assist with the provision of Relief, Rescue Efforts and Assessment of damages. Various Government Ministers, MECs and other stakeholders visited KwaDukuza to do their own assessment in order to render relevant assistance coming from their respective departments and organisations. The teams were also on the ground providing support where needed. The following role players were instrumental in providing in providing the much-needed support: (i) SAPS Search and Rescue Teams – Search and Rescue efforts, (ii) Municipal Fire and Rescue Teams – Search and Rescue efforts, (iii) Disaster Management Practitioners – attended to the displaced, (iv) NGOs, Private Businesses – donated food packages and hot meals to displaced residents, (v) South African National Roads Agency (SANRAL) – suspended the payment of Toll fees at Umvoti Toll Plaza on the N2 Toll route, (vi) EMS – provided emergency medical care, (vii) Department of Health and SAPS – Forensic Pathology Services, (viii) SASSA – provided social relief of distress packages, (ix) Department of Home Affairs – rolled out its mobile office outreach programme to assist victims of floods who lost their identity documentation during the floods, (x) Ilembe District Municipality – provision of clean water, (xx) Community volunteers – performed various roles, including search and rescue efforts, fundraising more social relief of distress packs, (xxx) SANDF - performed various roles, including fixing of the damaged infrastructure.

Umasipala waKwaDukuza uthembisa ukwenzangcono ingqalasizinda kagesi INQUBO YESABELOMALI KANYE NOHLELO LWE –IDP Isabelomali sikaMasipala waKwaDukuza sika-2022/2023 kanye nohlelo lwe-IDP lubandakanya ukubamba iqhaza okubanzi komphakathi. Esinye sezikhathi ezibaluleke kakhulu zokuhlela amasu kube ukuhlangana kwekomiti lePhothifoliyo likamasipala eliholwa i-LEGKOTLA.
