Ward 19 residents in KwaDukuza have expressed their dissatisfaction towards the service provided by the local municipality. Irate residents have accused the KwaDukuza Municipality of failing to provide proper service delivery. This comes after the municipality blatantly ignored to complete patching of a sinkhole on Lindley Street that was dug up by heavy rains a few months ago. According to the concerned residents, the municipality came to put building stones and red tapes around the sinkhole which has left many frustrated. “Putting the tape is not enough. Absolutely ridiculous. The store owners are losing customers because of the poor service of KDM.

Press The tenants cannot even use the parking because the driveway is blocked off. How long are we going to put up with terrible services? Months have gone by since this place was dug up,” said the fuming resident. A nearby business store also weighed in on the matter, alleging that the business has been badly affected by the sinkhole. “Customers hardly come in now since there's no parking, when they double park, they are chased away by traffic police. It would be nice for the Municipality to attend to this matter urgently. We are losing business due to lack of service delivery but at the end of the day we are expected to pay for services,” indicated the business owner. Maphumulo Local Municipality Deputy Mayor Zama NcalaneMhlongo alongside Cllr Sbusiso Zulu and the Youth & Sports Portfolio committee congratulates young people who received their Driving Licences on Wednesday, 8 September 2021 at the Municipal Council Chambers. According to the statement from Maphumulo Local Municipality, 55 youth from all around Maphumulo received assistance from the Municipality to attain their driver's licences. This driver licence programme, which is an initiative by the Youth & Sport portfolio committee, is aimed at improving the lives of the underprivileged youth from Maphumulo to assist them with minimal requirements for employment. This programme, which was initiated in 2017, has assisted more than 100 young people, which started with only 22 young people and has now increased to 55 young people per year. Deputy Mayor Zama Ncalane-

Mhlongo congratulated the youth who recently underwent testing and passed, “Once again it is a privilege to congratulate this year's beneficiaries who have successfully attained their drivers licences from this project. We are glad to see that the majority of the beneficiaries are women, as we know that women were under privileged members of society in the past years. This is a prime example of our commitment to deliver services and empower young people in Maphumulo and we are committed to continue our efforts to empowering young people in Maphumulo. This project has helped to bring hope to young people, as most of them are unemployed. South Africans to celebrate National Heritage Day

Heritage Day is a South African public holiday celebrated on 24 September. On this day, South Africans are encouraged to celebrate their culture and the diversity of their beliefs and traditions, in the wider context of a nation that belongs to all its people. In KwaZulu-Natal, 24 September was known as S h a k a D a y , i n commemoration of King Shaka, the Zulu king, on the presumed date of his death in 1828. Shaka played an important role in uniting the disparate Zulu clans into a cohesive nation. The Public Holidays Bill presented to the postApartheid Parliament of South Africa in 1996 did not include 24 September on the list of proposed public holidays. As a result of this exclusion, the Inkatha Freedom Party (IFP), a South African political party with a large Zulu membership, objected to the bill. Parliament and the ANC reached a compromise and the day was given its present title and accepted as a public holiday. It is the day to celebrate

Various events are staged throughout the country to commemorate this. In 2005, Jan Scannell (known as “Jan Braai”) started a media campaign proposing that the holiday will be renamed as a National Braai Day, in commemoration of the culinary tradition of informal backyard

barbecues, known as braais. On 5 September 2007, Archbishop Desmond Tutu celebrated his appointment as patron of South Africa's Braai Day, affirming it to be a unifying force in a divided country (by donning an apron and enthusiastically eating a boerewors sausage). In 2008, the initiative received the endorsement of South Africa's National Heritage Council. Scannell said that the aim is to hold small events with friends and family, and not to have a mass braai. The holiday is celebrated by wearing traditional clothes.

The Significance of Pitri Paksh (commonly called Pithar Pakk) Pitri Paksh is the remembrance of departed ancestor souls by paying respect through prayers, fasting, performance of special rituals, chanting, fasting and austerity. Offering of water and flowers are common. The origin of the observance is wide and varying because of the diversity of the religion, the many languages, dialects and beliefs. For example, in some cultures, there is great celebration to honor birth, but a solemn atmosphere is created at the time of death. In other cultures, the opposite prevails. The reasons are quite philosophical as well as logical. The important thing is to practice your belief with great faith, love and reverence. During this period, people generally do not start new projects, buildings or start investments. Marriages, engagements, pujas or occasions of merriment are generally postponed until a sufficiently long period has elapsed, usually a year, of their dear departed ones. Most of this is handed down and has become custom and tradition. Many are not aware of its significance and continue to keep observance out of respect as well as out of tradition, based and supported by uncertainty and superstition.

It is a case of being better safe than sorry. The ruling African National Congress (ANC) has given the strongest hint yet at the possibility of implementing the long awaited basic income grant (BIG) for all unemployed South Africans of working age. Following the ANC's national executive committee (NEC) Lekgotla recently, the party issued a statement which acknowledged the need for government to extent social support system. Government recently reinstated the Covid-19 social relief of distress (SRD) grant, until the end of March 2022. ANC believes that, depending on affordability, there is a huge need for either the SRD grant to be extended beyond the stipulated expiration date, or for the BIG to be introduced to replace the SRD grant. “Further work needs to be done towards the a c h i e v e m e n t o f comprehensive social security to ensure that all South Africans can live in comfort and dignity. This necessarily requires better alignment and linkages between social security

policies and labour market policies so that beneficiaries of social support can move readily into employment. “Subject to long-term affordability, serious consideration should be given to extending further support to the unemployed, and those who are structurally marginalised, possibly in the form of an extension of the Covid-19 SRD grant, targeted foodpoverty-line support or a basic income grant (BIG). We should also consider a combination of all this with mass employment for people,” the party's deputy secretary general Jessie Duarte said in a statement.

The Minister of Human Settlement, Mmamoloko Kubayi has taken a big step in ensuring government funds are not squandered. On the 10 September Kubayi issued a strong warning to all implementing agents and contractors working on human settlement projects across the country that the days of poor project delivery without consequences are coming to a halt. In a statement Kubayi said the department has been conducting investigations into certain projects some of which have

been running for years without completion and others abandoned leaving poor and indigent potential beneficiaries without shelter over their heads. “We can no longer allow, under such a constrained fiscal environment, project developers and contractors to waste public resources on poorly implemented or incomplete projects. From now henceforth, we are going to tighten contract management such that consequence management is integral in every contract. Any contractor who without reasonable explanation, is found

to have violated contractual obligation will be dealt with accordingly,” said Kubayi. Minister Kabuyi also implored provinces that those contractors who are delivering should be paid within 30 days to speed up housing delivery in the country. “We are a cold face of service delivery and people expect nothing but the best from us. We should strive to ensure that the department of human settlement is an employer of choice because it gives people hope and restores their dignity,” added Mmamoloko Kubayi.

Quo Vadis Kwa-Dukuza? It's that time again when placards and handbills bearing photographs of election candidates, will be splashed on streetlight poles, shop windows, on motor cars and on

every conceivable space available, to display the service delivery 'expertise' of candidates, begging for their ward voters to supplement their salaries, using public funds. The posters and newspaper adverts will start flying around, listing, exaggerating and ushering in gigantic, monumental, sweeping transformation to the broken down infrastructure of poor, old, battered Stanger. If all the councillors over the decades had kept their promises, Stanger would have been cleaner and more modern than Dubai. I have addressed the same issue many times before, to no avail. When election promises are made it seems that the candidates will wave a wand over our once pristine and wellmanicured town and Wallah! The pumpkin will change into a coach! Sadly, our town could be included in the list of the filthiest, most unhygienic towns in KwaZulu Natal, if not in the whole country. It seems quite apparent that there are some in our midst who are comfortable to live in garbage, filth and human excrement. Just walk around the railway station and taxi terminus areas to test my submission. For goodness sake, it's not just about being elected into a post and receiving the salaries and perks! (That I'm sure will be in your bank account before you are sworn in as a councillor!) It's MAINLY about fulfilling your promises to citizens for proper service delivery, based on what YOU have emphasized in your manifesto. That is why people have entrusted you to ACT on their behalf. It is meaningless to tell voters that you were 'secretary of this association,' or 'chairman of that union,' or 'treasurer of this society' or 'helped in relief work with an organisation,' when your constituency is disintegrating. This, my dear candidates, involves genuinely looking around our town for faults and

blunders and having these repaired before they worsen, even if these fall outside your ward concerns. This is OUR town and we should all be involved in its improvement and enhancement. If the present councillors had done their duties diligently our town would not have so many potholes, overgrown verges, collapsing streets, road crevices (that overflow with faeces and urine) electricity and water cuts and an overall state of neglect. Sadly we are victims of inferior town management. This is a very scary scenario but a REALITY that has become commonplace in our once pleasant town, as I recall from my youth. So my advice to all ward aspirants is, “DO NOT make promises that cannot be kept. Don't use words such as, “I guarantee, I promise, I'll make sure…”in your manifesto. This is just meaningless drivel and hollow political rhetoric designed to hoodwink the electorate into voting you into office. Alas, once you get your seat, the poor voter who trusted you is snubbed. My suggestion to whoever pays out the salary is to carry out a monthly inspection of the performance of each councillor, and if they are slacking in service delivery, then a portion of their salary must be reduced until all criteria are met. There must be proper checks and balances. After all, it's OUR money. My advice to all voters is to first see the faults and flaws in your area that have been left unattended, and if you are displeased with the current councillor, then you should not vote for him/her again. Springboks/All Blacks rivalry reaches 100 Tests Saturday marks an historic occasion between the Springboks and All Blacks when they faced off in their Rugby Championship clash in Townsville - it will be the 100th Test between the two great rivals. Here are some interesting stats to illuminate just how longstanding ... and lopsided the rivalry has become. - It is, rather neatly, 100 years since the two countries started facing each other. The first meeting was on 13 August 1921 when the New Zealanders won 13-5 in Dunedin. - In the preceding 99 Tests between the teams, the All Blacks have won 59 and the Springboks 36. They have

drawn 4 times. - Broken into pre-isolation and post-isolation eras, South Africa's win record becomes stark in its contrast. Between 1921 and 1992, the Boks played 37 Tests against the All Blacks and won 20, their opponents claiming 15 victories. However, from 1992 onwards, the Boks have only won 16 of 62 Tests, the All Blacks generally romping to 44 wins. - Despite that record, the Springboks still boast the best winning percentage of all opponents against the All Blacks - 36.4% - Both the Springboks' heaviest Test defeats in the pre- and post-isolation eras have been at the hands of the

All Blacks. From 1891 to 1992, their biggest loss was the 3-20 defeat in Auckland in 1965. From 1992, it was the 57-0 massacre of Albany in 2017.
