Grade 10, 11 exams scrapped
The Department of Basic Education has scrapped this year's final exams for Grade 10 and 11 learners instead replacing them with controlled tests. In a circular, the department says coronavirus infections, the loss of teaching time and the closure of schools under the hard lockdown period has resulted in the noncompletion of the curriculum. Department spokesperson, Elijah Mhlanga, says more teaching time will be allocated next year to help learners catch up with the syllabus. “It's a once-off measure that we have put in place after we looked at
everything that affected schooling this year and we felt it would not be fair to have a full-scale examination when schools were closed and reopened. With the trimmed curriculum we realised that we are not going to finish the syllabus,” said Mhlanga. “Grade 10s and 11s learn the same thing, it is just the degree of difficulty of what they are learning. It is basically something that is not really new to them. So what we are going to do is create more time next year to ensure that all the work that was not covered is covered then,” adds Mhlanga.

Members of the Hawks and police made a major breakthrough after they uncovered R154m worth of schedule 6 drugs and chemicals at a luxurious golf estate in Shaka's Rock last Tuesday. The Hawks were accompanied by members of the Umhali SAPS and K9 Unit.
Officers swooped on the vacant property and discovered several bags in rooms filled with chemicals and powders used to manufacture mandrax and heroin. It is alleged that the house was being primarily used as a storage facility for the key ingredients in making the illicit
narcotics. In a garage at the premises, officers allegedly found 200 50kg bags of suspected Anthranilic acid. Anthranilic acid is a precursor for making methaqualone, more commonly known by its street name, mandrax.
In total police discovered over 170 000 capsules, 5, 1kg heroin enclosed in coffee packages, 1,5kg of heroin in a plastic packet and 1kg heroin in a plastic Tupperware. According to police the total estimate of the haul is valued at R154.9m.

SA to reopen borders to most countries
South Africa will open borders to most countries on 1 October, President Cyril Ramaphosa announced last Wednesday night. South African missions abroad will be opening for visa applications. “We are ready to open our doors again to the world and invite travellers to enjoy our mountains, our beaches, our vibrant cities, and our wildlife game parks in safety
and confidence,” said Ramaphosa. Only three airports will be open to foreign travellers: Johannesburg's OR Tambo, Cape Town International, and King Shaka International. Overland travellers will be restricted to one of the few border posts that remained open during lockdown. Ramaphosa said that travel to and from some countries
may be restricted. “Based on the latest scientific data we can get on those countries.” He added that travellers will have to present, on arrival, the result of a negative coronavirus test less than 72 hours old. If they cannot do so, they will be required to remain in mandatory quarantine at their own cost. Everyone arriving will be screened, and those who show any symptoms of Covid-19 will also be required to stay in quarantine until they test negative for the virus again. According to Ramaphosa, travellers will be asked to install the South African government contact alert app.
SA's Covid-19 update Health Minister Zweli Mkhize has announced 39 more Covid-19 related deaths and 725 new infections on Monday night. This takes South Africa's Covid-19 death toll to 15 992, and infections to over 661 936. South Africa has the eighth most Covid-19 infections in the world, behind the USA, Brazil, India, Russia. Peru, Columbia and Mexico. Covid-19 related deaths in the country have also slowed significantly from the heights of 572 daily deaths in July, to double digit deaths
since mid-September. The Department of Health said it had now tested over 4 million people in the private and public sector, with almost 6100 tests conducted in the past 24 hours. South Africa's coronavirus death toll now stands at 15 992. The Western Cape still has the most deaths, with 4121, Gauteng with 4039, Eastern Cape with 3079 and KZN, with 2532, have the most fatalities in the country. Of the latest 39 deaths, Mkhize said the deaths came from the Western Cape,

Fuel price may decrease in October There finally appears to be some good news for South African motorists, with midmonth data from the Central Energy Fund pointing to decreases for both petrol and diesel in October. Currently, the Automobile Association is predicting a price cut of between 26 and
36 cents a litre for petrol and 88 cents for diesel. While that prediction is based by the current average for the month so far, if one looks at the most recent daily price data, it is certainly plausible that the price cuts could be closer to 50 cents a litre in the case of petrol and over a rand
for diesel, although that's assuming that current oil price and rand trends continue until the end of this month. 95 Octane Unleaded petrol currently retails at R14.48 at the coast and R15.16 inland, where the slightly cheaper 93 ULP retails at R14.89.

A family from Malende in Groutville safely escaped their home which was gutted by fire in the early hours of 16 September 2020. The Mnyandu family lost almost everything they own in the fire. According to Hlengiwe Mnyandu who was at the house, they heard a huge explosion coming from the car garage and within 30 minutes the fire had engulfed the whole house. “The fire started around
4:00 am on 16 September 2020 after an explosion that came from the garage. Luckily we escaped with no harm,” said Mnyandu On assessment, a large section of the roof, rooms in the house as well as the car in the garage was damaged. Hlengiwe said the cause of the fire was unknown and claimed they had no flammable gasses in the house or in the garage. Ward 09 Cllr Mpume Dube said
she went to the scene to assess the damage, “It's really sad and we are currently rolling out a donation to assist the affected Mnyandu Family,” said Cllr Dube. Cllr Mpume Dube further said she consulted with MM to see where they can lend a helping hand. The community is also urged to donate whatever they can to assist the family.

This is according to KZN Premier Sihle Zikalala, who highlighted the recovery of tourism during a Covid-19 media briefing in Durban, saying the reopening of the economy under lockdown alert level 1, as announced by President Cyril Ramaphosa on Thursday, was a “boon” for the sector. The tourism sector was one of the biggest contributors to job creation. He said Covid-19 had “come at a huge cost and devastated our economy”. “We have had to contend with closure of businesses, loss of jobs and livelihoods. Our entry into alert level1, after midnight, means most sectors of the economy will now be open. We really should see this as an
opportunity for us to restart our lives and rebuild our economy. One of the most effective ways in which we can do this is to support the South African economy, and our small- and medium-sized enterprises, by buying goods and services that are produced locally,” he said. “We are excited to see that there are already 'good or nice-life problems' that we are hearing about in the hospitality industry. There are areas where people are beginning to struggle to get accommodation due to places getting fully booked,” Zikalala said. He said occupancy rates ranged from 95% on the Midlands Meander to 75% in Pietermaritzburg, 65% in eThekwini Municipality, 60% in Illembe and 30% in Ugu, Zululand, and Ezemvelo KZN resorts. Zikalala said the government welcomed several new investments in the tourism sector, including South Africa's first Hilton Garden Inn establishment,
which was scheduled to open at uMhlanga Arch in November 2020. The 203-room Inn is owned by the Multiply Group and property development company Devmco. He added that all government workers would be expected to return to work under level 1. “There is now a need for all departments and municipalities in the province to review some of the arrangements made at the peak of the virus and ensure that the public service reports back to work in full force so that it can drive the rebuilding process. We are directing that all of us prepare ourselves for the return to cover lost ground. “We have to rebuild as if we are emerging from the ruins of a major war, and we need all our troops to fight the battle,” he said. He said the government would, in coming weeks, launch the KZN Economic Recovery Plan which would outline interventions to stimulate the economy. -IOL

A McDonald's outlet trading in KwaDukuza's CBD has been interdicted from trading because it operated without a business licence. The franchise owners were also ordered to vacate their premises on the corner of Balcomb Street and Gizenga St until it acquired a certificate of occupancy for its building. It is reported that MSA's building failed the National Building Regulations and Building Standards Act's requirements.
The court judgement said, “The second respondent is interdicted and restrained from using or permitting to be used the property or any part of the property described as Erf 5705, Stanger, also known as 120 Balcome Street, KwaDukuza to carry on any business by the sale or supply to consumers of any foodstuffs in the form of meals for consumption on or off the premises, or any perishable foodstuff until or unless a
licence in terms of section 2(3) of the Businesses Act 71 of 1991 permitting such 2 business, may be issued, and not to permit the occupation thereof until or unless a certificate of occupancy in terms of section 14 of the National Building Regulations and Building Standards Act 103 of 1977 permitting such occupation is issued.” According to the municipality, MSA submitted
a demolition application and plans to reconstruct a restaurant and takeaway, in 2018. The original building plans were approved in December 2019. MSA occupied the building on February 5, without a certificate or business licence. After commencing with trading, MSA applied for a business licence on February 19.

As part of commitment to the capacitation of the institution of traditional leadership in the province of KZN, Cooperative Governance and Traditional Affairs (Cogta) MEC Sipho Hlomuka handed over vehicles and electronic equipment to the Executive Committee of the KZN Provincial House of Traditional Leaders. The tools include 27 tablets with SIM cards with 10GB of data per month to be given to all EXCO
members and all Chairpersons of the District Houses of Traditional Leaders. Hlomuka also handed over SUVs to the Chairperson of the Provincial House Inkosi Phathisizwe Chiliza and his Deputy Inkosi Zulu. Speaking at the handover, Hlomuka committed his department to ensuring that AmaKhosi across the province continue to be equipped for the work they do in leading communities.
“Today's handover of tools of trade is an important milestone in our efforts to support the institution of traditional leadership in our province. A lot has changed in our country as a result of the outbreak of the novel coronavirus and we hope that these tools will help AmaKhosi with the job of providing leadership to our communities under these difficult circumstances,” said Hlomuka.
