KZN Legislature committed to providing better education By Xpress Reporter

The KwaZulu Natal legislature kicked off 2018 by visiting several schools in the province as part of the schools functionality monitoring programme from the 17th to the 19th of January 2018. The legislature partnered with the Ilembe District Municipality to pay a visit to schools surround the KwaDukuza area. The KZN Legislature is hopeful that this programme will produce good results in future. Speaking on behalf of the legislature Hon. YS Bhamjee at Sizani Primary School emphasized that schools and the school governing body must work tirelessly to ensure that the school is in perfect condition for teaching and learning. “The function of the school governing body is also to define a fundraising programme and that fundraising programme must begin to identify the short term, medium term and long term activities that they wish to fulfil throughout the year. “I am not trying to put all the responsibility in your shoulders but that is one of the issues a school governing body must work on. We cannot simply expect the department to do all

the work”, said Bhamjee. Principal of Sizani Primary school, Mrs July thanked the Legislature for their visit. She also praised teachers and learners for working endlessly towards achieving good results. “Some learners were sponsored by Soul City from lower grades up to the university, we also have learners that are being sponsored by Inanda Seminary. These sponsors do not feel pity

for us but they come because we produce good results. We are still struggling with parents committing themselves in learners work but the community around the school is always there for us,” she said. At the moment Sizani Primary School is one of the schools that face classroom leakage problems. The Principal mentioned that almost every class has a leakage and it interrupts the learning process

during heavy rains. This monitoring programme is expected to run annually. Mayor of iLembe District Municipality Cllr SS Gumede was also one of the guests who paid a visit to Sizani Primary School. “I think there is an opportunity for us here as the municipality to eradicate all these problems,” said Gumede. The Mayor promised that they will come back to the school and try to help where they can.

INCREASE : Motorists will be paying more for vehicle licening in 2018

Kwazulu-Natal motorists are fuming over the increase of fees for vehicle licencing. The province of KwaZulu-Natal is considered to be one of the most expensive provinces in the country when it comes to licensing fees. Most car owners have decided to register their cars in other provinces with Mpumalanga being the

favourite province. In early October 2017 Minister of Transport announced that there will be an increase in national transaction fees. Kwanele Ncalane, spokesperson for KZN Department of Transport stated, “We are currently the most expensive province in the country when it comes to licensing fees. This makes people register their cars outside the province which drains our revenue. This also brings in the issue of fraud

because if people register their cars in other provinces we have no way of telling whether their cars were really tested.” The increase of fees have angered many car owners especially those who are considered to be lower class. School Residents up in arms over road condemns condition alleged police R 150 inefficiency

Officials at Ashram Primary school have expressed their disappointment with the KwaDukuza SAPS for their alleged inefficiency and lack of concern after the school was broken into in December last year. According to the School Governing Body Representative, Mr D Williams, the police were informed the next day. “It took them almost 4 hours to arrive. Then everything was left the way it was as they were waiting for a fingerprint official. Nobody turned up. On the first day of school, numerous attempts were made to reach the investigating officer, to no avail,” said Williams. He added that almost 27 days have gone by and there is “no sign of the investigating officer or any type of investigation.” Williams says that this is the second burglary in recent years and expressed that this is a great loss to the school. Attempts to reach the communications department at KwaDukuza SAPS were fruitless at the time of going to press.

SWAMPED: A vehicle was swept from the shore during a boat launch in Ballito on Monday

A seven-year-old girl has died after being swept off a pier by high waves at Durban's North Beach on Sunday afternoon. Although lifeguards managed to find her in the water, their advanced life support paramedics were unable to resuscitate her. According to the South African Weather Service, Sunday's waves during hightide measured 1.8m as the average surf conditions reached 3.5m. However, during the second high-tide phase, wave heights are believed to have measured around 5m.

The Mall saga continues: But from within Attention: Mayor Ricardo Mthembu RE: KwaDukuza Mall Work Stoppage and CLO Involvement Dear Sirs

We write to you with in reference to Sanele Mthiyane's (CLO) defamatory and vicious unwarranted attack on the integrity of our chairman Vivian Reddy and our business. His message was sent via whatsapp to various parties and which is now in the public domain. We reject the malicious contents in its entirety and we reserve our legal rights on the matter. It is obvious that his motivation for the mischievous divisive message is the fact that he has been exposed as being corrupt by contractors and various sub-contractors for allegedly requesting and receiving bribes and we have embarked on disciplinary action against him as an employee. The allegations against him include: 1. Taking a bribe by obtaining a vehicle (NT46975, a white VW TIGUAN to the value of R600k) which he has been photographed using daily and parked at his home. Evidence indicates that this vehicle belongs to MLOMBOVU PROJECTS, a sub-contractor which he demanded the main contractor to use without declaring his conflict of interest. 2. He also demanded that the main contractor to use a company called Stretchcode Security for which we have proof from the CIPC that he is a director and one of the owners of this company. Yet again he did not declare this to us an employee. 3. We have further learnt that the CLO has had a meeting with the CCG who are opposed to the development, last week at ML Sultan Secondary School. We have been informed about the contents of the meeting and it amounts to a serious breach of his employment contract, It begs the question of why is he involved with CCG and what is his agenda. 4. In the recent work stoppage it is alleged by the plastering sub-contractor UBUHLE BAMANGUNI PROJECTS (PTY) LTD that the CLO had made life-threatening calls to him insisting that he must join the strike about rates. Mr Gumede the owner confronted Sanele on the calls. 5. H is security company vehicle has been photographed driving the “strikers” to site driven by his manager. His company security personnel opened the locks to the gates to allow the “so called” protesters onto site. 6. An appointed subcontractor, DUKADA PROJECTS, a black female contractor who refused to give him a bribe was threatened with eviction from the site by Sanele. 7. It was alleged that he was demanding kickbacks from all the truck owners who were involved in the early stages of the project and brought truck owners that were linked to him to undertake the works. 8. It is also alleged that he has gone to the bricklaying subcontractors who were happy with the market related rates. He asked them to demand a higher rate so that he can get a kickback from them. When the main contractor rejected the higher rate demanded he then engineered a “strike”. 9. When subcontractors are appointed from the database he rejects them and forces the contractors to use his preferred subcontractors. This was clearly displayed with MELKI's appointments and there is a letter from the MELKI which articulates this information. 10. The CLO has rented an apartment in BALITO for several months which was paid for by a subcontractor. The CLO arranged for this subcontractor to work on site and when the main contractor decided to shorten the contract duration, the subcontractor then stopped paying for the BALITO apartment which resulted in CLO moving out. 11. It is further alleged that he mobilizes community

members to strike by misinforming them, thus causing work stoppages detrimental to the project 12. He always threatens the main contractor about work stoppages when his agenda is not met. 13. The general consensus by various businesses involved in the contracting industry and the public at large is that Sanele wants to be the only one “benefiting” from the various subcontracts. This is evidenced by the various serious allegations as stated above. Reference is made to the KwaDukuza Mall Development and the work stoppages that have recently taken place at the Golf Course Redevelopment site. At the outset we wish to bring to the Mayor's attention that our Bid proposal provided for this project to be a catalytic project which would regenerate the CBD of KwaDukuza, whilst creating employment and allowing for local beneficiation. In this respect we had committed to use a 100% local unskilled labour, a minimum of 30% skilled labour and a minimum of 30% of overall procurement of subcontractor suppliers from within the local community. This target framework had been communicated to the Project Steering Committee which was formed on 21 October 2016, and presented on 21 February 2107 to the ward councillors forming the CLUSTER (Wards 5;13;16;17;18;19). This was also presented and agreed to at the special meeting that was called on the 1st of May 2017 at the council chambers by Mr Hlongwane and attended to by the Municipal Manager together with other ward committee members. We wish to advise that while we had to deal with the legal issues and court cases lodged by Concerned Citizens Group, we are equally faced with challenges of work stoppage delays on site. These work stoppages result in the delays of the mall opening which will bring substantial benefits to the local community together with permanent employment opportunities, substantial rates and service contribution to the KwaDukuza Municipality At the very start of his appointment as CLO, he had been advised that he cannot interfere with contractor appointments and sub-contractor appointments. However he would be needed to ensure that the local labour and sourcing thereof was aligned to the tender requirements contained in the bid submission and evaluation thereof. We had further provided guidance to the CLO by preparing a contract of employment. He refuses to sign as it contains serious anti-corruption, transparency monitoring clauses and prohibits him from conflicts of interest. However our legal opinion is that there is a verbal employment agreement in place and if he breaches any clause he has violated it. We also bring to the Mayor's attention that the main contractor (ENZA) that has been appointed to take on the works at the KwaDukuza Mall construction site and is not affiliated with any political party and they strictly abide by a legally binding JBCC contract in order for them to deliver the project on time and within their tendered price. We believe that the CLO is using misrepresentative emotive stances to mobilise the ANC and also create divisions between ANC members with the aim of furthering his own interests.

As per his WhatsApp message, it is preposterous to complain about 21st Century slavery, failing to acknowledge that dozens of people and their families have significantly benefitted from this project. . There has been a number of complaints from both earthworks and main contractors about the CLO interfering in the appointment of subcontractors and which has been reduced to writing. This project although only 25% completed has yielded benefits to the KwaDukuza region. To date the main contractors have paid over R25 million to various subcontractors, suppliers and labour from the area. 22 Local subcontractors have been involved in the project, 148 local job opportunities have been created 3 Local building materials suppliers. All the above excludes the employment opportunities and spend on the local communities / businesses for the relocation of the sports facilities. Some work from the appointed subcontractors is still to be completed and there is also a large number of subcontractors that are still to appointed as the project progresses. It is of serious concern to the community, the Municipality, the Construction Companies and indeed the Developers that the unauthorized and disruptive involvement of the CLO in the processes of sub-contractors appointments is impacting negatively on the entire project and consequently the community beneficiation objectives. The reports proving the stats presented above can be supported with contract documentation and made available to the Honourable Mayor to clarify transparency. It must be noted that while this significant development focuses and actualises the Municipality's and the Regional objectives of social and economic upliftment, it is ultimately a private development with Shareholders' capital injected at total risk to the Shareholders only. It is grossly inappropriate for the CLO to be using the ANC for garnering political support to further his personal agenda. It must be acknowledged that the Developers have done their utmost to ensure socio-economic boost in terms of compliance with local participation and beneficiation objectives. However, it must also be recognised that the commercial viability of the project cannot be compromised and the CLO's disruptive and counter-productive behaviour is a threat to this. His objection to supporters IFP being involved in the project needs to be rejected as this project is apolitical and irrespective of a political affiliation creed or race it would not preclude anyone from being involved in the project. Therefore the Project Steering Committee, consisting of representatives from ANC, IFP and DAwas created in 2016 to ensure no one was prejudiced in any manner whatsoever. We trust the above correspondence places the matter in its true perspective and we are open for transparent and frank discussions to clarify any issues. Cancer claims life of legendary musician By Xpress Reporter

The legendary Hugh Masekela has passed away at the age of 78 after battling with cancer for many years. In a statement released this morning, the Masekela family says the music icon passed away in Johannesburg surrounded by his loved ones after fighting a courageous battle with prostate cancer. Masekela was diagnosed with prostate cancer in 2008, it's reported that Huge started treatment right after he was diagnosed. Those close to him described this icon as a loving father, grandfather and a great friend. He was the mastermind of the South African Jazz music, he cheered up so many souls through his music. He left behind two children, Sal Masekela and Pula Twala. President of South Africa Jacob Zuma released a statement following the death of Masekela. Zuma stated that the contribution of Hugh Masekela to the struggle will never be forgotten. The president said “The nation mourns one of its most recognizable signature talent in the person of Bra Hugh Masekela.

It is an immeasurable loss to the music industry and to the country at large” "His contribution to the struggle for liberation will never be forgotten. KDVA kick-start season with Top 8 KwaDukuza Volleyball Association will officially kick off the 2018 volleyball season with the traditional Top 8 knockout championships which will get underway Thursday, 1 February 2018. The tournament pits together the skills of the top 4 teams from both the premier league and Division I teams. Teams from the Premier league that will be vying for honours are Grove End I and II, Randsons and KSST whilst teams looking forward to cause upsets from the Division I league are Darnall United, Sunbrook, Warriors and Friends. Grove End skippered by inspirational Nivern Baldeo have dominated this competition for the past years and will start as favourites to retain the title. They were the consistent side throughout the league season. Darnall on the other hand won the Division One league undefeated and should pose a threat to teams, depending on the draws that take place on Monday, 29 January 2018 at 6:30pm. Grove End II and Randsons seem to be other favourites to advance to the semi-final, depending on the draws. Teams will be drawn into 2 pools with the runner up and winners advancing into the cross-over semifinal.

Popular karate dojo, SKKSA Stanger, attended the recent Annual Awards Banquet that was hosted by its parent organisation, Shotokan Kokusai Karatedo SA, at the elite Southern Sun Elangeni Hotel, Marine Parade in Durban. The spirit of camaraderie and excitement filled the air as dojos from across KZN came together and were honoured for their dedication and continuous achievements during 2017. The well-polished karateka from the Stanger Dojo remained consistent

throughout the awards program scooping an amazing 70 awards at the event while their superior achievements were lauded by all in attendance. “My students have performed exceptionally well and they surely deserve to be honoured” says Sensei Sherwin. At the end of the night this emphatic Dojo stood tall with a massive haul of awards highlighting that true consistency and commitment surely does have its rewards. Sensei Sherwin would like to congratulate all his karateka

who successfully completed their Kyu Grading Examination and to all the awardees who were honoured at the Annual awards Banquet. Most importantly, he extended his sincere gratitude to all the parents of the Stanger Dojo for their active participation in karate and for having the focus of involving themselves in the art of karate which ultimately will mould their children into wellgroomed individuals. “I encourage parents to engage their children in a productive and beneficial

iLembe Cricket announces second venue Umhlali has been confirmed as the second venue by the iLembe District Cricket Union. All clubs will need to play at Umhlali to keep things fair announced the executive of the Union. “We are trying to get transport subsidised and will revert to you once we have some responses”, said iLembe. follow as soon as confirmation is received about the HUB fixtures. There is a Challenge league match that has been scheduled for a Saturday, which the Union is trying to move. Dawnheights trounced table topping local rivals iLembe Cricket Club in the KwaZulu Natal Cricket Union Challenge 50 over league played at the Gledhow Sports ground this past Sunday. Dawnheights won the toss and decided to bat first on a hard wicket and quick outfield. Dawnheights batters amassed a defendable and competitive score of 247/7 of their allotted 50 overs. The free scoring R. Naidoo top scored with a fluent and aggressive 67. He was well assisted by the consistent S. Singh who scored 57 and R. Verma compiling 46. S.B. Hassan and I. Mohamed claimed two wickets apiece with Hassan returning figures of 5-0-22-2 and assisted by a more expensive 9-065-2. Adesh Bageloo began confidently dispatching strike bowler Comfort Shange into the

fence of the first ball of the first over. Shange had the last laugh when in the very next ball he dismissed Bageloo having bowed and caught him with a little added pace. Replacement batter, S.B. Hassan did not last long, just two balls later when the combination between Shange and wicket keeper Lucky Gebane paid of sending Hassan for an early shower for a two ball duck.
