Members of the KwaZulu-Natal Legislature embarked on the annual Schools Functionality Programme on 17 and 18 February 2021 to assess the state of readiness in different schools for the beginning of the 2021 academic year. District Champion MEC, Hon. Peggy Nkonyeni and the Chairperson of the Education Portfolio in the Legislator Hon. Jomo Sibiya led the delegation to Maphumulo and Ndwedwe schools where schools including Sotobe secondary, Ozwathini Primary. Gcinimfundo High, Qalimfundo Primary, Qwabe Secondary, Hlalakahle Primary, Hluphizwe and Hlangabeza High

facilities, shortage of classrooms and shortage of teachers were some of the common challenges met by the schools visited. MEC Nkonyeni said she was worried about asbestos n schools and called for the removal of asbestos in schools, “I know there is a government program to the effect and that because of resources, it is not moving at a pace that one would like however one needs to mention this because it affects teaching and learning. Asbestos causes an illness called asbestosis that affects school children who are in class for six to seven hours a day. Some even sleep in schools. That is why a decision was taken to even remove asbestos in homes. As a department of Human Settlements in the province we are busy with removing asbestos in homes particularly in townships. We definitely need to prioritise schools,” said Nkonyeni.
As a way forward, short term interventions were made where necessary including requests for District Education Department to install mobile toilets in some schools while long term inventions are actioned. Speaking at the last school, member of legislator Hon. Jomo Sibiya commended the principal of Hlalakahle Primary School in KwaNyuswa, Ndwedwe for culture he has instilled in the school, “We always encourage principals to not just follow processes and policies from government alone but to add their own personal way of doing things. The culture in this school is amazing and we can rest easy knowing that there are children in Ndwedwe who come from disadvantaged communities who can compete with learners from other well-to-do schools,” said Sibiya.

ILembe Cluster rolls out crime prevention awareness campaign ILembe Cluster together with KDM Traffic Police and Crime Prevention, Crime Stop Ukusiza, Badal Air Aviation and Local Security Companies engaged in a joint crime fighting crackdown operation in Ntshawini on Friday 19 February 2021. The main objective of the programme was to tackle issues of crime and criminality and to ensure peace, stability, security and harmony
within the community. According to ward 15 Councillor, P. Mabaso the Ntshawini area is amongst areas that are troubled by the high rate of crime, “These interventions will yield positive results but we must work harder to ensure safer communities throughout KwaDukuza. We also know that we cannot win the fight on crime without the active support of communities and
individuals,” said the Cllr Mabaso. The Cllr further urged residents to be vigilant residents to be extra vigilant and report any suspicious activity to SAPS, “Please remember that there are those who walk our streets with nothing better to do than look for an opportunity to
steal something. As a community we need to deny them these opportunities,” said the councillor. In conclusion Cllr Mabaso commended the law enforcement for its attempt to reduce the number of crime activities in KwaDukuza and surrounding areas.

Cele releases quarter three 2020/2021 crime stats
MINISTER: The quarterly crime statistics show an increase in murder and rape cases committed between the level 1 and adjusted level 3 lockdown. According to Minister of Police Bheki Cele, who released the statistics in Hatfield, Pretoria last week.
On Friday 20 February 2021 Police Minister Bheki Cele released quarter three 2020/2021 crime statistics. In the three months from October to December last year, the country saw a 6.6% increase in the murder rate. This is according to the third quarter national crime statistics, covering the period between level 1 and adjusted level 3 lockdown, which kicked in in midDecember. On Friday police minister Bheki Cele said the statistics expose some of the gaps that exist in policing certain crime categories, “The national crime statistics from October to

This is an increase of 181 cases, amounting to a 1.5% increase compared to the previous reporting period. Over 4900 of the rape incidents took place at the home of the victim or the home of the rapist. Inanda, Umlazi in KwaZuluNatal and the Eastern Cape's Lusikisiki police stations recorded the highest incidents of rape. Cele slammed claims that there was a shortage of rape kits in police stations.

On Monday 22 February 2021 Health Minister Dr Zweli Mkhize announced the latest Covid 19 statistics for South Africa, “as of today the cumulative number of COVID19 cases in South Africa is 1 504 588 with 792 new cases identified since the last report. The cumulative total of tests conducted to date is 8 907 857 with 15 342 new tests recorded since the last report,” said Mkhize Dr Zweli Mkhize added that a further 97 deaths have been reported, “Eastern Cape 7, Free State 30, Gauteng 15, Kwa-Zulu Natal 8, Limpopo 0, Mpumalanga 7, North West 0, Northern Cape 8 and Western Cape 22 which brings the total to 49 150 deaths .We convey our condolences to the loved ones of the departed and thank the health care workers who treated the deceased patients. Child abuse is a crime - “Love your Child”
Child abuse as a single or repeated act or lack of appropriate action which happens in relationships were there supposed to be trust but instead causes harm and distress to the child. Child abuse happens when someone caring for a child hurts a child's feelings or body. It can happen to boys or girls when their feeling hurt it causes emotional trauma that last long after a hurt body has healed. Different types of child abuse: • Physical abuse - Is when a child's body has been hurt. Hit hard with a hand or an object that can leave bruises or cuts and cause pain. Shaking, pushing, choking,
punching, painful grabbing, and kicking also can be physical abuse. • Sexual abuse - sexual abuse involve a close trusted adult or family member who abuses the child's trust. Often, the child is pressured or talked into the activity, offered gifts, or asked to keep secrets, not physically forced into it. • Emotional abuse - Is when adults caring for a child judge, threaten, put down or reject kids or teens, withholding love so the child feels bad about themselves or worthless. • Neglect - which is the failure to provide for a child's basic needs such as food, clothing, shelter, love
and affection or much-needed medical care when the parent or caregiver is able to do so. Child abuse is often caused by people close to the child parents, caregivers, family friends, close relatives, teachers and coaches who are often known to the child. For example, parents who always say negative things to a child, or have a hard time talking about their children's injuries or behavioural problems or show little concern or affection to the child. Signs of child abuse, Children often find it difficult to speak about abuse the signs you can look for are, have stories to explain injuries that don't make sense or keep changing,
not want to go home to avoid being with the abuser, show signs of emotional trauma, like fear, anger, or trouble relating to or trusting others, sad or depressed etc. Parents and family are recognised as the first duty-bearers to ensure the safety of a child at all times. Children should be taught the basic rules of safety and be supervised by responsible adults at all times. The Children's Act 38 of 2005 mandates specific categories of people involved with children (e.g. correctional officials, teachers, medical practitioners, traditional leaders or volunteers) who on reasonable grounds conclude that a child has been treated in a manner causing physical injury, sexually abused or deliberately neglected, to
report that conclusion on a Form 22 to a designated child protection organisation , the Provincial Department of Social Development or a police official (section 110(1)). This report should give a clear indication of the urgency and the level of danger the child is in. A voluntary report may be made in terms of section 110(2) by any person who on reasonable grounds believes that a child is in need of care and protection (as per section 150(1)). A report can be made orally, telephonically, or in writing Child protection services may require evidence of patterns of harm or mental injury to the child as part of their investigation and assessment into the congruence of the facts and explanations. One of the most expensive rental properties in the area of Etete in Ward 20 is a crumbling structure that is hardly habitable by normal human standards, which has been neglected for years. This is according to the people who occupy the property along R102. And the property is partially burnt! Unfortunately for the occupants, who depend on social grants for their living, the owner of this dilapidated property is now demanding premium rent for the units, some of which have leaking roofs and cracked walls. And the property has got no proper toilet facilities. To aggravate the plight of the occupants, the landlord has allegedly threatened to evict them without following due legal process, should they fail to comply with her demands. KwaDukuza Municipality has partnered with the KwaZuluNatal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) to restore natural habitats in the area with the Alien Invasive Clearance Project at Zilungisele and Etete Primary Schools. The KwaDukuza Municipality has a mandate in terms of the National Environmental Management: Biodiversity Act (NEM: BA) (Act No. 10 of 2004) to limit further loss of biodiversity and conserve endangered ecosystems, ensure ecologically sustainable development and protection of biodiversity. To realise this mandate, the municipality has commenced with an initiative to remove alien invasive plants and restore indigenous vegetation at these interrupted habitats. The premise for this initiative is that alien plants take up and store water which therefore suffocates and kills indigenous plants, this also impacts the water quality and quantity in many of our areas. Furthermore, these alien species outcompete indigenous plants, the animals and bird species that nestle and feed off the indigenous plants lose their habitats, consequently resulting in their migration.
The Etete Primary School is highly infested with Gum Trees within the school, outside the fenced area of the school it is infested with Lantana Camara, Bugweed, Chromolaena Odorata, Brazilian Pepper, Seringa Berry, Gum Tree, Bugweed and Giant Bamboo where Etete River runs. The project is going to be used as a pilot project for many other related projects in the future i.e., transformative riverine, herbicide administration for alien clearance. The project seeks to create climate change resilience in communities, provide socio-economic benefits through job creation and skills development through biodiversity enhancement for the beneficiaries in order to improve their daily livelihoods. At Zilungisele and Etete Primary schools based in Wards 9 and 7 respectively, the environmental management unit received concerns pertaining to alien plants whose existence has affected these schools on many fronts, hence, the municipality in partnership with EDTEA launched the Alien Invasive Clearance Project, and the first project site is Etete primary school where clearance of the alien plants commenced on the 18th of F e b r u a r y 2 0 2 0 . Currently, KwaDukuza Municipality is working with
schools within its jurisdiction to raise awareness around areas of biodiversity, climate change programmes, food gardens, recycling, and commemoration of environmental calendar days. During these interactions, the environmental management unit gathers their needs and try to find solutions to assist the schools on environmental challenges. The river is used for domestic purposes by farm dwellers as well as the sugar cane farmer and turf grass farming. The gum trees within the property are a lightning hazard, and should they fall they can demolish the little farm school. They take up space which could be used for school expansion and sportsfield. The fields are extremely dry even though the school is settled within a flood plain of the river. Once the project reaches the final stage of clearing the alien plants, the Environmental Management Unit will conduct a MiniSass water testing and monitoring project, this is a testing tool that checks the invertebrates that are within the river to determine the water quality. This activity will further the environmental awareness on river health, waste management and determine the benefits of the removal of the alien invasive species.

KwaDukuza mourns the loss of a legend Whilst the COVID pandemic continues on its vicious path, KwaDukuza yet again mourns another loss claimed by this pandemic, Adhimoolam 'Moola' Moodley, who sadly passed last week, 15 February 2021. Moola, fondly remembered for his love of soccer and sports as a whole and contribution to the community, has left a huge gap. Moola started playing soccer for Swans and then joined Town View sporting. He thereafter formed the Glenhills Sport Club where he served as Manager and Coach. Moola also played for the over 35 team for Glenhills and Railways team from Tongaat. As part of his community

Moola had such great plans for this event but will not be around to see it through however he will always be with us in spirit.” Yvonne Naidoo posted: “RIP Moola Moodley, you will be missed. Will cherish the times we spent on and of the soccer fields.” Mkhize Mlungisi Maswidi posted: “A very heartbreaking loss. RIP Moola Moodley. Will never forget the love and respect you showed me during my footballing days. Picking me up after school with your fancy cars made me look cool as a young black kid. Thank you sir for everything.” Some of the memories of a person who served the community with his soul, never once asking for anything in return. Rest in peace Mr Adhimoolam Moodley.
