The Project L3 Live, Love, and Learn project held its open day at the KwaDukuza Town Hall on Friday 17th March and the theme was Vikela Abantwana (child protection) which coincided with Human Rights Day. The Fundraiser is the initiative of the Child Welfare SA: KwaDukuza and KwaDukuza Magistrates court.

There were plenty of activities on the day like live music and entertainment. Project L3 is promoting awareness about child protection in the community and one of the organisers, Snegugu Chiliza from Child Welfare said this is a good initiative. “We would like to thank different schools from in and around KwaDukuza for

participating in this drive”, said Chiliza. Proceeds from the event are to be used for social work services to disadvantaged communities. Child Welfare and Project L3 will also in November this year take about 500 children on a trip to Durban as part of children's month.

Two people were killed by lightning and seven others were injured in the Ndwedwe area on Wednesday, 15 March 2017. The iLembe District Municipality received a number of weather alerts where severe thunderstorms were to be expected in the region. According to the iLembe Disaster Risk Manager, Sifiso Ngubane the incidents had devastating effects at Ndwedwe Local Municipality. “No incidents were reported in KwaDukuza and Mandeni. The incidents in Ndwedwe were associated with rainfall, strong winds and lightning with upsetting effects in Ward 18 in the Thafamasi Area. The unfortunate incident occurred in the Shangase household and resulted in two fatalities and five injuries,” he said. All five injured family members were transported to the

nearby Ndwedwe Clinic and were discharged on the same day. “The deceased's were named Sibani Shangase (14) and Muzikayise Mngadi (18). It was discovered that one of the deceased's was a friend from the neighbourhood who was visiting the Shangase family,” said Ngubane. In Maphumulo Local Municipality, four lightning incidents were reported. Assessments are currently being undertaken to determine the extent of damage. No injuries or fatalities have been confirmed thus far. ILembe District partnered with Ndwedwe Local Municipality in conducting the necessary assessment to verify the extent of damages and to confirm interventions that would be required to assist affected families. “Based on the assessments it

KDM breaks Murder suspect arrested silence over sporting fields By Xpress Reporter

In recent weeks, KwaDukuza Municipality has been a victim of criticism with various media outlets lamenting how the municipality handled the selling of the recreation and country club grounds to Double Ring Trading. Last week, the Xpress times published a story titled “Tugof-war over sporting fields”, which entailed all the details about the battle going on between KwaDukuza Municipality, Double Ring Trading and a group of concerned citizens opposing the construction of King Shaka Mall. This developing story has escalated to an extent that on Monday, 20 March 2017 the matter was heard in court where all parties involved were given an opportunity to state their case and try to swing the matter into their favour. The Xpress Times offered the municipality a chance to shed light on the processes followed before giving Double Ring Trading ownership of the grounds. Here is an unedited response from KwaDukuza Municipality, as per their communications department. “In 2013 KwaDukuza Municipal Council considered its challenges with regard to office space and issues affecting local economic development, among other things. It adopted a two-pronged approach of addressing the immediate short-term office space challenge and the longer term establishment of a Civic complex. It then resolved that in the long term the municipal buildings will have to be relocated to the current KwaDukuza Golf Course with an intention to redevelop it for mixed use, which will incorporate both office space and a Mall. Accordingly a Request for Proposal was advertised in the newspapers for service providers to express their interest and submit their proposals. This was done in December 2013 and, after the briefing session in December 2013, prospective bidders were given at least six months to prepare and submit their Technical Proposals. The RFP was advertised as Tender MN 211/2013 and the Resolution of Council is C338. These are available on the Municipal website and are available for public to view. The Request for Proposal was a two-stage envelope system which entailed that the first envelope contains the Technical Proposal and the second one to contain the Financial Proposal. In this system those service providers whose proposals prove the acceptable capacity and technical knowhow or ability to do the work tendered for, are then taken to the second stage of evaluation, which is their Financial Proposal. Of the proposals received Double Ring Trading was the only bidder to go through to the second stage. To this extent he is the preferred, not appointed, bidder. This was advertised under Tender MN 78/2015 and is available on the website for public scrutiny, over and above the newspapers in which it was advertised. The closing date for this tender was 18 May 2015. The purpose of the Transaction Advisor is to advise Council on matters relating to due diligence in terms of financial modeling which will be fair and affordable to Council. From the foregoing it is clear that KwaDukuza Municipal Council has followed the tender process as prescribed in the Municipal Finance Management Act and Council's Supply Chain Management Process. We believe the process has been and remains transparent”.

The members of Nyoni Detectives assisted by Mandeni Detectives arrested a 37-year-old suspect at Macambini area on 15 March 2017. The suspect was found in possession of an unlicensed 9mm pistol with four live rounds of ammunition. According to Captain Nqobile Gwala of the SAPS KZN Media Centre, the suspect was linked to two murder cases committed in 2015 and 2016. “It is alleged that on 7 April 2015, at 09:00, local induna Daniel Mbongwa Maphumulo (47) was fatally shot while at Macambini Tribal Court, Lambothi reserve,

Nyoni near Mandeni. A case of murder was opened for investigation at Nyoni SAPS. “In another incident on 17 November 2016, at 00:25 a known businessman in Sundumbili, Ambrose Ngema (66), was shot while at his house at Redhill Section, Sundumbili. He was taken to a local clinic where he later succumbed to the injuries sustained. A case of murder was opened at Sundumbili SAPS,” she said. The recovered firearm will be sent for ballistics testing to see if it was used to commit the murders as well as any other crime in the country. The suspect appeared in

the Nyoni Magistrates' Court on two counts of murder and possession of an unlicensed firearm. KwaZulu-Natal Acting Provincial Commissioner, Major General Bheki Langa praised the team for apprehending the suspect. “The seizure of this firearm prevented another loss of life or any other form of violent crime. We will continue with our positive approach in apprehending the culprits. Community members must report those who are in possession of unlicensed firearms and ammunition so that the police will confiscate and arrest those in possession of them,” he said.

The mother of an 18month-old baby is enraged after the child was allegedly tested for HIV without her consent at a local clinic recently. She is also upset that the results of the test were recorded on the clinic card and given to the nanny of the child. According to the mother of the baby, who spoke to the Xpress Times on the condition of anonymity, the child was taken to the clinic by the nanny. “I sent my baby to the clinic with his nanny to receive his vaccination. An HIV test was conducted without my permission, and the results of the test were written on the card and given to the nanny. I feel that this is a violation of

our privacy,” said the irate mother. She also alleges that she confronted the nurse in charge after the incident. “When I approached the nurse in charge, she was impolite and said that I cannot do anything about it and that I do not have enough money to sue them.” The nurse in question was not available for comment at the time of going to press. According to the nurse who is second in charge at the clinic, if the mother of a baby is HIV positive, and the child is due for testing, then an HIV test will be conducted. “We recently held a meeting and according to the policy, if a baby comes in with a guardian and is due for a test, we can do it.”

A local woman has become the latest victim of internet fraud after a “SIM swap” was conducted without her authorization, resulting in her bank account being hacked. A SIM swap is the process of replacing your existing SIM with a new SIM, moving your existing number to the new SIM. According to the victim, who requested to remain anonymous, her troubles began when she received a text message regarding

the SIM swap on 31 January 2017 at 21:43pm. “On 31 January, there was a SIM swap on my number without my authorization. Someone called around 22:00pm to say that they had sent the message in error and that I should ignore it. “On awakening on 1 February, I checked my emails and discovered numerous transactions had taken place from 12am. Money was transferred from my cheque account via online banking,” she said.

Ode to an unsung heroine By Xpress Reporter

80-year-old Sulochana Singh has earned the title of 'heroine' and has certainly left an indelible mark on the hearts of KwaDukuza citizens for her selfless contributions to society. The bubbly octogenarian has been involved in voluntary work for decades and still possesses her youthful charm and charisma. Mrs Singh has been a member of the Stanger and District Association for the Aged since 1985. Over the years, she has helped and attended to the needs of the sick and frail members of the Association as well as the sick and needy men and women at the local hospital. She devoted her time to the upliftment and welfare of her

community, and says that helping people brings her joy. She also regularly assisted patients of the Stanger Hospital by accompanying them to various hospitals in Durban by ambulance, as well as educating them to take their medication correctly. Mrs Singh has always regarded her voluntary duties as a priority and has made a difference in the lives of many people through her compassion and warm touch. She fondly recalls the community work that she has done throughout her life and said that she greatly enjoyed helping people together with her late husband, whom she described as her “support.”

There was a large turnout at the Quartz Sportsbar and Centre with 12 teams challenging the Doubles Cup. Top half of the draw saw Bradley Majid and Terrence Subban defeat Neeran Somnath and Kyle Pillay 2-1. Nine Pillay and Sidney Naicker defeated Navern Coopsamy and Nevile Moonsamy 2-1 to advance into the quarters stage. Bradley and Terrence beat Nine and Sidney 2-0 to advance into the semi's.Vasa Rungasamy and Yogan Pillay beat Sanjay Singh and Jodie Naidoo 2-0 to meet Bradley and Terrence in the semi's. Bottom half of the table saw Darrel Shanmagum and Vinesh Geanbally beat Rowen Pillay and Jerry Arunachellam 2-1 to advance into the
