waDukuza Mayor, Dr Ricardo Mthembu met with leaders of traditional communities to discuss the Integrated Development Plan (IDP) and Draft Budget for the 2019-2020 financial year which will commence on 01 July 2019. During his keynote statement, Mthembu extended his appreciation to the local Izinduna and Amakhosi for their inputs to the IDP, pointing out that he will enlist the council to consider offering office space for traditional leaders so that they can be able to deal with specific governance issues affecting traditional communities. "This has been a good and fruitful engagement. Amakhosi and Izinduna are leaders and they are people of authority. I wish to extend my appreciation for their input to our IDP as we continue to engage other stakeholders. You are indeed contributing to a good cause in society; this is indeed a very clear indication that you are taking the work of advancing the lives of our people very seriously. On that note, I will directly engage the KwaDukuza council to allocate a budget that will go towards accommodating Amakhosi here in KwaDukuza so that we can deal with specific cooperative governance issues affecting the
communities you represent", said Mthembu. The meeting was part of a series of legislated engagements, which are held in terms of Chapter 4, Section 16(1) of the Municipal System Act 32 of 2000 which places people in the center of government planning. Commenting on the ongoing consultative roadshows, Mthembu pointed out, "We need to be guided by the people on how government money is to be spent owing to the fact that every citizen has a democratic right to participate in government's decisionmaking processes, it is, therefore, necessary that we engage the people to ensure that we deliver on what is exactly expected”. The process will lead up to the final drafting of the budget for the 20192020 financial year, which will begin in July this year. The IDP is a five-year programme, which maps out developmental priorities for the Municipality. Mayor Mthembu used this occasion to specifically address issues affecting traditional communities. The management of KwaDukuza has put on record the main concerns that were raised by traditional leaders including insufficient electrification, land disputes, youth unemployment, housing delivering, poor infrastructure and access to municipal services.

KDM Mayor unveils new municipal vehicles By Xpress Reporter
The Mayor of KwaDukuza Municipality, Councillor Ricardo Mthembu, on 16 April 2019, unveiled eleven new vehicles intended for key municipal service delivery departments. Addressing
officials at the Killarney Toyota dealership, Mthembu said “Council's decision to procure new fleet is a direct response to concerns around the shortage of vehicles and as a measure to complement the current stock due to its compromised physical
integrity.” Mthembu added that the new fleet will be much more economical to use for the Council. “The new vehicles cost less than it would cost to repair the aged fleet, we therefore remain confident that the new

KDM rated 'most financially sound municipality' KwaDukuza has been rated the most financially sound municipality in KZN and number three in the country. Financial ratings agency, Ratings Afrika has proclaimed KwaDukuza as one of the best performing municipalities in Kwa-Zulu Natal in terms of financial sustainability and number three in the country after Swartland in the Western Cape and Senqu in the Eastern Cape. The independent agency said its latest Municipal Financial Stability Index ratings (MFSI)
analyses 100 of the biggest South African municipalities. The agency measures each municipality's operating performance, liabilities management, budget practices, and liquidity position, it then compiles the MFSI, giving each municipality a mark out of 100. This means that KwaDukuza has well entrenched financial policies, budgets based on sound long-term financial strategies. The municipality adheres to good budgetary practices, strict financial
controls, and good revenue collection. KwaDukuza has maintained a consistent financial position over the years. In the 2014/2015 financial year, KwaDukuza scored 78 which made it the most financially stable municipality. In local municipalities, a financial year is marked by a cycle period from 01 July until 30 June. KwaDukuza has done well over the years. From around 2004 onwards, we were under serious financial constraints and performing at the lowest
levels in the country. In 2010, we had achieved the second position in the country. In 2011 till 2013, we were at number one. We are amongst the very rare municipalities to have maintained such a consistent record. Ratings Afrika is a rating agency that specializes in ratings and similar opinions gauging the soundness of governance in companies, State-owned enterprises, Municipalities, Provinces, Central governments.

Former president leads Celebrating Freedom Day campaign in KwaDukuza By Thokozani Mnguni
The upcoming 2019 general elections are expected to be tensely contested with political parties out in full force campaigning. Former president of the African National Congress, Jacob Gedleyihlekisa Zuma embarked on a trail of campaigns in the General Gizenga Mpanza Region on Tuesday, 16 April 2019.
During the campaign, Zuma interacted with ordinary citizens and engaged them on the importance of exercising their constitutional right to vote. He was accompanied by Provincial Deputy Chairperson, Mike Mabuyakhulu. Zuma chatted with people, stressing that the ANC has defended and consolidated the gains achieved since 1994, despite the negative
global economic situation. More South Africans have been lifted out of extreme poverty with the ANC creating more job opportunities for millions of people. â&#x20AC;&#x153;KwaDukuza is a strong hold of the ANC and we do not take that lightly. The unity amongst our members will lead us to victory in the upcoming elections,â&#x20AC;? said Zuma.

CAMPAIGN: Former ANC President, JG Zuma led a trail campaign last week in KwaDukuza
Freedom Day is observed on 27 April 2019 and is an annual celebration of South Africa's first non-racial democratic elections of 1994. This momentous day marks the end of over three hundred years of colonialism, segregation and white minority rule and the establishment of a new democratic government and a new state subject to a new constitution.
The elections were the first non-racial national elections where everyone of voting age of over 18 from any race group was allowed to vote. Previously, under the apartheid regime, nonwhites had only limited rights to vote. The ANC (African National Congress) was voted into power and Nelson Mandela was elected as the first democratic President of South Africa. On Freedom
Day people pay tributes to all those who sacrificed their lives to gain liberation for South Africa. Va r i o u s e v e n t s a n d celebrations take place across the country to mark this significant event. Freedom Day highlights the struggles and obstacles that South Africans faced in their fight against inequality, and is a celebratory event for all South Africans as we now live in a democratic land.

Storms ravage KZN
STORM: Paramedics were kept busy in the early hours of Tuesday due to the fierce storm that hit KZN

A fierce storm which hit various parts of the province on Thursday left a trail of damage across KZN. Thirteen congregants were killed when a building collapsed on Thursday night in Dlangubo, near Richards Bay. Yesterday, Durban universities suspended academic programmes due to weather inclement, some schools had to close, following the instruction from the department of Education that parents must exercise caution in the wake of the storm. In the early hours of yesterday, rescuers
revealed that a number of lives were lost and urged motorists and residents to be cautious. The South African Weather Services (SAWS) issued a weather warning for the eThekwini area on Monday. By the evening, disaster management teams had been activated. The provincial government together with affected municipalities are currently mounting a spirited response as part of effort to alleviate the impact of these extreme weather condition, “Displaced communities will be
temporarily accommodated in community halls where they will receive emergency relief assistance. The weather is not going to be abating soon, as the weather conditions center is reporting that we will receive 60% of rain today and gale force winds will be coming from the southern part of KZN,” said the statement released by COGTA When going to press, the official death toll from floods was sitting at 23.

In line with this, and as education is the cornerstone of the advancement of communities, ITB Plastics, a subsidiary of Novus Holdings' packaging division, has invested almost 12 years into the rural community of Isithebe in the Ilembe District Municipality in KwaZulu-Natal with new premises for its crèche, the Isithebe Day Care Centre. While the crèche has been operational since 2007, due to the lack of suitable pre-schools in the area, ITB Plastics saw the necessity to expand its day care facility, which not only offers a stimulating learning environment, but also a safe space to play for children, from the age of two right through to Grade R. “We decided that the spare training room on our premises would be used as a day care facility for the children of ITB's employees, in hopes of providing a safe space for them to learn in. We soon admitted children from non-employees who lived in the community, as the creche provides a launching pad for these children. Children leave us and arrive in Grade 1 more confident, and with confidence comes the thirst for knowledge,” says Locke. Today the new crèche, which has moved to the new Red Street location, can fully house 75 learners and is open to the children of ITB staff members as well as kids from the surrounding factories and areas. It provides two meals and two snacks per day to ensure all children are well nourished. It also provides jobs to local teachers and teacher assistants. Four people are currently employed by the creche and the Grade Rs follow an official Grade R syllabus.

Spurs progress after goal fest at Etihad
Tottenham got the better of Manchester City over two legs despite going down 4-3 on the night at the Etihad. It was a chaotic night at the Etihad but it proved to be one to remember for all involved as Tottenham just held on for an aggregate win after the tie ended 4-4 over two legs. There was just one goal in a cagey first leg but the second sprung into life early on when Raheem Sterling gave Manchester City the lead early on. Son Heung-min was then on hand to fire in a rapid brace that gave Tottenham a surprise lead and left City needing to score at least four goals to win the tie. In the end four goals did not prove to be enough. Bernardo Silva levelled the match on the night less than a minute after Son had put Spurs in front. City finally looked set for the last four when another goal from Sterling and a further strike from Sergio Aguero just before the hour mark put them ahead in the tie for the first time. There was a further twist in this tale though when Fernando Llorente's controversial goal 17 minutes from time was allowed to stand despite a VAR check for handball by the Spaniard. The ball deflected off his hip and into the City goal after a corner but appeared to strike his arm on the way. VAR made another crucial intervention on Spurs behalf deep into stoppage time when Sterling thought he had completed his hattrick only for Aguero to be ruled offside in the build-up. Spurs will meet Ajax Amsterdam in their Semi-final while Liverpool face Barcelona in the other match up.
