The Department of Corporate Governance and Traditional Affairs (COGTA) in KwaZuluNatal launched the Community Work Programme in iLembe District Municipality on Friday, 17 June 2016 in Ward 1, Ntunjambili in the Maphumulo Local Municipality. The Community Work Programme (CWP) is a government programme aimed at tackling poverty and unemployment. The programme provides an employment safety net by giving participants a minimum number of regular days of work, typically two

days a week or eight days a month, thus providing a predictable income stream. The launch was attended by the newly elected MEC for Transport, Community Safety and Liaison, Mxolisi Kaunda who was standing for KZN COGTA MEC, Mrs Nomusa Dube-Ncube as well as the Deputy Minister of COGTA in the republic, Mr Andries Nel; Deputy Mayor of iLembe, Councillor Dolly Shandu; Mayor of Maphumulo, Councillor Happy Ngcobo; Mayor of Ndwedwe, Councillor Maxwell Hadebe and the Chairperson of the Ilembe House of Traditional Leaders, iNkosi

VT Ngcobo. Councillor Shandu urged the workers to take ownership of the programme so it will be a success. “As a District we are very thankful of this programme because it will go a long way in assisting our people and eradicating poverty. As a District, like many in the country we are faced with countless protests. We have people burning down roads and clinics. After the protest, you come back home and your mother is sick and there is no clinic. It will take time for government to build that clinic again,” she said. MEC Kaunda said they were not there to speak about

what government has done to better the lives of our people but to show it. According to the MEC, the Community Work Programme has created over 40 000 job opportunities in the province with: • KDM 438 people hired with 368 being women, 180 being the Youth and 4 being the disabled. • 463 people hired in the Mandeni Municipality with 365 being women, 168 being young people and 23 being the disabled. • 973 in Maphumulo Municipality with 748 being women, 262 being young people and two disabled as well as; • 1056 in Ndwedwe Municipality with 749 women, 293 being young people and 21 being the disabled. Deputy Minister Nel said government recognised that KZN had highest rate of unemployment and that is why the national government is working closely with the province to assist the people of KZN. “All local municipalities are benefiting from the program. This is what we mean by changing lives of our people by providing useful work that contributes to the community,” he said.

Amatikulu Primary school principal, GD Singh, fulfilled his lifelong ambition when he graduated with his Doctor of Education degree in Educational Management from the University of South Africa (UNISA). Singh investigated the problem of bullying in secondary schools, which in the recent years, has escalated to alarmingly disturbing levels. In his study entitled: “Developing a model to curb bullying in secondary schools in the Uthungulu district of KwaZulu-Natal,” Singh explored the various types of widespread bullying in secondary schools, the factors that contributed significantly to bullying perpetration in secondary schools, and the harmful impact of bullying behaviour on all stakeholders of the school system. His study found that the factors that contributed significantly to the problem of bullying in secondary schools, was embedded at the level of the family, the school and the community. Additionally, the study established that the impact of

bullying was so severe that it affected the day-to-day functioning of the school, from a management perspective, where a considerable amount of time was devoted to managing the problem thereby reducing valuable teaching time. The impact was also significant among victims who experienced low self-esteem, humiliation and palpable levels of stress and anxiety that led to high rates of absenteeism, truancy, illhealth, depression and suicide. Good citizens Despite skepticism from the public, there are still a lot of good people who are willing to help.

Last Thursday, Selvan Govender was leaving the post-boxes section when he was attacked and robbed of his cellphone, cigarettes and a

credit card. His pleas for help were answered by a group of people in the vicinity who apprehended the culprit and recovered all the stolen property. Muzi Nzimande (37) is due back at court this week to seek bail.

School blues With the large number of learners appearing in court, one must ask whether crime is being taught in school. Last week, Ngoni Manheru and his girlfriend were on their way to town when they were alerted by a neighbour that there was a break-in at their house in Lindelani. Linhle Cele returned home and noticed that there was forced entry and a television, speakers and DVD player were missing. A Grade 12 Tshelenkosi Secondary learner was arrested and charged with the offence. He has been remanded in custody and will seek bail this week.

No shame A local drug addict is living proof that addicts will resort to any level to support their habit. Last week, staff at Raymen's Supermarket were shocked when a local youth snatched a donation tin for the blind and deaf society and fled. He was captured on camera and together with police they arrested Shane Pillay (22). On searching him, police recovered 3 heroin capsules. Pillay was remanded in

custody and will learn his fate this week as to whether he qualifies for bail or not.

Our crazy world The spate of violence never seems to abate. Joseph Banda alleges he was working at a building site at Ntshawini. On noticing his work colleague drunk, he requested the man to go home and return the following day. The drunk man picked up a trough and struck him on his head causing an open wound and also cut his finger in the process. Banda was rushed to hospital for treatment. Zimbabwean Lucky Mugiyo (41) is due back at court on 8 July.

Deaf youth needs assistance

Mob injustice A 21-year-old youth was killed for being suspected of being a criminal. According to Vernon Blose, he and the deceased, Nhlakanipho Nxumalo were walking in the Gledhow Railway area at about 8:30am. They were questioned by a woman enquiring if they were from the area. She then phoned someone and a person known to him arrived. A group arrived and tied both men up. A third person in the area was also tied up. All three were beaten with sticks, sjamboks and knobkerries. Nxumalo was stabbed with a knife and died later after police had picked them up. Siyabonga Ndlovu (21) has been charged with murder and two counts of assault with intent to do grievous bodily harm. More arrests are expected. Ndlovu will seek bail this week.

Jeremiah Gounder (22) is a deaf and semi-blind youth who attends the KZN Blind and Deaf Academy of Learning. His mother, Sheron Gounder, says that he is in dire need of financial assistance to continue with his studies at the Academy. “Jeremiah needs funds to pay for the college fees and accommodation. Car Show There are numerous fun filled activities during the fair and one of the highlights is the car show and sound off which will commence on Saturday, 2 July from 2 pm until late and will continue the next day from 10 am to 6 pm. Essence of Life Today, one of the main problems facing everyone is fatigue, body ache, obesity and inflammation. Pollution is a contributory factor that man has to contend with. Having the necessary foods that prevent the degenerative effects of aging may help by providing necessary nutrients to one's body. Stress, no exercise, wrong eating and wrong preparation of meals, colouring, pesticides, smoking, drinking, pollution of food, water, air and x-rays all affect the mental and physical performance of an individual. Food fruit and vegetables can have a healing effect on a body if prepared and eaten correctly. Herbal plants were always used as a source of nutrients. Today's modern diet is overloaded with saturated fats, sugar, refined carbohydrates, additives and colouring. Herbal teas provide a person with energizing, uplifting and relaxing properties. There are no weeds in a herbalist's garden. Grandmas and Grandpas were always consulted for all ailments before going to the doctor. Minor ailments were treated at home. The old fashioned “kitchen” (food factory) is where wholesome meals were prepared. An Indian pantry is God's pharmacy and each culture had its specialty in every field. The mother cook took great pride and joy in blending together age old aromatic herbs, tangy fruit, berries and zesty spices. Local farmers stopped planting and selling first grade, home grown products because of cost of labour, cost of pesticides, etc. The local market used to carry a range of herbs red sansuri, spinach, methi, clover, pumpkin cooked with lots of garlic (king of herbs) and “love and devotion”, and all colours and types of fruit and vegetables. An appropriate example is - At the time of breaking fast: 1L boiled water, ½ tsp. somph or fennel, 1cm ginger root, 1 stick cinnamon, green tea few leaves, mint leaves, 1 star aniseed will help expel gas and aid digestion. Add a few drumstick leaves for boost of energy.

A fair society is characterised by openness and empowering abundance of opportunities, coupled with quality education, jobs, security and affordable healthcare. A fair society cannot exist without a capable, service orientated and clean government. Individuals are free to flourish as fairness rejects unfair discrimination and exclusion. Excess to opportunities give life and meaning to our hard won

freedom rights. Identity is strongly liked to being able to work. This requires a growing economy and educated society. The job of government is to ensure people's right to excellent education, quality healthcare and a functional criminal justice system. Government must also provide social protection to all South Africans faced with circumstances beyond their control. Poverty and hardship should rob no one of their opportunities when people are deprived of their opportunity to work, their independence and dignity is damaged. This threatens not only them but also the people who rely on them. People cannot fulfil their potential without a capable staff. Government must also provide access to electricity, water and sanitation and reliable public transport, our leaders must not forget that they were elected by people and must be close and accountable to them, South Africans deserve a government they can trust and that will responsibly spend every cent to create opportunities for all. Ilembe fails its residents once again Ilembe District Municipality informed the ACDP this week of their decision to increase the water tariff by 10 percent. This is way above inflation which stands at 6%. The ACDP finds this increase appalling. Residents are sure to be up in arms with the decision taken by Ilembe. R e c e n t l y t h e A C D P, together with many residents, made written appeals to Ilembe District Municipality requesting that they keep the water increase on the same level as inflation. However at a meeting for the adoption of the Final Budget for 2016/17 financial year, the municipality resolved to increase the tariff by 10%! Responding to the increase, “This municipality has once again failed the residents, as it

has done with its substandard water services in recent years. The municipality didn't even have the decency to explain the reasons behind their decision. This is unacceptable. They have become notorious for poor service delivery and no accountability when it comes to water. Everybody recalls that we never had such putrid water services prior to Ilembe taking over.” The ACDP believes that the municipality failed to take into consideration the low growth of the economy currently as well as the above-inflation electricity tariff increase of 9.4% imposed by Nersa, besides the numerous other electricity increases over the years. Understandably, Nersa increases countered and curbed Eskom's serious energy crisis on a national scale. The same cannot be said for Ilembe District Municipality who we believe are merely exploiting cashstrapped residents to pay for their inefficiency. Stanger Manor Water Project almost completed Hopefully by the end of this week all the houses will be connected to the new water system, and the old pipeline will be turned off. There will be houses that will not be connected to the new system so please be patient. If the meter is inside the property it will not be connected to it, as the contractors do not have the authority to enter peoples private property. This process could take up to a week to complete and residents should advise accordingly. Driveways will be reinstated, general cleaning and installing markers will be undertaken. The completion of the contract is very close and there will be the odd problems or leaks as the new system is switched on

so please be patient for the next two weeks. There have also been extra areas included that were not in the original scope of works and this in its self has delayed the whole process. As we come to the end of this project many hiccups were experienced, from labour and subcontractors to the main contractor and Ilembe shifting blame from contractor to Ilembe and vice versa was a regular occurrence putting residents and motorists in great pain. I sincerely apologise for any inconvenience caused over the two year period. With pain there is always gain. 7 year old, Umhlali Prep's chess sensation, Dhaman Bodasing is aiming for the sky as he is mentally preparing to achieve his ultimate, to represent his beloved country South Africa at a world chess champions. Bodasing started playing chess from Grade 1 at a tender age of 6. His first tournament was the Umhlali Chess Festival in 2015. He was then selected for the U10 iLembe chess team for participating in the South African Junior Chess Championship held in Cape Town in January 2016. He has attained his KwaZulu Natal colours. He has also achieved his Durban and District Chess Colours in May 2016. He has been selected to play with the U10 team for this year's National tournament to be held in Boksburg. Bodasing's most recent achievement was being placed first in the Ashton College tournament held in May 2016 and was adjudged the Best Junior Primary Player. He is part of the Umhlali Prep Chess team representing his school in various tournaments. He is a member of the Dolphin Coast Chess Club. He is coached by Siphamandla Nkosi at school and said the he was inspired by his brother Nehal Bodasing to play chess. His main dream is to achieve his SA Colours. Aim for the stars Dhaman.

Aspirant umpires at the iLembe Netball umpiring work shop

iLembe Netball had a successful Umpire's Workshop at KwaDukuza Town Hall from 18 19 June 2016. The Department of Sports and Recreation, KZN Netball and Netball South Africa had an important role in making sure that the Workshop does take place. 31Umpires from the iLembe District attended the course. They were 6 from Ndwedwe, 5 from Maphumulo, 13 from KDM and 10 from Mandeni and most of them were younger and females. iLembe also needs to get umpires of colour in the District where they need to put more effort in so as to meet EPG targets. It was also noted that equal

opportunities are required in the rural area who struggled to get from one venue to another when there is no transport to get them to the local games. It is not going to happen in one day but it was noted for future plans. The facilitator, experienced Nkululeko Khumalo, who is the Director Umpire in KZN Province facilitated the workshop and was very informative. The main goal for the course was to increase the number of umpires in the District and get updated knowledge that will assist them with their umpiring to perform better and enable them to participate at higher levels. The KwaDukuza Volleyball Association received a major boost when Sunil Pranpath Incorporated announced a major injection of R4000 towards the knock out volleyball tournament for corporate league teams set to get underway from 29 June 2016. Sunil Pranpath is no stranger to volleyball having sponsored the association over numerous years. Corporate League coordinator, Revy Harrypersad was over the moon for this cash injection. He said that he was deeply indebted to Pranpath for this major sponsorship and his support and commitment of promoting volleyball and a healthy lifestyle amongst the older generations. The tournament will be split twofold. There will be a winter tournament which gets underway next Wednesday and then a spring tournament scheduled for September. The tournament is open to all male players 35 years and above and female players 25 years and

above. The entry fee for the tournament is R300 per team and must be paid prior to the draws being made next Wednesday. Teams will be drawn in two pools with the top two teams advancing to a cross-over semi-final scheduled for 6 July with the playoff and final taking place on 13 July. The pool games will be the best of 3 sets (15 points) with the semi-final and final the best of 3 sets (25 points uncapped). Braai packs will be given to all players after the final. Meanwhile, KDVA are hosting the KwaDukuza Mayoral Cup that got underway last Wednesday at the association courts and will culminate in the finals on Saturday 25 June. The tournament has a main section and plate section. In the preliminary games played last Wednesday, Manor Old boys experienced mixed fortunes.
