iLembe bolsters Coronavirus awareness By Xpress Reporter

His Worship the Mayor of iLembe District Municipality and the Chairperson of the KwaDukuza Taxi Association Bongani Mkhwanazi led an awareness campaign on the Coronavirus disease (COVID-19) on Monday morning. The District Municipality partnered with the South African National Taxi Council in iLembe to empower commuters, drivers and vendors on the most critical information pertaining to the Coronavirus, to afford members of the public an opportunity to engage on this matter which has since become a global pandemic and to allay any fears to members of the public, regarding false theories and stigmatisation of this virus. Part of the campaign were relevant stakeholders such as the health department, other sector departments, civil society as well as the business community, represented by the iLembe Chamber of Commerce, Industry and Tourism. “The aim is to ensure that we coordinate a programme that will involve all stakeholders in terms of engaging on measures to prevent the spread of this disease. Today is just a starting point. Led by the department of health, we will be targeting areas that are more prone to contracting the disease,” said Mayor Gumede.

NOTICE The campaign started at the KwaDukuza main taxi rank where pamphlets were handed out, sanitizing of hands and disinfecting of taxi took place followed by the same activities taking place at roadblock at the Gledhow crossroad near Ntshawini. The campaign was then taken to various taxi ranks in Mandeni. “We will be visiting all, if not most taxi ranks in the region. To show our people that we love them, we care about them and to remind them of the importance of personal hygiene during this time,” said Mkhwanazi. On Saturday, 14 March 2020 a Public Information Session was

held at Sibusisiwe Hall in Mandeni following a directive from the KwaZulu Natal Cabinet, for all District Municipalities to conduct such information sessions regarding the Corona Virus. present at the information session. Ramaphosa announces nationwide lockdown PRESIDENT: South African President Cyril Ramaphosa on Monday announced a nationwide lockdown with effect from midnight, 26 March to 16 April 2020.

n a bid to curb the spread of the Coronavirus pandemic, President Cyril Ramaphosa on Monday announced a nationwide lockdown scheduled to last for 21 days with effect from midnight on Thursday, 26 March, ending on April 16th, 2020. Speaking at the Union Building, President Ramaphosa highlighted categories that will be exempt from the lockdown. “The categories of people who will be exempt from this lockdown are the following: health workers in the public and private sectors, emergency personnel, those in security services such as the police, traffic officers, military medical personnel, soldiers and other persons necessary for our response to the pandemic. It will also include those involved in the production, distribution and supply of food and basic goods, essential banking services, the maintenance of power, w a t e r a n d telecommunications services, laboratory services, and the

provision of medical and hygiene products. A full list of essential personnel will be published,” said Ramaphosa. The President further alluded that no person will be allowed to leave their homes except under strictly controlled circumstances, such as to seek medical care, buy food, medicine and other supplies or collect a social grant. “All shops and businesses will be closed, except for pharmacies, laboratories, banks, essential

financial and payment services, including the JSE, supermarkets, petrol stations and health care providers. Provision will be made for essential transport services to continue, including transport for essential staff and for patients who need to be managed elsewhere. This nationwide lockdown will be accompanied by a public health management program that will significantly increase screening, testing, contact tracing, and medical management. Community health teams will focus on expanding screening and testing where people live, focusing first on high density and high-risk areas. To ensure that hospitals are not overwhelmed, a system will be put in place for 'centralized patient management' for severe cases and 'decentralized primary care' for mild cases. Emergency water supplies using water storage tanks, water tankers, boreholes, and communal standpipes are being provided to informal settlements and rural areas,” added Cyril Ramaphosa. During the lockdown, all channels for access will remain open, including ATMs, retail point of sale devices, Post Offices and cash pay points

Coronavirus lockdown: These are the businesses that can operate President Cyril Ramaphosa on Monday announced a countrywide lockdown, part of which is that only certain categories of businesses can remain open. Ramaphosa said: "All shops and businesses will be closed, except for pharmacies, laboratories, banks, essential financial and payment services, including the JSE, supermarkets, petrol stations and health care providers. "Companies that are essential to the production and transportation of food, basic goods and medical supplies will remain open. We will publish a full list of the categories of businesses that should remain open." According to this list, the following services will need to be maintained during the lockdown: E S S E N T I A L INFRASTRUCTURE SERVICES 1. Electricity - stable power supply with no loadshedding Public and private organisations, their staff and service providers essential to the generation, transmission and distribution of electricity will need to continue to operate. This includes municipalities, and the suppliers of logistics, feedstock and maintenance will be required to continue to operate and provide security of electricity supply. 2. Water supply, sewerage and sanitation Public and private organisations, their staff and service providers essential to the security of supply of bulk and potable water and sanitation must continue to operate and provide vital water and sanitation services. This includes municipalities and those involved in the supply of materials, chemicals and related equipment. 3. ICT datacentres, fibre optic infrastructure, towers and antennae We have extensively engaged with the ICT sector and are satisfied that connectivity will remain stable during this period. In this time industry collaboration will be critical to ensure that society remains connected and functional. The ICT sector including data centres, fibre optic providers, towers and antennae will need to operate at high capacity.

The industry will collaborate and use multiple data sets to provide predictive insights into spread and impact dynamics of the crisis which will enable government and society's ability to be proactive in measures that reduce the curve and social and economic impact of the spread. ? Social platforms will allow our people to remain socially included and these platforms remain critical to the dissemination of accurate information. However, our citizens are reminded that cyber security is off the utmost importance and to be vigilant to cyber criminals who will, during this time, try to exploit the public. CRITICAL BUSINESS CONTINUITY SERVICES TO SUPPORT THE HEALTH AND SAFETY OF SOUTH AFRICANS 1. Food & essential products related manufacturing and processing, and distribution In order to ensure that people remain well-nourished and apply high personal hygiene to combat the spread of Covid-19, the following operations will continue: Manufacturing of health related products, supplies, devices, equipment, and medicines, including complementary health products; food and essential products, as well as essential inputs thereto. Agricultural and food supply related operations, including farming, veterinary and phytosanitary provider services, pest control services, and chemical and fertilizer providers. Fishing operations Forestry and sawmills will remain in production for disposable health and hygiene products, including toilet paper; as well as for the production of packaging for essential health and food supply chains.

KDM statement on nationwide lockdown Greetings to the residents and stakeholders of the KwaDukuza Municipality. The KwaDukuza Municipality held a special meeting this morning (Tuesday, 24 March 2020) following the announcement made by President Cyril Ramaphosa, yesterday on new measures to curtail Covid-19. It was declared that as of midnight on Thursday, 26th March 2020, until midnight on Thursday, 16 April 2020, there will be a national lockdown to restrain the spread of the rapidly worsening Coronavirus (COVID-19) epidemic. During his address, the President stated that “In South Africa, the number of confirmed cases has increased six-fold in just eight days from 61 cases to 402 cases. This number will continue to rise. It is clear from the development of the disease in other countries and from our own modelling that immediate, swift and extraordinary action is required if we are to prevent a human catastrophe of enormous proportions in our country. Our fundamental task at this moment is to contain the spread of the disease.” The meeting was characterized by a thorough and robust debate on prospective scenarios that would face the KwaDukuza as of the 26th March 2020 in terms of enforcement and delivery of services as enshrined in the Constitution of the Republic of South Africa. The discussions were held against the background that KwaDukuza must play a pivotal part and a central role in ensuring that national governments measures are realized within the municipal area. Also, at the heart of the discussions was due acceptance to the fact that the province of KwaZulu-Natal held the third-highest number of positive cases of COVID-19 which currently stands at 60, with five believed to be local transmissions which means persons with no international history. KwaDukuza has also learned that a couple from the Zinkwazi area had tested positive for the Coronavirus, following their visit to Austria and France to ice-ski. One positive is that this couple has adhered to being in isolation whilst they await a change in their health. Subsequently, the meeting also looked at decisions that were taken at EXCO on Friday, 20 March 2020, and made recommendations that the resolutions of EXCO be are aligned with the Presidents latest measures (presented on 23 March 2020), and that at the EXCO sitting scheduled for tomorrow morning (Wednesday, 24 March 2020) these new recommendations be tabled for endorsement. ORGANISATIONAL ADJUSTMENTS TO BE PURSUED TO SUIT CONDITIONS OF LOCKDOWN: Adherence to the new measures declared by the President means that internally as an organization we will in the interim: i. close of all municipal buildings to the public in adherence to social distancing during the commencement of the lockdown. This closure will be done at 12:00 midday. ii. adhere to the work from home approach for all non-essential services employees whilst all essential services and staff will remain operational (i.e. Fire & Emergency Services, Marine Safety, Traffic & Crime Prevention, Information Technology and Communication, Disaster Staff, Crematorium & Burial Services, Electricity Services and Waste Management); iii. issue an erratum with new closing dates, for all tenders and CQs with closing dates that fall after the commencement date of the lockdown, these will be published in newspapers and municipal communications platforms (website and social media); iv. issue an erratum with new closing dates, for all positions advertised with closing dates that fall after the commencement date of the lockdown, these will also be published in newspapers and municipal communications platforms (website and social media); v. close all public recreational spaces, swimming pools, parks and beaches for any type of use during this period; vi. cancel all meetings that fall after the prescribed commencement date of the lockdown; vii. due to the lockdown period contracts may be affected and the advice was that the legal department together with the business unit should inform the respective service providers accordingly. viii. work hard to ensure that the municipality pays all valid invoices before it by Thursday, 26 March 2020; ix. publish the Draft 2020/2021 IDP, 2020/2021 Draft Budget and Policies on municipal communications platforms (website and social media) for public comment, submissions can be sent via i d p @ k w a d u k u z a . g o v . z a a n d municipalmanager@kwadukuza.gov.za; x. attend only to critical maintenance in old age home and hostels (electricity and water leaks); xi. receive all official documents and communication related to t h e m u n i c i p a l i t y v i a t h e e m a i l municipalmanager@kwadukuza.gov.za; xii. we will not offer garden refuse removal services during the lockdown period, therefore, citizens should not take out any garden refuse, the public is encouraged to avoid cutting trees and or generating excess garden refuse during this period; xiii. all town planning applications and building plans received before the 16th of March 2020, will be assessed and its outcomes will be communicated either via electronically platform (email) during the lockdown or within the first week of lockdown lifting by the State President. xiv. all building plans, business license and development/town planning applications already within the system will be granted an extension of time; xv. invoicing of outdoor advertisement and related items will be delayed and only be done after the lockdown. xvi. ED: EDP will further engage the organized business and other relevant stakeholders to look on local ' stimulus' to caution the

local economy post-lock down period. The report of this process will be submitted to the Council for consideration during the 1st sitting of EXCO or Council. MEASURES PROMULGATED BY THE PRESIDENT OF THE REPUBLIC OF SOUTH AFRICA: We urge our residents to adhere to the following from midnight on Thursday 26 March until midnight on Thursday 16 April as alluded to by the President: i. all South Africans will have to stay at home. ii. the categories of South Africans who will be exempted from this lockdown are the following: health workers in the public and private sectors, emergency personnel, those in security services such as the police, traffic officers, military medical personnel, soldiers and other pers ons identified as necessary for the response to the pandemic. iii. it will also include those involved in the production, distribution and supply of food and basic goods, essential banking services, the maintenance of power, water and telecommunications services, laboratory services, and the provision of medical and hygiene products. iv. individuals will not be allowed to leave their homes except under strictly controlled circumstances, such as to seek medical care, buy food, medicine and other supplies or collect a social grant. All shops and businesses will be closed, except for pharmacies, laboratories, banks, essential financial and payment services, supermarkets, petrol stations and health care providers. v. companies that are essential to the production and transportation of food, basic goods and medical supplies will remain open. Companies whose operations require continuous processes such as furnaces, underground mine operations will be required to make arrangements for care and maintenance to avoid damage to their continuous operations. Firms that can continue their operations remotely should do so. vi. to alleviate congestion at payment points, old-age pensions and disability grants will be available for collection from 30 and 31 March 2020, while other categories of grants will be available for collection from 01 April 2020. All channels for access will remain open, including ATMs, retail point of sale devices, Post Offices and cash pay points. EASING PAYMENT METHODOLOGY: During this time, we encourage the use of the Electronic Fund Transfers (EFTs) and cellphone banking with the account number and/or ID No. of the client as a REFERENCE. Consumers are urged to email their proof of payment to RameshR@kwadukuza.gov.za. Consumers are also encouraged to buy their prepaid meter vouchers using interpersonal interaction, by following these easy steps: STEP 1 : EITHER REGISTER AT WWW.WIREIT.CO.ZA OR SMS 11-DIGIT METER NUMBER TO 36073 (SMS COST R5 ONCE OFF) STEP 2 : MINIMUM R200 PURCHASE REQUIRED STEP 3 : RECEIVE TOKEN VIA SMS Electricity tokens and/or vouchers may also be purchased from any of the municipality's accredited vendors which are major retailers and the tuck-shops and mini supermarkets in the various communities. Our debtors are encouraged to pay an average amount on their accounts during this time, to ensure that they do not incur unnecessary charges to their accounts. CONCLUSION: This period requires that we be level-headed in our approach as a nation and to allow for the national government to carry out its mission without any obstacle or hindrance. We urge our residents to adhere to the lockdown measures and to stay at home to avoid the slightest of possibilities of being in contact with COVID-19. Residents are urged to use the upcoming 21 lockdown days to take good care of their health and to ensure that at all times they adhere to simple steps which have been preferred as the best defence against the virus: i. wash hands frequently with hand sanitizers or soap and water for at least 20 seconds. ii. cover our nose and mouth when coughing and sneezing with a tissue or flexed elbow. iii. avoid close contact with anyone with cold or flu-like symptoms. iv. stay at home, avoid public places and cancel all social activities. v. observe social distancing be at least 2 meters apart. We appeal for your cooperation and utmost tolerance during this period and for all of us to remember that other people's lives are at risk should we choose not to conform to simple ideals.

“Someone's moving into that old house across the street.” Aunt Jane was looking out the window as she was dusting in the living room. David and Megan were sprawled on the floor watching Saturday morning cartoons on the TV. The old house on Maple Street had been empty for almost a year, ever since the Morgan family had moved to Texas. The house had begun to look very forlorn. No one had cut the grass on the small front lawn, and the windows were gray and dirty. David and Megan ran to the window to look. They hoped there would be a boy and a girl for them to play with. They both missed Johnny and Mary Lou Morgan who used to live there. The tall trees around the house seemed to be even taller, and the house itself seemed to stand up straighter. As they watched the moving men carry pieces of furniture into the house, a small car drove up and a short gnome-like man got out. David and Megan knew there would be no playmates for them. That little old man didn't look like he had any family at all. Disappointed, they ran back to watch the TV again. By suppertime the moving van was gone. David and Megan had their supper with Aunt Jane in the kitchen. “When will Mom and Dad be home?” asked Megan. “Where did they go this time?” David added. Their parents often had to go away for a week or two on business trips. David and Megan weren't quite sure what that business was, but they knew it must be important to take their parents away so often. Aunt Jane lived with them and took care of them when their parents were away. “They're in London this week,” Aunt Jane replied. “And next week they'll be in Paris. Then they'll come home again.” The next few days were busy with school and homework for David and Megan. They had almost forgotten about their new neighbour. Thursday afternoon they saw the little old man again when they were coming home from school. He was struggling with a large box, trying to carry it into his house. They saw him again on Friday with another large box. “What could he have in those boxes?” wondered David. “Maybe it's a television or a washing machine,” said Megan. “It's big enough.” Saturday morning Aunt Jane told Megan and David they would be having a guest at lunch. She had invited their new neighbour. “Not very interesting,” said Megan. “Boring!” said David.

But Aunt Jane said they had to be on their best behaviour, and not be rude to their guest. Lunch wasn't as boring as Megan and David had expected it to be. Their guest, “Old Jake” he said his name was, kept them wide-eyed and open-mouthed with his stories of his inventions. Each one sounded more fantastic than the last. Aunt Jane was very interested in them all, too, and promised that they would come over the next day to see his inventions. David and Megan were sure they would be too excited to sleep that night. The next morning at breakfast Aunt Jane said, “We'll go to see Old Jake after lunch today. This morning you two have to clean your rooms.” David and Megan were still so excited about seeing Old Jake's inventions that they wasted no time getting their chores done. Finally lunch was finished and the three of them walked across the street and knocked on Old Jake's door. The next hour was filled with seeing one amazing contraption after another. One was a toaster that not only toasted bread but when it popped up, a small brush coated one side of each slice with melted butter. (“Saves time,” said Old Jake.) Another one looked like a toothbrush with a comb attached to the handle. (“So you can brush your teeth, comb your hair, and have only one item to use for both when travelling,” Old Jake explained.) “Now I'll show you what I'm inventing now,” said Old Jake. “It's going to be my best invention yet!” And he took Aunt Jane, David and Megan down to the basement where they saw a large motor attached to a reclining chair and with two rockets attached to either side. There was also an awning above the seat, and a stick to steer with. “This will be a fast way to travel, even better than a car, because you don't need a road. My 'Hover Chair” will float several feet above the ground. “Have you ridden it yet, Mr. Jake?” asked David. “No, but I'm going to test it in the basement tonight.” After supper that night, David and Megan were doing their homework at the dining room table. Aunt Jane was knitting a sweater while she watched TV in the living room. Suddenly, they heard a rumble, followed by a roar. They rushed to the living room windows and got there just in time to see the old Morgan house across Maple Street rise a few feet in the air. It was a perfect lift-off.

SAPS calls on public to make use of firearm amnesty KwaDukuza SAPS Station Commander, Brigadier SF Mhlongo urges all members of the public to surrender illegal possessed or unwanted firearms, ammunition and/or firearm parts to KwaDukuza SAPS without fear of being prosecuted for the unlawful possession thereof, as there are only two months left for the firearm amnesty period, which ends on the 31 May 2020. In terms of section 138 of the Firearm Control Act, 'amnesty' means an indemnity against prosecution for the unlawful possession of a firearm and ammunition. The objectives of Amnesty Period are, to reduce the number of illegally possessed firearms in circulation in South Africa, provide firearm owners with the opportunity to hand in unwanted firearms, prevent crime and violence and to promote safety, address the fundamental causes of crime in order to effectively protect our communities, ensure people living in South Africa feel safe and have no fear of crime. A person who surrenders his/her firearm during the period of Amnesty will be required to complete and sign the necessary forms at KwaDukuza SAPS and must insist on a copy of SAPS 548 - Amnesty form. In terms of section 139(4)(a) of the Firearm Control Act 2000 (Act No.60 of

2000)a person who surrenders a 13 Office: Room 19. KwaDukuza firearm in compliance with a notice SAPS Station Commander, Brigadier published in terms of subsection (1) SF Mhlongo encourages members of may apply in terms of this Act for a the community to assist the licence in respect of that firearm.
