Ilembe truck driver caught allegedly “diverting” water

ILLEGAL: A water tanker driver was caught allegedly supplying water to illegal settlers in Nonoti Mouth

By Xpress Reporter

An iLembe District Municipality's water taker driver could be facing disciplinary action after photos emerged of his truck supplying water to allegedly illegal houses current being built on the Nonoti Mount beach front. The land on which the houses are being built remains in dispute, as it remains unclear as to who sold plots of land to the buyers. In the photo, the truck could be clearly seen supplying water to one of the structures under construction, apparently without authorization. While iLembe Municipality did not provide Xpress Times

stands to face disciplinary proceedings. Cllr Krsna Sing described this incident as an abuse of limited resources. “This is illegal. There is (the) possibility the residents bribed the driver with money. The residents must be held liable and accountable. He (the driver) must pay for the load of water and be fined. This is corruption,” said Cllr Sing. This comes as the municipality battles to deploy adequate water tankers to supply water to the areas most affected by the District's chronic water outages, which are linked to infrastructural failures and poor maintenance.

with a comment by the time of going to press, our editorial team has it on good authority that when the matter was brought to the attention of the powers-that-be at iLembe, by the DA Caucus Leader Cllr Krsna Sing, the matter received urgent attention, and the driver was identified. Xpress Times also understands that the municipality's management has promised disciplinary action against the driver. Cllr Krsna Sing said when he was made aware of the matter he reported to the municipality's Technical Services Department, who said the matter was being investigated and the driver had been identified. Sewer spill forces resident to move out a PR councillor with KwaDukuza Municipality, said the matter had been brought to

By Xpress Reporter

A 'stinky' situation has forced a resident of Glenhills to abandon her property and move in with relatives. The resident of Sagittarius Street could no longer bear to live in a house that was literally floating in sewerage, amid the smell that the neighbours have described as “completely unbearable”. the attention of iLembe District Municipality, on several occasions, with no remedial

action being taken. When Xpress Times arrived at the property, raw sewer was spilling freely out of an apparently broken sewer pipeline on the road above the property, and flowing down onto the property. ILembe District Municipality's Operations Manager for KwaDukuza Elias Bhengu said the municipality was currently sending out various teams to attend to damaged infrastructure across KwaDukuza. He said such spillages were caused mainly by broken sewer infrastructure and sand ingress into the municipality's sewer pipelines and manholes. “The District Municipality had three jetting machines and two were damaged during the recent floods. ILembe has hired three more jetting machines which we are expecting to arrive anytime soon. These jetting machine will assist in clearing most of the sewer blockages. Jetting with our jetting machine but unfortunately the amount of work is overwhelming them, hence the hiring of additional sewer jetting machines,” Bhengu said.

Petrol price shock awaits motorists By Xpress Reporter

South African motorists could be facing a massive fuel price increase next month. This follows Minerals and Energy Minister Gwede Mantashe's revelation that the temporary fuel levy reduction will not be extended beyond May. The R1-50 reduction in the general fuel levy component of the fuel price was announced buy government as an attempt to provide some measure of relief to motorists as the price of fuel continues to skyrocket. Some economists have warned that next month's fuel price could increase by as much as R3-50, as the world continues to battle with rising crude oil prices in the midst of the Russia/Ukraine conflict. Minister Mantashe said the funds

raised through the sale of strategic reserves could only cover the reduced fuel levy for two months, which means that next month's increase, already feared to be just over R2-00 per litre, could now be as high as R3.70 per litre. The DA has meanwhile slammed the comments by Minister Mantashe, describing them as “unacceptable. The party has urged Finance Minister Enoch Godongwana to extend the fuel levy relief beyond May. The DA's Shadow Minister of Minerals and Energy Kevin Mileham said government had so far failed to consult properly on ways to review the composition of the fuel price. “In the two months that Mantashe and Godongwana sat on their hands

and did nothing, the DA initiated a these prices do not ebb and flow the Finance Minister to consider the process to introduce a Private like the fuel price. ANCYL demands youth representation in government Municipal spokesperson joins regional leadership By Xpress Reporter

The ANC Youth League in the General Gizenga Mpanza Region (GGMR) is adamant about its demand for 40% youth representation in all spheres of government and business. The League held its first Regional Executive Committee (REC) meeting on Wednesday last week, following the recent elective regional conference in which the new REC was elected. In its inaugural meeting, the League affirmed its position as the vanguard of the struggles of young people in iLembe District, tasked with achieving economic upliftment for youth. Its demand for 40% youth representation, the League maintains, stems from the 26th national congress, which also placed emphasis on issues like the 4th Industrial Revolution. “The first step in executing the tasks mentioned above involves our pledge for maximum support of young people in strategic deployment, beginning with our regional political head, the

Regional Chairperson Thobani Shandu, who is deployed as the Mayor of iLembe District Municipality. “Then we have Cde Nzo Nkosi who is the Whip of Council in Maphumulo Local Municipality, all the way down to all spheres of the Region, including ward councillors, PR councillors, chairpersons of portfolio committees, EXCO members and many other strategic positions,” the League stated. The League's demands do not end there. In its statement, the League said categorically that it wants to see the employment of young people in senior positions like municipal managers, chief finance officers and executive directors. “As the ANCYL in GGMR we note with serious concern what we perceive as government officials trying to set up young people for failure. We also note departments that are not servicing our people. The people of iLembe rely more on municipalities than on (government) departments. Our people are facing a disaster, (and) the Department of Transport is not visible. We call on all departments to be on their toes, ensuring that service delivery is accelerated and the masses on the ground see a

need to vote for the ANC. Perhaps that is part of the reason why we have witnessed such a huge decline in the ANC's electoral support. No person will vote for a government that does not prioritize its people,” the League said.

CO-OPTED: KDM's media liaison officer Sipho Mkhize has been co-opted into the ANCYL's Regional Executive Committee

Co-option The League also used the meeting to set up its Regional Working Committee (RWC) which will be responsible for the day to day affairs of the League. A resolution was also taken to coopt additional members to the REC, taking into account factors such as the District's geographical spread, the amount of work to be done and experience. Sipho Mkhize, the media liaison officer for KwaDukuza Municipality, was co-opted to represent the KwaDukuza SubRegion, Lwazi Magwaza for the Ndwedwe Sub-Region and Mthokozisi Ntuli for the Maphumulo Sub-Region. “Change is inevitable, and people will resist change which is why we are trying to dismantle the cancer by the name of factionalism in this region. We dare not fail young people,” the league concluded.

The Road Traffic Management Corporation (RTMC) has urged all motorists who applied for new driving licence cards or renewal of their licence cards between October 2021 and December 2021 to present themselves for collection. RTMC centres are open 7 days a week from 7am 9pm. Applicants are encouraged to take advantage of shorter queues and come on Friday, Saturday and Sunday. Prior to approaching licensing centres for collection, motorists can check the status of their licences and PrDP as explained below. There are two ways for motorists check the status of their driving licence card: • SMS your ID number to 33214 and expect one of the following outcomes: a. Application Received meaning the application has been received from the DLTC and not yet processed b. Production Queue meaning the processing and manufacturing of your card is in process c. Produced and Ready for Collection meaning that, the card has been produced and the card will be ready for collection in 21 days. Please note that, due to a number of cards being processed at this stage, allow the process to take another 14 days d. Problem Card There is a problem with the production of your card and you must return to the testing centre. • Log on to online.natis.gov.za and a. Create a profile using your telephone, email or cellphone number together with your ID number. Choose a username you will remember and password. b. After creating your profile, log on using your username and password c. Click on the dashboard and check the status of your application. This service is free. • To check your PrDP application status, SMS your ID number to 44220 SMS messages have already been sent to the relevant applicants, but many have not responded. To date the two RTMC licensing centres have receive 32 748 licence cards from the Driving Licence Card Account (DLCA) a department of transport entity that prints driving licence cards. However, an underwhelming 42% of those have been collected to date, leaving a total of 17 011 licence cards uncollected The DLCA has reported that it is working 24 hour shifts to fast-track the printing of driving licence cards. It says it has produced 919 000 cards since 20 January 2022 and remains on course to clear the backlog of application by the end of June. Motorists with licences that expired between March 2020 and 31 August 2021 who missed the renewal deadline of 5 May 2022 are advised to obtain temporary driving licences when applying for renewals to remain legally compliant.

Master's Degree for Gift of the Givers cofounder

SUCCESS: Gift of the Givers cofounder, Mrs Zohra Ismail Sooliman being congratulated by her husband, Dr Imtiaz Sooliman

Mrs Zohra Ismail Sooliman (57), co-founder of the humanitarian organisation Gift of the Givers Foundation, graduated recently from UKZN with her Master's in Social Sciences for research that examines the lived experiences of Muslim women in a polygamous marriage in Durban and its surrounding areas. Her husband Dr Imtiaz Sooliman attended his wife's

graduation saying that he was 'proud of her achievement.' Throughout her life, Ismail Sooliman has been an advocate for women's e m p o w e r m e n t , independence and education. She continuously encourages women to pursue their talents and abilities. 'We must use our abilities and skills to contribute to the communities we come from to make a difference in their

lives,' she said. Ismail Sooliman has been at the forefront of the Foundation with her husband since its inception in 1992. Very early in their marriage, she raised her four daughters and only son while her husband flew off to war zones delivering aid to those who needed it the most. She remains the anchor to the family and is still quite active in the Foundation. After seeing women in

polygamous marriages distraught and broken by their husbands taking on a second or subsequent wife, she started running a counselling service called the Gift of the Givers Careline Counselling Service. This service has grown immensely and now extends to the public free of charge through telephone and face-to-face counselling. She hopes that by gathering the experience of women who are in such situations for her master's research, it will create awareness in society, particularly amongst men and religious leaders. 'People will understand and be compassionate towards women who are going through such relationships. It will provide education to them and the communities they come from,' she said. She advised other scholars to work hard, be disciplined, determined and keep focused on the end goal. She is grateful to her support system of family, friends, work colleagues and her supervisor. Ismail Sooliman plans to continue her work with Gift of the Givers Foundation and encourages the public to do and be good always.

Mkhize shrugs off scandal to signal presidential bid

Freedom Day once a year, to mark “the onward progress of the liberation movement, and to symbolize the determination of the People of Africa to free themselves from foreign domination and exploitation.” Consequently, 15 April was enacted as African Freedom Day (or Africa Liberation Day), and this marked the beginning of what would later be known as Africa Day. Subsequent to the April conference another conference, the All Africa People's Conference (AAPC) was held on 8-13 December 1958 in Accra Ghana. The AAPC was attended by both independent and nonindependent countries, representatives of liberation movements. From South Africa, the African National Congress (ANC) could not

formally attend as the organisation as it was prevented by the apartheid government from doing so. However, a memorandum was sent to the conference. From 1959 to 1963 African Liberation Day was celebrated in Ethiopia, South Africa, Ghana and by African people in Britain, China, Soviet Union and the United States (US). Other conferences were held in January 1960 in Tunisia followed by another one in Egypt in March 1961. As more African countries became independent, the need for an organisation that would articulate aspirations of African people and their struggle arose. Consequently on 25 May 1963, leaders of 32 African nations converged in Ethiopia's capital Addis Ababa and formed the

Organization of African Unity (OAU). The organization agreed to have an annual assembly of heads of state, a council of ministers, a general secretariat and a commission of mediation, conciliation and arbitration. Amongst other things agreed to at the formation of the OAU was to change the date of Africa Freedom Day from 15 April to 25 May. As a consequence of the change African nations celebrate Africa Day on this date. After the first democratic election in 1994, South Africa joined the OAU on 23 May 1994. Another significant development connected to this date was the replacement of the OAU 38 years after its formation by the African Union (AU) on 25 May 2001.

Newark bus crash claims one life

FATAL: A collision between a bus and a car claimed one life and left 13 people injured

SCANDAL: Former Health Minister Dr Zweli Mkhize

By Xpress Reporter

Controversial former Health Minister Zweli Mkhize has shrugged off the Digital Vibes scandal, to accept a call for him to run for ANC presidency. Mkhize made this announcement at the weekend, during his son Dedani's traditional wedding. The call for Mkhize, who has been implicated in the R152 million Digital Vibes scandal, was made by Izinduna (traditional headmen), who vociferously called on Mkhize to throw his name in the hat at the ANC's electoral conference later this year. Mkhize resigned as Health Minister following an investigation by the Special Investigations Unit (SIU) into the controversial R152 million communications tender, which was awarded to Digital Vibes, a company controlled by Mkhize's former personal assistant. Mkhize's son Dedani was also implicated in the SIU report. However parliament

cleared Mkhize of unethical conduct in relation to the Digital Vibes saga. Some political analysts have warned that Mkhize, who remains a Member of Parliament and a member of the ANC's National Executive Committee (NEC), is setting himself up for failure, as ANC President Cyril Ramaphosa looks poised to cruise to an easy victory come December. Some commentators have also warned that Mkhize's implication in the Digital Vibes scandal is likely to impact adversely on his ANC presidential campaign. One commentator blatantly said a traditional wedding was not an ANC's meeting where leadership nominations could be made and accepted. Mkhize has dismissed the Digital Vibes saga as nothing more than a “smear campaign” designed to limit his chances of ascending to the ANC's topmost position, and possibly later becoming president of the country.

BARRIER: One person was killed after a single motor vehicle lost control and collided with the barrier

By Xpress Reporter

It's been yet another weekend of horrors on the KZN North Coast roads, with multiple accidents being reported throughout the rainy weekend. One fatality was reported on Saturday after a vehicle lost control on the N2 Highway near Zinkwazi, before colliding with the side barrier. One of the occupants was ejected from the

vehicle and sustained fatal injuries. A second patient sustained moderate injuries and was treated on the scene by IPSS Medical Rescue before being transported to hospital for further treatment. The cause of the accident has not yet been officially determined, and is being investigated. In a separate incident, one person was killed and multiple injured after a small bus collided

with a light motor vehicle on the R102 near Newark, on Sunday. IPSS Medical Rescue has reported that 13 people sustained injuries ranging from moderate to serious, and had to be treated at the scene before being transported to various medical facilities. “Unfortunately the driver of the light motor vehicle sustained fatal injuries, and was extricated from the vehicle,” said IPSS Medical Rescue.

Benevolence Centre, soup kitchen to be built at Nonoti Meeting the humanitarian basic needs of people - such as hunger and thirst - is more important than only ministering to their spiritual needs. Hence the Mohanji Foundation has plans to develop a soup kitchen,

clinic and boreholes in Nonoti on the KwaZulu-Natal North Coast. To mark the launch of the community project, a life size statue of the mystic saint Shirdi Sai Baba will be consecrated at

the site where the Mohanji Center of Benevolence is to be built. The event on Thursday 26 May 2022 will be attended by Shri Mohanji, a worldrenowned humanitarian, and will be officiated by Shri

Shirdi Sai Baba preached the unity of religions, universality of spirit in all existence and compassion for all living beings. Sulosh Pillay, a senior devotee of the Mohanji Foundation, said having a statue of Shirdi Sai Baba at the proposed Mohanji Centre of Benevolence, will create waves of divine energies and positivity which will be beneficial to the country and the African continent. “People from all walks of life are welcome to attend the consecration event. Sundowns lift DSTV PSL title after 5 goal thriller

The Yellow Nation was in full voice as the game kicked off ready to celebrate their 12th Premier Soccer League title. The visitors looked deadly in the opening 10 minutes of the encounter. The hosts continued to put the ball into Downs' box through Thabo Matlaba and Shaun Mogaila in an attempt to find the lead for Thwihli Thwahla. Mogaila's first touch in the box let him down as the ball went out for goal kick. Masandawana were quick to regroup in finding each other, Sphelele Mkhulise worked the ball from the right side of the pitch to connect with Gaston Sirino's run on the opposite side of the box. Sirino connected well with the ball to beat Patrick Nyame and put Bafana Ba Style ahead in the clash. As the half time approached, the game was played almost exclusively in Royal's half as the visitors kept their high line and created offside traps for Masandawana. Bafana Ba Style doubled the advantage shortly after the break, Kutumela scored in the 48th minute with a

LTSF Reunion Committee meeting well attended

At a well-attended meeting of the Lower Tugela Soccer Federation's Reunion Committee, held on Sunday, 22 May at the Mdoniville Hall, feedback was provided on the legend's tournament held recently. Present were affiliated clubs and officers of the Committee. Reports were presented by the Chairman, Treasurer, PRO, other officers and the tournament organisers, Darnall Sports Legends. Although the tournament ended in stalemate due to the inclement weather, Darnall Legends were praised for the high standard and professionalism in hosting the event. This was despite serious challenges and adverse conditions. Notwithstanding, the tournament had to be abandoned at the semi-finals stage. The four teams that would have played in the

semi-finals were Rocky Park, Townview, Melville and Gueldies. All players in the tournament and officials were present with miniatures as a token of their appreciation. The committee is extended their gratitude to the various sponsors. They added that the sponsorship has contributed immensely to the success of this tournament. The date for the Annual General Meeting was announced. The AGM is to be held at the Mdonville Hall on Saturday, 11 June 2022 at 14:00. Existing clubs to forward their credentials and new clubs desirous of seeking affiliation are requested to do so in writing to the Secretary. The next legends tournament will be hosted by Rocky Park later this year. Details would be announced closer to the event.

pull away in attack was brilliant as the 25-year-old charged with force together with Shalulile who extended his goal scoring tally to 22 league goals this season.

Royal had the opportunity to come back into the game after Letsoalo was brought down in the box. Grant Kekana's challenge from the back on the striker awarded

attempt for the home team. The visitors' celebration of their penalty save was shortlived as Royal's relentless efforts to score eventually paid off. A quick play in free kick from Tebogo Potsane to Letsoalo beat Masandawan's defense, the score changed to 3-1. The Brazilians could have had the fourth goal in the 70th minute, only for Neo Maema's mid-air cracker of a shot going on target to be blocked by Jabulani Ncobeni. Another opportunity to extend the lead fell to Namibian talisman Shalulile, a pass from Kutumela was just a little too much for Shalulile to get to connect with. Scoring in the last 15 minutes of the half, Downs defence seemed to lose concentration for a moment and were punished. It was a sloppy goal to concede as the defence was unable to take the ball out of danger, Mogaila's ball found its way into the back of the net to end the heated encounter in 3-2. Masandawana went on to lift the DStv Premiership trophy as they finished their campaign with 65 points 16 ahead of runners up.

Maphumulo High impact collision results Mayor unpacks ambitious in four deaths development plans

By Xpress Reporter

FATALITIES: Four people lost their lives after several vehicles were involved in a high impact collision

Four people were killed after several vehicles were involved in a high impact collision on Bridge 12 of the N2 Highway near Amatikulu, on Monday morning. Responding to the accident, emergency services found a scene of absolute chaos, with

four patients showing no signs of life. They were declared dead on the scene. Traffic in both directions was severely affected. The cause of the accident is being investigated by relevant authorities.

Maphumulo Mayor Siboniso Nyatikazi is continuing to unpack the municipality's ambitious Integrated Development Plan (IDP) for the financial year 2022/23. The Mayor's engagement with the community began earlier this month, where the IDP and the Draft 2022/23 Budget are presented for scrutiny by members of the community. Last week the Mayor visited several wards, which include wards 6, 7, 8, 9, and 10. The objective of the Mayoral Izimbizo is to allow members of the public to

make inputs towards the IDP, through direct engagement with the elected leadership. “We all know that the municipality is in a bad financial shape, but we are coming up with strategies to mitigate the situation. What we are doing through this process is in line with the municipality's resolution to include the public in the drafting of the budget, and also our overall strategy of promoting transparency. It remains our primary responsibility to deliver services to the people, through aggressive i n f r a s t r u c t u r a l development,” Mayor Nyatikazi stated.
