KwaDukuza residents exposed to violent crimes I By Xpress Reporter

t's official. KwaDukuza ranks amongst the most violent towns in South Africa.

This emerged last week when Police Minister Bheki Cele together with the top management of SAPS presented the quarterly crime statistics, for the first quarter of 2021. The statistics indicates that between January and March 2021, reported contact crimes in KwaDukuza increased from 433 a year earlier to 614. That's a whopping climb of 41.8%, or 181 cases. In 2019 this figure stood at 604, while in 2018 it came in at 540 reported cases. The category of contact crimes include murder, attempted murder, sexual offences, assault with intent to inflict grievous bodily harm, common assault, common robbery, and robbery with aggravating circumstances. KwaDukuza police station came in at number 22 out of all police stations in the country. When it comes to cases of murder, KwaDukuza once again came in at number 22, with 27 cases of murder reported during three month period. Last year this figure stood at 14, while a year earlier it had come in at 15. Cases of attempted murder also increased from 13 in 2020 to 25 this year, while two years ago this figure had come in at 28. Again, KwaDukuza police station was ranked number 22. The statistics also show that assaults with intent to cause grievous bodily harm (assault GBH) are a common occurrence in KwaDukuza, with 150 cases having been reported in the period under review. A year earlier, 91 cases had been reported, which means this year saw an increase of 59 cases (64.8%). In this category KwaDukuza police station was ranked at number 20 out of all the police stations in the country. Robbery with aggravating circumstances is another area of grave concern for the citizens of KwaDukuza as the cases appear to be escalating rapidly. This year 206 cases of this type of crime were recorded at the local police station, in the period under review. Last year the figure came in at 190 cases, while in the two preceding years it had stood at 175 and 160, respectively. Alarmingly, KwaDukuza police station moved up the rankings in this category to number 15 nationally. Exposure to Trio Crimes (residential robbery, business robbery and car hijacking) is another matter of serious concern. Figures show that a total of 107 Trio Crimes were reported at the local police station in the first three months of this year, making KwaDukuza the 14th most troublesome policing precincts in the country, in respect of these crimes. In 2020 this figure stood at 43. The clincher came when Trio Crimes were being

broken down. In terms of robbery at residential premises, KwaDukuza SAPS recorded the highest number of cases in the country, at 70, up from 32 cases last year. This means, effectively, that the people of KwaDukuza are most likely to get robbed in their own homes! KwaDukuza was also not to be outdone when it came to robbery at non-residential premises (business robbery) as the local police station recorded the 14th highest number of cases. KwaDukuza also came in at 19th in terms of burglary at residential premises. Tabling the crime statistics, Minister Cele cautioned against reading too much into the double digit increases in most crime categories, as compared to last year's figures for the INCREASE: Police corresponding period. He said the Minister abnormal variation between the two Bheki Cele figures is skewed because last year says crime is the country had been placed under on the increase Alert Level 5 Lockdown. “While we will not sweep the high and unnatural figures under the carpet, we will instead bring to the fore a holistic picture of comparing the 2021/22 quarter one crime figures to a 'normal period' two years ago where there was no Lockdown,” Cele clarified.

KDM clarifies “early closure” of licensing offices By Xpress Reporter

One of the patrons told Xpress Times that he was shocked to arrive at the MLTC only to find the gates already closed at 10:30am. Many other members of the public have raised similar concerns, saying it was frustrating to have to return to the MLTC time and again without getting service. However KDM media liaison officer Sipho Mkhize

KwaDukuza Municipality has advised members of the public to “plan their day accordingly” when visiting the local Motor Licensing and Testing Centre (MLTC). This comes after members of the public raised complaints about the early closure of the centre, as opposed to the official closing time of 14:00.

all corners of the district waiting for services offered by the DLTC, thus leading to scenarios of having to ask some patrons to come back the next day to be serviced. In many instances it is found that local patrons get disillusioned when they cannot be accommodated. “The DLTC normally closes intake around

11h30/12h00 depending on the number of patrons who are already inside the premises and still need to be attended to. Naturally, after 14h00 there is intense clerical work that has to be done to consolidate that day's work,” Mkhize stated. The municipality says patrons could make the process easier by “planning

their day accordingly”. “The DLTC has acknowledged receiving complaints from members of the public due to our closing time and intake time. Patrons can contact Krishna Munien on (032) 437-5136 or (072) 378-6277 (WhatsApp) should they require further information,” concluded Mkhize.

is pleading for patience and understanding, saying the local MLTC is not exempted from strict Covid-19 regulations. Mkhize says due to the Disaster Management Act (DMA) protocols, the centre is currently operating on a “one-in one-out” basis. “The municipality's analysis has proved that there are normally large amounts of people from

Water disconnected in schools over non-payment ILembe District Municipality has taken drastic measures crack down on debt defaulters and recoup thousands of rands owed to the Municipality. Earlier this month the municipality disconnected water supply to various schools under Ilembe District due to overdue outstanding bills. One of the schools on the list is Stanger Heights Primary School in KwaDukuza, it is reported that the school has had no water supply for over two weeks. When approached Chief Financial Officer Mahendra

Chandulal, at Ilembe District Municipality confirmed that it has cut off water supply to a number of schools within the district. “Water supply has been disconnected at various schools throughout the district and Stanger Heights is one of those schools. Scientific evidence confirms that vaccinated people stand a better chance of surviving from Covid-19 than unvaccinated people. Therefore, we must all dispel the unfounded and misleading conspiracy theories about the vaccines and choose life by vaccinating.” Said SA Government in a statement The government previously said that the 18-35 age cohort

South Africa opens Covid-19 vaccinations to everyone

President Cyril Ramaphosa's cabinet last week announced that it will open Covid-19 vaccines to all adults from Friday (20 August). “As part of increasing the vaccination roll-out programme, cabinet approved the vaccination of persons aged between 18 years and 35 years from 20 August 2021,” it said in a statement on Thursday.

DA calls for investigation into conduct of KZN MEC

Chief Whip of the Democratic Alliance in KZN Legislature Zwakele Mncwango has called for investigation into conduct of KwaZulu-Natal Health MEC Hon Nomagugu Simelane. This call comes after a video footage showing a potential super spreader event, with a room full of people enjoying the birthday party of the MEC. In a letter written by Zwakele Mncwango to the Premiere of KwaZuluNatal, he said Covid-19 laws are necessary for the health of the entire country. “There's no evidence of any mask being worn, no social distancing taking place and a large gathering of people together in the same venue. Even more concerning is that the video shows a number of MPL's from the KZN Legislature. If the MEC of Health, no less not believe the rules apply to her, then she cannot continue to lead or be the face of KZN's campaign against the pandemic. She is not fit to hold office if she cannot lead by example. The democratic alliance believes that this action has again placed the entire cabinet and provincial government in dispute,” said Mncwango. “Premier if you are serious about accountability, we strongly request that you take action against the MEC immediately. In this regard we now call on you to conduct an investigation into the conduct of the MEC and to report back the premier portfolio committee within seven days,” added Mncwango. The Inkatha Freedom Party has

MEC: KwaZulu-Natal MEC for Health Nomagugu Simelane

also weighed in on the matter, citing that the party is shocked by the negligence displayed by some ANC MECs, “This most unfortunate incident occurred at height of the third wave of the Covid-19 pandemic, with new cases escalating daily. As we speak, KwaZulu-Natal has recorded more than 3000 cases of new daily infections. We call upon ANC leadership in the province to institute harsh disciplinary measures against the MEC and other ANC officials in the visuals. Leaders should walk the talk; the notion that all are equal, but some are more equal than others must come to an end. The IFP calls for an immediate investigation of these allegations. All those found guilty of

contravening Covid-19 regulations must be brought to book regardless of who they are and prosecuted without fear or favour,” said the IFP in a statement. MEC Nomagugu Simelane has since apologised for the incident. “There was a time during a brief musical performance where the guests stood up and danced, unfortunately without wearing their masks, as they were still in the process of eating. The MEC deeply regrets the failure by some of the attendees, including herself, at that time, to wear masks, during this short performance during dining,” the KZN health ministry said in a statement.

Local IFP candidates vow to “deliver more” By Xpress Reporter

The tragic death of two of its topmost and long-serving leaders has not stopped Inkatha Freedom Party (IFP) from launching a strong comeback in KwaDukuza, as the local government elections loom closer. Just recently the party lost its most prominent councillor with the tragic death of the late Moosa Motala. Early this year the party also lost the indomitable Ward 05 (Lindelani) councillor Jabulani Sibiya. Both reportedly succumbed to Covid-19 related complications. However the party is approaching the upcoming elections with a new bounce in its step having roped in strong contenders, in particular for the four urban wards that constitute KwaDukuza central, viz wards 13, 16, 17 and 19. Judging by the calibre of the candidates that the party has selected, the IFP is poised to give its rivals a run for their money in the polls. Leading the attack, so to speak, will be the Ward 16 candidate, the ever hard working Cyril Pandaram,

whose background is deeply steeped in religion, as he is an ordained pastor. Pandaram is also one of the party's campaign managers and trainers for KwaDukuza and Tongaat regions. Commenting on his nomination, Pandaram indicated that his approach was to 'under promise and over deliver'. “I am an accidental Ward 13 candidate Shiven Ward 19 candidate Zaheda Ward 16 candidate Cyril Ward 27 candidate Dayalan politician due to untimely Konar Khan Pandaram Govender death of my comrade the late standards of service delivery letting my community “ O u r t o w n ( o f ) A n o t h e r d e t e r m i n e d Moosa Motala. IEC registers 48 000 would-be councillors By Xpress Reporter

The Independent Electoral Commission (IEC) has captured more than 48 000 applications from people intending to contest the upcoming municipal elections. The IEC's chief electoral

Hand Sanitizers

officer (CEO) Sy Mamabolo said shortly before close of registration on Monday night, the commission had captured more than 110 political parties that will take part in the polls. The registration of election candidates and political parties closed on Monday night after the IEC had granted a 4-hour extension. The extension followed a special request from a number of political parties,

including the EFF and the UDM. Speaking on Tuesday morning, Mamabolo acknowledged the possibility that certain political parties could have been left out of the system because of the tight registration deadline. Mamabolo gave an assurance however that, depending on the outcome of the IEC's application for postponement

of elections, which has been made to the Constitutional Court, there was still a chance that registration could be reopened. “In the event that we are successful in the Constitutional Court then a new timetable has to be published. That new timetable will provide for a new cut-off date for registration which means that parties can then amend their present lists, or elect to confirm them as they are,” Mamabolo stated. Meanwhile, the ANC has announced that in its list of candidates submitted to the IEC more than half of the names are new candidates. This means that more than half of the current ANC councillors have been left out of the list. The organization further stated 50% of its candidates are women, while youth candidates make up 25% of the list. The 27th of October 2021 has been tentatively proclaimed as the date for municipal elections, in the event the Constitutional Court dismisses the IEC's application for postponement.

Rakhi signifies long lasting bond

Ramaphosa lauds youth for leading the vaccine charge By Xpress Reporter

The young people of South Africa are leading the way in terms of getting their Covid19 vaccine jabs. This is according to President Cyril Ramaphosa, who said over half a million young people registered for the vaccine on the first day of registration for the 15 to 34 age group. Writing in his weekly newsletter to the nation, the president said the enthusiasm shown by the youth about receiving the jabs filled him with pride. He said their eagerness rekindled hope that the current hardship, induced by the Covid-19 pandemic, would soon come to an end. “The maturity that young people have brought to the important task of vaccinating as many South Africans as possible calls to mind the words of Frantz Fanon, that it is to each generation to discover its mission and fulfil it. “We have seen the youth

step up to keep themselves and others safe. We have seen youth formations and community organisations, young leaders, influencers and content creators using their platforms to share public health messages with their peers. “Young people have been brave and forthright when they have seen the friends or popular personalities violating the regulations at parties, grooves and gatherings. They have called them out. “Today, I want to speak to the young people of South Africa. Young people are turning out in impressive numbers to get the COVID19 vaccine. This fills me with great pride. Over half a million South Africans enrolled on the day that registration for over 18s opened,” Ramaphosa stated. The presiding further warned that there were still too many “far-fetched conspiracy theories” about

the vaccine in circulation. He urged young people to once again take the lead in ensuring that such fake messages do not get undeserved exposure. “These messages are harmful, and are making people hesitant to get vaccinated. This is not only harmful to young people, but many others, including people at risk who really need the vaccine. “Young people are digital natives. They are more tech savvy than any generation that came before them. It is important that they help to spread the correct information around vaccines provided by the Department of Health and World Health Organisation. “We would like to see young people becoming walking adverts for the vaccination process. We appeal to young people to post pictures of themselves getting vaccinated,” stated the president.

KwaDukuza SAPS hit by Covid-19

Independence Alliance launched in Groutville

LEADERS: On Sunday, Independence Alliance was officially launched in Groutville.

By Xpress Reporter

The Community Service Centre (CSC) at KwaDukuza SAPS was temporarily moved last week Wednesday after one member tested positive for Covid-19. The CSC operated out of iLembe Auditorium, while the main building was being decontaminated. It was reopened again for normal operations the following day. The SAPS management said no disruption to services occurred as a result of this incident. Meanwhile, Police Minister Bheki Cele has admitted that the Covid-19 pandemic has wreaked great havoc on the police service.

Delivering the quarterly crime statistics last week, Cele said the pandemic had resulted in the SAPS haemorrhaging members at an alarming rate. “The police service is bleeding members through attrition, and the virus has resulted in the inability to take in new police recruits for 2020 and 2021. “The virus has also meant scores of police stations have had to close due to contamination. This virus has infected over 38 000 members. Sadly 821 of our colleagues have perished due to this virus, including our Deputy National

Commissioner Lieutenant General Sindile Mfazi who passed away last month,” Cele stated. The minister also revealed that more than half of the entire SAPS workforce had already been injected with the Covid-19 vaccine. He said while the organization had closed its internal vaccination sites, SAPS members were still encouraged to visit the health department sites to receive their jabs. “With these realities facing the SAPS, complacency can't be tolerated,” Cele pointed out.

HANDOVER: MEC Nkonyeni, MEC Jomo Sibiya and Social Partners, handing over social relief to UMnini Residents.

In a bid to ensure the elevation of lives of the communities that were affected during last month's public unrests that impacted most parts of the province, KZN MEC for Transport, Community Safety and Liaison Ms Peggy Nkonyeni together with KZN MEC for Human Settlements and

Public Works Jomo Sibiya partnership with SANTACO, Icebolethu Foundation and the biking community of eThekwini are implementing a social relief programme in uMnini as part of Women's Month commemorations. The relief programme is targeted at households that are in dire need as a result of

the recent public unrest that impacted large parts of the eThekwini metro where billions of rand worth of private and public infrastructure were damaged. Through the relief programme, 300 womenheaded households will benefit from donations of groceries.

A newly formed political party led by Commie Melisiswe Nhleko was launched on Sunday in Groutville in an event graced by a number of residents. Independence Alliance said it aims to promote a political culture that will provide the security of all South Africans and empower citizens economically, since the economy is still dominated by certain individuals. The party was launched in Groutville Market Sports Ground. In a statement the party's secretary Mduduzi Khanyile said the party would peacefully engage with its opponents, putting

the needs of community first. “As a country in distress many questions arise, how can the country work its way out of its conflict and underdevelopment-ridden dynamics? We aim to uphold the constitution of the Republic of South Africa, to adhere to and implement provisions and strengthen our democracy,” said Khanyile. Chairperson of the party, Commie Nhleko said as leaders they're pleased with turnout of community and promised to work tirelessly to better the lives of the marginalized people of KwaDukuza and its surroundings. “We don't promise, we do it. To our

supporters, we are still going to meet at many events to popularize the Independence Alliance. We want to expand these opportunities for all our people. We work hand in hand with small business to ensure their development. Independence Alliance also promises to root out corruption in government institutions,” said Nhleko. Here are the leaders of Independence Alliance: Commie Melisizwe Nhleko (Chairperson), Mduduzi Khanyile (Secretary), Busi Buthelezi (Deputy Chairperson), Sthe Khanyile (Interim Treasurer), Mbusiswa Madlala (Election Organizer) and Phathabakhe Shezi (Organizer).

Women urged to grab agricultural opportunities As part of celebrating Women's Month, Maphumulo Local Municipality played host to the Youth and Women in Agriculture Dialogue on Tuesday 17 August 2021 at the Maphumulo Town Hall. This joint initiative with the Department of Agriculture and Rural Development was aimed at highlighting the role played by youth and women in the agricultural sector, addressing issues of finance and access to markets, as well as to educate young women on the agricultural sector and its opportunities. Maphumulo Mayor Zibuyisile KhuzwayoDlamini encouraged young women to take full advantage of the agricultural sector. “Today we are unleashing

women's potential as we invest young people and young women in particular to the agricultural sector as the engine of growth and transformation. I am passionate about women being in their rightful place and playing their rightful role in the socio-economic development of our

community. We remain optimistic and determined to ensure that young women take full advantage of existing and emerging opportunities because it has been proven that no one will give you your rights, but you have to claim your rights,” said Mayor KhuzwayoDlamini.

Harry Kane made his first appearance for Tottenham this season as Nuno Espirito Santo earned a 1-0 win against his former club Wolves, while Mason Greenwood salvaged a 11 draw for Manchester United at Southampton on Sunday. Striker Kane came off the bench in the second half at Molineux after the Manchester City transfer target missed the first two games following his late return from his close-season holiday. The England captain, frustrated by Spurs' 13-year trophy drought, hopes to force a move to Premier League champions City before the August 31 transfer deadline. Kane said he has "never refused to train" with the squad, but the 28-year-old believes he has a gentleman's agreement with club chairman Daniel Levy allowing

him to leave this summer. However, City are so far unwilling to meet Levy's £150 million ($204 million) asking price for last season's Premier League top scorer. Kane was left out of Tottenham's squad when they beat City in their Premier League opener last weekend and also missed Thursday's Europa Conference League defeat at Portuguese side Pacos de Ferreira. Tottenham were already leading through Dele Alli's 10th minute penalty by the time Kane arrived on the scene. Alli was fouled by Wolves keeper Jose Sa and the midfielder picked himself up to convert the spot-kick. It was Alli's first league goal since March 2020 as he returns to favour following a long spell in

exile under Nuno's predecessor Jose Mourinho. Kane replaced Son Heung-min with 19 minutes left and received a largely positive reception from the travelling Tottenham fans, who sang "Harry Kane, he's one of our own" as Wolves supporters mockingly chanted "He'll be a Manc in the morning". Kane had a golden opportunity to mark his return with a goal when Steven Bergwijn picked him out, but his shot was repelled by Jose Sa. Despite Kane's miss and his late booking for time-wasting, it was a winning return to Wolves for Nuno, who was back for the first time since leaving in the closeseason after four years in charge. Although Nuno was far from Tottenham's first choice, he has made a strong start with successive league victories.

Mamelodi Sundowns kickstarted their DStv Premiership title defence with a 1-0 victory at Loftus Versfeld against AmaZulu on Friday. Sundowns experience came to good use as Themba Zwane's lone penalty strike separated the two sides at the end of an intense opening weekend encounter. The Brazilians started the match with great intent and attacking prowess as they looked to get the upper hand of the visitors. AmaZulu were on the back foot, with Masandawana opting for high pressure up the field into their opponents half. Usuthu's defence managed well under pressure with their stubborn defending. Still, with half-time edging closer, Zwane had the opportunity to test Veli

Mothwa from close range, but his over thinking got the better of him as the away sides rush defence cornered him off. Downs coach Rhulani Mokoena was pictured furiously in the dugout, but Zwane soon after made him smile with delight. Haashim Domingo smartly faked to shoot the ball and instead played a clever dink pass to Peter Shalulile, who was challenged in the penalty area. Up stepped Zwane and gave Masandawana the lead. Benni McCarthy's charges came out with more resolve in the second stanza, but Sundowns matched it with their experience to keep things tidy in defence. Rushine De Reuck came to Sundowns rescue to clear the ball off the line after substitute

Themba Zwane the hero of Sundowns

Majoro attempted to tap in a loose ball into the back of the net. At the other end of the field, Shalulile came close to get onto the score sheet as he latched onto a loose ball outside Usuthu's penalty area, but his effort went narrowly wide. AmaZulu continued to probe in the dying minutes with deeplying crosses to apply the necessary pressure on the Downs defence but showed strength and experience to hold out for a victory.
