Council to establish Regional Sporting Complex

KwaDukuza Municipality (KDM) will enter into a Memorandum of Understanding with the Department of Public Works in relation to the leasing of a portion of property at the Stanger High School sporting facilities, for the purpose of building a regional sporting complex. In a statement issued by KDM, it was mentioned that the cost related to the development and refurbishment of the proposed facilities will be borne by the developer of the golf course development project, which will accommodate the Municipal Civic Centre and Shopping Mall. “As part of the agreement the property developer who was awarded rights to develop has a legal obligation to replace all the sporting facilities that would be lost due to the imminent development. It is worth mentioning that the Municipal Council passed a resolution that ensures that proceeds from the sale of the Golf Course shall be ring-fenced for the purpose of investing in establishing a regional sporting

facility. “The Municipality has identified Stanger High School Sport Facility as the most suitable location to accommodate the replacement of the sport facility that will be moved from the Stanger Recreation Grounds due to its proximity to the central business district. It should be brought to your attention that the property in question is owned by the KZN Department of Public Works and administered by the KZN Department of Education, whilst the Stanger High School Governing Body is then responsible for the daily maintenance and upkeep of the facility. It is against this background that KwaDukuza Municipality has approached the KZN Provincial Department of Education, Stanger High School (Governing Body) and the Department of Public Works to handover the obsolete and defunct Stanger High School Sport Grounds to the Municipality for the purpose of refurbishing the facilities, thereby establishing new and improved sports and recreation facilities to be used by the public and the school. The short to 17 Lindley Street, Stanger medium term ( 032 551 6769 solution is to enter into a lease agreement with the Department of Works whilst the from Municipality is finalising the feasibility of kg While stocks last establishing a

Regional Sporting Complex accommodating various facilities. The land earmarked for the aforementioned Regional Sport Facility is immediately adjoining the Stanger Sport field flowing from where the new Stanger Private Hospital is being constructed abutting the southern side of the school. This obligation still stands and we can place it on record that to this end the state of the art Cricket Pitch/Grounds at Gledhow has been completed to the satisfaction of the Municipality and iLembe and District Cricket Union. The other facility which is the soccer field in Shakaville is almost 80% complete. In line with the above mentioned obligation the developer at his cost will be constructing the rest of the facilities at the Stanger High

School grounds. The facilities to be constructed at the Stanger High School grounds include the following: A 400m tartan athletic track, a cricket oval practice pitch, a functional swimming pool, ablution facilities, soccer cum rugby fields, change rooms, tennis, volleyball, netball and basketball courts. The Municipality recently received a request from the Child Welfare SA for the hosting of the annual Winter Fair. Amongst other things they categorically requested that the Municipality assists with a provision of mobile ablution facilities to cater for the attendees, municipality to assist with the control of traffic, cutting of the grass, provision of bulk refuse containers, etcetera. Chairperson of the Concerned Citizens Group (CCG), Mr. Haroon Mohammedy has responded to a statement issued by Vivian Reddy, chairman of the Edison Property Group - the developer of the new KwaDukuza mall. Reddy said in the statement that he intends to sue the Concerned Citizens Group for R28 million for damages. Mr Mohammedy responded by releasing the following statement, “Any action that Double Ring Trading or Vivian Reddy wishes to launch against the CCG and its members will be most vigorously defended” adding that in relation to the mall development, especially the purchase of the land from KwaDukuza Municipality, it's not the end of the matter. “We are pursuing the matter on various fronts and we will issue a full statement shortly.”

are responsible for the property we have to seclude the sport facility from the school by means of a perimeter fence. We therefore condemn with the contempt it deserves any attempts of distorting facts by saying that putting up the perimeter fence must be construed as a direct response to the requests made by the Child Welfare SA to the Municipality nor shall it be considered as the direct funds spent by the Municipal Council to support the winter fair event. The direct financial support for the Winter Fair is approximately R200 000 and that is what can be accounted as funds spent by KwaDukuza Municipality towards supporting the successful hosting of the event. It is a myth and factually incorrect that the Municipality is now doing what was meant to be replaced by the developer.”

BUSTED: Four suspects were arrested in the Sundumbili area after unlicensed firearms were found in their possession

By Xpress Reporter

In the early hours of Friday, 19 May 2017, Ilembe Cluster members and various SAPS units embarked on an operation in the Ngudwini area, Sundumbili, searching for unlicensed firearms. The members proceeded to a house where they recovered a total of six unlicensed firearms which consists of three pistols, a home-made

shotgun and two shotguns. A total of 19 assortment live rounds of ammunition were also confiscated. Four suspects aged between 32 and 73 were placed under arrest for possession of unlicensed firearms and ammunition. They made their first appearance on Monday, 22 May 2017 in the Nyoni Magistrates' Court. “The recovered firearms will be subjected to ballistic

testing to ascertain if they were used in the commission of any other crime in the country. Proliferation of illegal firearms is a problem that we are tackling with successful results and we will continue with our operations until we root-out illegal firearms in our province,” said the KwaZulu-Natal Acting Provincial Commissioner, Major General Bheki Langa.

Taxi owner gunned down at Etete By Xpress Reporter

SHOT: Robert 'Zitty' Stephen who was gunned down on Monday night in an alleged assassination.

Newly elected chairperson of the Dolphin Coast Taxi Association, Robert 'Zitty' Stephen (49) was shot dead on Monday night, 22 May 2017 at Etete by the R102 road in what is believed to be a direct assassination. Stephen was shot at about 18h25 in the evening and was declared dead just after 8pm. According to Colonel Thembeka Mbhele, the deceased was seated in his stationary vehicle outside his mother's residence when he was gunned down by unknown suspects travelling in a blue Ford Sedan. “He sustained gunshot wounds on the back, shoulder and hand. He was certified dead at the scene”. The motive for the killing is at this stage unknown, a case of murder has since been opened at Umhlali police station for investigation. Furthermore, the taxi industry around KwaDukuza has been clouded with blood shed before with the infamous war between Maphumulo and KwaDukuza taxi associations being the most recent violent act. Last year on 30 December 2016, three men were killed and one was critically injured when they were reportedly ambushed.

Horrific accidents on N2 near Mandeni

ANCYL delivers on promise

AFTERMATH: Scene of the accident on the N2 near Mandeni where one person lost his life

By Xpress Reporter

Two horrific accidents that happened on the N2 near Mandeni on Saturday, 20 May 2017 left three people dead and more than ten people injured. The first accident occurred on the N2 near Amatikulu just past bridge 12 where two elderly pedestrians were hit. According to IPSS Medical Rescue, “It's believed that the two elderly females were crossing the freeway when they got knocked by a light motor vehicle, unfortunately after the initial accident, numerous other vehicles drove over the remains”. A few hours later, around 8pm another accident took place on the N2 near Nyoni and left one person dead while injuring ten people in the process. According to Paul Herbst of IPSS Medical Rescue, “A vehicle travelling south lost control and veered into the north bound lane, colliding head on with two

other vehicles”. Meanwhile, the N2 stretch from Durban to Mandeni has seen numerous accidents over the past three months. Following these ordeals, KwaZulu-Natal MEC for Transport, Community Safety and Liaison, Mxolisi Kaunda has called on the religious sector to close ranks with government and the law enforcement agencies to reduce road carnage. Speaking at the interfaith prayer which was organized jointly by the Department and the religious leaders in Mandeni on Saturday, 20 May 2017, Kaunda said that “for the country to be able to reduce road crashes and fatalities, strong partnerships must be formed between all sectors of the society”. The MEC further urged other sectors of the society to take a leaf from the religious community. “We want to encourage other sectors of

45c Lindley Street, Stanger (next to Gift Shop)

the society to take a leaf from the religious community. Ilembe District, particularly the area of Mandeni, is one of the areas hardest hit by major road crashes,” said Kaunda before adding that in memory of all those who have passed on along this stretch of road, “we must make a commitment that we will always abide by the road rules to save lives.” Furthermore, this N2 stretch is also the same stretch of road that claimed the lives of Bongani Maduna who was the driver of MEC Sihle Zikalala, n e a r KwaMbonam bi, as well as former Deputy Mayor of King Cetshwayo D i s t r i c t Municipality, T h u l a n i Mashaba, near Ballito.

The African National Congress Youth League in the Greater KwaDukuza Region has delivered on its promise to plough back to the community all monetary gains from the Gala Dinner it recently hosted at Collisheen Estate in Ballito. This comes after the ruling party's youth wig donated a multifunctional wheelchair and

tuition fees for disabled Sandiso Mdletshe (14) of Machibini Area in Mandeni on Monday, 22 May 2017. This donation was made in partnership by the 'Vukayibambe' outreach programme which is spearheaded by Chairperson Mfanafuthi Ngcobo and Secretary Musa Zondi as well as S'phiwe Trading, a company which donated the

wheelchair. Sandiso could no longer continue studying this year due to financial problems faced by his parents, however the ANCYL has since paid all his tuition fees. Chairperson of the ANCYL in the Greater KwaDukuza region, Mfanafuthi Ngcobo said that this contribution is among many which are aimed at changing people's lives.

Baby killed in N2 Umhlali accident By Xpress Reporter

An accident just passed the Umhlali off-ramp claimed the life of a 7-month-old baby last week. According to Paul Herbst of IPSS Medical Rescue, paramedics were dispatched to a single vehicle accident on the N2. “Multiple units were

dispatched to the scene. Upon arrival, the mother of the child approached our medics holding her child in her arms. She advised us that the child was found a distance away from the vehicle unresponsive and she had started mouth to mouth ventilation when the baby

responded with a cry,” he said. He added that the child was moved into the IPSS Medical Rescue Intensive Care Ambulance, where an advanced life support intervention was initiated by a paramedic. “The child was intubated

and placed on a ventilator prior to being transported to hospital for further care. Unfortunately due to the extensive injuries of the baby, she died in hospital a short while later. Three additional people were also injured and taken to hospital.”

Project Runway enthrals Child Welfare Pre Winter Fair launch a success

Audiences were enchanted by the much anticipated Project Runway Fashion Extravaganza held at the Stanger Siva Sungum Hall on Saturday, 20 May 2017. Guests were entertained by various performers and thoroughly enjoyed the fashion showcased by talented designers.

The CWSA: KwaDukuza, or Child Welfare as locals refer to it, held its annual Pre Winter Fair launch event at the KwaDukuza Town Hall on Friday, 19 May 2017. The purpose of the evening lies in its pledges it receives from local businessmen, individuals, the community including anonymous pledges towards rendering its core services. Like its marquee annual event, the Winter Fair, an element of entertainment also forms part of an evening that was festive and had good food. Entrepreneur and philanthropist businessman,

He also said that “all food stalls will be outsourced.” “I am quite certain it is a better venue as it has three grounds. One dedicated to the car show. The second one for the Fun Fair and the largest part of the ground for the stalls and entertainment,” he added. He also confirmed the dates as officially starting on Thursday, 29 June 2017 to Sunday, 2 July 2017. The Child Welfare also said that people can still pledge by phoning Nancy Moonsamy on 032 551 2129/5041.

A Month of Countless Blessings It is the season of earning for the afterlife. It is the time of earning divine mercy and forgiveness and gaining emancipation from the fire of hell. A Prophetic narration reads: “The first ten days of Ramadan are the days when divine mercy is showered, the middle ten days are the days of forgiveness and the last ten days are the days when numerous souls are freed from the fire of hell.” It is a month when the doors of paradise are thrown open, the doors of hell are closed and the Satanist race are chained. The abstinence of food and drink from dawn to dusk is a devotion with multiple benefits , medically and spiritually. The fasting person is now ever more thankful for all his luxuries and this condition acts as a catalyst for further devotion. A fixed amount of extra nightly prayer is observed throughout this month which motivates the devotee to advance closer to the divinity. We pray that this Ramadan is a highly beneficial and spiritual one for all. AAMEEN.

The learners at Shining Stars Pre Primary School together with the Xpress Times team wish all Muslims well over the month of Ramadaan

Ramadaan is an Arabic term which denotes something intense. It is this word which Arabs use to express excessive thirst or intense heat. Based on this linguistic fact scholars explain that this month is named Ramadan because the intense heat of our good actions in this month burns out the ill effects of our wrongdoings throughout the year. Therefeore we find that in this month

Muslims exert themselves in performing huge quantites of devotions, to yield maximum benefit. Ramadan is a month of devoting oneself to divine worship more than at any other time. It is a time of charging the batteries of faith to a peak. It is a time to develop the noble qualities of patience and kindness towards one's fellow beings. Ramadan is a gift to cherish, a treasure to value and an absolute boon and blessing.

A Month of Countless Blessings The Benefits of Taqwa (Consciousness of Almighty) and the 'Forgiving' Quality of GOD ALMIGHTY “And whoever fears Almighty He will remove from him his misdeeds and make great for him his reward “ ~Surah Talaq 65:5 Scholars have enumerated numerous benefits of Taqwa. The most honorable person in the sight of GOD ALMIGHTY is that person who has most Taqwa. When a person has Taqwa, GOD ALMIGHTY gives him the Noor (Celestial Light) in his heart and the criteria (Furqaan) which will enable him to discern between right

and wrong. The purpose and object of Ramadaan is to strive towards attaining Taqwa… The word Taqwa is derived from the word “Wiqaayah”. Wiqaayah means a 'shield'…We have armed and protected ourselves with this 'Shield of Taqwa' against the onslaughts of Nafs (Inner Self) and shaytaan (satan)… They prompt us all the time and we have to defend ourselves with this shield . One who has Taqwa enjoys some of the following Benefits / Virtues/ Blessings: • Kaafara tu Zunoob ~ GOD ALMIGHTY will wipe out one's Sins. • GOD ALMIGHTY will grant one abundant reward

(increase in sawaab) • THE ALMIGHTY will make an opening for him from all difficulties • THE ALMIGHTY will grant one sustenance (rizq) from unseen sources • One becomes Honorable and beloved in the sight of GOD ALMIGHTY • THE ALMIGHTY will give one the criteria to discern between right and wrong (Furqaan) • Will be granted success in both worlds • He will be saved from the fire of Jahannum (Hell) • Will remain perpetually in Jannah (Paradise) • At the time of Death one will get glad tidings of Jannah ( Paradise )

Mandeni Municipality hosts training programme Mandeni Municipality hosted a waste management training programme for employees at Sibusisiwe Hall from 1012 May 2017. Employees received training on accredited Environmental Practice Level 2. Mr Mbongeleni Dlamini (Manager under community services) said the training seeks to keep on refreshing waste management employees in as far as waste management is concerned. “It is like we are sharpening the saw, and trying to make work more relevant to waste management employees, though we cannot reach the maximum level, but we are trying our utmost best to equip our staff members in this regard,” he said. Dlamini added that the general concept of waste management must be

fully understood. “The capacity building and foundation must be laid within the department and this can be achieved through skills and training programme for our employees. I would also like to ensure that this will not end with permanent staff, but it will also expand to our contracted workers for them to be able to render services.” Waste Management Superintendent, Mr Sikhumbuzo Sthembiso Ndlovu said that the training seeks to attain municipal goals as they were identified on the IDP. He also mentioned that the training will assist waste management staff to fully understand the role they are entitled to play in as far as waste collection and management is concerned.

ILembe Municipality has urged the public to be patient following an unfortunate decrease in water levels at the Saunders Street Reservoir. According to a notice issued by the municipality on Thursday, 18 May 2017, “Levels at the Saunders Street Reservoir are critically low. This is due to a reduced inflow from Umgeni Water Supply, Avondale and Umvoti. The reasons for this is that pumps burnt out two days ago (Monday, 15 May 2017) and even though they have been repaired, it will take some time for pumping to go back to normal.” Areas that will be most affected include the Central Business District of KwaDukuza, namely Balcomb Street all the way to Paterson Street and the surrounding high lying areas.

New mall development disrupts start of volleyball league

The new multi-million rand mall development at the KwaDukuza Golf Club has disrupted the start of the much awaited start of the new league format adopted by KwaDukuza Volleyball Association as the KwaDukuza Municipality has decided to switch off the lights to the courts due to safety measures leaving officials with a huge

headache on alternative venues. A meeting has been called by the officials of KDVA tonight (Wednesday) at the Quartz Conference Centre to charter a way forward, after receiving notification from the municipality. The association was promised that a new venue would be available before

excavation takes place but this was not to be. Officials are now in a quandary of as to future steps. The league, sponsored by Natdale Insulating was to have got underway last Tuesday. The Premier league consists of 12 teams in the
